Abstract

The current implementation of character education has not fully succeeded in establishing the character of Indonesian people, especially high school students. The purpose of this study is to develop a holistic model of character education management for high school that can be used to enhance character education implementation in high school in Pemalang Regency. This study employed qualitative approach, starting from the preliminary stage of research and development until the test of feasibility. The variables in this study are: 1) the principal, 2) the vice principal of curriculum, 3) the subject teachers and guidance and counseling staffs, 4) head of administration, 5) parents, and 6) the school committee. The results of preliminary study show that: 1) the implementation of character education in high school in Pemalang Regency is still lacking, 2) The teaching of character education only focuses on the aspects of intellectuality, 3) All components consisting of the principal, vice-principal of curriculum, subject teachers, counseling and guidance, head of the administration, parents, and school committee still implement the character education partially, 4) an alternative solution in the development of a holistic model of character education management in high school in Pemalang Regency is needed. From these results, the lacking of character education is caused by the teachers who only pay attention to the cognitive aspect, and ignore the affective, psychomotor, and spiritual aspects of learners. In fact, students should be fostered intellectually, physically, spiritually, and affectively, involving the integration from the principal, vice principal of curriculum affairs, vice principal of student affairs, subject teachers, counseling staffs, heads of administration, parents and school committees. This is consistent with a holistic model approach.

Abstract

Military Academy has just changed its learning management from the lesson hours system to a semester credit system and is searching for a suitable model. This study is intended to analyze the existing learning management, to develop a suitable model based on the semester credit system, and to measure its applicability. This study adopts a research and development design. The data are collected from informants, events and documents by using interviews, observation and  documents, and analyzed by reduction, display and  drawing conclusion. The results of the study show that the learning management based on the semester credit system in Military Academy is currently implemented by using three basic patterns, by maintaining the ranks and levels of the cadets, by providing Study Plan Cards and Study Results Cards, by using effective information technology, academic supervision and academic guidelines. The applicability tests show that the developed learning management model is effectively implemented. There are some weaknesses of the developed learning management so improvement on administration and  information technology should be made. It is suggested that stakeholders should make some adjustment, provide an acceleration program for the cadets with GPA of more than 3.5 and adapt the curriculum with recent development.

Multicultural education should continue to be understood comprehensively, so it is not stagnant only limited to discourse, and ultimately can be implemented in harmony and without any negative effects. It is this basis that causes multicultural education urgent for immediate implementation in educational institutions, so it is necessary to comprehensively study various aspects of life so that there is a synergy between the academic community and the society of a nation-state. This study employed a research and development (R & D) design from Borg and Gall, while the design of the model was adopted from the development of McKenny. The research procedure was based on the ten-phased design from Borg and Gall that has been modified into three phases, namely (1) a preliminary study; (2) the development of the design; and (3) testing the feasibility of the product. Based on the conclusion, this study recommends that multicultural education is a new discourse of education in Indonesia, but the urgency of its implementation is very high; the multicultural education curriculum can be implemented through each level of education, the student program and in the process of habituation through daily learning both within the school and in the family. Multicultural education can be inserted through the planting of multicultural values into the curriculum or learning activities which are responsively multicultural by promoting respect for differences: racial, ethnic, cultural, religious, and territorial between the community members; and no less important is that multicultural education discourse can be implemented within the scope of the family, as the smallest social institution in the community which is most effective learning media in the process of internalization and transformation of values, as well as the socialization of family members.
