Abstract

Badan Penanggulangan Bencana Daerah (BPBD) adalah lembaga pemerintah non departemen yang melaksanakan tugas penanggulangan bencana di darah baik Provinsi maupun Kabupaten / Kota dengan pedoman pada kebijakan yang dietapkan oleh Badan Koordinasi Nasional Penanggulangan Bencana. Penanggullangan dan pengungsian dilakukan dengan bertindak cepat, tepat, efektif dan efesien serta melakukan pengkoordinasian pelaksanaaan kegitan penanggulangan bencana secara terencana, terpadu dan menyeluruh. Sesuai dengan  hal tersebut maka pemerintah daerah harus mengeluarkan peraturan daerah mengenai penanggulangan bencana, demikian halnya dengan pemerintah Kabupaten Lombok Timur juga telah memiliki BPBD yang telah berdiri kurang lebih  delapan tahun ini.  Tujuan penelitian ini untuk mengetahui peran BPBD dalam membentuk karakter masyarakat siaga bencana di Kabupaten Lombok Timur. Metode penelitian yang digunakan adalah metode deskriptif kualitatif yang dilakukan dengan turun lapangan di Kabupaten Lombok Timur. Teknik Penentuan Informan pada penelitian ini adalah observasi, wawancara dan dokumentasi. Teknik analisis data pada penelitian ini adalah model analisis interaktif.  Hasil penelitian ini adalah Peranana Badan Penanggulangan Bencana aerah (BPBD) Kabupaten Lombok Timur Dalam membentuk karakter masyarakat siaga bencana di Kabupaten Lombok Timur melalui 3 prograam, yaitu simulasi, sosialisasi/penyuluhan dan pelatihan. Ketiga program tersebut diadakan empat kali setahun baik diadakan di Kecamatan, Desa, Dusun dan Instansi. Faktor penghambat yang dihadapi oleh BPBD Kabupaten Lombok Timur dalam membentuk karakter masyarakat siaga bencana pada masyarakat Kabupaten Lombok Timur yaitu: a) kurangnya dana, b) kurangnya kesadaran dari masyarakat  untuk belajar memahami bencana, c) kurangnya partisipasi masyarakat dalam progam pemerintah seperti sosialisasi, dan d) kurangnya tenaga professional dalam penanganan bencana dan mitigasi pada masyarakat.Abstract:The Regional Disaster Management Agency (BPBD) is a non-departmental government agency that carries out the task of managing disasters in the blood of both Province and District / City with guidance on policies established by the National Coordinating Board for Disaster Management. Handling and evacuation is done by acting quickly, precisely, effectively and efficiently as well as coordinating the implementation of disaster management activities in a planned, integrated and comprehensive manner.  In accordance with this, the regional government must issue regional regulations on disaster management, as well as the East Lombok Regency government also has a BPBD that has been established for approximately eight years.  The purpose of this study was to determine the role of BPBD in shaping the character of disaster preparedness communities in East Lombok Regency. The research method used was a descriptive qualitative method carried out by going to the field in East Lombok Regency. Determination Techniques Informants in this study are observation, interviews and documentation. The data analysis technique in this study is an interactive analysis model. The results of this study are Regional Disaster Management Agency (BPBD) of East Lombok Regency In forming the character of disaster preparedness communities in East Lombok Regency through 3 programs, namely simulation, socialization / counseling and training. The three programs are held four times a year both in the Districts, Villages, Villages and Agencies. Inhibiting factors faced by the East Lombok Regency BPBD in shaping the character of disaster preparedness community in the East Lombok Regency community are: a) lack of funds, b) lack of awareness of the community to learn to understand disasters, c) lack of community participation in government programs such as socialization, and d) lack of professional staff in disaster management and mitigation in the community.

