Abstract

Abstract Usually selected aggregate gradation is the mid range of specification. Gradation Index is a new parameter to predict aggregate gradation based on performance of asphalt concrete. The purpose of this study is to formulate the relationship between gradation index and aggregate gradation. The aggregate gradation of asphalt concrete was determined according to Indonesian Highway Specification (2010). Five gradations were selected and made the relationship between sieve size and  percent passing cumulatif to get five equations. The result showed that the models of five aggregate gradation are power function with coefficient of determination greater than 0.9 and the two contants (a and b) can be used to obtain aggregate gradation. Keywords: gradation index, asphalt concrete, aggregate gradation, sieve size  Abstrak Gradasi agregat pada campuran beraspal umumnya dipilih berada di tengah rentang spesifikasi. Indeks Gradasi merupakan parameter yang diusulkan untuk digunakan dalam memprediksi gradasi agregat berdasarkan kinerja campuran beton aspal. Tujuan penelitian ini adalah merumuskan hubungan antara Indeks Gradasi dan gradasi agregat. Spesifikasi gradasi ditentukan berdasarkan persyaratan yang terdapat pada Spesifikasi Umum Direktorat Jenderal Bina Marga (2010). Lima jenis gradasi dipilih dan dibuat hubungan antara ukuran saringan serta persen lolos kumulatif. Hasil penelitian ini menunjukkan bahwa model untuk lima gradasi agregat memberikan koefisien determinasi lebih besar daripada 0,9 serta konstanta a dan b yang dapat digunakan untuk menentukan gradasi agregat. Kata-kata kunci: indeks gradasi, beton aspal, gradasi agregat, ukuran saringan

Abstract

The Law No. 22/2009 on Road Traffic and Transportation dictates the national road authorities to perform proactively, reactively, and with fullest anticipation with regards to the safety aspects in administering road provision. In relation to this demand, data collection was conducted in Provinces of Riau, East Java, South Kalimantan, South Sulawesi, and East Nusa Tenggara through a series of focussed discusions involving road authorities, road traffic and transportation regulators, as well as law enforcement officers. Proactive measures that still fell short to meet the demand were related to Article 8 (stipulation of road’s level of service, optimized utilization of road segments, geometric betterment of roads and intersections, stipulation of road classes, and attainment of road worthiness). Reactive measures that still lag in enforcement were related to Article 24 (improvement of road sections with safety deficiencies, and installation of road signs at damaged road sections or roads with substandard geometric to prevent accidents). Anticipative measures in need of attention were related to Article 230 (road unworthiness as a contributing factor to cause accidents), and Article 273 (poor road conditions that might cause accidents, and in consequence of which, road authorities could face 5 year imprisonment in cases invloving fatalities).Keywords: proactive, reactive, action, road

Abstract

Consultant has a very important role in coordinating project at the planning and supervision step. At present the performance of companion consultancy service (core team) in SNVT-P2JN Gorontalo is based on the absorption of core team’s contract value itself. This study aims to determine the effect of SIDLACOM (Survey, Investigation, Design, Land acquisition, Action program, Construction, Operation, and Maintenance) attributes towards core team’s performance in the working area of SNVT-P2JN Gorontalo. Analysis results of four methods, i.e. IPA method, CSI method, factor analysis, and regression analysis show that the attributes which determine the effect of SIDLACOM are: (1) Survey, consist of data accuracy and validation; (2) Investigation, consist of investigation of  problem and obstacle control in the site and investigation of method accuracy; (3) Detail Engineering Design, consist of inspection of DED anticipation towards the changes in the site, appropriate of dimension in accordance with technical standard and criteria; and  relevant to the technology; (4) Land Acquisition, consist of accuracy of land acquisition cost analysis; (5) Action Program, consist of examination of accurate DED preparation; (6) Construction, consist of making of road construction Standard Operating Procedure (SOP); (7) Operational, consist of investigation of traffic volume growth prediction data preparation; and (8) Maintenance, consist of the progress of making road maintenance Standard Operating Procedure (SOP). Keywords: core team, performance appraisal, SIDLACOM  Konsultan memiliki peran penting dalam melakukan koordinasi pekerjaan proyek pada tahap perencanaan dan pengawasan. Selama ini penilaian kinerja jasa konsultansi pendamping (core team) di lingkungan SNVT-P2JN Gorontalo dilakukan berdasarkan penyerapan nilai kontrak. P2JN belum memiliki metode penilaian kinerja core team ditinjau dari tugas dan fungsinya. Penelitian ini bertujuan untuk mengetahui pengaruh atribut SIDLACOM (Survey, Investigation, Design, Land Acquisition, Action Program, Construction, Operation, Maintenance) terhadap penilaian kinerja core team di wilayah kerja SNVT-P2JN Gorontalo. Metode nalisis yang digunakan adalah metode IPA, CSI, analisis faktor dan regresi, yang hasil analisisnya menyimpulkan beberapa atribut SIDLACOM yang berpengaruh terhadap penilaian kinerja core team: (1) Survey, meliputi  kesiapan akurasi dan validasi data; (2) Investigation, meliputi pengendalian masalah dan kendala serta pemeriksaan ketepatan metode yang digunakan; (3) Detail Engineering Design, meliputi  antisipasi terhadap perubahan di lapangan, kesesuaian dimensi terhadap standar dan kriteria teknis, dan relevansinya terhadap perkembangan teknologi; (4) Land Acquisition, meliputi  analisis kebutuhan biaya pengadaan lahan; (5) Action Program, meliputi penyusunan desain dan program pendanaan yang akurat; (6) Construction, meliputi pembuatan manual pekerjaan jalan; (7) Operational, meliputi penyusunan data prediksi pertumbuhan volume lalulintas; dan (8) Maintenance, meliputi pembuatan manual pemeliharaan jalan. Kata-kata kunci: core team, penilaian kinerja, SIDLACOM

