Abstract

This study aims to analyze the drafting process of the Regional Regulation on Gender Mainstreaming No. 1 of 2024 in Magelang Regency, which reflects the government's effort to address gender inequality. Using a qualitative approach with interviews, documentation, and observation, the research applies Thomas R. Dye’s policy formulation theory, encompassing stages of problem identification, agenda setting, formulation, ratification, implementation, and evaluation. All stages were followed in drafting the regulation. The Social Service initiated problem identification, which the Regent then forwarded to the DPRD as an executive draft. Agenda setting occurred through the formation of a special committee and preparation of academic papers. The formulation process took place in three committee meetings. The regulation was swiftly ratified through a plenary session, signed by the governor, and legally enacted on January 26, 2026. Implementation involved socialization and public campaigns by the Social Service, while evaluation was carried out with BPS and legislative oversight. A key finding is the critical role of intensive socialization to ensure the regulation effectively reaches and impacts its target audience.

Abstract

Public Service is an activity or series of activities in order to meet service needs in accordance with laws and regulations. The purpose of the study is to analyze the innovation of Magelang City Public Service Mall and analyze the obstacles and solutions provided to overcome this The method used is a qualitative method with a case study approach. Data collection uses observations, interviews, and supporting documents. The data analysis techniques used are data condensation, data presentation, and conclusions. The results show that the innovation of Magelang City Public Service Mall has received a positive response from the community. New ideas from the government so that the creation of this Public Service Mall has been very helpful. Improvement efforts continue to be pursued to improve and improve the delivery of existing services in the Magelang City Public Service Mall. Innovation attributes that contain relative advantages, suitability, complexity, possibility, and convenience also show good results. However, for complexity, there are still several obstacles such as system problems, limited service time so it is necessary to make improvements.

Abstract

Magelang City UMKM actors operate in three fields, namely industry, services and trade. The development of UMKM actors in Magelang City from 2020 to 2022 experienced fluctuations. UMKM players are encouraged to expand their marketing through market places. The emergence of various digital platforms indicates that UMKM players are in the era of globalization. The development of UMKM which is accompanied by environmental changes must be adjusted to approproate strateges such as SWOT analysis approach. The aim of this research is create a model or framework for implementing UMKM development strategies in Magelang City. The research method is qualitative with a SWOT analysis approach (identification of strengths, weaknesses, opportunities and threats). The location of the research was in Magelang City. Informants were selected using a purposive sampling technique, including heads of UMKM associations, trader coordinators and regional apparatus organizations related to UMKM empowerment. Data collection was carried out by interviews, observation and documentation. This research identified 6 strengths, 7 weaknesses, 7 opportunities and 4 threats. From this identification, 16 strategies were produced in the form of 7 SO strategies, 3 WO strategies, 3 ST strategies, and 3 WT strategies. After that, a strategy implementation framework was formulated which focused on the classification of action planning for UMKM actors by paying attention to SO, WO, ST and WT strategies. All of these strategies are classified into four components, including optimizing the availability of human resources, utilizing external programs and technology, obtaining and using business legality, and forming branding and business characteristics.

Abstract

The quality of public services is the most important thing to know whether they are successful in fulfilling services. The quality of service reflects the quality of the bureaucracy. The objectives of the study include identifying weaknesses or shortcomings of public service delivery and measuring the tendency of public satisfaction level with public services. Using a survey method with 100 respondents. The analysis technique uses a descriptive statistic. The results showed that there are 3 dimensions of service that need to be improved, including: (1) The dimension of fairness of costs / tariffs in services; (2) The dimension of conformity of service products between those listed in the service standard and the results provided and (3) Dimensions of quality of facilities and infrastructure.

