Abstract

Abstract Directorate General of Highways, through the Directorate of Roads Preservation, will apply a new policy, namely long segment national road preservation, to maintain national roads. Long segment road preservation is expected to change the paradigm of the contractors, from the road construction executors to become road managers. This purpose of this study is to evaluate the readiness of the contractors on the long segment road preservation policy. The sample for this study consists of 109 respondents, including 63 respondents from the roads manager, 21 respondents from the supervising consultants and 25 respondents from the contractors. The method used in this study is the structural equation modeling method, supported by AMOS ver. 21. The results show that the causal relationship between the variables of contractor’s performance with quality performance of long segment road preservation amounted to 31.20%. The causal relationship between the variables of contractor’s performance to each variables, such as human resources, materials, equipment, methods, and quality control contribute significantly by 41.80%, 78.80%, 26.10%, 73.20%, and 42.20%, respectively. Long segment untuk preservasi jalan nasional diharapkan mengubah paradigma kontraktor, dari yang hanya sebagai pelaksana kegiatan konstruksi menjadi manajer jalan. Penelitian ini bertujuan untuk mengevaluasi kesiapan kontraktor pada preservasi jalan nasional long segment. Ukuran sampel pada penelitian ini adalah 109 responden, terdiri dari 63 responden dari manajer jalan, 21 responden dari konsultan pengawas, dan 25 responden dari kontraktor. Penelitian ini menggunakan metode struktural equation modeling dan didukung oleh AMOS ver. 21. Hasil yang didapat menunjukkan bahwa hubungan sebab akibat antara variabel kinerja kontraktor dengan kinerja kualitas long segment untuk preservasi jalan sebesar 31,20%. Hubungan sebab akibat antara variabel kinerja kontraktor untuk setiap variabel, seperti sumber daya manusia, material, peralatan, metode, dan kontrol kualitas masing-masing memberikan kontribusi sebesar 41,80%, 78,80%, 26,10%, 73,20%, dan 42,20%. Abstract

Abstract Road pavement is often damaged before the design life caused by the quality of the base layer material and the foundation layer density is not achieved. Work Instruction which refers to the general specifications of the Directorate General of Highways, which is prepared as a guide in monitoring the implementation of road construction work, is very necessary so that the construction work of provincial road aggregate base can be carried out according to the correct working method. The purpose of this study was to determine the implementation of the quality management system of aggregate base work and the achievement of the quality performance of its implementation. The data were analyzed on the level of importance of the implementation of aggregate base work based on the respondents answers, which consisted of parties directly involved in the implementation of provincial road construction work in Central Java Province. Analysis is performed using Structural Equation Modeling. The results obtained show that the contribution of weighting influence to the subcomponents of preparation, implementation, compaction, and compaction improvement was 70.5%, 50.6%, 76.0%, and 94.7% respectively. The assessment of the achievement of the quality performance of the implementation of aggregate base work is 82.49% and is included in the medium category. Keywords: base layer, quality management system, road construction, provincial roads  Abstrak Perkerasan jalan sering mengalami kerusakan sebelum umur rencana yang disebabkan oleh mutu material lapis pondasi rendah dan kepadatan lapis pondasi tidak tercapai. Instruksi Kerja yang mengacu pada spesifikasi umum Direktorat Jenderal Bina Marga, yang disusun sebagai panduan dalam pengawasan pelaksanaan pekerjaan konstruksi jalan, sangat diperlukan agar pekerjaan konstruksi lapis pondasi agregat jalan provinsi dapat dilaksanakan sesuai metode kerja yang benar. Tujuan penelitian ini adalah untuk mengetahui pelaksanaan sistem manajemen mutu pekerjaan lapis pondasi agregat dan capaian kinerja mutu pelaksanaannya. Data dianalisis terhadap tingkat kepentingan pelaksanaan pekerjaan lapis pondasi agregat berdasarkan jawaban responden, yang terdiri atas pihak-pihak yang terlibat langsung dalam pelaksanaan pekerjaan konstruksi jalan provinsi di Provinsi Jawa Tengah. Analisis dilakukan dengan menggunakan Structural Equation Modeling. Hasil yang diperoleh menunjukkan bahwa kontribusi bobot pengaruh untuk subkomponen persiapan, pelaksanaan, pemadatan, dan perbaikan pemadatan adalah 70,5%, 50,6%, 76,0%, dan 94,7% berturut-turut. Penilaian capaian kinerja mutu pelaksanaan pekerjaan lapis pondasi agregat adalah sebesar 82,49% dan termasuk dalam kategori medium. Kata-kata kunci: lapis pondasi, sistem manajemen mutu, konstruksi jalan, jalan provinsi

