Abstract

Penelitian ini membahas tentang Evaluasi Kebijakan Pengelolaan Sampah di Kota Tangerang Selatan. Penelitian ini dilatar belakangi oleh TPA Cipeucang yang mengalami masalah kapasitas yang terbatas dan sudah overload akibat peningkatan volume sampah yang tidak tertampung dan pencemaran air tanah dan udara akibat penimbunan sampah yang tidak terkendali. Dampak negatif ini dapat merusak kualitas air tanah dan menyebabkan polusi udara, mengancam kesehatan masyarakat dan lingkungan sekitar. Tujuan penelitian ini adalah melakukan evaluasi kebijakan pengelolaan sampah di kota Tangerang Selatan dan menganalisis faktor pendukung terhadap pengelolaan sampah di kota Tangerang Selatan. Metode penelitian menggunakan pendekatan kualitatif dengan pengumpulan data melalui wawancara mendalam dan observasi. Informan yang diwawancarai adalah Kepala DLH kota Tangerang Selatan,Kepala TPA Cipeucang, Pengelola sampah di TPA Cipeucang dan masyarakat. Hasil penelitian ini menunjukkan bahwa evaluasi kebijakan pengelolaan sampah di kota Tangerang Selatan dapat dikatakan sudah baik. Hal ini ditunjukkan dengan keberhasilan 4 dari 6 dimensi yang ada berdasarkan teori yang disampaikan oleh (Dunn, 2003) tentang Evaluasi Kebijakan dengan 6 fenomena yaitu yang sudah berjalan dengan baik adalah kecukupan, perataan, responsivitas dan ketepatan, yang belum berjalan dengan baik efektivitas dan efesiensi.

Abstract

Tujuan dari penelitian ini adalah untuk menganalisis implementasi kebijakan pencegahan stunting di Kabupaten Rembang dan menganalisis faktor pendukung dan penghambat implementasi kebijakan pencegahan stunting di Kabupaten Rembang. Metode penelitian ini menggunakan metode penelitian deskripstif kualitatif. Teknik pengambilan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian dapat disimpulkan bahwa pelaksanaan pencegahan stunting di Kabupaten Rembang sudah dilakukan dengan berbagai upaya, namun masih belum mencapai target yang ditentukan karena beberapa hambatan. Selain itu, koordinasi pencegahan stunting di Kabupaten Rembang melibatkan berbagai sektor. Pembiayaan yang dilakukan oleh Pemerintah Kabupaten Rembang sudah dapat mencukupi, tetapi dalam perencanaan anggarannya masih lemah. Selain itu, terdapat faktor pendukung meliputi : transmisi, staf, informasi, wewenang, fasilitas, efek disposisi, dan pengaturan birokrasi. Sedangkan faktor penghambatnya meliputi : kejelasan, konsistensi, insentif, dan fragmentasi. Saran yang dapat peneliti berikan yaitu program-program terkait peningkatan perbaikan gizi pada ibu hamil dan balita supaya dilakukan dari awal tahun, program-program terkait peningkatan peningkatan aksesbilitas air bersih, sanitasi rumah, dan lingkungan harus bisa mengintervensi seluruh masyarakat yang terkena stunting, perlunya peningkatan pemahaman keluarga dan masyarakat, kader-kader harus meningkatkan sosialisasi tentang pola asuh, perlu diterbitkannya Surat Edaran tentang Strategi Perubahan Perilaku dalam Pencegahan Stunting, perlunya penguatan akan perencanaan anggaran, perlu dioptimalkan komunikasi antar OPD dalam TPPS, perlunya konsistensi komunikasi, perlu adanya insentif khusus untuk para kader, dan perlunya kesesuaian tugas dan fungsi oleh pelaksana kebijakan

Abstract

The Semarang Regency Government has stipulated Semarang Regency Regional Regulation Number 2 of 2018 concerning Policies for the Arrangement and Development of People's Markets, Shopping Centers and Supermarkets. This regulation serves as a guideline in implementing policies for developing the Babadan People's Market in Semarang Regency, but its implementation has not yet run optimally. This research aims to analyze the implementation of the Babadan People's Market development policy in Semarang Regency and analyze the supporting and inhibiting factors. The method used in this research is descriptive qualitative with data collection through interviews and documentation. The results of the research show that the implementation of the Babadan People's Market development policy in Semarang Regency has not been fully implemented properly according to applicable regulations. The phenomenon of the right policy, right implementer, right process, right environment and right target has not run optimally. Supporting factors for implementing this policy are communication, resources and bureaucratic structure. Meanwhile, the factor inhibiting policy implementation is the disposition of the implementer. This research recommends that market managers be more assertive in controlling traders who violate regulations, implement zoning related to levies for traders, and collaborate between implementers and policy formulators in collecting data regarding potential levies.

