Abstract

Penelitian ini bertujuan menganalisis persepsi pedagang dan masyarakat di Kota Bengkulu terkait berita kuliner daerah yang disajikan oleh media BengkuluToday.com. penelitian ini menggunakan pendekatan kualitatif. Teknik pengumpulan data dalam penelitian ini yakni melalui wawancara dan observasi. Hasil penelitian menunjukkan bahwa berita kuliner daerah di media BengkuluToday.com, memainkan peran penting dalam membentuk citra kuliner daerah, memotivasi pedagang untuk meningkatkan kualitas produk, dan menciptakan minat beli yang lebih tinggi di kalangan masyarakat. Selain itu, berita kuliner juga menjadi sarana komunikasi yang efektif untuk menghubungkan pedagang dengan konsumen, menciptakan interaksi dinamis dalam ekosistem kuliner lokal. Penelitian ini memberikan kontribusi pada pemahaman lebih lanjut mengenai peran media online dalam membentuk persepsi dan perilaku jual beli terkait kuliner daerah. Implikasi praktisnya mencakup potensi pemanfaatan media sebagai alat pemasaran yang efektif bagi pedagang kuliner lokal serta meningkatkan apresiasi masyarakat terhadap kekayaan kuliner daerah. Simpulan penelitian ini bahwa media online, khususnya BengkuluToday.com, dapat menjadi kekuatan positif dalam mengangkat dan memajukan kuliner daerah. Kata Kunci: Berita, Kuliner, Media, Persepsi.

Abstract

This research aims to explore and analyze public service innovations in the "Mobile SIM program" by the Indonesian National Police. Through a qualitative approach, this study explores perceptions, experiences, and challenges in the implementation of this service from the perspective of police personnel and the user community. The results of the study show that the "Mobile Driver's License" is a tangible manifestation of public service innovation based on community needs, but still faces obstacles such as limited human resources, facilities, and the use of digital technology. Recommendations are given to improve the effectiveness and reach of services through strengthening the capacity of Human Resources, cross-sector collaboration, and integration of public service information systems. This service provides a more flexible access alternative for the public in renewing their Driver's License, while reflecting the efforts of state institutions to bring services closer to the public.

Abstract

This study critically examines Indonesia's SatuSehat digital health platform through Michel Foucault's biopower lens, analyzing how Human-Centered AI reshapes relations of power (as state control through digital surveillance and normalization), trust (as public confidence in data security and ethical use), and justice in service distribution (as equitable access requiring inclusive design and infrastructure) in public administration. Using a qualitative case study methodology, it employs Actor-Network Theory and Critical Discourse Analysis to deconstruct official narratives, map stakeholder networks, and analyze application features as techniques of algorithmic biopower. The research reveals a stark contrast between the government's efficiency narrative and on-ground realities of infrastructure gaps, eroded public trust due to data breaches, and risks of digital exclusion. It concludes that SatuSehat functions as a political instrument extending state surveillance and normalization, necessitating robust data protection, transparency, and inclusive governance to prevent deepened social inequalities.

Abstract

Taspen Pesona adalah inisiatif digital yang diluncurkan oleh PT Taspen untuk meningkatkan efisiensi dan transparansi dalam pengelolaan klaim pensiun bagi Aparatur Sipil Negara (ASN), khususnya selama pandemi COVID-19. Program ini mengintegrasikan teknologi melalui aplikasi seperti Taspen Care, Taspen e-Klim, dan Taspen Otentikasi, serta TASPEN One Hour Online Services (TOOS), yang memungkinkan klaim pensiun dapat diproses secara online dengan lebih cepat dan akurat. Implementasi Taspen Pesona berhasil mengurangi waktu pemrosesan klaim dari 14-21 hari menjadi hanya 5 hari kerja, meningkatkan transparansi, dan meminimalkan kesalahan administratif. Dalam perspektif New Public Management (NPM), Taspen Pesona mencerminkan prinsip-prinsip efisiensi, manajemen berbasis kinerja, desentralisasi, dan akuntabilitas, yang sejalan dengan tujuan NPM untuk menciptakan pelayanan publik yang lebih efisien dan responsif. Namun, tantangan seperti kesenjangan digital, ketergantungan pada infrastruktur teknologi, dan pengurangan sentuhan personal dalam pelayanan tetap menjadi isu yang perlu diatasi. Dengan demikian, rekomendasi untuk pemerintah Indonesia mencakup perluasan akses digital, penguatan infrastruktur teknologi, serta penguatan keseimbangan antara efisiensi dan interaksi manusia dalam pelayanan publik. Penerapan NPM dalam konteks Taspen Pesona dapat menjadi model bagi sektor publik lainnya dalam mempercepat transformasi digital dan meningkatkan kualitas pelayanan publik secara keseluruhan.