Abstract

Abstrak: Pelatihan Pertolongan Pertama SAR Air Nasional KSR-PMI dan Relawan Perguruan Tinggi se-Indonesia berdampak baik bagi mahasiswa. Kegiatan ini guna meningkatkan skill  tanggap darurat bencana air/laut, wahana habituasi bidang kepalangmerahan, kreatifitas dan profesionalisme dalam upaya pelayanan kepada masyarakat, menyamakan persepsi KSR dan relawan perguruan tinggi se-Indonesia. Pelatihan ini urgen mengingat resiko kebencanaan di Indonesia makin tinggi, bencana dominan sepuluh tahun terakhir diantaranya banjir, tanah longsor, gelombang abrasi, puting beliung, kekeringan, kebakaran, tsunami, gempa bumi, dan letusan gunung api. Pelatihan merupakan salah satu solusi penanganan kebencanaan. Pelatihan ini berlangsung sepuluh hari tahapannya; teori dalam kelas, praktek lapangan, simulasi, aksi sosial, dan kunjungan wisata. Teori, praktik, dan simulasi didatangkan ahli-ahli bindang kepalangmerahan, penanggulangan bencana, dan akademisi. Ahli-alhi tersebut dari PMI Provinsi NTB dan Kota Mataram, BASARNAS Lombok Barat, dan Dosen. Materi yang dibahas manajemen kepemimpinan organisasi mahasiswa, manajemen pelatihan, radio komunikasi dan pengenalan BASARNAS, manajemen penanggulangan bencana, pertolongan pertama, pengantar SAR air, pedoman SAR air dan metode SAR air, deven and rilis, dan akses korban dalam air. Simulasi dilaksanakan di Pantai Gading dan kolam renang, bhakti sosial berlangsung di Gunung Jae. Keberhasilan pelatihan ini terlihat dari semangat, antusias, dan hasil simulasi. Peserta sudah memahami teknik dan motode pelaksanaan PP-SAR air dalam penanggulangan bencana.Abstract: First-aid training of national Water SAR (KSR) and Indonesian college volunteers have a good impact on students. This activity is to improve the emergency response skills of water/sea disasters, the field of Habitat habituation, creativity, and professionalism in the service effort to the community, equate the perception of KSR and college volunteers in Indonesia. This training urgent considering the risk of disaster in Indonesia is higher, the dominant disasters of the last ten years include floods, landslides, abrasion waves, nipples, droughts, fires, tsunamis, earthquakes, and volcanic eruptions. Training is one of disaster management solutions. The training lasted ten days; Theory in class, field practice, simulation, social action, and tourist excursions. Theory, practice, and simulation come from the experts in the head, disaster management, and academics. The experts are from NTB provincial PMI and Mataram City, BASARNAS West Lombok, and lecturer. The materials covered by Student organization leadership Management, training management, radio communication and introduction of BASARNAS, disaster management, first aid, Introduction to water SAR, water SAR guidelines and water SAR methods, Deven and release, and access to victims in the water. Simulation is carried out in Ivory Coast and swimming pool, social bhakti takes place at Mount Jae. The success of this training was seen from passion, enthusiasm, and simulated results. Participants already understand the technique and methods of the implementation of PP-SAR water in disaster management.

Abstract

Community participation is often discussed in various areas, both in urban and rural areas. Community involvement in the development process in the village is a must considering that the village is a milestone of national development, this should also be encouraged in the village of Masbagik Utara Baru, East Lombok district, considering that the village of Masbagik Utara Baru has a there is a lot of potential and a very large village budget supply. This research is descriptive with a qualitative method approach, conducted in the village of Mabagik Utara Baru, the determination of the informants in this study is snowball sampling, and uses triangulation in data collection, namely, interviews, documentation and observation. The results showed that the level of community participation in the village of Masbagik Utara Baru was very good, it was evident from the activeness of the community in every activity carried out by the village, not only activities that were economically empowering, but also socio-religious activities, this was strengthened by the results the research team interviewed the village head and the local BPD head, he said that the Masbagik Utara Baru community is a very open society with developments and people who have a very high spirit of cooperation, almost every activity is always busy and compact, the results of this interview are also reinforced by opinions religious leaders, educators as well as women and youth leaders in the village of Masbagik Utara Baru, where from their opinion it can be concluded that the collegial collective spirit that has traditionally been obtained is an important force in the increasingly positive development process in the village of Masbagik Utara Baru.

Abstract

Based on Law No. 6 of 2014, village officials are appointed by the village head after consulting with the Camat on behalf of the Regent / Mayor. In this case the lifting and dismissal of the village apparatus must be in accordance with the Law and regulated by local regulations which refer to Law No. 6 of 2014 concerning villages in this case the Dompu Regency with Regional Regulation No. 2 of 2015 concerning procedures for appointment and dismissal of village officials. The aim is to determine the extent of the implementation of Law No. 6 concerning villages in upgrading and dismissing village officials and to find out what factors are inhibiting the appointment and dismissal of village officials in Manggelewa Sub-District, Dompu District. The research method used in this study is a qualitative method with data collection techniques used in this study: interviews, observation and documentation The results of this study indicate that the process of appointing village officials in Manggelewa Subdistrict is in accordance with the rules of both the law and regulations that refer to the law including permendagri No 67 of 2017 concerning the appointment and dismissal of village officials. Which is accommodated and implemented with the district regulation dompu No. 2 of 2015 concerning procedures for the appointment and dismissal of village officials. Which is where the Dompu district regulation takes the form of implementation and includes all terms and conditions. In terms of appointments, both general terms and administrative conditions where these conditions are the requirements points contained in Law No. 6 of 2014 concerning Villages. And the supporting factor is the existence of regency regulation dompu No. 2 of 2015 concerning procedures for the appointment and dismissal of village officials. While the inhibiting factor is the lack of resources, namely the ability of the village apparatus to implement the rules.

