Abstract

This research is conducted to assess infrastructure performance in Indonesian sea and air transportation sector. The performances are assessed based on indicators which are identified within the initiation of this research. There are seven indicators identified which are the number of infrastructure existed; passengers demand per year; cargo demand per year; local government revenue; passenger growth per year; cargo growth per year; and the city population. The aim of this paper is to present the most significant indicators which are affecting the infrastructure performance. Based on a descriptive analysis, it can be showed that these indicators affect Indonesian sea and air transportation performance. Three perspectives from central government, local government and academics were further elaborated in this paper. From the government point of view, the most important indicator of sea and air transportation performance are the numbers of ports or airports and passenger growth per year.

Abstract

Soekarno–Hatta Airport is the main gateway for international flights to Greater Jakarta. Its accessibility depends on the inter-city and Sedyatmo toll roads, which causes congestion in peak hours, leading to uncertainty about travel times. The Soekarno–Hatta International Airport Rail Link (SHIARL) is proposed as an alternative mass transportation project, which is expected to provide accessibility and mobility for people and goods to and from the airport. Previously, the project was unattractive to private investors as it was technically and financially unfeasible. Therefore, this research aims to improve the feasibility of the Soekarno-Hatta International Airport Rail Link (SHIARL) by using a value-engineering approach to create maximum value for money for the project. This research combines quantitative and qualitative methods. Questionnaire surveys are distributed to various stakeholders in the project, and a focus-group discussion (FGD) is conducted. The results identified additional, innovative functions through the integration of the Mass Rapid Transit (MRT), flood control, telecommunications, and development in the downtown area around the station. The life-cycle cost analysis confirmed the increased value for money because of the project’s additional functions, including a positive Net Present Value (NPV). Moreover, the findings showed that the internal rate of return (IRR) was 3% higher than the original single-function project.

Abstract

Indonesian government attempts to improve connectivity and to increase regional activities in Sumatera Island through the development of Trans Sumatera Toll Road (TSTR). However, despite its benefits to local economic development in Sumatera, the project shows low feasibility due to a low amount of investment. It can be attributed from the lack of planning in the initial phase to produce a comprehensive route that considers the various potentials of the regions. Thus, this research aims to investigate alternative route planning of Trans Sumatera Toll Road particularly in this paper for Central Sumatera by studying Gross Regional Domestic Product (GRDP), population and other significant factors. This research exposes cities and districts in Riau, West Sumatera, and Jambi which potentially contribute to the regional economy. Each selected towns and districts will be integrated with the intermodal system and connected to other functions to establish the Trans Sumatera Toll Road project in Central Sumatera. Compared to existing estimation of investment from public records, this alternative route has generated a competitive cost of investment which is estimated around 118,053,400,074,696 rupiahs. The research findings are expected to become the basis to improve other similar infrastructure toll road project development.

Abstract

A train is a mass transportation means that can carry passengers or goods on a large scale, so that the Indonesian people use it as a means of transportation both within cities and intercity/ Along with this, the train station is the main requirement needed in the movement of the rail transportation mode. Apart from the main function of the station as a place for passengers to get on or off, stations can be developed into centers of urban activities by maximizing the use of space at the station and the utilization of the surrounding space which is integrated with the development of properties high density and other supporting facilities. To realize this, an effort is needed to maximize the potential for station development through the Transit Oriented Development (TOD) approach. The development of TOD at a railway station can create an ideal distance or radius from a transportation node to occupancy, creating lower cost, time and energy efficiency so as to improve the quality of life in urban areas, and it is hoped that it can reduce the maintenance costs of the station itself through additional functions that can generate revenue. In order to optimize the function of railway stations, especially in urban areas, this study was conducted to create a concept for regional development with the concept of TOD based on railway stations. This study used a qualitative approach with the study area located in Banten Province (outside the BPTJ working area), and data collection was carried out using purposive sampling method. The result is a station that has the potential to be developed into a transit-based area in Banten Province is the Serang Station.