Abstract

Mangrove Park Ecotourism in Pasar Banggi Village is a conservation-based tourist attraction in Rembang Regency. Since the Covid-19 pandemic, the existence of this tourist spot has diminished. This has also led to the neglect of the facilities. Additionally, there are other untapped potentials in the creative economy sector, which have not gained attention from the government. As the leading sector in local tourism affairs, the involvement of the Department of Culture and Tourism of Rembang Regency is needed to address the issues at hand. This study aims to describe the role of the Department of Culture and Tourism of Rembang Regency in the Development of Mangrove Park Ecotourism in Pasar Banggi Village and examine the supporting and inhibiting factors. The study utilizes Biddle and Thomas' role theory combined with Jim Ife and Frank Tesoriero's theories to delineate the role of the Department of Culture and Tourism of Rembang Regency in the development of Mangrove Park Ecotourism in Pasar Banggi Village. This research adopts a descriptive qualitative research method. The findings indicate that there are still roles that are not optimally performed, particularly in facilitative and educational roles, which are caused by role transitions and limited budgets. Recommendations include collaboration between the Department of Culture and Tourism of Rembang Regency and the Village Community Empowerment Agency to empower the communities around the Mangrove Park Ecotourism area in Pasar Banggi Village. Furthermore, cooperation with private entities such as accommodation providers can enhance the development of Mangrove Park Ecotourism in Pasar Banggi Village.

Abstract

KUDU Sekolah is a public service innovation in the education sector which has received the TOP 45 Public Service Innovation award at the SINOVIK 2021 event. KUDU Sekolah aims to reduce the number of Unschooled Children (ATS) in Pekalongan Regency. KUDU Sekolah succeeded in reducing the number of ATS by returning 2,396 children to school from 2019-2023. This research aims to analyze the implementation of the KUDU Sekolahpublic service innovation in Pekalongan Regency in terms of best practice aspects and identify supporting and inhibiting factors in its implementation. This research uses the concept of Best Practice according to Prasojo, namely Impact, Partnership, Sustainability, Leadership, and Transferbility. Meanwhile, the supporting and inhibiting factors use the 5 elements of management theory according to Harrington Emerson, namely Man, Money, Materials, Machine and Methods. The method used in this research is a descriptive qualitative method. Data collection techniques were carried out through interviews and documentation. The research results show that the implementation of the KUDU Sekolah innovation has met all the best practice criteria. Supporting factors for implementing the KUDU Sekolah innovation are the availability of an adequate budget, adequate facilities and infrastructure, the application system is available in two versions (website & android) which makes data collection-monitoring-evaluation easier and can be accessed without the internet, as well as procedures for implementing the KUDU Sekolah innovation that are easy and supported by ATS door to door activities. The inhibiting factor in the implementation of KUDU Sekolah innovation is that there are still Village Level KUDU Sekolah Team who do not master technology and lack discipline.

Abstract

Saat ini Pemerintah Indonesia telah mengimplementasikan berbagai inovasi dalam penyediaan layanan publik, mengingat dinamika lingkungan yang terus berkembang, salah satu bentuk adanya inovasi tersebut adalah adanya fasilitas pengaduan masyarakat yang dapat diakses secara daring. Salah satu pemerintah daerah yang mengimplementasikan inovasi layanan aduan secara online ialah Kota Semarang yang saat ini diberi nama Sapa Mbak Ita. Banyaknya masyarakat yang melakukan pelaporan terkait aduan permasalahan publik di platform Sapa Mbak Ita membuat peneliti tertarik untuk meneliti lebih lanjut terkait inovasi yang diciptakan oleh Pemerintah Kota Semarang dalam penyelesaian aduan dan aspirasi yang masuk sehingga dapat menghasilkan pengelolaan aduan sesuai dengan kebutuhan masyarakat. Tujuan penelitian yaitu untuk menganalisis karakteristik inovasi, faktor pendukung, dan faktor penghambat pada Sapa Mbak Ita dalam peningkatan kualitas pelayanan publik di Kota Semarang Peneliti menggunakan teori inovasi menurut Rogers (dalam Suwarno, 2008: 17-18). Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan Teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukan atribut inovasi e-government melalui Sapa Mbak Ita dalam peningkatan kualitas pelayanan publik di Kota Semarang dilihat dari relative advantages, compatibility, complexity, triability, dan observability. Faktor pendukung yang mempengaruhi inovasi yaitu adanya keinginan untuk meningkatkan kualitas pelayanan, adanya kebebasan untuk mengajukan aduan kepada pemerintah secara mudah, tersedianya sarana dan prasarana, dan kondisi lingkungan yang harmonis. Faktor penghambat yang mempengaruhi inovasi yaitu budaya risk aversion, ketidakmampuan menghadapi resiko dan perubahan, dan tekanan dan hambatan Administratif.

