Abstract

Tujuan dari penelitian ini yaitu untuk menjelaskan bagaimana kesiapan KP2KP dalam melakukan perubahan organisasi yang terjadi dan upaya yang dilakukan untuk tetap memberikan pelayanan yang baik. Pada penelitian ini, penulis menggunakan metode penelitian dengan pendekatan kualitatif. Maka dari itu, untuk memperoleh data yang dibutuhkan penulis melakukan observasi dan wawancara dengan pegawai KP2KP Kota Banjar. Dimana teori yang digunakan sebagai rujukan penelitian yaitu oleh Porras dan Robertson dalam (Struckman & Yammarino, 2003). teori ini terdapat 9 faktor yaitu communication, culture, technology, leadership, management, organizational structure, performance management, strategy, skill. Hasil dari penelitian ini menjelaskan bahwa dari ke Sembilan faktor, ada beberapa faktor yang belum optimal namun dalam tahap perkembangan yaitu technology yang hanya sebagian layanan dapat dilakukan secara online, performance management sebagai upaya untuk lebih menarik wajib pajak dan wajib pajak kecil dilakukan penyuluhan langsung secara rutin. Dan ditemukan bahwa SDM masih dibawah rata-rata yang diharapkan untuk perubahan menjadi KPP Mikro dan cakupan wilayah yang masih kecil. Maka, dapat disimpulkan bahwa seluruh faktor dapat mempengaruhi perubahan organisasi. The purpose of this research that is for explain how KP2KP readiness in make changes organization that occurred and the efforts made for still give good service. On research this, author use method study with approach qualitative. So from it, for obtain the required data writer do observation and interview with Banjar City KP2KP employee. Where is the theory used as reference study namely by Porras and Robertson in (Struckman & Yammarino, 2003). theory This there are 9 factors that is communication, culture, technology, leadership, management, organizational structure, performance management, strategy, skills. Result of study This explain that from to the nine factors, there is a number of factors that are not yet optimal however in stage development that is technology that only part service can done in a manner online, performance management as effort for more collect must tax and mandatory tax small done counseling direct in a manner routine. And found that human resource still is below the expected average for change become a KPP Micro and the coverage area is still small.

Abstract

In achieving Good Governance, the Bandung City Government implements e-Government to improve the quality of its performance. The implementation of e-Government is expected to increase the convenience, efficiency and accessibility of public services. One form of e-government implementation, the Bandung City Personnel, Education and Training Agency (BKPP) implements a Dynamic Work Allowance (TKD) system based on Electronic Performance Remuneration (e-RK). -RK affects the achievement of employee performance as expected so that it can give birth to solutions or recommendations for the smooth implementation of activities in government agencies, especially in the city of Bandung. The research method used is a quantitative approach. To measure which dimensions are inadequate, the authors use the TPC (technology performance chain) theory from Goodhue and Thompson (1995) which shows four dimensions including Task Characteristics, Technologies Characteristics, Task-technology fit, and Utilization. The performance theory used is Mitchel's theory in Sedarmayanti (2001) where there are five dimensions in assessing performance, namely Promptness, Quality of Work, Initiative, Communication, and Capability. ). The researcher used a sampling technique, namely the proportionate stratified random sampling technique with a total sample of 46 people. The results showed that e-RK had a high effect on the performance of BKPP employees. The results showed that the contribution given by e-RK had an effect of 87.8% on employee performance. Then for the rest as much as 12.2% is the influence of other contributions not examined in this study. Based on the hypothesis test, the value of tcount > ttable (17.807 >2.01537) was obtained. So it can be concluded that Ho is rejected and there is a significant effect on the implementation of e-RK on the performance of BKPP employees. Dalam mencapai Good Governance, Pemerintah Kota Bandung menerapkan e-Government untuk meningkatkan kualitas kinerjanya. Penerapan e-Government diharapkan dapat meningkatkan kenyamanan, efisiensi serta aksesibilitas yang dari pelayanan publik. Salah satu bentuk penerapan e-government, Badan Kepegawaian, Pendidikan, dan Pelatihan (BKPP) Kota Bandung menerapkan sistem pemberian Tunjangan Kerja Dinamis (TKD) yang berbasis Elektronik Remunerasi  Kinerja (e-RK).Tujuan dilakukannya penelitian ini yaitu untuk menjelaskan apakah penerapan E-RK berpengaruh terhadap tercapainya kinerja pegawai sesuai yang diharapkan sehingga bisa melahirkan solusi ataupun rekomendasi bagi kelancaran pelaksanaan kegiatan di instansi-instansi pemerintah khususnya di Kota Bandung. Metode penelitian yang digunakan yaitu pendekatan kuantitatif. Untuk mengukur dimensi mana yang tidak memadai, penulis menggunakan teori TPC (technology performance chain) dari Goodhue dan Thompson (1995) yang menunjukan empat dimensi diantaranya Task Characteristic, Technologies Characteristic, Task-technology fit, dan Utilization. Adapun teori kinerja yang digunakan ialah teori Mitchel dalam Sedarmayanti (2001) dimana terdapat lima dimensi dalam menilai kinerja, yaitu Ketetapan Waktu (Promptness), Kualitas Kerja (Quality of Work), Inisiatif (Initiative), Komunikasi (Communication), dan Kemampuan (Capability). Peneliti menggunakan teknik penarikan sampel yaitu teknik proportionate stratified random sampling dengan jumlah sampel sebanyak 46 orang. Hasil penelitian menunjukkan bahwa e-RK berpengaruh tinggi terhadap kinerja pegawai BKPP. Hasil penelitian menunjukan bahwa kontribusi yang diberikan e-RK berpengaruh sebesar 87,8% terhadap Kinerja Pegawai. Kemudian untuk sisanya yaitu sebanyak 12,2% merupakan pengaruh dari kontribusi lain yang tidak diteliti pada penelitian ini. Berdasarkan uji hipotesis,  diperoleh nilai thitung > ttabel (17,807 >2,01537) . Sehingga dapat disimpulkan bahwa Ho ditolak dan terdapat pengaruh signifikan penerapan e-RK terhadap Kinerja Pegawai BKPP.

