Abstract

Penelitian ini bertujuan untuk menjelaskan urgensi pelaksanaan Operasi Damai Cartenz di Papua yang menggantikan operasi sebelumnya yakni Operasi Nemangkawi dan menjelaskan perlunya pengembangan fungsi dan peran Brimob Polri selain fungsinya sebagai satuan pemukul. Metode penelitian yang digunakan adalah metode kualitatif. Data diperoleh dari sumber primer melalui oservasi dan wawancara dan sumber sekunder melalui penelurusan berbagai dokumen seperti peraturan perundang-undangan, dokumen rencana operasi, buku, jurnal, dan sebagainya. Hasil penelitian menunjukkan bahwa operasi damai Cartenz 2022 di Papua tetap dibutuhkan untuk menciptakan stabilitas keamanan dan ketertiban masyarakat. Operasi dijalankan dengan mengedepankan pendekatan kemanusiaan melalui strategi preemtif dan preventif. Pendekatan melalui cara-cara kekerasan (represif) diminimalisir untuk menghindari tudingan pelanggaran hak asasi manusia (HAM) dan untuk mendapatkan simpati masyarakat Papua. Untuk itu, personel Brimob sebagai satuan yang paling banyak diternjunkan dalam misi operasi damai dituntut untuk menguasi beragam peran dan fungsi selain menjalankan fungsinya sebagai satuan pemukul. Sehingga Polri perlu mengembangkan kompetensi personel Brimob seperti kemampuan untuk menjalankan fungsi intelijen, penyelidikan dan penyidikan, olah tempat kejadian perkara, komunikasi dan kehumasan.

Abstract

Industri 4.0 merupakan istilah yang didasarkan pada gagasan revolusi industri keempat terkait dengan pesatnya perkembangan teknologi. Revolusi industri ini tidak hanya berdampak positif tetapi juga berdampak negatif. Salah satu dampak negatifnya adalah berkembangnya berbagai bentuk kejahatan. Kondisi tersebut memberikan tantangan baru bagi kepolisian untuk melakukan perubahan organisasi dan meningkatkan kualitas serta kapabilitas sumber daya manusianya untuk dapat menghadapi segala dinamika yang berkembang di masa depan. Penelitian ini bertujuan untuk menganalisis kesiapan sumber daya manusia Kepolisian Negara Republik Indonesia (Polri) dalam menghadapi era 4.0 dan upaya transformasinya di era 4.0. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif-analitik. Data dikumpulkan melalui penelitian kepustakaan. Hasil studi menunjukkan bahwa SDM INP masih belum siap menghadapi era 4.0, sehingga Kapolri membawa program transformasi menjadi empat bentuk. Salah satunya adalah melakukan transformasi organisasi melalui upaya penataan kelembagaan, peningkatan kuantitas dan kualitas sumber daya manusia INP, serta melaksanakan perkembangan teknologi dalam menjalankan tugas dan fungsinya disertai dengan upaya penyediaan dan pemenuhan sarana dan prasarana yang dibutuhkan oleh INP.

Abstract

The innovation of the android-based audio visual integrated system (AVIS) online limited area application by the Cimahi police resort, which is relatively new, still requires a lot of improvement and refinement. This study aimed to determine the use of the Android-based limited area online AVIS application and how to optimizing of the AVIS application. This research was conducted with a qualitative approach, using descriptive analysis research methods, as well as data collection techniques by interviewing, observing, and document review. The study found that the use of AVIS application based on components of the law, facilities, infrastructure, internal control, and performance evaluation of executors has not met the standards. Influencing factors, namely innovation, communication channels, and social systems, are inhibiting factors. In conclusion, optimizing the use of the android-based limited area AVIS online application in the SIM theory test service by the Cimahi Police Traffic Unit based on the Public Service Improvement Theory by Kearns (2010) can be done through 4 strategies, namely growth strategy, efficiency increasing strategy, stability strategy, and collaboration strategy.