Abstract

Fatality level can be reduced with the deficiency safety program as an effort in handling the accident thatoccurred on the road. This study aims to investigate the influence of the road infrastructure condition and toassess the best solution to minimize the probability of the accident. The parameter used to determine thelocation of the study was based on AEK’s value, fatality’s level, and accident frequency. This study wascarried out in the black spot at Yogyakarta – Wonosari road, that were: (1) Bunder (KM 10+944 m); (2)Pekerjaan Umumtat (KM 7+864 m); and (3) Patuk (KM 0+874 m). This analysis was perfomed using the IKJwith measuring design deviation (geometric and road’s facilities harmonization) toward technical standard.Infrastructure improvements should be conducted to conform components based on the risk analysis.Handling priority of deficiency road infrastructure in the black spot should be based on: (1) traffic handling;(2) harmonization of fringe and mark; and (3) arrangement of road‘s facilities.Keywords: black spot, deficiency, fatality, IKJ, risk analysis

Abstract

Abstract Construction quality characteristic and contribution of construction management component need to be defined in order to do a project effectively and efficiently. The objective of this research is to get desirable construction quality in preventive maintenance of rigid pavement and contribution of construction management in achieving the quality. Questioners are spreaded to national road stakeholder in Riau and Riau Island Province. Total responden feedbacks are 109, which comes from owner 36,70%; contractor 31,19%; and consultant 32,11%. Data analysis is done using Structural Equation Modeling with AMOS 21 software. The result of this research shows that desirable quality of rigid pavement preventive maintenance are lackness of crack, depression, faulting, pumping, surface texture defects, spalling, and keeping the IRI value less than 8. Construction management contribute 54% of quality result. In other hand, construction management is significantly influenced by PPK, contractor, consultan, material, project administration, and environment. Keywords: construction management, preventive maintenance, Structural Equation Modeling, rigid pavement  Abstrak Karakteristik kualitas konstruksi dan kontribusi kebutuhan komponen manajemen konstruksi perlu didefinisikan untuk melakukan proyek secara efektif dan efisien. Tujuan penelitian ini adalah untuk menda-patkan kualitas konstruksi yang diinginkan dalam pemeliharaan preventif perkerasan kaku dan kontribusi manajemen konstruksi dalam mencapai kualitas tersebut. Kuesioner disebarkan kepada para pemangku kepentingan jalan nasional di Provinsi Riau dan Provinsi Kepulauan Riau. Total responden adalah 109, yang berasal dari pemilik proyek 36,70%, kontraktor 31,19%, dan konsultan 32,11%. Analisis data dilakukan dengan menggunakan Structural Equation Modeling dengan perangkat lunak AMOS 21. Hasil penelitian ini menunjukkan bahwa kualitas yang diinginkan pada pemeliharaan preventif perkerasan kaku adalah kurangnya retak, depresi, faulting, pumping, cacat tekstur permukaan, spalling, dan menjaga nilai IRI kurang dari 8. Manajemen konstruksi memberikan kontribusi 54% terhadap hasil kualitas. Di sisi lain manajemen konstruksi secara signifikan dipengaruhi oleh Pejabat Pembuat Komitmen (PPK), kontraktor, konsultan, bahan, administrasi proyek, dan lingkungan. Kata-kata kunci: manajemen konstruksi, pemeliharaan preventif, Structural Equation Modeling, perkerasan kaku