Abstract

Abstrak: Fokus kegiatan ini adalah pada sosialisasi undang-undang (UU) nomor  1(satu) tahun 1974 tentang perkawinan, lebih spesifik lagi terkait pasal 7 (tujuh) ayat (1) tentang batas minimum usia perkawinan, yang sebelumnya (sebelum revisi) bahwa, batas usia perkawinan bagi perempuan dan laki-laki adalah 19 tahun. Dalam pelaksaan kegiatan dilakuakn dengan cara turun langsung ke lapangan,melakukan sosialisasi bertemu secara langsung dengan warga masyarakat desa Dangiang kecamatan kayangan kabupaten Lombok Barat, kegiatan ini dilakukan di aula gedung serba guna desa Dangiang. Pernikahan dini sendiri menjadi masalah yang serius yang terjadi pada masyarakat desa Dangiang sebab tidak sedikit anak-anak dibawah umur di desa dangiang melewati masa mudanya dengan mengendong anak (menikah dini) sehingga berpengaruh pada kesiapan mental dan fisik mereka, oleh karena itu perlu dilakukan sebuah pendampingan kepada orang tua serta anak muda baik berupa pembinaan ataupun sosialisasi. Berdasarkan temuan lapangan bahwa tidak sedidkit masyarakat tidak memahami aturan Negara (UU) terkait dengan perkawinan, hal ini bias dipahami karena kurangnya sosialisasi dari instansi terkait, tingkat pendidikan yang masih rendah serta letak geografis yang  sulit dan jauh dari pusat kota. Oleh karena itu kesimpulannya bahwa kedepannya perlu adanya pembinaan,pendampingnan terhadap masyarakat desa dangiang khusunya didalam memahami aturan perkawinan serta dampak daripada pernikahan dini.Abstract: The focus of this activity is on the socialization of Law number 1 of 1974 concerning marriage, more specifically related to article 7 paragraph (1) concerning the minimum age of marriage which was previously (before revision) that, the marriage age limit for women is 16 years whereas for men is 19 years, after having been revised and approved on 16 September 2019 then the minimum limit for women and men is 19 years. In carrying out the activities carried out by going straight to the field, conducting socialization meet directly with the citizens of the village of Dangiang, the district of heaven in West Lombok regency, this activity was carried out in the hall of the Dangiang village multipurpose building. Early marriage itself becomes a serious problem that occurs in the Dangiang village community because not a few children under age in the village of Dangiang through their youth by holding children (married early) so that it affects their mental and physical readiness, therefore it is necessary to assist parents and young people in the form of coaching or outreach. Based on field findings that not a little people do not understand the State rules (Laws) related to marriage, this bias can be understood because of the lack of socialization from related agencies, the level of education is still low and the geographical location is far from the city center. Therefore, the conclusion is that in the future there needs to be guidance, assistance to the village community especially in understanding the rules of marriage and the impact of early marriage.

Abstract

Public interest in the community is the main target in public service providers. Officials of the Office of Population and Civil Registry as a bureaucrat at the regional level are required to be able to handle the constraints faced in the government's promoted development efforts. Officials of the Office of Population and Civil Registration must be able to carry out its first function is to provide services to the community well, deft, effective and efficient. Another problem that often arises is the discipline of employees in providing services this proved many employees who come not on time, start the service not on time, rest not in time, and employees also home before the time to go home. This also greatly affects the service because if the shortage of employees then the counter service that will be opened also a little, so that the impact of many people who are not served. The purpose of this research are; 1) To know Employee Perception Against Attendance of Administration Service Bureau at Department of Population and Civil Regent of Bima Regency; 2) To know the Factors that may affect the Presence of Calo Administration Services At the Department of Population and Civil Registration Bima District.This research uses qualitative approach method with technique of determination of informant use Purposive sampling, meaning intentionally intake technique. Methods of data collection ie observation, interview (Interview) and documentation. Data type is qualitative data and sourced from secondary and primary data with data analysis technique Data Reduction, Data Presentation (Data Display), and Conclusion drawing / verification.The result of research shows that: The distance of the Office of Population and Civil Registry of Bima Regency is far and there is no public transportation passing through it. So that has a private vehicle that many do service in the Department of Population and Civil Registry Bima District, for people living in remote areas usually take care of services, especially the service of birth certificate by handing someone close to his relationship with bureaucracy or brokers even if they have to pay more. The presence of brokers is difficult to separate from public services. But now their existence began to decrease, because the government increasingly simplify the process of document management and licensing.)

