Abstract

Organic rice and processed vegetable products are flagship commodities in Magelang Regency, yet their development is hindered by limited production capacity and conventional marketing management. This community empowerment program aims to strengthen the competitiveness of two MSME partners through technological innovation and management modernization. The methodology employed a community-based empowerment approach involving technology transfer (vacuum machines, food dehydrators, and stainless-steel grinders), quality management training (Good Manufacturing Practices and HACCP), and digital marketing literacy. The results demonstrated a production capacity increase of 100%, work efficiency improvements of 40%, and a turnover growth of approximately 10%. Furthermore, the partners successfully adopted semi-digital management systems and expanded their market reach through digital marketplaces. These achievements prove that the integration of appropriate technology and digital strategies can effectively transform traditional MSMEs into competitive enterprises with global quality standards.

Abstract

Abstract

Objective: To measure the technical efficiency of local tax collection and identify the factors affecting the technical inefficiency of tax collection administrative costs in regency and city governments in Central Java Province. Method: Employing a quantitative approach using cross-sectional data from 35 regencies and cities in Central Java Province in 2019. Tax collection administrative costs are measured using the expenditure approach and analyzed using Stochastic Frontier Analysis (SFA) with Maximum Likelihood Estimation (MLE). Results: Local Own-Source Revenue (PAD) has a positive and significant effect on tax collection administrative costs. Gross Regional Domestic Product (GRDP) has a negative and significant effect, indicating that stronger economic activity improves tax collection efficiency. Population size significantly affects administrative costs, while the administrative status dummy variable reveals efficiency differences between regency and city governments. In addition, the size of the administrative area has a significant negative effect on technical inefficiency. The average technical efficiency of local tax collection reaches 87.34%, indicating that there is still room for efficiency improvement. Novelty: Contributing to the local public finance and sustainable governance literature by applying Stochastic Frontier Analysis (SFA) to evaluate tax collection administrative efficiency and comparing efficiency performance between regency and city governments in Central Java. The findings provide empirical evidence on how efficient local tax administration can support SDG 16 through the strengthening of effective and accountable public institutions under fiscal decentralization.

Abstract

Sambak Village, recognized as a Proklim Lestari awardee, continues to face challenges in managing non-recyclable plastic waste with low market value, which often ends up in open burning practices that harm the environment. This community service program introduces an innovative solution through the development of the Sambak Village Waste Bank by integrating circular economy principles with the application of low-emission incinerator technology for paving block production. The activities were implemented through capacity building, tutorials, and mentoring sessions involving local residents, waste bank managers, and micro-entrepreneurs. Plastic waste was processed using an incinerator fueled by waste cooking oil and used lubricants, producing semi-processed by-products that were then utilized in paving block manufacturing. Program implementation encouraged community participation in waste segregation, technical training, and collaborative production, while monitoring and evaluation highlighted significant improvements in institutional governance and reduced environmental impacts compared to traditional burning. Beyond technical outcomes, the initiative enhanced community awareness, fostered behavioral change toward sustainable waste management, and opened economic opportunities through the commercialization of paving blocks. This program illustrates an effective model of community empowerment that transforms plastic waste into value-added products, reinforcing Sambak Village as a pioneer of environmentally friendly and climate-resilient practices.

Abstract

Black Soldier Fly (BSF) larvae, or maggots, are a type of insect currently widely cultivated, primarily for animal feed. This is because BSF larvae contain essential nutrients such as fat and protein in high amounts, thus improving the nutritional quality of livestock that consume them. Therefore, the processing and preservation of maggots is crucial to maintain their nutritional content and extend their shelf life. One method used in maggot processing is drying. Drying aims to reduce the water content in the larvae, thereby preventing the growth of microorganisms that cause spoilage. One widely applied technique is drying using a microwave oven. However, before the actual process is carried out, simulations are often required to determine the distribution of heat and humidity. Simulation is one of the most effective ways to predict the drying performance of biological materials. This study used a simulation using the Computational Fluid Dynamics (CFD) method operated by Comsol Multiphysics 6.2 software. The parameters used in the simulation were an initial maggot temperature of 80°C, a drying time of 15 minutes, and a heat source of 1300 W/m³. Based on the simulation results, the final water content of the maggots was below 10%. Furthermore, the final relative humidity of the maggots ranged from 10–35%, while the final temperature of the larvae increased to 93–97°C. These results indicate that microwave drying can effectively reduce moisture content while maintaining the nutritional quality of BSF larvae. These simulation results can be used as a basis for practical maggot drying processes, thus supporting the production of efficient and nutritious animal feed.