Abstract

Abstract  Existing condition of national roads in the Province of North Sumatera at the end of 2014 has not been fully optimized, with the proportion of road conditions that fall into either good and medium categories still had a significant decrease each year. In addition, the width of pavement is still dominated by the class of small roads (less than 7 m). This study aimed to evaluate the effectiveness of the national road maintenance program in the Province of North Sumatera from 2012 until 2014. The effectiveness was evaluated by using the modified Importance Performance and the Customer Satisfaction Index. This results indicates that the outputs generated by the road handling in this study is somewhat different compared to those implemented by the Directorate General of Highways, especially in the handling of capacity expansion. Key words: road conditions, road maintenance, road width, capacity expansion  Abstrak Kondisi existing jalan nasional di Provinsi Sumatera Utara akhir tahun 2014 belum sepenuhnya optimal, dengan proporsi kondisi jalan berkategori baik dan sedang masih mengalami penurunan yang signifikan setiap tahunnya. Selain itu lebar perkerasan jalan masih didominasi oleh kelas jalan kecil (kurang dari 7 m). Studi ini bertujuan untuk mengevaluasi efektivitas program pemeliharaan jalan nasional di Provinsi Sumatera Utara yang telah berjalan mulai tahun 2012 hingga tahun 2014. Efektivitas dievaluasi dengan menggunakan metode Importance Performance Analysis (IPA) dan Customer Satisfaction Index (CSI) yang dimodifikasi. Hasil studi ini menunjukkan bahwa output jenis penanganan yang dihasilkan studi ini agak berbeda dengan program yang dilaksanakan oleh Direktorat Jenderal Bina Marga, khususnya pada penanganan penambahan kapasitas jalan. Kata-kata kunci: kondisi jalan, pemeliharaan jalan, lebar jalan, penambahan kapasitas

Abstract

One of the root problems causing early damages on provincial and district roads is road administrators’ and developers’ low compliance against the road standards. To deal with this issue, a systemic logic model has been developed to facilitate the monitoring and the evaluation analyses of road standards implementation. The model was written in Java Runtime Environment version 6 and designed to feature portability, acceptability, applicability, and useability. The model was developed based on expert survey and typology analysis to gather and select the determining variables and their indicators.Model application in the case of SNI 03-2853-1992(guidelines on constructing road foundation using crushed stones) implementation is demonstrated in this paper.The results showed 58.50% of the sample “own” the standard, 61.18% “understand” the standard, 60.52% “implement” the standard, 51.39% “oversee” the implementation of the standard, and therefore the overall implementation score for the said standard was 59.08%. The model developed in this study has the potentials to provide recommendations to road administrators on whether or not a standard needs revision or even abolition.Keywords: evaluation, monitoring, quality standard, provincial and local roads

Abstract

Abstract The selection methods for pavement handling in Indonesia are often less precise. Handling of road damage with an overlay calculated based on the effective modulus of pavement is often chosen as a quick solution. However the road handling related to the structural damage cannot be done only with the overlay because pavement structural repairs are needed and, if this is not done, the pavement damaged will occur quickly. This study was conducted on the road segment Number 017.11 (K), Jalan Bypass, in Demak, to identify the type of damage, severity, and quantity of damage. The results were then analyzed using the PCI method for determining the repair option costs. Then a cost comparison was performed on the overlay cost based on the pavement effective modulus using the AASHTO (1993) method with the overlay cost based on the Bina Marga (2005) method. The results can be taken into consideration in determining the road maintenance program so that the handling of road damage becomes more precise and optimal. Keywords: road pavement, road damage, pavement effective modulus, overlay Abstrak Pemilihan metode penanganan kerusakan perkerasan jalan di Indonesia sering kurang tepat. Penanganan kerusakan jalan dengan overlay yang dihitung berdasarkan modulus efektif perkerasan sering dipilih sebagai solusi cepat untuk menangani kerusakan jalan. Tetapi penanganan kerusakan jalan yang bersifat struktural tidak bisa dilaksanakan hanya dengan overlay karena diperlukan perbaikan struktural perkerasan tersebut dan bila hal ini tidak dilaksanakan,  perkerasan akan mengalami kerusakan dengan cepat. Penelitian ini dilakukan dengan melaksanakan survei kondisi kerusakan jalan pada ruas nomor 017.11(K), Jalan Bypass, di Demak, untuk mengidentifikasi jenis kerusakan, tingkat keparahan, dan kuantitas kerusakan. Hasil survei selanjutnya dianalisis menggunakan metode PCI untuk menentukan opsi perbaikan beserta kebutuhan biayanya. Kemudian dilakukan perbandingan kebutuhan biaya overlay yang dianalisis berdasarkan modulus efektif perkerasan menggunakan metode AASHTO (1993) dengan kebutuhan biaya overlay yang dianalisis dengan metode Bina Marga (2005). Hasil penelitian ini dapat dijadikan pertimbangan dalam menentukan program pemeliharaan jalan sehingga penanganan kerusakan jalan menjadi lebih tepat dan optimal. Kata-kata kunci: perkerasan jalan, kerusakan jalan, modulus efektif perkerasan, pelapisan ulang