Abstract

Flood is a hydrometeorological disaster whose intensity and geographic scope continue to increase due to climate change, global warming, and lack of environmental management. Floods often need to be better managed through policy implementation and communication. This study reviews the communication of public policies for flood management. This review uses a traditional approach by referring to previous publications from articles and books, whereas analysis and synthesis refer to the qualitative methods. Public policy must pay attention to fairness, transparency, accountability, participation, and accommodating all parties' interests. The implementation for flood disasters needs to consider elements, the existing programs, and target groups that will receive policies. Flood disaster communication has principles such as transparency, responsiveness, efficiency, effectiveness, accountability, participation, measurement, fairness, and environmental sustainability. Effective and timely communication is very important in dealing with disasters because it can help reduce losses and increase community preparedness. The infrastructure system, which includes drainage, reservoir management, water infiltration zones (green space and densely vegetated land), and mapping of flood-prone areas, must also be communicated adequately. Flood management requires adequate public communication, thus the policy synchronization between different institutions and regions to address socioeconomics and environmental interests within a participatory-based flood management framework

Abstract

Peraturan Desa (Perdes) disahkan oleh Kepala Desa setelah proses pembahasan dan kesepakatan dengan Badan Permusyawaratan Desa (BPD) sebagai landasan hukum dalam pengelolaan pemerintahan dan pembangunan desa. Penetapan Perdes merupakan realisasi dari wewenang desa yang sesuai dengan regulasi yang lebih tinggi, memastikan Perdes selaras dengan peraturan di tingkat nasional dan tidak merugikan kepentingan umum. Namun, banyak perangkat desa dan masyarakat belum memiliki pemahaman yang cukup mengenai aspek hukum ini, yang dapat mempengaruhi keberhasilan pelaksanaan Undang-Undang Desa dan berpotensi menimbulkan konflik hukum. Pelatihan dan pendampingan dalam penyusunan Perdes bertujuan agar perangkat desa memahami standar penyusunan regulasi desa, baik dari aspek filosofis, sosiologis, maupun yuridis. Metode pelatihan dilakukan melalui Focus Group Discussion (FGD) dan sesi tanya jawab, yang memungkinkan diskusi mendalam tentang pembuatan Perdes, peraturan kepala desa, dan regulasi lain yang relevan. Dari kegiatan ini, perangkat desa memperoleh pengetahuan dan keterampilan praktis maupun teoritis dalam peraturan desa, membantu perangkat desa menyusun regulasi yang efektif dan bermanfaat bagi masyarakat.

Abstract

Tujuan dari penelitian ini adalah untuk menganalisis proses reformasi pegawai negeri di suatu negara. Hal ini akan dicapai dengan mengidentifikasi elemen-elemen kunci yang mempengaruhi transformasi dan pengembangan sistem pelayanan sipil di suatu negara. Pendekatan analisis data yang digunakan adalah analisis deskriptif kualitatif yang melibatkan kombinasi penelitian kepustakaan dan penilaian data sekunder sebagai strategi pengumpulan data. Temuan ini menunjukkan bahwa keberhasilan Tiongkok dalam merestrukturisasi sistem kepegawaiannya mungkin disebabkan oleh empat faktor utama: politik, hukum, birokrasi, dan ekonomi. Pelajaran penting dapat dipetik dari berbagai faktor. Faktor politik, misalnya, mencakup komitmen, konsistensi, dan kapasitas kepemimpinan. Faktor hukum melibatkan penetapan aturan, memberikan pengawasan, dan memastikan stabilitas. Faktor birokrasi meliputi profesionalisme, penerapan sistem berbasis prestasi, dan peningkatan kesejahteraan. Terakhir, faktor ekonomi mencakup pemilihan kebijakan pragmatis dan mendorong pembangunan ekonomi untuk meningkatkan minat investasi dalam negeri.

Abstract

To support accelerating extreme poverty elimination, the Government of Indonesia established the Village Fund Cash Assistance (BLT-DD) program to provide direct cash assistance to residents in rural or remote areas, including Jangkurang Village. In providing BLT-DD services, good organizational capacity is required from the Jangkurang Village Government, especially in program management and process management. However, in practice, this has not been adequate. This research further explains the program and process management capacity of the Jangkurang Village Government. The method used is qualitative through data collection techniques, namely interviews, observations, and documentation studies. Based on the research, the capacity of program and process management at the Jangkurang Village Government still needs improvement in several aspects. Factors that can be identified are the lack of document ownership, delays in registering KPM candidates, inadequate infrastructure conditions, misalignment in the process regarding reporting, and limited access to information. Therefore, improvements to the capacity of program management and process management need to be made.

Abstract

This study examines the implementation of the SRIKANDI e-government policy in Indonesia, focusing on six critical elements: information exchange, information security, citizen engagement, human resources, inter-agency services, and policy-related decision-making. Employing a qualitative research methodology, NVIVO software was used to conduct thorough data coding and content analysis. Data were collected through literature reviews, non-participant observations, in-depth interviews, and analysis of official government documents, ensuring robust triangulation and comprehensive understanding. The findings reveal significant challenges in information security, particularly with system vulnerabilities that pose risks to data integrity. The level of citizen engagement remains low, with existing regulations limiting public participation in the development and use of the G2G system. Human resource issues, especially in regional areas, highlight gaps in both technical skills and staffing adequacy. System reliability, a crucial discovery, emphasizes the need for stable microservices architecture and proper integration of blockchain technology development to ensure seamless operation. Moreover, political commitment emerges as the primary driver in policy-related decision-making, with clear discrepancies between regional leadership affecting implementation success. The study finds that stronger political will and alignment between government levels are necessary for realising SRIKANDI’s full potential. This research contributes to a deeper understanding of the complexities of e-government policy implementation in Indonesia. It offers key recommendations to address political alignment and technical infrastructure challenges, with broader implications for optimizing e-government policies in developing nations.

Abstract

The purpose of this investigation is to determine which issue in Policy and Governance Publications in Southeast Asia During The Period 2012–2022 is currently trending. To analyze the data, we extracted it from the Scopus database and ran it using R software's Bibliometrix program, which was then imported into VOSviewer. According to criteria derived from citation analysis, we have identified the most important papers, journals, authors, countries, and affiliations in Southeast Asia. Indonesia has published the greatest number of contributions, followed by Malaysia and Thailand, according to the country's scientific productivity. However, even though keywords and phrases are likely to be the most relevant subjects and findings of the research, it is possible that some of the main patterns and concerns that have been covered in the entire text are not well represented in our investigation. In addition, future studies should examine relevant research clusters for developing patterns in Bibliometric in order to provide scientific information.

