Abstract

Indigenous peoples are caretakers and practitioners of a unique culture connected to their community and the surrounding environment, including forests. In Indonesia, existing regulations acknowledge the identity of indigenous peoples and the forests they oversee. This paper provided evidence of the acknowledgment of customary forests and indigenous peoples, addressing the challenges and opportunities for managing customary forest products, both timber and non-timber, under a timber legality assurance scheme. This research is essential in advocating for legal reforms that protect the rights of indigenous peoples and ensure sustainable forest management while balancing environmental conservation with local community needs. The study sought to illuminate the challenges Indigenous Peoples encounter when accessing and utilizing forests and forest products within their customary territories. It employed exploration methods to gather reliable data and information, validated through expert interviews and described using triangulation. The research concluded that legal innovations are necessary to resolve issues concerning the recognition of customary forests and indigenous peoples to enable effective forest management while safeguarding the rights of indigenous peoples socially, economically, and ecologically. In addition, legal innovations are also required to avoid breaches of timber legality assurance, which can result in forest unsustainability. To enhance the effectiveness of these reforms, it is important to foster collaboration between government bodies and indigenous communities in developing and implementing forest management policies. Abstract

Mangrove mencakup sekitar 137.760 km2 dan tersebar di 118 negara-negara di sepanjang garis khatulistiwa merupakan ekosistem lahan basah yang unik dan memilik peran penting bagi masyarakat pesisir. Ekosistem mangrove berperan secara ekologis dan ekonomi bahkan sosial karena memiliki jasa yang substansial bagi manusia dan lingkungan. Di samping dari nilai penting mangrove dan kekayaannya, diperkirakan sekitar 637.000 ha atau 10–33% kawasan mangrove telah terdegradasi dan dikonversi selama beberapa dekade terakhir. Peran kelembagaan lokal diharapkan sebagai salah satu solusi mengatasi degradasi dan meningkatkan peran partisipasi masyarakat lokal dalam upaya rehabilitasi hutan mangrove. Di sisi lain, terdapat kelembagaan lokal yang memiliki keterbatasan untuk membangun upaya pengelolaan hutan mangrove yang berkelanjutan. Tujuan tulisan (policy brief) ini diarahkan untuk menganalisis efektivitas kelembagaan lokal bagi perbaikan kinerja pengelolaan hutan mangrove di pulau kecil. Hasil kajian, merekomendasikan perlunya pengaturan pemanfaatan hak private (kepemilikan Soa) untuk kepentingan bersama; perbaikan kelembagaan lokal untuk membenahi rule in use terutama pada aturan-aturan informasi dan aturan mekanisme keberlanjutan, penyelesaian konflik internal serta penguatan peran kewang dan pemberlakuan budaya Sasi; serta program pemberdayaan dalam rangka peningkatan perekonomian masyarakat.

Abstract

Sentul Rain Forest Tourism (SRFT) is one of the ecotourism objects developed in a forest area managed by Perhutani Public Company in collaboration with a private company. This study examined the social, economic, and environmental impacts of SRFT on the surrounding community before and after SRFT development. The study used quantitative descriptive analysis methods, with interviews and questionnaires. Respondents were divided into two groups: community groups receiving direct and indirect impacts. The results showed that SRFT had a positive social impact, namely increasing social accessibility, which can increase people's mobility. Economically, SRFT created jobs and increased people's income in community groups with direct and indirect impacts. Environmentally, it increased the tree covering and positively changed people's attitudes towards forest management. However, the development of SRFT also has a negative impact. Socially, increasing conflict between tourists and the community, both in the community groups receiving direct and indirect impacts. Economically, it increased the externality costs to community groups that receive direct impacts. Keywords: economy impact, ecotourism, environmental impact, rain forest, social impact

Abstract

KPH sebagai ujung tombak pengelolaan hutan negara di tingkat tapak memiliki peran sentral dalam masa depan kehutanan Indonesia. Pengelolaan KPH yang masih belum ideal, saat ini mendapat tantangan baru dengan adanya UUCK dan peraturan turunannya (PP No. 23 tahun 2021 tentang Penyelenggaraan Kehutanan). Sejarah pembentukan KPH diawali dengan semangat pengelola tingkat tapak yang mandiri dan dapat berkontribusi kepada daerah, tetapi saat ini muncul kekecewaan dengan adanya perubahan wewenang, dari awalnya dapat “memanfaatkan hutan” menjadi “fasilitator kegiatan”. Pengurangan wewenang yang berimplikasi pada penurunan anggaran kegiatan ini berpotensi menyebabkan demotivasi para pengelola KPH, sehingga fungsi KPH sulit tercapai dan masa depan pengelolaan hutan Indonesia di tingkat tapak dipertanyakan.

