Abstract

This research examines the implementation of public sector leadership strategies in improving service quality at the Department of Community and Village Empowerment of Central Sulawesi Province. Using Van Wart's (2003) theoretical framework, this research analyzes three main dimensions: skills, traits, and leadership styles. Through qualitative methods including in-depth interviews with key informants and document analysis, the research reveals that effective public sector leadership requires a balanced integration between technical competencies, personal characteristics, and adaptive leadership approaches. The findings show that participative and transformational leadership styles, combined with strong technical skills and ethical traits, contribute significantly to improving public service quality

Abstract

The aims of this study were 1) to find out about the migration process of the Bugis ethnic group to Palu City, to explain the driving factors in the area of ​​origin of South Sulawesi, the pull factors in the destination area of ​​Palu City as well as the inhibiting factors and barriers to migrating to Palu City. 2) Knowing about social interactions and socio-cultural adaptations of the Bugis ethnic in Palu City. The method used is a qualitative approach involving 8 informants. The results showed that: Migration of the Bugis Ethnic to Palu City was motivated by economic factors due to limited job opportunities and increasingly competitive life along with population growth in the area of ​​origin of South Sulawesi. The factor of "siri" cultural values, past conflicts and political upheavals also contributed to the migration of the Bugis Ethnic to Palu City. The swift flow of migration of the Bugis Ethnic to Palu City has an impact on social relations, both associative and dissociative which automatically forces Bugis migrants to be more adaptive to the surrounding social environment, therefore, the cultural values ​​possessed by the Bugis Ethnic are internalized in his life is expected to become a social glue in social interaction in the overseas area of ​​Palu City.

Abstract

Introduction: This study aimed to analyze the strategies implemented by the Health Office of Palu City in realizing a Healthy City, as part of Indonesia’s national movement toward achieving the World Health Organization (WHO) Healthy City framework. The program emphasizes cross-sector collaboration and active community participation, which remain crucial in addressing challenges of urbanization, social inequality, and limited health infrastructure. Methods: A qualitative case study design guided by Parsons’ AGIL functional framework was applied to explore adaptive, integrative, goal-oriented, and latent dimensions of health governance. Data were collected through in-depth interviews, observations, and document reviews involving key stakeholders such as health officials, community leaders, health cadres, and social organizations (e.g., PKK and NGOs). Data were analyzed thematically using NVivo 12 Plus. Ethical clearance was obtained, and all participants provided informed consent. Results: The findings revealed that the Health Office strategies were categorized into the four AGIL functional dimensions: (1) Adaptation, through fiscal adjustment and program prioritization; (2) Integration, via inter-sectoral coordination and disaster response mechanisms; (3) Goal Attainment, through leadership alignment with municipal health targets; and (4) Latency, through sustained community participation and cadre-led education. These strategies strengthened social structures, communication forums, and community-based initiatives such as GERMAS and open defecation elimination. Despite these efforts, key barriers persisted—namely, limited budget allocation, weak cross-sectoral institutionalization, and uneven citizen engagement across subdistricts. Conclusion: The study concludes that a socially grounded, AGIL-informed collaborative strategy adopted by the Health Office is effective in promoting the WHO Healthy City initiative within Indonesia’s decentralized governance context. These findings contribute theoretically to the discourse on social determinants of health and systems theory, and offer practical implications for strengthening local government capacity, budgeting, and inter-sectoral health policies.

Abstract

This study aims to determine public policy communication in implementing the Freedom of Learning policy in Remote Indigenous Peoples of Parigi Moutong Regency. This study uses a qualitative and case study approach conducted in West Lombok Village, Tinombo District, Parigi Moutong Regency. The research involved seven educational units, namely: 1) Ogopuyo Hamlet Independent Play Group, 2) Gianang Hamlet Remote Play Group, 3) Bolo Hamlet Bright Kindergarten, 4) Alkhairat Refugee Elementary School Gianang Hamang, 5) Babong Hamlet Remote Elementary School, 6) Yapintar Nature School, and 7) PKBM Mahakarya. The study results show that public policy communication in implementing the Freedom to Learn policy in the Remote Indigenous Peoples of Parigi Moutong Regency has not gone well. Socialization and assistance related to the Independent Learning Policy by regional policyholders are rarely carried out, hindering the development of an independent education system. Difficult communication access and remote geographical location are some of the factors hindering bureaucratic communication. In addition, implementing the Freedom to Learn policy at the PAUD, SD, and PKBM levels in West Lombok villages is not running to launch the policy. Communication in remote Indigenous communities faces unique barriers due to geographical, cultural, and technological limitations. Common obstacles faced include geographical distance, language and culture, limited access to technology, low levels of education, lack of awareness about the importance of communication, and mistrust or social problems.