Abstract

Abstract The implementation of the Quality Management System in the implementation of road projects is intended so that the results of activities can achieve the planned quality objectives. For this reason, work instructions are systematically arranged as a guidance for monitoring road projects. This study aims to determine the contribution of components and subcomponents of a selected land work on a road project to the achievement of the quality of the selected land work on provincial roads in Jambi Province. The results showed that the contribution of material compaction subcomponents is 86%, folowed by material overlaying subcomponents 82%, and preparation subcomponents 71%, on the achievement of the quality of the selected land work. The implementation of the quality performance assessment in the road construction project in Jambi Province produces a value of 82.30%, which is in the medium category. Keywords: quality management system, road projects, land work, provincial roads  Abstrak Penerapan Sistem Manajemen Mutu pada pelaksanaan proyek jalan dimaksudkan agar hasil kegiatan dapat mencapai sasaran mutu yang direncanakan. Untuk itu, diperlukan instruksi kerja yang disusun secara sistematis sebagai panduan pengawasan proyek jalan. Penelitian ini bertujuan untuk mengetahui kontribusi komponen dan subkomponen suatu pekerjaan timbunan pilihan pada suatu proyek jalan terhadap capaian mutu pekerjaan timbunan pilihan tersebut pada jalan provinsi di Provinsi Jambi. Hasil penelitian menunjukkan bahwa kontribusi pengaruh Subkomponen Pemadatan material 86%, Subkomponen Penghamparan material 82%, dan Subkomponen Persiapan 71% terhadap capaian mutu pekerjaan timbunan pilihan tersebut. Imple-mentasi penilaian kinerja mutu pada proyek konstruksi jalan di Provinsi Jambi ini menghasilkan nilai sebesar 82,30%, yang termasuk dalam kategori medium. Kata-kata kunci: sistem manajemen mutu, proyek jalan, land work, jalan provinsi

Abstract

National and provincial road networks have a major role to provide high accessibility and mobility to all community. Their services both functional and structural, therefore, need to improve continuously. Current figures show that from 2002 to 2003 the length of the road networks increased 8.07%. During these years, it was found that the road investment increased 28.61% and AADT increased 8.80%.  However, it was not followed by the road networks performance, such as the IRI increased 39.5%, the road networks with SDI>50 increased 84.01%, and the road network in bad condition increased 64.92%.  The purpose of this paper is to highlight and review technical aspects of the road networks performance particularly their quality standard achievement. Finally this paper discusses reasons of decreased quality performance of the road networks whilst increased investment and maintenance cost occurred. Abstract