Abstract

Mangrove forests on small islands play an essential role in the stability of island ecosystems. It is crucial to analyze the performance of local institutions in forest management to increase the community’s active role in preserving mangrove forests. This research aims to analyze the performance of local institutions managing mangroves on small islands. The research was conducted on Buano Island, Maluku, Indonesia. In-depth interviews and participant observation were used to obtain data. Data analysis uses a Situation, Structure, Behavior, and Performance (SSBP) approach. The research results show that the community is very dependent on mangrove forests. Resources are owned by the clan group (Soa) but managed by members of the clan group (family). Thus, the phenomenon occurs when common pool resources are managed by private (Dati/Nuru) proprietors. The community regulates the utilization of potential forest resources by dividing management areas controlled by each Soa/Nuru group. The preservation of natural potential on Buano Island is supervised by Kewang and Sasi culture. Applying customary rules increases the community’s active role in managing resources and supporting village management. However, mangrove forest logging activities continue to occur. This performance shows a very high decline in mangrove forest vegetation and regeneration of mangrove forests. Stakeholder support is needed to increase the knowledge and skills of the community, especially traditional leaders, in implementing sustainable forest management. Abstract

Indonesia faces the problem of forest degradation, with Forest and Land Rehabilitation (FLR) being one of the key efforts undertaken to address it. This study analyzes the formal institutional framework governing FLR implementation in Indonesia using the Institutional Analysis and Development (IAD) Framework, focusing on Ostrom’s concept of rules-in-use. Content analysis was conducted on four main regulations: Law No. 41 of 1999, Government Regulation No. 26 of 2020, Minister of Environment and Forestry Regulation No. P.2 of 2020, and Minister of Environment and Forestry Regulation No. P.23 of 2021. The findings show that seven types of institutional rules, position, boundary, choice, aggregation, information, scope, and payoff rules, are included in these regulations, but they are not yet fully synchronized. The distribution of roles among actors remains overlapping, coordination mechanisms are weak, and incentive rules are not clearly defined. Moreover, the regulations tend to emphasize administrative and physical aspects of planting rather than ecological and social outcomes. Weaknesses in this rules-in-form structure create unstable action arenas and reduce policy effectiveness. This study highlights that the success of FLR is determined not only by technical aspects but also by the clarity and consistency of formal rules. Harmonization of regulations, strengthened cross-actor coordination, and transparency of information are needed to ensure that FLR implementation supports the sustainable restoration of the forest’s ecological and social functions

Abstract

This study aims to analyze the relationship between livelihood strategies and the level of household welfare among farmers in The Alam Lestari Community Forestry. A total of 93 respondents were purposively selected and collected through questionnaires, interviews, and observations. Descriptive analysis was employed to depict the variation in livelihood assets and strategies, while the relationship between variables was examined using Spearman's Rank Correlation. The results reveal that livelihood strategies are primarily dominated by intensification and diversification, with migration not being a common strategy. Physical capital and social capital are the most significant assets supporting the diversity of strategy, while human capital and financial capital are relatively limited. Household welfare is moderate, with social indicators being the lowest component. Correlation tests show a positive and significant relationship between livelihood strategies and welfare (r = 0.407; p < 0.01), as well as a substantial relationship between livelihood assets and the variation in livelihood strategies. These findings emphasize that strengthening livelihood assets, particularly the physical and social aspects, plays a crucial role in fostering more adaptive livelihood strategies, which, in turn, contribute to improved household welfare among Community Forestry Farmers, and to the sustainability of community-based forest resource management
