Abstract

Within the policy adoption process of Forest Management Unit (FMU) concept, there has been disagreement of stakeholders on FMUs concept. This disagreement is caused by the exchange of knowledge, information, and perception among stakeholders involved. The results of these interactions could speed up, slow down, and prevent the adoption process of FMU policy. The study objective was analyzing process of knowledge diffusion of FMUs development policy and stakeholders interaction in PFMU Batutegi and PFMU Kotaagung Utara, Indonesia. Adoption process was analyzed by the logical diffusion technique based on knowledge time of FMUs concept received and its interaction space. Social interaction among stakeholders was analyzed using method developed by International Development Studies analysis, i.e. interaction among discourse/narrative, actors/networks and politics/interests. The results showed that knowledge diffusion of FMUs concept in both PFMU tends to cascade diffusion. Factors was affecting of it process were network, role of opinion leaders, willingness to know, and understand on FMUs concept. Indicative strategy is needed as anticipating and overcoming an obstacle in its internalization process, i.e. harmonization of legislative and executive relationship, building an opinion the importance of FMU, and optimalizing network for bureaucratic problems.

Abstract

Controlling and determining ownership of forest area in Indonesia are done by units of forest area gazettment, which are ranging from designation to determination of boundary. The process is not quite easy and have tendency to be unsuccessful. The aim of study was to reveal the difficulty and to analyze series of measurements to reform. Descriptive data were analyzed qualitatively using strategy typology based on data collected through in-depth interviews, participant observation and document review. The results showed that forest area gazettments had not been able to guarantee tenure as proof of ownership at local level dominated by proven un-written rights. Delineation process had potential conflict because it did not disclose claims process in a transparent manner. The mechanism of strengthening forest area did not meet the rules. This is because of low capability of Forest Boundary Committee (PTB). Therefore, it requires a set of actions namely strengthening of the PTB, separating duties between achievement and maintenance of legitimacy. To maintain the legitimacy needs the presence of managers at site levelwith strong legitimacy from government to collaborate with non-governmental organizations.

Abstract

The main problem of forest institutional arrangement is the issue of institutional sustainability in achieving sustainable forest ecosystem. This study aimed to explain the barriers of institutional sustainability Community Conservation Agreement (CCA) designed in Lore Lindu National Park (LLNP), in Indonesia, as a collaborative management of national parks.  This study is of descriptive which used qualitative approach, i.e. asking open-ended questions, reviewing documentation and analyzing textual of community conservation agreements. We found that the institutional sustainability barriers of CCA were the local decisions on collective-choice level and that the rules at operational level arranged in CCA were not in line with formal rules of national park management at the constitutional level. Furthermore, the low capacity of local institutions in heterogeneous villages with many migrants in controlling and regulating the forest use, especially in rehabilitation zone areas, also became a barrier to institutional sustainability of CCA. Therefore, institutional sustainability of CCA requires support of national park management policy that accommodates the sustainability of livelihoods of local communities in national parks, strengthening local institution's capacity, and ultimately integrating institution of CCA as part of LLNP management.

Abstract

Diversity of mangrove function generates both tangible and intangible benefits and services causing its overall value is not easily recognized hence often overlooked in coastal areas development. The study used the total economic value as a framework for estimating the values of the different uses of mangroves in East Sinjai Sub District, South Sulawesi. Survey method was carried out from September  2014-February 2015. The results showed that total value of mangrove ecosystems in East Sinjai with total area of 758 ha is IDR37,535,809,496year-1. Those values were derived from direct benefits (polyculture fish pond, catching aquatic biota such as fish, shrimp, crab and milkfish, collecting fuelwood and bats catching) and from indirect benefits i.e. its function to evade abrasion and sea water intrusion, its function as carbon sink and sequestration, its biodiversity values and its existence benefits. The problem that should be anticipated is potential expansion of polyculture fishpond which drives clearing intact mangrove forests as it contributes quick and direct income to local people. The research results are expected could be used as a consideration for local government in formulating  recommendations for  sustainable mangrove management in East Sinjai.

Abstract

The concept of social capital has gained attention as a source of support in implementing Payment for Environmental Services (PES). Environmental services, in the context of better water yields in watersheds, is affected by good land cover conditions of forests including small-scale private owned forests. Although some research results indicate that private owned forests are more economic oriented than environmental functions, but its existing social capital can be harnessed to implement PES in small-scale forests. The aim of this study was to analyze the potential of social capital as a source of support in the implementation of PES. The research was conducted by survey method. This research revealeds that the level of trust in local community leaders is very high. This role models can be an key entry point for realizing the PES scheme by strengthening the common knowledge of environmental benefits of small-scale forests and strengthen community norms related to the protection of water resources. Leadership and networking capabilities of the community institution leader give a real influence in collaboration between groups.