Abstract

Wastes can be managed into a good source of energy and animal feed to become more economically valuable and profitable. However, only a small amount of this waste is absorbed as an energy source, and becomes food for fish and animal. Several wastes that can used for animal and fish feed are vegetable waste, fruit waste, household and restaurant food waste, namely waste rice, meat, eggs, bones, coconut dregs, grains, etc. These wastes have the potential to be used as fish and animal feed. The food waste availability is quite abundant and has not been utilized to support the cultivation of fish and animal. These wastes are expected as alternative feed ingredients to cut the feed costs effectively and efficiently. If these ingredients are applied, community service activities are necessary regarding the manufacture of alternative feed ingredients from organic waste for fish and animal feed. The service was carried out in Wonosari, Gunungpring Village, Muntilan District, Magelang Regency, in September – October, 2023. Service participants were 15 residents of Wonosari, four students, and nine lectures from Tidar University. Materials in this service focuses on providing education on the types of organic waste that can be used as feed ingredients. The waste is processed through several stages of drying and milling. This service program increases the efficiency and effectiveness of manufacturing fish and animal feed. Training has an impact on reducing the feed costs effectively through training and community assistance, so that fish and animal farming activities can be carried out efficiently.

Abstract

Organic rice and processed vegetable products are flagship commodities in Magelang Regency, yet their development is hindered by limited production capacity and conventional marketing management. This community empowerment program aims to strengthen the competitiveness of two MSME partners through technological innovation and management modernization. The methodology employed a community-based empowerment approach involving technology transfer (vacuum machines, food dehydrators, and stainless-steel grinders), quality management training (Good Manufacturing Practices and HACCP), and digital marketing literacy. The results demonstrated a production capacity increase of 100%, work efficiency improvements of 40%, and a turnover growth of approximately 10%. Furthermore, the partners successfully adopted semi-digital management systems and expanded their market reach through digital marketplaces. These achievements prove that the integration of appropriate technology and digital strategies can effectively transform traditional MSMEs into competitive enterprises with global quality standards.

Abstract

Despite recent declines in prevalence, malnutrition and stunting remain persistent public health challenges in Indonesia. While existing studies on school feeding programs largely emphasize nutritional outcomes, they have given limited attention to how frontline actors translate policy into everyday practice. Addressing this gap, this study analyzes how street-level bureaucrats exercise discretion, negotiate structural constraints, and develop coping strategies in implementing the Free Nutritious Meal (MBG) Program in Magelang City and Magelang Regency. Using a qualitative case study design, data were collected through in-depth interviews with teachers, nutritionists, cooks, distribution drivers, and school staff, complemented by field observations. The data were coded thematically using key dimensions of Street-Level Bureaucracy as analytical categories, including discretion, resource constraints, coping practices, and social relations. The findings reveal that implementation is shaped not only by formal guidelines but also by localized adaptations. Teachers serve in dual roles as educators and informal nutrition supervisors, while cooks make creative adjustments to menu composition and portioning to ensure continuity despite limited facilities and fluctuating supplies. Frontline actors also employ social accountability mechanisms through close interaction with parents and local communities to sustain compliance and trust. These practices demonstrate how discretion operates as both a managerial necessity and a source of innovation. The study contributes to theory by extending Street-Level Bureaucracy to a developing-country context, highlighting how social accountability and collective coping practices shape policy outcomes beyond individual discretion. Practically, the findings inform policy refinement through targeted investments in facilities, streamlined administrative procedures, and adaptive menu planning to strengthen program sustainability.

Abstract

Global village is a phenomenon that occurs due to advances in information technology where there are no physical boundaries between individuals, communities, and countries. The world is connected through information technology and shares a variety of things. Apart from being a potential threat, the global village phenomenon also provides opportunities for introducing the Indonesian tourism sector to the global community. One of the villages that have the potential to exploit the global village phenomenon, especially in the tourism sector, is Ngargogondo Village, Borobudur Subdistrict, Magelang Regency, Central Java because it has the potential as a language tourism village. This study aims to measure community readiness in realizing a global village in the tourism sector with an analysis of community readiness dimensions in tourism and the global village aspect. This study used a survey approach with 157 respondents who were obtained using cluster random sampling technique. Meanwhile, the indicators used are adopted from the Tri-Ethnic for Prevention Research, with 19 indicators as research instruments. The results showed that the Ngargogondo Village community’s readiness was at the preparation stage (tourism aspect) and pre-planning (global village aspect). This study suggests that to increase community readiness in realizing the global village tourism sector, the Ngargogondo Village government must increase the availability of resources, especially in the tourism aspect, and create a positive climate in the community in response to the development of information technology in Ngargogondo Village.