Abstract

The digital era brings openness of information as a critical factor in establishing transparent and accountable governance. The Jakarta Provincial Government, through the Office of Communication, Information, and Statistics (Diskominfotik), utilizes the Instagram account @dkijakarta as a public communication platform to achieve high-quality information transparency. However, challenges such as low responsiveness to public feedback and limited use of interactive features hinder the creation of more effective two-way interactions. This study aims to analyze the effectiveness of Diskominfotik DKI Jakarta in managing the Instagram account @dkijakarta using a mixed methods approach with an exploratory sequential design. Data were collected through in-depth interviews and closed surveys to evaluate goal achievement, integration, and adaptation to digital trends. The findings indicate that while Instagram is proven to be an effective platform for disseminating information, the response to public feedback remains suboptimal. Limited utilization of interactive features, such as Q&A sessions and live streaming, presents a major challenge in fostering more participatory information transparency. This study recommends the implementation of comprehensive social media management SOPs, including guidelines for response time, trend-based content governance, and the use of social media analytics for performance evaluation. These measures are expected to enhance transparency and responsiveness in public information dissemination through more innovative and interactive social media strategies.

Abstract

This research is based on the low SPBE (Electronic-Based Government System) index of Temanggung Regency, which is 2.80, compared to other regions in Central Java Province, despite being supported by the Regent Regulation of Temanggung No. 83 of 2021 regarding the Implementation Guidelines for Regional Regulation of Temanggung Regency No. 22 of 2020 on the Implementation of Electronic-Based Government Systems. The purpose of this study is to analyze the implementation of e-government based on the principles of effectiveness, integration, sustainability, efficiency, accountability, transparency, interoperability, and security, as well as the factors influencing the implementation, such as communication, resources, disposition, and bureaucratic structure at the Department of Communication and Information of Temanggung Regency. The research method used is descriptive qualitative. Data collection techniques were carried out through observation, interviews, and documentation. The results of the study show that the implementation of e-government at the Department of Communication and Information of Temanggung Regency has been well executed in terms of integration, efficiency, and transparency. However, improvements are still needed in the aspects of effectiveness, sustainability, accountability, interoperability, and security. On the other hand, challenges related to resources and disposition have been identified as factors affecting the implementation of e-government at the Department of Communication and Information of Temanggung Regency.

Abstract

This study aims to examine the implementation process of E-Catalog in government procurement of goods and services in the Semarang City Government and to identify the supporting and inhibiting factors encountered in the implementation of E-Catalog in government procurement of goods and services in the Semarang City Government. This research employs a qualitative method with a descriptive approach. Data was collected through interviews, observations, and documentation. The results of this study indicate that the implementation of E-Catalog in the procurement of goods and services in the Semarang City Government has not been optimal due to existing constraints in the dimensions of Fairness and Competition. However, the dimensions of efficiency, effectiveness, transparency, openness, and accountability are already functioning well. There are supporting factors for the implementation of E-Catalog in the procurement of goods and services in the Semarang City Government, including communication and resource factors, while the inhibiting factors for the implementation of E-Catalog in the procurement of goods and services in the Semarang City Government are disposition factors and bureaucratic structure. Recommendations from this research are divided into internal factors, which are expected to implement a comprehensive input collection system, and external factors can be carried out by forming a specialized team tasked with socialization and providing technical assistance to providers.

Abstract

This research is a qualitative study which aims to recommend planning strategies for the development of the Sitenggong Terraced Tourism Village. This research uses the strategic planning theory proposed by John. M Bryson. This research uses an exploratory qualitative method with SWOT analysis techniques and Litmus test calculations to formulate strategies. The results of this research show that the strategy owned by the Sitenggong Terraced Tourism Village still has many shortcomings so it needs to be improved. The results of the SWOT analysis found 11 strategic development issues, which after carrying out a litmus test obtained 3 issues with strategic characteristics that could be applied in development. Researchers recommend the following strategy, namely increasing cooperation with the community, especially in terms of finance or development investment in order to utilize the potential of Mount Sumbing and Vegetable Terraces more optimally. Improving public sector coordination, namely the Magelang Regency Disparpora, in various training and assistance to advance the Sitenggong Terrace Tourism Village, which is still relatively new. Increasing the use of technology through social media, namely Instagram, YouTube and TikTok as promotional media to provide information regarding photo spots that are attractive to tourists.