Abstract

Traffic accident causes economic losses for the country, the victim, and the victim’s family. The cause of traffic accident consists of human error, vehicle factor, and road and environment factor. Human error is mostly considered as the main reason for traffic accidents to occur. This Study is intended to find the road safety deficiency in Ring Road Selatan Yogyakarta, from Parangtritis Road intersection (STA 0+000) to Bantul Road intersection (STA 1+600), using road safety form developed by Directorate General of Highways. Any kind of deviation from technical standard and dangerous condition of environment will be compared with the rules which prevails. The deviencies found will be presented in accident opportunity value (P) and seriousness of victim’s condition impact value (D). The correlation between opportunity and impact values will result in risk value (R) that indicates road safety condition. The average of risk value in Ring Road Selatan Yogyakarta is 74,10 which means that the risk value is low or the safety deviciency level is small. Zone with the highest risk value is zone 4 (STA 0+400) with 114,40, which can be categorized as medium level meaning that this zone needs unscheduled handling. The routine road treatment for road pavement, road mark, traffic sign, and street illumination can reduce risk value from 74,10 to 43,33, meaning that the road can be categorized as very low level of handling and does not need to be monitored.Keywords: road safety deficiency, road safety form, and risk value

Abstract

Transport infrastructure in East Java today has grown well, it has been proven from the significance effect to the economic growth of East Java Province. Therefore, it is necessary to assess the condition of existing transportation infrastructure currently in the region of East Java Province, and identify it’s weaknesses to be improved in the future. This study aims to identify problems and potential policy directions of transport infrastructure in the province of East Java in the future, particularly the priority of aspects to be improved. This study was conducted with a Focus Group Discussion (FGD), which has been used a questionnaire-based method called as IPA (Important Performance Analysis), with respondents are officers in the East Java Provincial Transport Department and representatives from the City and Regency Department of Transportation in the Province of East Java. The performance aspect that related with passenger which is identified to be improved are (a) integration aspects and (b) the capacity of the passenger activity. Related performance of freight transport that need to be improved are aspects: (a) integration of multi-modal services, (b) the regularity of the service, (c) ease accesses, (d) timeliness, (e) order, and (f) efficiency.  Keywords: transport policy, transport infrastructure, passengers and goods transport  Prasarana transportasi di Jawa Timur saat ini telah berkembang cukup baik, terbukti peranannya semakin terlihat dari signifikasi pertumbuhan ekonomi di Provinsi Jawa Timur. Oleh karena itu perlu dilakukan kegiatan untuk menilai kondisi prasarana transportasi yang ada saat ini di wilayah Provinsi Jawa Timur dan mengidentifikasi kelemahannya guna memperbaiki kondisi di masa mendatang. Penelitian ini bertujuan untuk mengidentifikasi masalah dan potensi arah kebijakan prasarana transportasi di Provinsi Jawa Timur di masa mendatang, khususnya terkait dengan prioritas aspek sasarannya. Penelitian ini dilakukan dengan  Focus Group Discussion menggunakan kuesioner berbasis metode Important Performance Analysisdan responden adalah semua pejabat di Dinas Perhubungan Provinsi Jawa Timur dan perwakilan dari Dinas Perhubungan Kabupaten/Kota sewilayah Provinsi Jawa Timur. Kinerja terkait angkutan penumpang yang teridentifikasi perlu untuk ditingkatkan adalah (a) aspek keterpaduan dan (b) daya tampung untuk aktivitas penumpang. Kinerja terkait angkutan barang yang teridentifikasi perlu untuk ditingkatkan adalah aspek-aspek: (a) keterpaduan layanan multi moda, (b) keteraturan layanan, (c) kemudahan dicapai, (d) ketepatan waktu, (e) ketertiban, dan (f) efisiensi. Kata-kata kunci: kebijakan transportasi, prasarana transportasi, angkutan penumpang dan barang