Abstract

State hegemony over forest areas in practice is indeed more favorable to forestry corporations and eliminates a village community access. Data analyzed using Antonio Gramsci's hegemony theory and Laclau and Mouffe's hegemony to understand the movements of villagers to regain access to the forests. The results of this study indicate the emergence of antagonism between rural communities and companies was the impact of the abandonment of villagers from the forestry development. NGOs, as an organic intellectual has succeeded strengthen the village institutions to fight for remaining forests through permit of village forest, even though they have to compete with the biggest forestry company. The Permit of Village Forest in Kampar Peninsula has become the first social forestry permit in Riau Province. This condition is a fact the slow return of forest access to rural communities through social forestry programs. The Program of Social Forestry that was recently introduced by the state was not a counter-hegemony (victory of the villagers against state hegemony), but it is reinforcing hegemony of state over forest areas.

Abstract

This study aimed to analyze policy effectiveness of loan for delaying timber harvesting for smallholder private forest business (Pinjaman Tunda Tebang Hutan Rakyat; hereinafter will be referred as PTT-HR). The analysis will be used to provide recommendations for improving PTT-HR scheme included scaling out and scaling up of the scheme for improving economic benefits and supporting smallholder private forest business as well as for strengthening farmer’s welfare. Field survey was conducted in October–November 2013 in two districts in Central of Java, Indonesia namely Blora and Wonosobo District as recipient of PTT-HR from Public Service Agency for Forest Development Financing Center (BLU Center of P2H) Ministry of Forestry, Republic of Indonesia. The results showed that PTT-HR policy has implemented effectively based on evaluation parameter derived from the objectives of policy namely the age of the stands for loan collateral, the capabilities for improving farmer’s welfare, utilization of loan, perception of the farmers regarding to the ease of the process and purpose of loan utilization, and the capability of loan repayment. However, this research has not been answered the aspect of PTT-HR policy implementation efficiency.

Abstract

Operationalization of forest management units (FMUs) in Indonesia still requires assistance from the government. This research aimed to build a theoretical framework to enable FMU implementation on the ground. In addition, the criteria and indicators of FMU development were developed. The research implemented a quantitative approach by using Likert scale of rationality criteria and indicators. Two locations were selected for the analysis to comparing: maturity organization level, and forest farmer groups acceptance. Calculation rationality of FMU development was carried out using ten criteria and five indicators which were elaborated from the rationality of public policy which consists technical, legal, economic, social and substantive rationality. The rationality category was made by dividing three categories, namely rational, quite rational and irrational. The meaning of rational is that FMUs can carry out forest management, maintain forest area and carry out the long term forest management plan and the short term forest management plan programs that have been formulated as FMU's forest management plans. The result showed that FMU Yogyakarta is categorized as rational while the FMU in Region IX Panyabungan is categorized as quite rational. Low organizational capacity of FMU led to lower rationality of forest management. Improvement of forest management rationality can be carried out by building partnerships and collaboration with local people by providing legal access to manage forest areas. Optimal forest utilization will increase benefits and revenue forest management unit.

Abstract

Mangrove under the management of Forest Management Unit (KPH) region 3 of Aceh Province is a forest area located in the eastern coastal area of Aceh Province and has great functions and benefits for the community. To find out how big and how many the stakeholders involved in mangrove management was, an analysis to identify and to map how great the interest-power, and ability to interact in the network was carried out. Stakeholders were identified from a selected interview with snowball sampling method. How stakeholders interact in a network describes the relationship among stakeholders and interacts with one another. The results showed that there were 26 stakeholders. With stakeholder mapping, they will ensure their position on the grid can be seen how much power they have and how much interest they have in it. Some actors such as Pusong Kapal Village community, Pusong Telaga Tujoh Village community, community forest, the village head, and community leaders have indicated how to manage through support mechanisms, and foster aspirations when formulating and designing stronger strategies. Thus the FMU can build and maintain long-term relationships that involve patterns of interaction especially with stakeholders who have a significant influence on the network.

Abstract

The Indonesian Government accommodates the development of mining sector conducted in forest area based on Forestry Law Number 41/1999 by the scheme of Forest Leasehold License. Reclamation is required to remediate the degraded land caused by mining activity to restore forest structure and function. This study aimed to analyze the implementation of mining reclamation in East Kalimantan forest areas based on its institutional performance. This study is a descriptive qualitative study that implemented the institutional framework of Situation-Structure-Behavior-Performance. From the study, we found that there are 143,804.89 ha of forest area borrowed by 90 units of Forest Leasehold License for coal and mineral mining in East Kalimantan with reclamation progress reached 41.35% over the disturbed areas. Based on institutional performance analysis, it is identified that the challenges in mining reclamation in East Kalimantan forest areas related to regulation, low sanction enforcement, lack of budget, human resource and economic incentives, and the absence of low-cost technology for mining reclamation monitoring and evaluation. Therefore, development of proper regulations is urgently required to improve stakeholder behavior while enhancement of human resource, technology, and law enforcement are also urgent to improve institutional performance of mining reclamation.Keywords:
