Abstract

This research to describe the factors that can influence the victory of female candidates from the Perindo party in the Asahan Regency DPRD in the 2019 legislative elections. The community environment in Asahan which is still thick with patriarchal culture is one of the challenges that must be faced by female candidates. Factors that influence the victory of female candidates are the values possessed by female candidates and the closest male figures who support female candidates and have strengths that can be utilized. Therefore, the researcher used the concept of Male Power Relations to describe the winning factors for female candidates in Asahan. This research then found the answer that the victory of female candidates was influenced by the male power relation which was not absolute, the figure of female candidates and the proportional electoral system.

Abstract

This research0aims to find out how the practice of mass political mobilization of Pura Dadia conducted by political actor Tjokorda Gede Agung in legislative elections in 2019. Furthermore, the research was framed using0the0theory0of0Political0Mobilization by Stefano Bartolini. The research0method0used0is a descriptive0 qualitative0 method0 using0 primary0 data0 and secondary 0data, 0because0it0describes0and0describes0the0form0of relationships related to the practice of mass political mobilization of Pura Dadia. . The results of the study are: first, Tjokorda Gede Agung as a political actor formed and established relationships with figures from the Family Group Pura Dadia to be able to enter the scope of Pura Dadia to gain sympathy and support in the election. Second, political actors Tjokorda Gede Agung had previously had social capital to enter the family realm of Pura Dadia through the mother, Tjokorda Istri.

Abstract

This article aims to analyze the potential for the practice of buying and selling votes or vote buying in the election of village heads or Perbekel in Tabanan Regency, Bali. This article explores regulatory aspects, views, and variations that occur in society, including efforts to reduce the practice of buying and selling votes. In recent years, in every holding of village head elections or perbekel in several areas, there are always vote buying practices and various activities. To answer this question, the study in this article uses empirical legal research which analyzes the implementation of the law regarding village head elections regulation in reality in the community with a focus on two villages in Tabanan Regency, Bali. This article uses interview and documentation for data collection techniques and uses a rational choice institutionalism framework. With this theoretical framework, it tells the empirical facts that the calculated practice of buying votes is determined by calculations that are all profitable for the candidates and the voters. The opportunity for this practice to occur is considered to be large, carried out by perbekel officers with incumbent status. There are several offers to reduce this problem, namely by using a special website that manages the election of perbekel by loading the profile of the perbekel candidates specifically to ensure the accountability of the election. Artikel ini bertujuan untuk menganalisis potensi terjadinya praktik jual beli suara atau vote buying dalam pemilihan kepala desa atau perbekel di Kabupaten Tabanan, Provinsi Bali. Artikel ini mengeksplorasi aspek regulasi, pandangan, dan ragam benturan yang terjadi di masyarakat termasuk upaya-upaya pereduksian praktik jual beli suara tersebut. Pada beberapa tahun belakangan, pada setiap penyelenggaraan pemilihan kepala desa atau perbekel serentak pada beberapa wilayah senantiasa di ikuti oleh adanya praktik-praktik jual beli suara atau vote buying dengan beragam bentuk aktifitasnya. Untuk menjawab persoalan tersebut, studi pada artikel ini menggunakan penelitian hukum empiris dimana menganalisis implementasi hukum terkait pelaksanaan regulasi pemilihan kepala desa dalam realitasnya di masyarakat dengan fokus dua desa di Kabupaten Tabanan, Bali. Artikel ini menggunakan teknik pengumpulan data wawancara dan dokumentasi serta dianalisis menggunakan frame teoritik rational choice institusionalism. Melalui frame teoritik ini memperlihatkan fakta empirik bahwa praktik vote buying dianggap turut ditentukan oleh kalkulasi-kalkulasi yang serba menguntungkan baik bagi kalangan kandidat maupun masyarakat pemilihnya. Peluang terjadinya praktik ini dianggap berpotensi besar dilakukan oknum perbekel yang berstatus incumbent. Terdapat beberapa tawaran mereduksi persoalan ini , yaitu dengan pemanfaatan website khusus yang mengelola pemilihan perbekel dengan memuat profil perbekel secara khusus untuk menjamin akuntabilitas pemilihan.

Abstract

ABSTRAK Korupsi di Indonesia bukan hanya persoalan hukum atau sebuah penyimpangan perilaku. Lebih daripada itu, korupsi merupakan persoalan etika politik. Segala bentuk gratifikasi demi kepentingan pribadi merupakan sebuah bentuk korupsi. Dari sudut pandang etika birokrasi, korupsi berkembang karena kelemahan sistem penegakan hukum atauu kurangnya orientasi kepentingan publik baik dalam praktik maupun dalam kebijakan politik. Oleh karena itu, menguatkan internalisasi etika birokrasi menjadi cara yang paling efektif untuk mengatasi korupsi sampai ke akarnya. Etika politik yang dimaksud tidak dapat berjalan sendiri dan hanya mengedepankan kebebasan politik yang seringkali melindungi hak dan kepentingan pribadi, melainkan harus dibangun dan dikembangkan sejalan dengan demokratisasi. Lebih dari itu, korupsi harus diberantas dengan memperkuat etika politik kewarganegaraan, tanggung jawab kehidupan bernegara, semangat berkorban untuk negara, keadilan dan representasi sumber daya manusia dan pembentukan kepentingan publik serta penegakkannya dalam praktek politik dan determinasi kebijakan sebagai upaya dominan untuk mencegah korupsi. Kata kunci: Etika Birokrasi, Sumber Daya Manusia, Pencegahan Korupsi ABSTRACT Corruption in Indonesia is not only a matter of law or deviant behavior. But, more than that, it is a problem of political ethics. Any public use for the gratification of self-interest is a form of corruption. From bureaucratic ethics standpoint, corruption develops because the weaknesses of system reinforcement or lack of public interests formation in practice and political policy. Therefore, strengthening bureaucratic ethics internalization is the most effective way to overcome corruption from its roots. Such political ethics must be established and developed together with the ongoing democratization, not just to let it alone and only emphasizing the political freedom that often protect the rights and private interests. But, more than that, it must be eroded by strengthening the political ethics of citizenship, responsibility of life as a state, a sense of sacrifice for the country, equality and representation of human resources and public interest formation and its enforcement in political practice and policy determination as dominant effort to prevent corruption. Abstract

Abstrak Kinerja Komisi Pemilihan Umum Provinsi Bali perlu dilakukan evaluasi terutama dari segi akuntabilitas terkait pengelolaan keuangan. Dana Hibah yang diberikan kepada Komisi Pemilihan Umum Provinsi Bali dalam pemilihan Gubernur dan Wakil Gubernur Bali tahun 2018 perlu dilakukan analisis. Proses penganggaran dan penggunaan anggaaran terkait pemilihan Gubernur dan Wakil Gubernur Bali terjadi dinamika dalam konteks politik anggaran. Hal tersebut yang menjadi dasar dalam penelitian ini untuk dilakukan analisa. Adapun metode yang dipakai adalah metode kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukkan bahwa akuntabilitas secara hukum, proses dan perencanaan pada Komisi Pemilihan Umum Provinsi Bali telah sejalan dengan peraturan yang berlaku. Sedangkan, aspek akuntabilitas kebijakan menunjukkan bahwa secara efisiensi dalam mencapai tujuan sudah tercapai. Akan tetapi, efektivitas kebijakan atau program pemilihan Gubernur dan wakil Gubernur Bali belum berjalan maksimal karena peningkatan jumlah suara tidak sah. Kata Kunci : Akuntabilitas, Komisi Pemilihan Umum, Provinsi Bali.

Abstract

This study examines the implementation of village funds related to the development of cross-cultural activities in Badung and Buleleng. Whether the pattern is instructive translation of sloganitic deconcentration tasks or participatory institutionalization that sets out the need for cross-cultural issues in the village. The Tamatea Study (2006), Parker (2017), and Gottowick (2010) discuss multiculturalism as the nature of local wisdom which is described as responding to people's daily problems. Another study, Kwon (2018) and Selenica (2018) looked at multiculturalism in the perspective of intercultural conflict. This research takes a different position from previous research by criticizing the construction of state control over multiculturalism that runs at the grassroots. Control construction is seen from the management of village funds for cross-cultural activities that are operationalized through guaranteed equality of ethnic and religious groups. The research paradigm is non-positive with case studies. Data collection methods utilize observation, interviews and documentation. The perspective used is interpretive with the theory of discourse. Research results show that state control is firmly embedded in the development of multiculturalism in villages. The nature of control is meaningfully driven, administrative control of budgeting has the potential to have an inhibiting effect on the development of the potential of the village concerned, including the development of multiculturalism activities in the village. Such as overlapping regulations on financial accountability, lack of socialization of regulations and assume that village human resources have understood every multicultural development program (especially the deconcentration program), injustice attitude views the potential of the village and bias behavior rules that are biased. Various attitudes are often shown by vertical government officials, such as sub-districts, offices (OPD), and ministries, which are counterproductive to oversee the development of the attitude of the development of multiculturalism in the village. Villages are forced to translate multicultural development programs that are trapped in administrative accountability which in reality compartmentalize the potential of the resources within.

However, it is necessary to optimize the implementation of digital because the essence of digital transformation is not only changing ordinary service to on line or by building application in the public and civil society areas aquqlly. The problem of digitizing the bureaucracy bureaucracy above, the purpose of this writing is to see how changes in the digitalization of the bureaucracy and public services within the state and civil society are basic elements of the basis of democratization in the modern state. Research methods of normative bureaucracy ethics and institutional organizational approaches within the framework of the statute approach, conceptual approach, and analytical approach, bureaucratic and institutional material tracing techniques usedocument study techniques, as well as study using qualitative analysis. Permasalahan digitalisasi birokrasi di atas maka tujuan penulisan ini untuk melihat bagaimana perubahan digitalisasi birokrasi dan pelayanan publik dalam lingkup negara dan masyarakat sipil sebagai elemen pokok basis demokratisasi dalam sebuah Negara modern. Abstract

Masyarakat Indonesia merupakan suatu masyarakat yang majemuk dan memiliki berbagai macam keunikan di setiap daerah. Keunikan tersebut melekat dalam diri masyarakat sejak lama hingga saat ini. Keunikan yang dimiliki tidah hanya berupa fisik seperti bentuk alam, tradisi, maupun budaya. Melainkan juga nilai-nilai kearifan lokal daerah yang masih dijalankan hingga saat ini. Salah satu wilayah yang ada di Indonesia yang masih kental akan kearifan lokal yaitu Bali. Daerah yang banyak sekali spot pariwisata ini memiliki berbagai macam nilai kearifan lokal yang berdasarkan pada ajaran Agama Hindu. Nilai-nilai kearifan lokal tersebut tidak hanya sebagai identitas atau simbol suatu daerah tetapi juga sebagai sumber tindakan bagi penduduknya. Kearifan lokal tersebut juga mengandung unsur-unsur yang sama akan wawasan serta karakteristik Bangsa Indonesia. Maka dari itu, tulisan ini dibuat untuk menganalisa lebih dalam mengenai wawasan kebangsaan serta karakteristik bangsa Indonesia yang terdapat dalam suatu nilai-nilai kearifan lokal penduduk Bali. Adanya kearifan lokal tersebut senantiasa mempertahankan keseimbangan antara Skala maupun Niskala yang terdiri dari Tri Hita Karana, Panca Sradha, Tri Kona, Vasudhaiva Kutumbakam, Tri Kaya Parisudha, Catur Purusa Artha, Loka Samasta Sukhina Bhavantu, Bhinneka Tunggal Ika, Tat Twam Asi, Yadnya, Ngayah, Sangkep, dan berbagai nilai-nilai kearifan lokal yang ada. Nilai-nilai tersebut memberikan suatu petunjuk hidup untuk berperilaku sesuai dengan wawasan kebangsaan serta memiliki pribadi yang baik sesuai dengan karakteristik bangsa Indonesia.

Abstract

Legal Politic and Political Party authority in the next 2024 election constellation is a form of democraticacy phase. In this phase political party organization has to deal with various assertions bases on reformation value system. This article observes the effect of digitalization era existence of democracy towards political party as a strength actualization of politic superstructure in the some sides take elaboration of legal politic. This method applied is a normative legal research and the authority determined as a statute approach framework. The author take an explanative analysis on the various literatures. Normatively. There are a strategy transformation of campaign both of traditional and conventional towards digital technology utilization. Digital media domination is not only applied into politic contestation moment but also to be an information of ideology strengthening as well as political movement by political party. It needs to adapt to digital era especially in the moment when they have to be concentrate in contribution in order political communication become an important thing as a of implementation strengthening digital democraticacy. Politik hukum dan kekuasaan partai politik pada konstelasi pemilu tahun 2024 mendatang adalah bentuk fase demokratisasi. Pada fase ini organisasi partai politik harus menghadapi beragam tuntutan perubahan sesuai tata nilai reformasi. Artikel ini melihat dampak kehadiran era digitalisasi demokrasi terhadap partai politik sebagai aktualisasi kekuatan suprastruktur politik yang pada beberapa sisi mengelaborasi politik hukum. Metode yang digunakan adalah penelitian hukum normatif dan kekuasaan dipandang dalam bingkai statute approach. Penulis melakukan analisis eksplanatif secara kualitatif terhadap beberapa literature. Secara normatif, terjadi perubahan strategi berkampanye secara tradisional konvensional menuju pemanfaatan teknologi digital. Penguasaan media digital bukan hanya digunakan dalam momentum kontestasi politik, tetapi menjadi informasi penguatan ideologi dan gerakan politik oleh partai politik. Partai politik perlu beradaptasi di era digital terlebih saat mereka harus berkontestasi sehingga komunikasi politik menjadi penting sebagai penguatan penyelenggaraan demokratisasi digital.

Abstract

This article discusses the dilemma of selecting perbekel in Bali. There is an opportunity to break down the kinship system among the masses of voters, who are in the two realms of customary and official power. In this position, there is an interest bias. The bet on the mass of voters positions the two in a potential division. This article starts with the basic problem of how the two sides of power work in selecting equipment in Bali. This article departs from an analysis of the institutional rational choice theoretical frame, one of the approaches in political science. This article shows the perceptional aspect related to the potential dilemma of the working of local democracy in Bali, which is considered to include the polarization of power between traditional villages and service villages. This research is descriptive-qualitative in nature and involves conducting interviews with traditional village figures, elites, and government agencies. The results obtained only guarantee electoral accountability. The village dilemma is between two powers: domination power on the one hand and hegemonic power, as well as power relations in building patron-client relationships in the essence of selecting village heads, or perbekel. In reality, the practice of exercising power in villages in their original autonomous capacity is more hegemonic in nature. This condition then allows for such a strong network to exist between residents. On the one hand, psychologically, the development of this network is also colored by calculations of economic interests. It is this calculation of interests that often disrupts relationships between citizens. Both in the capacity of official villages and traditional villages, including the presence of vertical government.