National and provincial road networks are a part of transportation infrastructure having very significant role for improving economic condition of a region due to its potential for providing wider mobility and higher accessibility between nodes in the region than district road networks. Consequently, the development of national and provincial roads should be based on tight implementation of quality standard for achieving stable road pavement. However, in current practices, there are evidences indicating no correlation between increased investment on national and provincial roads with the improved road quality in various regions though the road development uses an identical standard of quality manual. It is, therefore, very important to study performance of the quality manual standard implementation on road maintenance and betterment. The objectives of the research are to identify underlying problems and inappropriate practices of implementation procedure of pavement quality standard and to understand root causes of road deterioration occurred before the expected period of its life service. The research used a questionnaire survey completed objectively by respondents as with their expertise and experiences on road engineering. The respondents consist of 251 practitioners and experts selected through purposive method from 28 provinces representing the government staff of Public Work Department, supervision and consulting engineers, contractors and academic staff of universities. Furthermore, the questionnaires were compiled and analyzed by using descriptive statistical method. Findings of the research show that the underlying problems of the implementation of quality manual standards are predominated by low quality of human resources, inadequate utilization of testing instrument, and insufficient understanding of quality standards as well as poor coordination between implementation and supervision institutions. The substandard quality of road pavement mainly occurred due to low quality of the materials, inappropriate method of quality testing, improper construction method and insufficient field supervision. It was found that pavement deterioration in the beginning of road operation period is not caused by overloaded traffic but mainly due to inappropriate implementation of quality standards. This is regarded as no proper socialization of quality standards by government institutions for engineers, contractors and supervisors and their understanding on the road development is only focused on contract documents. Jalan nasional dan propinsi memiliki peranan yang amat penting terhadap peningkatan ekonomi wilayah karena berfungsi menyediakan mobilitas dan aksesibilitas antar simpul wilayah yang lebih luas daripada jalan kabupaten. Pada saat ini,  fakta mengindikasikan tidak adanya korelasi antara peningkatan investasi penanganan jalan nasional dan propinsi dengan peningkatan kemantapan perkerasan jalan meskipun standar mutu perkerasan yang digunakan sama, sehingga perlu dilakukan penelitian kinerja pemberlakuan standar mutu perkerasan pada peningkatan dan pemeliharaan jalan. Tujuan penelitian adalah mendeskripsiskan kendala dan penyimpangan pemberlakuan standar mutu perkerasan jalan serta penyebab kerusakan jalan yang sering terjadi di bawah umur pelayanan. Instrumen penelitian berupa formulir survai (kuesioner) yang harus diisi secara obyektif dengan memepertimbangkan kepakaran dan pengalaman responden  di bidang teknik jalan. Responden terdiri dari para pakar (expert) yang ditentukan secara purposive yang tersebar di 28 propinsi pada instansi kantor P2JJ dan litbang, kantor dinas pekerjaan umum, konsultan supervisi, kontraktor dan perguruan tinggi. Selanjutnya data terkumpul dikompilasi dan dianalisis secara statistik deskriptif. Jumlah responden (pakar) yang mengisi formulir survai sebanyak 251 orang. Hasil penelitian menunjukkan bahwa kendala implementasi standar mutu didominasi oleh kekurangan kualitas SDM, keterbatasan utilisasi alat uji, kesulitan memahami substansi standar mutu, dan lemahnya koordinasi antara pelaksana pekerjaan dan pengawas mutu. Selain itu disimpulkan penyimpangan mutu perkerasan yang sering terjadi adalah: (i) mutu material kurang tepat; (ii) metode pengujian mutu kurang tepat; dan (iii) prosedur implementasi metode pelaksanaan dan pengawasan di lapangan tidak tepat. Penyebab kerusakan perkerasan jalan pada awal operasional, tidak semata-mata disebabkan oleh kendaraan overloading tetapi lebih didominasi tidak tercapainya pemberlakuan (implementasi) standar mutu yang tepat di lapangan. Abstract

Fatality level can be reduced with the deficiency safety program as an effort in handling the accident thatoccurred on the road. This study aims to investigate the influence of the road infrastructure condition and toassess the best solution to minimize the probability of the accident. The parameter used to determine thelocation of the study was based on AEK’s value, fatality’s level, and accident frequency. This study wascarried out in the black spot at Yogyakarta – Wonosari road, that were: (1) Bunder (KM 10+944 m); (2)Pekerjaan Umumtat (KM 7+864 m); and (3) Patuk (KM 0+874 m). This analysis was perfomed using the IKJwith measuring design deviation (geometric and road’s facilities harmonization) toward technical standard.Infrastructure improvements should be conducted to conform components based on the risk analysis.Handling priority of deficiency road infrastructure in the black spot should be based on: (1) traffic handling;(2) harmonization of fringe and mark; and (3) arrangement of road‘s facilities.Keywords: black spot, deficiency, fatality, IKJ, risk analysis

