Abstract

PUTIKSARI is one such community-based collaborative innovation in Indonesia. In recent years it has attracted national attention through several awards and its adoption as a replication model in other regions. This study examines how the programme is implemented by looking specifically at how local government actors understand and carry out co-production within the initiative. Using a qualitative interpretive approach, data were collected through semi-structured interviews with five officials from the subdistrict and village levels, supported by a review of relevant documents. The findings show that PUTIKSARI has gradually shifted the role of citizens from passive recipients of services to active contributors involved in planning, developing, and evaluating thematic village activities. The government notes several positive outcomes from this process, including stronger social legitimacy and better use of local village potential. However, implementation is not without challenges, particularly regarding the uneven participation of community groups and the limited involvement of private actors in programme support and evaluation. Based on these findings, the study suggests that local governments need to strengthen facilitation strategies to build community capacity and ensure broader and more consistent participation.

Abstract

Transformasi pelayanan publik di Kota Surabaya melalui inovasi Surabaya Single Window (SSW) Alfa me­nan­dai pergeseran paradigma birokrasi dari model mana­jemen pasar menuju Neo-Weberian State (NWS). Penelitian ini bertujuan untuk menganalisis implementasi SSW Alfa sebagai instrumen strategis negara dalam menyeimbangkan penegakan otoritas regulasi dengan tuntutan fleksibilitas layanan investasi. Menggunakan metode kualitatif deskriptif dengan pendekatan studi kepus­takaan, penelitian ini meng­kaji data sekunder yang bersum­ber dari dokumen regulasi, laporan kinerja pemerintah daerah tahun 2023-2024, serta literatur akademis terkini. Hasil penelitian menunjukkan bahwa SSW Alfa merefleksikan karakteristik NWS melalui penguatan sentralitas negara (state centrality) yang mewu­jud dalam sistem verifikasi digital terpusat dan penegakan aturan secara otomatis (algorithmic regulation). Moder­nisasi ini terbukti efektif meningkatkan efisiensi birokrasi, yang divalidasi oleh lonjakan realisasi investasi Kota Surabaya tahun 2024 hingga mencapai Rp 40,47 triliun serta peningkatan masif penerbitan Nomor Induk Berusaha (NIB) bagi pelaku usaha mikro. Meskipun demikian, studi ini juga mengidentifikasi tantangan krusial terkait kerentanan infrastruktur siber dan kesenjangan literasi digital masyara­kat yang dapat menghambat inklu­sivitas layanan. Kesimpu­lan­nya, SSW Alfa membuktikan bahwa birokrasi yang mema­dukan hierarki yang kuat dengan orientasi pelayanan modern mampu menciptakan kepastian hukum yang mendorong pertumbuhan ekonomi daerah.