Abstract

Pengangguran adalah salah satu masalah yang sering terjadi di Indonesia, pengangguran menjadi salahsatu indikator penyebab kemiskinan di Indonesia. Penyerapan tenaga kerja yang minim tentu akan menyebabkan rendahnya penghasilan masyarakat Indonesia. Badan Pusat Statistik (BPS) merilis tingkat pengangguran terbuka (TPT) di Indonesia pada Februari 2018 mencapai 5,13%, atau turun dari periode sama tahun sebelumnya, 5,33%. Dari persentase tersebut, maka jumlah pengangguran di Indonesia saat ini mencapai 6,87 juta orang atau turun dari sebelumnya yang mencapai 7,01 juta orang.Penelitian ini bertujuan untuk menganalisis Peran Dinas Tenaga Kerja Kabupaten Lombok Barat Dalam Mengurangi Tingkat Pengangguran Di Kabupaten Lombak Barat Nusa Tenggara Barat faktor penghambat pelaksanaan Peran Dinas Tenaga Kerja Kabupaten Lombok Barat Dalam Mengurangi Tingkat Pengangguran. Penelitian ini menggunakan metode deskriptif kualitatif dengan metode pengumpulan data observasi, dokumentasi dan wawancara.Hasil penelitian ini ditemukan bahwa Peran Dinas Tenaga Kerja Kabupaten Lombok Barat Dalam Mengurangi Tingkat Pengangguran Dinas Tenaga kerja dan Transmigrasi Kabupaten Lombok Barat memberikan pelatihan untuk peningkatan skil dan keterampilan juga membuat kartu kuning untuk memudahkan para pencari kerja di perusahaan atau instansi pemerintah. Selain itu Dinas Tenaga kerja dan Transmigrasi Kabupaten Lombok Barat juga membangun jaringan dengan perusahaan swasta atau pebisnis agar bisa memperoleh lowongan pekerjaan serta menyebarluaskan informasi lowongan pekerjaan baik menggunakan media cetak maupun elektronik agar di ketahui oleh seluruh masyarakat Kabupaten Lombok Barat.

There are four things to measure the quality of public services at the Dukcapil Service in West Lombok, namely, Tangiabel, reliability, responsiveness, assurance, and empathy. The results show that the quality of public services in the Dukcapil West Lombok meets quality public service standards, with the fulfillment of service facilities according to community expectations and added commitment through regulations in the form of a Decree of the Head of the Population and Civil Registry Office in 2021 related to public service standards within the Dukcapil West Lombok. which regulates service mechanisms and procedures, guarantees time, costs, service culture and the availability of facilities for people with special needs (disabled).

Abstract

Pembangunan antar desa di Indonesia belum merata. Terbukti masih adanya desa dalam status desa tertinggal, desa yang sedang berkembang, sampai dengan desa mandiri. Gradasi klasifikasi desa tersebut sangat terlihat. Beberapa hal yang mendasarinya adalah karena masih adanya beberapa isu strategis dalam pembangunan desa. Isu strategis tersebut berkontribusi besar terhadap permasalahan pelayanan di desa diantaranya, Masih tingginya keterisolasian daerah perdesaan; Keterbatasan ketersediaan pelayanan umum dan pelayanan dasar minimum di perdesaan; Masih rendahnya ketersediaan infrastruktur pendukung produktivitas perdesaan. Perangkat Desa sebagai aparatur pemerintah desa mempunyai tugas pokok yang antara lain tercermin dalam penyelenggaraan tugas umum pemerintahan dan pembangunan serta pelaksanaan pelayanan kepada masyarakat. Pengabdian ini dilakukan di desa Masbagik Utara Baru, Kecamatan Masbagik Kabupaten Lombok Timur, pengabdian ini dilakukan dengan metode sosialisasi langsung kepada masyarakat. hasil yang dihasilkan dari pengabdian ini adalah, adanya kesadaran masyarakat terhadap pentingnya pelayanan publik yang baik serta pentingnya partisipasi masyarakat dalam mewujudkan pelayanan yang baik di desa, serta pemerintah desa semakin paham tentang arti penting pelayanan publik yang baik di desa sebagai sebuah kewajiban pemerintah desa sesuai dengan aturan yang ada.
