Abstract

Various poverty reduction programs, especially in Central Sulawesi, have been implemented by the government, including in the socio-economic, health and education sectors. Mapping the poverty reduction program plan is needed to increase the effectiveness of each program implemented. The poverty reduction programs launched by the government have not been able to significantly reduce the poverty rate. In order to reduce poverty, it is necessary to take strategic, comprehensive and sustainable steps that can have an impact on reducing poverty. The purpose of this study is to see how the role of Bappeda in formulating planning and budgeting to reduce poverty in Central Sulawesi. The method used in this research is a descriptive qualitative method. The results of this study indicate that bappeda as a facilitator and the process of formulating planning and budgeting has carried out its duties as regulated by law. The Central Sulawesi BAPPEDA in formulating poverty reduction planning compiles the Annual Regional Development Plan in the form of the Regional Government Work Plan (RKPD) through the implementation of absorption and aspiration gathering in the form of a Development Planning Consultation (Musrenbang) forum. The results of the Musrenbang contain a budget framework for activity plans that need to be funded by funding sources, be it the Regency APBD, Provincial APBD, APBN or other sources of funds. After the musrenbang, the RKPD is determined, which is then contained in the PERDA.

Abstract

Abstract

Despite receiving Direct Cash Assistance from Village Funds (BLT-DD), low-income households in Labuan Lelea Village, Donggala Regency, continue to struggle with meeting their basic living needs. They have a limited understanding of how the assistance is divided between expenses for food and other necessities. This research aims to analyze the Consumption Patterns of Low-Income Households Receiving Direct Cash Assistance from Village Funds in Labuan Lelea Village, Donggala Regency using Poverty Gap Index Analysis. The research employs descriptive methods with quantitative and qualitative approaches. This study uses the poverty gap index (Poverty Gap Index-P1) analysis method. The research sample consists of 30 respondents receiving BLT-DD (Direct Cash Assistance from Village Funds) who are outside the Integrated Social Welfare Data (DTKS) or are unregistered. Data collection methods used in this research include literature study through written document collection, particularly documents, articles, scientific works, books, survey methods, and interview methods. The research results show that the expenditure pattern of 30 households receiving BLT Village Fund assistance is used more for food at 70.20 percent while non-food items only account for 29.80 percent. This indicates that BLT assistance funds are primarily used to fulfill basic needs in the form of food, which is characteristic of low-income households where most income or assistance received is focused on meeting daily basic needs, especially food consumption. This research suggests strengthening productive economic programs such as skills training and business capital assistance. Regular evaluation is also needed to ensure proper targeting and program effectiveness in reducing poverty.

Abstract

This study aims to examine the role of farmer groups in increasing the income of tomato farmers before and after joining such groups. The research was conducted using a descriptive research method in Padende Village, Marawola District. The findings indicate that the involvement of MBKM students as village facilitators has positively impacted tomato farmers by providing targeted training. This training enabled the farmers to maximize production and sell their tomatoes directly in the primary market. The role of farmer groups in improving income is considered significant, as the tomato farmers in Padende Village are part of a combined farmer group. This group receives support from the village government, particularly in seed assistance. As a result, tomato farmers' income increased notably, reaching IDR 3,500,000 in 2023 from managing 1 hectare of land.

Abstract

The MSME sector plays a crucial role in Indonesia's economy. In Palu City, MSMEs absorb 97% of Palu City's workforce, making the handicraft industry vital for economic growth and cultural preservation. Mantikulore sub-district houses 11 handicraft industries, primarily ebony-based products, but faces competitive challenges in product quality, pricing, location, and promotion. Research indicates that product quality and business location significantly influence consumer purchasing decisions, highlighting the need to understand these factors for strategic industry development. The primary objective of this study is to examine the various elements that impact the selling of handicrafts within Mantikulore sub-district in Palu City. The methodology employed in this research involves descriptive analysis, with data being gathered through a quantitative survey utilising a Likert scale and the Spearman rank correlation test. The findings from the analysis indicate that the quality of the product has a notably strong connection to sales, displaying a correlation coefficient of 0.80 (p < 0.05). Additionally, factors such as pricing and location also play a significant role in driving sales, with correlation coefficients of 0.77 (p < 0.05) and 0.74 (p < 0.05) respectively.  Conversely, it was found that promotional activities do not contribute significantly to boosting sales, as indicated by a coefficient of -0.067 (p > 0.05), suggesting that the current promotional strategies in place are ineffective in increasing sales.

Abstract

Buol Regency has had a dynamic economic development since its separation from Tolitoli Regency. However, the non-optimal utilization of sectoral potential and the imbalance of contributions between sectors encourage the need to identify leading sectors as the basis for regional development policies. This study aims to analyze the regional economic structure, identify the basic sectors through Location Quotient analysis, and evaluate sectoral competitiveness with the Shift Share approach during the 2014-2023 period. The analysis methods used include Location Quotient to determine the base/non-base sector and Shift Share to evaluate the growth and competitive advantage of economic sectors. The Location Quotient analysis discover that Buol Regency has a number of economic sectors that have the potential to become leading sectors, such as Agriculture, Forestry and Fisheries; Water Supply; Waste Management, Waste, and Recycling; and other sectors that show Location Quotient (LQ) values greater than 1, indicating a positive contribution to the regional economy. Conversely, sectors with LQ values below 1 (Mining, Processing Industry, Electricity/Gas, Construction, and others) represent non-leading sectors, highlighting development challenges in Buol Regency. Shift Share analysis (2014-2023) reveals no significant economic structural shift, with the economy remaining primarily dependent on agriculture and fisheries despite some positive developments in other sectors. Economic structural shift would typically manifest as increased non-primary sector activity and reduced dependence on natural resource-based sectors. These findings identify priority sectors for regional economic policy. This research uniquely combines two analytical methods to assess sectoral dynamics in Buol—an approach rarely applied in eastern Indonesia's district-level studies.

Abstract

Purpose: This study analyzes the social and economic impacts of the Trans Donggala Bus as a mode of inter-city public transportation connecting Donggala Regency and Palu City. The objective is to evaluate its role in improving community mobility and economic welfare in regions with limited infrastructure. Methodology/approach: The research adopts a qualitative descriptive approach using surveys, in-depth interviews with stakeholders, and direct observations at the bus terminal. Data were grouped thematically to explore both social and economic dimensions of the bus service's impact. Results/findings: Findings reveal that the Trans Donggala Bus has had positive socio-economic effects. Socially, it enhances public access to education, health services, and markets in Palu City, reduces the rural-urban gap, and strengthens social interactions. Economically, it lowers transportation costs, allowing residents to reallocate funds for other household needs. Despite these benefits, challenges persist, including limited fleet numbers, insufficient route coverage, and inadequate terminal infrastructure, which hinder service efficiency. Conclusion: The Trans Donggala Bus has improved accessibility and reduced costs for communities, but optimization of routes, fleet expansion, and facility upgrades are needed to maximize its impact. Limitations: The study focuses solely on the Donggala–Palu route and uses qualitative methods limited to interviews and observations. Thus, it does not fully represent the views of the entire community across different areas. Contribution: This study highlights the importance of public transportation in enhancing mobility and economic resilience in underdeveloped regions. It also provides insights for local governments in developing sustainable and inclusive transport policies.