Abstract

Services by social infrastructure can include health facilities, recreational facilities, security and fire fighting, arts and cultural centers and other public facilities. This research focuses on the study of social infrastructure namely the Roadside Station adopted from Japanese Michinoeki. As for infrastructure financing, this research is aiming to the use of financing scheme involving the private sector, given the limited budget of the central government through the Ministry of Public Works and Housing in providing roadside station services in several locations in Indonesia. On the other hand, the location of the roadside station also sometimes has its own charm for the private sector because it can become a new tourism locus in the area in the future.The types of services provided by Roadside Station are facilities for resting road users, because they are located on national roads. Besides that, Roadside Station are also a place for the surrounding community to sell local products. Currently the Ministry of Public Works and Housing is building Roadside Station in East Java and in Bali. The development of Roadside Station management schemes is intended to ensure continuity in its function as social infrastructure to meet public needs. In addition, with the existence of a management scheme, this further strengthens the position and function of each party in carrying out their rights and obligations in the development of infrastructure using the financing scheme of the Public Private Partnership (PPP). From the institutional scheme produced, it is determined that there are 2 types of Roadside Station management schemes namely, 1) Roadside Station that have been built by the Ministry of Public Works and Housing (PPP – Operation & Maintenance), and 2) Roadside Station to be built by Regional Governments (PPP – Built Operate Transfer).

Abstract

Infrastruktur sosial sebagai bagian dari pembangunan fisik itu sendiri harus memberikan pelayanan sosial seperti sekolah, universitas, rumah sakit, penjara dan perumahan rakyat. Pelayanan ini juga tidak terbatas pada bentuk-bentuk tersebut, namun juga melingkupi infrastruktur sosial yang berdimensi fisik seperti fasilitas kesehatan, fasilitas rekreasi, keamanan dan pemadam kebakaran, pusat seni dan budaya dan fasilitas publik lainnya. Penelitian ini memfokuskan studi pada infrastruktur sosial yakni Anjungan Cerdas (Roadside Station) yang diadopsi dari Michinoeki Jepang. Hal ini dipandang tepat karena anjungan cerdas memberikan sejumlah fungsi sosial yang diamanatkan ke dalam infrastruktur fisik yang dibangun oleh pemerintah, dalam hal ini oleh Kementerian PUPR yang berlokasi di 2 lokasi yaitu Kabupaten Trenggalek dan Kabupaten Jembrana. Pengembangan skema pengelolaan anjungan cerdas dimaksudkan agar kesinambungan dalam fungsinya sebagai infrastruktur sosial memenuhi kebutuhan publik. Selanjutnya hal ini perlu mendapat perhatian khusus, karena pengelolaan infrastruktur yang selama ini senantiasa menggunakan anggaran pemerintah sering kali tidak optimal dalam memberikan pelayanan publik. Di sisi lain, pengembangan skema pembiayaan dengan melibatkan Badan Usaha merupakan salah satu solusi untuk pengelolaan infrastruktur yang lebih baik. Dalam penelitian ini, isu utama yang akan diangkat adalah skenario pembiayaan apa saja yang dapat dikembangkan untuk pengelolaan infrastruktur anjungan cerdas. Dari skema pengelolaan yang dihasilkan, ditetapkan bahwa pengelolaan anjungan cerdas dapat menggunakan skema pemanfaatan Barang Milik Negara (BMN), Badan Layanan Umum (BLU), dan Kerjasama Pemerintah dengan Badan Usaha (KPBU).

Dari skema pengelolaan yang dihasilkan, ditetapkan bahwa pengelolaan anjungan cerdas dapat menggunakan skema pemanfaatan Barang Milik Negara (BMN), Badan Layanan Umum (BLU), dan Kerjasama Pemerintah dengan Badan Usaha (KPBU).

Abstract

Management area of leadership and commitment in the quality management system is a mean to achieve successful functions, even more on construction industry. The objective of this research is to analyze the correlation between leadership and commitment focus management area and quality performance as indicated by rework. Research location is uranium (U), thorium (Th), and rare earth elements (REE) processing pilot plant construction area in Center for Nuclear Minerals Technology-BATAN. Primary data were collected from the 36 of 37 submitted questionnaires, and representing 97 % response rate. The research used descriptive analysis, which depends on the poll and the use of Statistical Package for the Social Sciences (SPSS) main program for data analysis. The relationship between leadership and commitment and quality performance was analyzed using spearman rank correlation coefficient. Findings of research provide guideline and alert to project managers or management of organization where leadership, commitment, infrastructure, and environmental work have moderate to strong correlation to rework level. The results further revealed that there is no relationship between responsibility and authority for the management system and organizational policy and construction quality performance. The research provides evidence, in fact to achieve the quality performance of a pilot plant construction must be concerned with leadership attribute, maintaining commitment and provide support resources on the whole project cycle.
