Abstract

This study investigates policy advocacy strategies employed to integrate disaster risk reduction (DRR) into spatial planning through a case study of the revised Spatial Plan (RTRW) of Purwakarta Regency for 2025–2045. Given Indonesia’s high disaster risk profile, integrating DRR into planning documents is crucial to ensuring sustainable and resilient regional development. Despite national regulatory mandates, the previous RTRW of Purwakarta (2011–2031) inadequately addressed disaster vulnerability. This research adopts a qualitative descriptive case study design, using in-depth interviews with stakeholders from local government agencies and technical experts. The analysis is guided by the Advocacy Logic Model by Gen and Wright (2013), which outlines advocacy components including input, activities, and outcomes. The integration of DRR into the revised RTRW of Purwakarta was largely driven by a strong sense of agency among stakeholders, effective inter-agency collaboration, and the technocratic engagement of experts. Key activities involved coalition-building, engaging policymakers, public mobilization, and defensive actions to sustain reform momentum. These strategies led to a substantial shift in decision-makers' awareness, resulting in the formal incorporation of spatially explicit disaster risk data into the revised RTRW. The study concludes that strategic and context-sensitive advocacy can effectively bridge the gap between regulatory imperatives and local implementation, especially in regions facing complex disaster risks. These findings offer practical insights for policymakers and contribute theoretically to the literature on disaster governance and public policy advocacy.

Abstract

Perencanaan karier sangat penting sebagai dasar dalam meraih kesuksesan pegawai. Namun hal ini seringkali menjadi kendala terutama pada pegawai  negeri sipil yang tidak dibekali pemahaman dalam perencanaan karier seperti pegawai swasta. Kondisi ini terjadi pada pegawai di BDTBT yang memiliki tingkat perencanaan karier yang rendah. Penelitian ini menggunakan metode kualitatif dengan wawancara sebagai sumber data primer.  Data sekunder diambil dari berbagai literatur baik jurnal, buku, maupun artikel website. Informan berjumlah sebelas orang dengan menggunakan metode purposive. Hasil temuan penelitian ini antara lain: keluarga dan pimpinan sangat berpengaruh dalam pengambilan keputusan karier; penempatan pegawai didominasi oleh penugasan pimpinan; keluarga berperan penting dalam pemilihan organisasi; pegawai tidak mengetahui alat yang digunakan dalam perencanaan karier. Kesimpulan adalah: pemahaman pegawai terhadap karier cukup baik; minat karier pegawai tidak terakomodir; banyak pihak yang berpengaruh dalam pengambilan keputusan karier; penugasan pimpinan lebih dominan dalam penempatan pegawai; pengetahuan terhadap ikhtisar jabatan cukup namun harus ditingkatkan sehingga lebih paham; alasan keluarga dan demografi dominan dalam pilihan karier; perencanaan pengembangan karier pegawai rendah; pemahaman pegawai terhadap perencanaan karier rendah.Kata kunci: karier, pengembangan karier, perencanaan karier

Abstract

This research aims to describe the regional financial independence of the Tasikmalaya City Government for the 2019-2022 fiscal year. Considering that the PAD of Tasikmalaya City is still at a low level in contributing to regional income in Tasikmalaya City in the 2019-2022 fiscal year compared to the element of transfer funds and the regional financial capacity of the Tasikmalaya City Government in managing all sources of local revenue is considered not optimal. This research uses a qualitative approach with a case study research design. This study uses the calculation of the ratio of regional financial independence, the ratio of the degree of fiscal decentralization, the ratio of regional financial dependence, the ratio of PAD effectiveness, and the ratio of PAD efficiency which refers to the theory of Mahmudi (2016). Data collection techniques used in this research are documentation and interviews. The results of the research show that the Tasikmalaya City Government during the 2019-2022 fiscal year has an average regional financial independence is 23.46% with an instructive relationship pattern, the average degree of fiscal decentralization is 18.20% with a category of financial capability is less, the average financial dependence is still classified as very high with a ratio is 77.96%, the average effectiveness of PAD is 98.06% with a moderately effective category, and the average PAD efficiency is 1.82% with a very efficient category.

Abstract

Penelitian ini menganalisis implementasi kebijakan Penerimaan Peserta Didik Baru (PPDB) tingkat SMA di Provinsi Jawa Barat dengan menggunakan teori Hill & Hupe (2002), yang mencakup tiga dimensi utama: managing policy process, managing inter-organizational relations, dan managing internal and external contacts. Studi ini menggunakan pendekatan kualitatif dengan desain studi kasus pada tiga SMA negeri di lima kabupaten/kota. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi, kemudian dianalisis secara tematik. Hasil penelitian menunjukkan bahwa implementasi PPDB masih menghadapi tantangan pada aspek struktural, teknis, dan sosial. Pendekatan top-down dan lemahnya koordinasi antarlembaga menghambat verifikasi data dan keadilan distribusi jalur afirmasi. Masyarakat cenderung hanya dilibatkan secara administratif, meskipun terdapat inisiatif lokal yang adaptif melalui kolaborasi dengan tokoh masyarakat. Temuan ini menegaskan bahwa keberhasilan implementasi kebijakan bergantung pada sinergi antaraktor, adaptasi kontekstual, dan tata kelola yang inklusif. Kebaruan penelitian ini terletak pada penerapan menyeluruh model Hill & Hupe yang dikaitkan dengan aspek input, output, dan outcomes dalam konteks pendidikan menengah di wilayah dengan karakter sosial-geografis yang beragam.