Abstract

Penelitian ini dilatarbelakangi oleh peningkatan penduduk di Kota Cirebon mendorong peningkatan juga pada penduduk wajib administratif untuk pembuatan dokumen kependudukan. Dinas Kependudukan sebagai instansi pelaksana di bidang kependudukan harus mampu menanggapi tuntutan pelayanan kepada masyarakat dengan kapasitas organisasinya. Namun dari hasil lapangan mengindikasikan permasalahan seperti sumber daya manusia, infrastruktur dan keterlibatan pihak lain menunjukkan belum memadai.Penelitian ini bertujuan menjelaskan kapasitas organisasi Disdukcapil Kota Cirebon dalam menerbitkan dokumen kependudukan menggunakan teori (Horton et al., 2003). Dengan pendekatan kuantitatif, penelitian mengukur dua sub variabel: resources (staffimembers,iinfrastructure, technology, andi financialiresources) dan managementi(strategicileadership, programiand process management, networking andilinkages). Data dikumpulkan melalui kuesioner kepada 28 responden. Managementimerefleksikan kapasitas organisasi lebih kuat (R Square 0,944) dibanding resources (R Square 0,851). Dimensi terkuat dalam hubungan dengan kapasitas organisasi adalah infrastructure, technology, and financial resources (R Square 0,891), strategic leadership (R Square 0,830), dan program and process management (R Square 0,786). Sedangkan staff members (R Square 0,707) dan networking and linkages (R Square 0,657) lemah. Rekomendasi yang diajukan yaitu dapat mengelola sumber daya manusia dengan baik serta menjalin kemitraan strategis dengan pihak eksternal. This researchiis motivated by theiincrease in population in the city of Cirebon, which also drives an increase in the number of residents required to complete administrative tasks for the creation of population documents. The Population Office, as the implementing agency in the field of population, must be able to respond to the demands of service to the community with its organizational capacity. However, field results indicate that issues such asistaffimembers, infrastructure, and involvement of other parties are still inadequate.This research aims to explain the capacity of the Disdukcapil organization in Cirebon City to issue population documents using the theory (Horton et al., 2003). With a quantitative approach, the research measures two sub-variables: resources (staffimembers,iinfrastructure,itechnology, and financial resources) and managementi(strategicileadership, programiand process management, networking andilinkages). Data were collected through questionnaires from 28 respondents. Management reflects a stronger organizational capacity (R Square 0.944) compared to resources (R Square 0.851). The strongest dimensions in relation to organizational capacity are infrastructure, technology, and financial resources (R Square 0.891), strategic leadership (R Square 0.830), and program and process management (R Square 0.786). Meanwhile, staff members (R Square 0.707) and networking and linkages (R Square 0.657) are weak. he recommendation proposed is to manage human resources well and establish strategic partnerships with external parties.

Abstract

Local Political Dynamics in the Implementation of the Program for Innovation in Regional Development and Empowerment (PIPPK) in Bandung City examines how local political dynamics influence the implementation of the PIPPK policy. This study focuses on analyzing the interactions among stakeholders, including the Regional Governance Section of Bandung City, subdistrict heads, community leaders, and local political actors, as well as the challenges arising from these dynamics. The research qualitative primary data from in-depth interviews and field observations with secondary data from media documentation and previous studies. The findings indicate that local political dynamics affect decision-making processes, resource allocation, and the effectiveness of PIPPK implementation. Consistent support from the city government and synergy among stakeholders are key to the successful implementation of this policy. The study also emphasizes the importance of strategic approaches to enhancing transparency, decentralizing authority, and actively involving the community to address existing challenges. The findings of this study reveal that the interactions between local government, subdistrict heads, community leaders, and local political actors in the implementation of PIPPK in Bandung City are often shaped by political interests and power dynamics. Local government officials and subdistrict heads coordinate the program, while community leaders help facilitate its implementation. However, political actors sometimes influence decision-making, prioritizing political gains over program objectives. The main challenges include political fragmentation, limited community involvement, and the dominance of patronage networks, all of which can hinder effective collaboration and the achievement of the program’s goals in community empowerment and regional development..