Abstract

Lalu lintas adalah aspek penting dalam laju pertumbuhan perkotaan dan pedesaan, tetapi Indonesia menghadapi masalah serius dalam hal ini seperti kemacetan dan pelanggaran lalu lintas. Sistem penalti dan denda tilang digunakan untuk mengendalikan pelanggar lalu lintas, akan tetapi sering kali tidak konsisten dan efektivitasnya sering dipertanyakan. Masalah ini dilatarbelakangi pertumbuhan kendaraan yang tidak seimbang dengan infrastruktur, kesadaran pengemudi yang rendah, infrastruktur jalan yang buruk, dan faktor sosial budaya. Penulisan artikel ini bertujuan untuk mengevaluasi efektivitas sistem penalti dan denda tilang dalam menciptakan kepatuhan berlalu lintas. Evaluasi mencakup tingkat kepatuhan, efektivitas penindakan, efisiensi sumber daya, dan dampak pada perilaku pengemudi. Artikel ini akan menjelaskan sistem penalti denda tilang, faktor-faktor yang mempengaruhinya, dan strategi untuk meningkatkan kepatuhan berlalu lintas. Metode penulisan artikel yang digunakan adalah metode kualitatif. Teori yang digunakan dalam penulisan artikel adalah teori ekonomi perilaku, teori sosial dan teori penegakan hukum. Hasil penulisan artikel menunjukkan bahwa sistem penalti denda tilang digunakan untuk menciptakan kepatuhan dalam berlalu lintas dengan tujuan meningkatkan keselamatan jalan, mengurangi pelanggaran, dan memastikan tertib lalu lintas. Sistem ini melibatkan pengenaan denda sebagai sanksi terhadap pelanggaran lalu lintas, dengan penekanan pada konsistensi dalam penegakan hukum dan kesadaran masyarakat. Denda yang diterima dari pelanggaran dapat digunakan untuk mendukung keselamatan jalan. Untuk meningkatkan efektivitasnya, strategi penalti dapat dioptimalkan dengan menggabungkan berbagai pendekatan seperti pengenaan sanksi tegas, penggunaan teknologi, pendidikan, dan kesadaran, serta melibatkan kerjasama antarinstansi dan evaluasi berkala.

Abstract

Kasus meninggalnya satu keluarga di Kalideres Jakarta Barat pada tahun 2022 ini dijadikan studi penelitian karena merupakan kasus yang menonjol dan sangat viral di masyarakat, karena pada saat itu penyidik sempat kesulitan menentukan penyebab kematian satu keluarga tersebut karena minimnya alat bukti di awal proses penyelidikan. Crime Scientific Investigation memainkan peran penting dalam mengungkap kasus kejahatan yang kompleks, termasuk kasus meninggalnya satu keluarga di Kalideres Jakarta Barat. Untuk mencapai hasil yang akurat dan efektif, interkolaborasi yang baik antara berbagai profesi yang terlibat dalam penyelidikan menjadi krusial. Tujuan dari penelitian ini adalah untuk menganalisis dan mengidentifikasi strategi interkolaborasi profesi yang efektif dalam mengungkap kasus meninggalnya satu keluarga di Kalideres Jakarta Barat melalui crime scientific investigation. Penelitian ini menggunakan pendekatan kualitatif dengan melibatkan penyidik Polri, ahli forensik, dan pihak-pihak terkait lainnya dalam wawancara mendalam. Dalam penelitian ini, profil profesi yang terlibat dalam investigasi ilmiah kriminal diidentifikasi, dan faktor-faktor pendukung dan penghambat dalam interkolaborasi tersebut dianalisis. Hasil penelitian menunjukkan bahwa strategi interkolaborasi profesi yang efektif dalam mengungkap kasus meninggalnya satu keluarga di Kalideres Jakarta Barat meliputi komunikasi yang terbuka dan terkoordinasi antara penyidik Polri, ahli forensik, dan instansi terkait, pemahaman yang mendalam tentang peran masing-masing profesi, penggunaan teknologi dan metodologi ilmiah yang tepat, serta pelatihan dan pengembangan profesionalisme yang kontinu. Namun, terdapat juga faktor penghambat seperti kendala administratif, keterbatasan sumber daya, dan kurangnya koordinasi antara profesi yang terlibat. Dalam konteks ini, rekomendasi strategis yang diajukan adalah meningkatkan kerjasama antarprofesi melalui pembentukan tim multidisiplin, meningkatkan ketersediaan sumber daya dan infrastruktur yang memadai, serta mengoptimalkan penggunaan teknologi dalam CSI. Penelitian ini diharapkan dapat memberikan wawasan yang berguna bagi pihak terkait dalam mengembangkan strategi interkolaborasi profesi yang efektif dalam mengungkap kasus atau tindak kejahatan.Kata kunci: implementasi, Crime Scientific Investigation, Otopsi Psikologis, penyelidikan.