Abstract

Perubahan iklim menjadi ancaman nyata bagi pembangunan berkelanjutan, termasuk di Kota Madiun yang mengalami peningkatan risiko bencana, penurunan kualitas lingkungan, serta tekanan terhadap ketahanan masyarakat. Pemerintah Kota Madiun merespon persoalan tersebut melalui inovasi SUPERMiE (Strategi Pembentukan Kampung Iklim) sebagai bentuk mitigasi perubahan iklim berbasis komunitas. Meskipun berbasis pemberdayaan masyarakat, implementasi SUPERMiE menunjukkan karakter kuat dari pendekatan birokratis melalui regulasi formal, struktur organisasi berjenjang, serta mekanisme pelaksanaan yang sangat terstandarisasi. Penelitian ini bertujuan menganalisis bagaimana model hierarki administrasi, sebagai subkonsep utama dalam paradigma Old Public Administration (OPA), bekerja dalam implementasi inovasi SUPERMiE dan sejauh mana pendekatan tersebut mampu mendukung keberhasilan mitigasi perubahan iklim di tingkat lokal. Penelitian menggunakan metode analisis kualitatif berbasis studi dokumen inovasi, regulasi daerah, pedoman teknis ProKlim, serta hasil capaian inovasi SUPERMiE tahun 2020–2024. Analisis menunjukkan bahwa implementasi SUPERMiE bergantung pada kekuatan birokrasi daerah melalui penggunaan SOP, pembentukan Tim Pembina ProKlim, penetapan SK Wali Kota, integrasi program dalam RKPD, dan pembinaan yang dilakukan secara top–down. Model hierarki administrasi terbukti berperan signifikan dalam memperkuat koordinasi lintas-OPD, memastikan kepatuhan terhadap standar nasional ProKlim, dan mempercepat pencapaian hasil, seperti pembentukan 60 Kampung Iklim, peningkatan IKLH, serta penurunan emisi gas rumah kaca. Namun, hierarki yang kuat juga berpotensi membatasi ruang inovasi masyarakat apabila tidak diimbangi dengan fleksibilitas kolaboratif. Temuan ini menegaskan bahwa model hierarki administrasi masih memiliki relevansi dalam implementasi inovasi lingkungan daerah, khususnya ketika pemerintah membutuhkan kepastian prosedur, kontrol, dan konsistensi untuk mencapai target mitigasi perubahan iklim.

Abstract

This study aims to analyze the application of New Public Management (NPM) principles in the implementation of the TNI Manunggal Membangun Desa (TMMD) program by the Indonesian Army and to examine the dynamics and challenges of public service values through the perspective of New Public Service (NPS). This study uses a qualitative approach with a case study on the implementation of TMMD in Kedondong Village, Sidoarjo Regency. Data was collected through analysis of TMMD activity reports and interviews with officials from Kodim 0816/Sidoarjo, village officials, and community members who benefited from the program. The results of the study show that NPM principles, such as structured planning, organizational discipline, results orientation, and activity control, play an important role in ensuring the effectiveness of TMMD implementation in the context of a hierarchical military organization. However, the success of the program is not only determined by the achievement of outputs, but also by public service values that are in line with the NPS paradigm, such as community participation, orientation towards public interests, strengthening civic values, service and assistance practices, and the social impact felt by the community. These findings indicate that TMMD governance reflects a hybrid model between NPM and NPS, in which organizational efficiency and performance are complemented by values of service to citizens. This study contributes to the development of public administration studies by enriching the understanding of the application of public management paradigms in the context of civil-military relations.

Abstract

The link between food security and sustainable resource development is a strategic component of the national development agenda. Urban agriculture has been embraced as an innovative solution to the challenge of limited agricultural land in urban areas, serving as a significant step towards achieving sustainable resource development through contextualized learning. The Adiwiyata School Programme, a policy of the Ministry of Environment, can be seen as part of the Sustainable Human Resource Development structure at the primary and secondary education levels, where environmental values and awareness are integrated. These include character and social responsibility, independence and life skills, creativity and innovation, and recognition of the importance of sustainable food security. However, the implementation of these two policies at the local level reveals a variety of approaches influenced by local government commitment, institutional capacity, and cross-sector coordination. This research aims to analyze the coherence of the urban agriculture policy with the Adiwiyata school program and identify challenges faced by local governments in integrating the two policies. A qualitative approach, utilizing the literature study method, was chosen as the data collection technique, which was then analyzed using the Policy Coherence Framework. Based on this platform, we will examine the level of alignment between different policies to enable synergy in their implementation. The research findings are expected to provide insights and support for the achievement of policy objectives, especially through coherent synergies between policies, as well as offer recommendations for policy formulation at the local level to enhance food security and sustainable human capital development