Abstract

This research discusses the institutional capacity of Tanjungsari Village Government in enhancing economic resilience through village development planning. The study aims to reconstruct the concept of institutional capacity of village governments in development planning using the Salvador & Sancho (2021) concept. The method used is descriptive qualitative. Primary data were obtained from in-depth interviews and direct observations, while secondary data were collected from books, journals, and related legal regulations. The research findings indicate several aspects that support the role of the village government, namely related to strategic capacity, analytical capacity, management capacity, and collaborative capacity. Overall, the Tanjungsari Village Government has not fully demonstrated strong institutional capacity in conducting village development planning. This is particularly evident in the implementation of analytical and management capacity aspects. In addition to the resources available, analytical capability and the completeness of village data also have limitations in both usage and quality and quantity. However, there are several components that serve as strengths, such as strategic leadership, budget allocation, data units, coordination systems, and efforts to enhance collaboration. With appropriate improvements, it is hoped that the development planning of Tanjungsari Village can become more effective and have a positive impact in accordance with the constitutional mandate to improve the welfare of the community.

Abstract

Education plays a strategic role in national development, such as School Operational Assistance (SOA) program, which is legally governed by multi-ministerial regulations namely the Regulation of the Minister of Education, Culture, Research, and Technology Number 63 of 2023, the Minister of Finance Regulation number 204 of 2022, and the Minister of Home Affairs Regulation number 3 of 2023. While existing studies on SOA have largely focused on administrative accountability and financial effectiveness, ther have paid limited attention to how legal compliance operates within a fragmented, multi-actor governance structure and how adaptive governance mechanisms can address regulatory rigidity and compliance traps. This gap is particularly evident in complex urban contexts such as Jakarta. This study aims to analyze the level of legal compliance in the management of SOA funds and to develop a dynamic governance model that can improve legal compliance and the effectiveness of SOA management in Indonesia. The research uses a descriptive-qualitative approach supported by quantitative data, through surveys and questionnaires of 52 high schools (public and private), and also uses a normative-qualitative method through document analysis techniques of laws and regulations related to the implementation of SOA from the Minister of Education and Culture, Minister of Finance, and Minister of Home Affairs. The results show that 90% of schools reported timely or very timely SOA fund disbursement, and 92% considered the allocated funds sufficient or very sufficient to support operational needs. In terms of administrative capacity, 94% of schools reported no difficulty in financial reporting, indicating relatively strong procedural compliance. However, substantive challenges persist: 28% of respondents identified limited budget flexibility, 27% reported mismatches between allocations and actual school needs, and 18% experienced high administrative burdens due to dual system. From a legal compliance perspective, this study reveals that compliance is predominantly deterrence-based, driven by administratice obligation rather than normative understanding of regulatory objectives, increasing the risk of procedural compliance traps. The recommended model developed refers to three pillars of dynamic governance, namely Thinking Ahead (flexible and responsive planning), Thinking Again (continuous evaluation and simplification of procedures), and Thinking Across (collaboration between institutions and stakeholders). This model is expected to become a policy reference that is not only relevant to Jakarta but can also be adopted in other regions with similar characteristics in education finance management.

Abstract

This study aims to analyze the impact of the implementation of the Family Hope Program (PKH) in West Java, focusing on factors that influence its effectiveness and efficiency. Using a qualitative approach, this study explores various dimensions that play a role in the success of the program, such as organizational capacity, coordination between institutions, communication, and the role of the community in the implementation process. This study combines primary data obtained through in-depth interviews with key informants, such as Village Heads, PKH Coordinators, and Beneficiary Families (KPM), as well as field observations, with secondary data collected from related documents and previous studies. The results of the study indicate that various challenges in the implementation of PKH in West Java, such as inaccuracy in determining the target of beneficiaries, the length of time required for registration, and difficulties in graduating KPM, are greatly influenced by the dimensions of Organization, Interpretation and Application. In addition, the lack of coordination between institutions and limited resource capacity at the local level have slowed down the program implementation process. This study provides insight into the need for reform in the management and evaluation of PKH so that this program can be more effective in achieving its goals of empowering poor communities and improving the welfare of beneficiary families in West Java.