Abstract

This research aims to analyze the influence of the use of National Traffic Management Center (NTMC) technology at the National Police Traffic Corps contact center in handling traffic accidents. The government, through Korlantas Polri, established the National Traffic Management Center (NTMC) to realize safe, secure, orderly, and integrated traffic and road transportation services. The service provided is in the form of the NTMC Contact Center application which was developed in 2017 to complement the call center and SMS center services that have been available since 2014. The ease of use of technology and the provision of quality services will have an impact on community satisfaction. The purpose of this research is to analyze the influence of acceptance of the use of technology, the influence of service quality on the NTMC Contact Center application for the National Police Traffic Corps, and the simultaneous influence of acceptance of the use of technology and quality of service on the NTMC Contact Center application for the National Police Traffic Corps on the level of public satisfaction in handling traffic violations and accidents. Theoretical concepts in the Technology Acceptance Model, User Acceptance, and Community Satisfaction are used to analyze the acceptance of technology use and service quality on community satisfaction in the NTMC Contact Center application for the National Police Traffic Corps. The research method used in this research is quantitative explanatory research with a population of 10,000 people who downloaded the NTMC Contact Center Polri application on Google Playstore. From the total population, a sample of 100 people can be obtained using the Slovin formula. The sampling technique used was the snowball sampling technique. The results of the research show that there is a positive and significant influence of acceptance of the use of technology, influence of service quality, and a simultaneous influence of acceptance of the use of technology and service quality in the NTMC Contact Center application on the level of public satisfaction in handling traffic violations and accidents.

Abstract

Haul Mbah Priok's activities have the potential to cause disturbances in Kamtibmas, especially during the Covid-19 pandemic. Police are expected to play an active role in preventing various forms of social problems, including problems that may arise at Haul Mbah Priok. This study aims to determine the relationship between the National Police and the Community in Securing Haul Mbah Priok during the Covid-19 pandemic by the Tanjung Priok Port Police. This research was conducted with a qualitative approach. Sources of data in this study include the Head of Tanjung Priok Port Police, Head of Binmas, Head of Criminal Investigation Unit, Head of Intelligence and Security, Tomas and Toga, and the community. The methodology uses a qualitative approach. The results showed that the haul Mbah Priok vulnerability potential was very high. The results of this study are to equate perceptions of the technical plan for securing the Mbah Priok haul. Police-community relations in securing Haul Mbah Priok are no longer based on the legality of the Tanjung Priok Port Police's actions, but community recognition of the security measures carried out by the police which require "reasonable" security to be carried out in the interest of the community so they are not exposed to Covid-19. The strong relationship of mutual trust between the Tanjung Priok Port Police and the community is an important factor in police-community relations in securing Haul Mbah Priok in the era of the Covid-19 pandemic

Abstract

The behavior of individuals in the Cimanggis Police Station organization greatly affects the organization directly or indirectly. different abilities of individuals in the face of their tasks or activities. Consistent personnel performance is seen in organizations that pay attention to the environment of personnel carrying out their duties with colleagues, leaders, and the work atmosphere, which can affect a person's ability to carry out their duties. The study aims to determine whether competence and organizational culture mediated by leadership can affect the performance of the Cimanggis Police Station in Depok Jakarta, Indonesia. The results showed that competence and organizational culture have a significant effect on performance. Competence and organizational culture have a significant influence on leadership. Leadership has a significant effect on the performance of Cimanggis Depok Police personnel, leadership mediates the significant influence of competence on performance, and leadership mediates significantly the influence of organizational culture on performance. The results of the F test simultaneously show that leadership and competence have a significant simultaneous effect on the performance of Cimanggis Depok Police Personnel. It is very necessary to have a clear communication pattern, give appreciation or appreciation to personnel, and provide opportunities for personnel members to make good working relationships, leaders and personnel can jointly provide mutual enthusiasm for work.

Abstract

This research was motivated by the theft of motor vehicles in the Karawang regency in the last five years to the crime of the highest with the number 176 cases in 2019 Bhabinkamtibmas as the police officer in the village has a preventive role with sambang to suppress motor vehicle theft in Karawang Regency, especially Klari District. The purpose of this study was to determine the implementation of sambang by Bhabinkamtibmas and what factors were inhibiting it, as well as innovations in suppressing the number of thefts. As a knife of analysis in this study, using management theory, the concept of Bhabinkamtibmas, the concept of sambang, and the concept of implementation. This research was conducted with a qualitative approach, using the type of field research, as well as interview data collection techniques, observations, and document review. From the results of the study, the authors found several facts that we're still unfulfilled, namely, they did not have data on the community of their fostered village, there was no recidivist data regarding the perpetrators of theft, did not have the name cards of Bhabinkamtibmas members, there was no inspection of the tidiness of the body and officers' equipment and messages that were sent. Conveyed that it has not been directed towards theft of motorized vehicles, not all members of Bhabinkamtibmas have attended vocational education. It can be concluded that there are still many shortcomings that are found, for that the author provides input to hold night patrols to maintain security, especially at vulnerable hours, and provide Bhabinkamtibmas vocational education. Approaching individuals who have dealt with the police so that they are not antipathetic to Bhabinkamtibmas, giving rewards so that Bhabinkamtibmas is maximal in carrying out its duties, and making innovations to reduce the number of vehicle theft crimes by developing media for delivering Bhabinkamtibmas messages through Instagram, Facebook, Twitter or YouTube to make it more interesting.