Abstract

Currently, bureaucracy is under scrutiny due to the increasing use of social media and the increasing political literacy of young people and the general public. Bureaucratic reform provides a strong foundation for managing regional government. This reform effort encourages the formation of a professional and efficient public administration system, where changes can occur starting from the institutional structure and work culture. The focus of this research is how the budget implementation has shifted to using electronic technology. Does it still use a clear hierarchy of authority to the national government or the city of Surabaya, which fully controls this application? This research uses a descriptive qualitative approach that aims to understand and describe the implementation of e-Budgeting Innovation in the Surabaya City Government. The results of this study indicate that the bureaucratic hierarchy in the digital budget system essentially still follows the existing government organizational structure, but the process has become more efficient, transparent, and automated through the use of digital technology. In Surabaya, e-budgeting has been running for quite some time, and the bureaucratic hierarchy is already functioning well. Digitalization tends to reduce slow procedures and high transaction costs, rather than eliminating the hierarchy itself. Overall, the implementation of e-Budgeting in Surabaya is a successful example of financial governance. With the development of the times, the application of ICT systems in various parts of public life has also developed..

Abstract

The Hetero Space innovation (House of Entrepreneurs, Technology-Driven Ecosystem, Resource Optimization, Supportive Programs, Accessible Network, Collaborative Environment) by the Central Java Provincial Cooperatives and Small and Medium Enterprises Office (Dinkop-UKM) is a strategic effort by the Central Java Provincial Government to accelerate business and creative industry collaboration by providing access and learning space for Micro, Small and Medium Enterprises (MSMEs) in Central Java. This study aims to analyze the implementation of collaborative governance in the Hetero Space program within the NPG framework, emphasizing the role of co-creation in the process of creating public value. This study uses a qualitative approach with literature study methods and conceptual analysis to understand the dynamics of interactions between actors in the Hetero Space ecosystem. The results show that Hetero Space represents a collaborative governance practice involving the government, MSMEs, communities and other actors in a structured interaction space. Hetero Space also encourages dialogue, participation, and trust building between actors that form the basis for co-creation. Meanwhile, in the value creation dimension, this program contributes to increasing innovation capacity, expanding networks, and generating public value that is not only economic, but also social.

Abstract

Neo Weberian State (NWS) merupakan paradigma administrasi publik yang mengintegrasikan prinsip birokrasi klasik Weberian dengan pendekatan modern yang berorientasi pada pelayanan masyarakat dan hasil kinerja. Konsep ini dikembangkan oleh Pollitt dan Bouckaert (2004) sebagai respon terhadap keterbatasan New Public Management yang cenderung mengurangi peran negara. Penelitian ini bertujuan untuk menganalisis peran Neo Weberian State dalam kebijakan publik serta mengkaji bagaimana pendekatan tersebut mampu mendorong inovasi pelayanan publik yang outstanding. Hasil kajian menunjukkan bahwa Neo Weberian State mampu menciptakan keseimbangan antara stabilitas birokrasi dan fleksibilitas inovasi melalui penguatan profesionalisme aparatur, akuntabilitas publik, serta orientasi pelayanan masyarakat. Inovasi pelayanan publik yang outstanding ditandai dengan dampak signifikan, keberlanjutan, dan kemampuan untuk direplikasi secara luas. Temuan ini sejalan dengan Borins (2014) yang menegaskan bahwa inovasi merupakan faktor kunci dalam peningkatan kinerja sektor publik. Implementasi Neo Weberian State masih menghadapi berbagai tantangan, seperti budaya birokrasi yang kaku, keterbatasan kompetensi aparatur, serta resistensi terhadap perubahan. Oleh karena itu, diperlukan komitmen pemerintah dalam memperkuat reformasi birokrasi, meningkatkan kapasitas sumber daya manusia, serta mendorong digitalisasi pelayanan publik guna mewujudkan pelayanan yang efektif, efisien, transparan, inklusif, dan berorientasi pada kepuasan masyarakat secara berkelanjutan. Penelitian ini juga menegaskan pentingnya sinergi antara kebijakan publik dan inovasi kelembagaan dalam memperkuat tata kelola pemerintahan yang adaptif, kolaboratif, dan berdaya saing tinggi di era globalisasi dan transformasi digital sehingga mampu meningkatkan kualitas hidup masyarakat secara merata dan berkeadilan.