Abstract

This study aims to analyze the role of government public relations in utilizing digital media to build a positive image of the Provincial Government of Central Sulawesi. In the digital era, government public relations hold a strategic responsibility to deliver accurate, transparent, and relevant information to the public. However, various obstacles such as limited human resource capacity, the spread of misinformation, and digital infrastructure disparities often reduce the effectiveness of communication. This study employs a qualitative approach with a case study method, involving in-depth interviews, digital media content analysis, and observations of public relations practices in the region. The findings reveal that the use of digital media by the public relations of the Provincial Government of Central Sulawesi still faces challenges in terms of consistency in information delivery and issue management on social media. Nevertheless, there is significant potential to improve the government’s image through better-planned, collaborative, and inclusive digital communication strategies. This study provides recommendations to enhance human resource capacity, expand digital infrastructure reach, and strengthen response mechanisms to negative information on social media. These efforts are expected to enable public relations to effectively build trust and foster a harmonious relationship between the government and the public

Abstract

Setiap individu selalu berkomunikasi tanpa mengenal batasan tempat, baik di rumah, sekolah, pasar, maupun tempat kerja. Tempat kerja menjadi ruang bertemunya individu dari berbagai latar belakang sosial, budaya, dan pendidikan yang menjunjung nilai profesionalitas. Salah satu bidang pekerjaan yang sangat mengandalkan komunikasi interpersonal adalah Hubungan Masyarakat (Humas), khususnya dalam konteks media relations.Penelitian kualitatif ini bertujuan menganalisis strategi praktisi Humas dalam menjalin hubungan profesional dengan jurnalis. Metode yang digunakan adalah wawancara dan observasi terhadap 12 informan, terdiri dari 6 praktisi Humas dan 6 jurnalis. Dengan menggunakan teori Johari Window serta konsep Humas dan media relations, hasil penelitian menunjukkan bahwa hubungan media yang efektif bukanlah relasi yang sepenuhnya terbuka tanpa batas, melainkan hubungan profesional yang menyeimbangkan keterbukaan, selektivitas informasi, dan kesadaran terhadap persepsi pihak lain. Keberhasilan media relations ditentukan oleh kualitas komunikasi interpersonal yang dijalankan secara konsisten, reflektif, dan profesional. Penelitian ini menegaskan pentingnya media relations sebagai relasi profesional jangka panjang yang dilandasi kepercayaan, empati, dan kesadaran komunikasi interpersonal.

Abstract

This study discusses prophetic communication in spreading religious messages for the Coronavirus (COVID-19) outbreak prevention in Palu, Indonesia. This study is based on qualitative research with a case study approach. This study will lead to a detailed and in-depth description of the problem regarding the condition according to what happened in the field. The case study conducted in this research took place in Alkhairaat Foundation of Palu, Central Sulawesi. To support existing data, researchers also made direct observations to the Alkhairaat Foundation. Religion is not only a guide but also a source of life. The function of religion is to regulate human life such as amidst the COVID-19 outbreak through the basis of the Qur'an and hadith. Qur'an and Hadith become the basis in the formation of religious messages that are assembled by the Ulamas through their social media. Public opinion is then filled with tendencies that lead to Islamic ideas and at the same time, there are rejections of it which portray acceptance of information to have positive and negative sides. Ulamas used social media such as Facebook, WhatsApp, and online news. Ulamas also coordinate with local government to unite the perceptions on how to face the COVID-19 that also happened in Palu. Ulamas perform their roles by conveying fatwas. The strong influence of an Ulama as a figure means that every word and deed can be a hold for the people. In this case, Ulamas should remain consistent with what was conveyed. Because the conveyed fatwa is not an individual fatwa but an institutionalized fatwa