Abstract

Traffic accident causes economic losses for the country, the victim, and the victim’s family. The cause of traffic accident consists of human error, vehicle factor, and road and environment factor. Human error is mostly considered as the main reason for traffic accidents to occur. This Study is intended to find the road safety deficiency in Ring Road Selatan Yogyakarta, from Parangtritis Road intersection (STA 0+000) to Bantul Road intersection (STA 1+600), using road safety form developed by Directorate General of Highways. Any kind of deviation from technical standard and dangerous condition of environment will be compared with the rules which prevails. The deviencies found will be presented in accident opportunity value (P) and seriousness of victim’s condition impact value (D). The correlation between opportunity and impact values will result in risk value (R) that indicates road safety condition. The average of risk value in Ring Road Selatan Yogyakarta is 74,10 which means that the risk value is low or the safety deviciency level is small. Zone with the highest risk value is zone 4 (STA 0+400) with 114,40, which can be categorized as medium level meaning that this zone needs unscheduled handling. The routine road treatment for road pavement, road mark, traffic sign, and street illumination can reduce risk value from 74,10 to 43,33, meaning that the road can be categorized as very low level of handling and does not need to be monitored.Keywords: road safety deficiency, road safety form, and risk value

Abstract

The current performance of the application of quality standards in the administration of road infrastructure is very alarming because the average level of achievements in the field is not greater than 50.0%. The average usage rate of the general Indonesian National Standard (SNI), related to building construction materials, and the specific SNI, related to civil engineering, in road infrastructure contract documents are not more than 30.0%. A logic model of monitoring and evaluation of SNI in the operation of road infrastructure was built in this study with a systemic, hierarchical, and comprehensive approach. The focus of this research is to determine the factors and variables in each subsystem, with monitoring and evaluation of SNI 03-3425-1994 (procedures for the implementation of a thin layer of asphalt concrete for highway) on the maintenance of national roads in Yogyakarta Special Region was selected as a case study. The results showed that the aspect acceptable, applicable, and user friendly are in pretty good category (50.0%-75.0%) but the portable aspect is in the unfavorable category (25.0%-50.0%). This result gives an indication that the socialization activities of SNI, which includes measures to recognize, acquire, and archive need to be improved in all units of stakeholders associated with road handling, including universities, so that in the future it will create communities with standard minded in the field of building construction materials and civil engineering. Also, there is a need to change the shape of SNI books pocket book shape, which makes it easier to take to the field.Keywords: implementation, monitoring, evaluation, Indonesian National Standard

Abstract

One of the root problems causing early damages on provincial and district roads is road administrators’ and developers’ low compliance against the road standards. To deal with this issue, a systemic logic model has been developed to facilitate the monitoring and the evaluation analyses of road standards implementation. The model was written in Java Runtime Environment version 6 and designed to feature portability, acceptability, applicability, and useability. The model was developed based on expert survey and typology analysis to gather and select the determining variables and their indicators.Model application in the case of SNI 03-2853-1992(guidelines on constructing road foundation using crushed stones) implementation is demonstrated in this paper.The results showed 58.50% of the sample “own” the standard, 61.18% “understand” the standard, 60.52% “implement” the standard, 51.39% “oversee” the implementation of the standard, and therefore the overall implementation score for the said standard was 59.08%. The model developed in this study has the potentials to provide recommendations to road administrators on whether or not a standard needs revision or even abolition.Keywords: evaluation, monitoring, quality standard, provincial and local roads

Abstract

At present, the influence of overloaded freight vehicles only associated with damage to the road structure and road congestion or services. Overloading is not considering the effect of the increase of carbon oxides. Increased carbon oxides on overloaded vehicles occur due to increased fuel consumption and heavy vehicle engine work. This study aimed to obtain the relationship between axle load overloading offenses with increased carbon oxides carried by freight vehicles in the Province of East Java. The method used is direct measurement in several weigh in East Java Province. The excess weights of freight vehicles were measured and then carbon oxide emission tests were performed to measure the carbon monoxide and carbon dioxide emissions. The results indicate that there is a linear relationship between the excess loads carried by freight vehicles with increased carbon oxides. Carbon dioxide increased significantly in line with overloaded heavy freight vehicles. Therefore, the policy to implement sanctions, such as fines for overloaded freight vehicles should include cost components due to increased emissions of carbon oxides, such as reduction cost and community loss affected by these pollutants.Keywords: heavy vehicle, overload, freight vehicle, carbon oxides
