Abstract

Papua Province’s integration into the Unitary State of the Republic of Indonesia (NKRI) has been marked by historical intricacies, particularly stemming from the prolonged process that spans approximately 14 years. Commencing with the Round Table Conference in 1949 and culminating in the 1969 People’s Opinion (PEPERA), Papua’s trajectory has been shaped by political dynamics and challenges related to national integration. This paper delves into the complexities surrounding Papua’s integration, exploring the impact of the New York Agreement, the PEPERA process, and its subsequent implications for the region’s sociopolitical landscape. Drawing attention to the contested legitimacy of the PEPERA process, we examine the dynamics that have contributed to the ongoing conflict in Papua, with indigenous Papuans expressing disillusionment over perceived marginalization and discrimination. In light of these challenges, the emergence of ethnonationalism becomes a focal point, exacerbated by state policies that have further marginalized indigenous populations during periods such as the New Order era and the declaration of Military Operations Area (DOM) status. Central to our inquiry is an exploration of the response of the Indigenous Papuan community to the advocacy for Papuan humanitarian diplomacy by Vanuatu, a prominent member of the United Liberation Movement for West Papua (ULMWP). This study aims to investigate the extent to which the Orang Asli Papua (OAP) or Indigenous Papuan community’s response aligns with the values inherent in the concept of ethnonationalism. By addressing these issues, we seek to contribute to the scholarly understanding of ethnonational dynamics, humanitarian diplomacy, and the ongoing sociopolitical landscape in Papua.

Abstract

Milk tea, a beloved beverage in Asia, has evolved into a symbol uniting pro-democracy activist. The hashtag #MilkTeaAlliance, propagated on Twitter (now “X”), emerged as a potent force for trans-national advocacy, uniting individuals online and onsite in the fight against authoritarianism across regions, including Hong Kong, Taiwan, Thailand, and Myanmar. This study delves into the role of Twitter in raising awareness about authoritarian oppression on a trans-national scale, elucidating the movement’s patterns on the platform. To comprehend the process of trans-nationalization, the study explores how a ‘scale shift’ from national to international is facilitated through Trans-national Advocacy Networks. The findings underscore the pivotal role of Twitter’s openness as a key platform, coupled with the movement’s strategy of disseminating factual information and garnering support, which contributed to its remarkable success in capturing attention.

Abstract

This study delves into the intricate digital geopolitical dynamics surrounding the contentious relationship between TikTok and the United States (US) by employing the lens of cyber realism. The analysis focuses on the intricate interplay of digital anarchy, security dilemmas, and digital hegemony between the two entities. TikTok, originating from a Chinese company, faces scrutiny due to perceived threats to security and privacy. Within the framework of digital anarchy, characterized by the absence of a central governing authority in cyberspace, the TikTok case underscores the dynamic interplay of uncertainty and competition between US national interests and China’s quest for digital dominance. The dilemma faced by the US lies in the imperative to secure national interests while preserving freedom and innovation in the digital era. Amidst the pursuit of digital hegemony, the US aims to sustain its pivotal role in the digital landscape, interpreting TikTok’s expansion as a strategic move by China to extend influence and control over user data. Employing secondary data collection methods, including library research, this study reveals the US’s responses to these challenges, involving attempts to restrict TikTok’s operations within its borders, such as the ban on TikTok’s operation and endeavors to gain control of its US operations. However, subsequent revelations indicate the inaccuracy of the US’s allegations against TikTok.

Abstract

Kebocoran data pada Bank Syariah Indonesia (BSI) yang terjadi beberapa waktu lalu menjadi salah satu insiden keamanan informasi terbesar di sektor perbankan nasional. Peristiwa ini menimbulkan pertanyaan serius mengenai penerapan etika profesi dalam menjaga keamanan data nasabah, terutama dalam konteks tanggung jawab profesional para ahli teknologi informasi. Penelitian ini bertujuan untuk menganalisis pengaruh etika profesi terhadap keamanan informasi dengan menggunakan studi literatur sistematis terhadap kasus kebocoran data BSI. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif berbasis studi literatur yang mencakup kode etik profesi (ACM, IEEE, dan APTIKOM), peraturan pemerintah tentang keamanan siber, serta artikel ilmiah dan berita terkini terkait kasus BSI. Hasil penelitian menunjukkan bahwa lemahnya penerapan prinsip- prinsip etika profesi, khususnya pada aspek integritas, akuntabilitas, dan tanggung jawab sosial, berkontribusi terhadap rendahnya kesadaran serta pengawasan keamanan informasi. Diperlukan peningkatan penerapan kode etik profesi secara menyeluruh dalam pengelolaan data dan sistem informasi perbankan untuk mencegah insiden serupa di masa depan.

Abstract

One of the main challenges in environmental governance in rural areas today is the management of organic waste. In Garut Regency, Cipaganti Village, located in Cisurupan District, produces a significant amount of organic waste from household and agricultural activities. When not properly managed, accumulated organic waste can pollute the environment, cause foul odors, and become a source of disease. To address this issue, the biopore infiltration technique was introduced as an environmentally friendly method that not only enhances water absorption but also supports waste reduction. This study aims to utilize biopores in organic waste management as a sustainable mitigation effort in Cipaganti Village, Cisurupan District, Garut Regency. The research employed a participatory approach involving village officials, community groups (RISMET), and local residents. Activities included coordination, field observation, community outreach and education, direct implementation of biopores, as well as monitoring and evaluation. The results indicate that biopores are effective in reducing household organic waste, improving soil water absorption, and producing compost beneficial for local agriculture. The program was well received by the community due to its simplicity, low cost, and ease of implementation. Therefore, the use of biopores in Cipaganti Village has the potential to become a sustainable solution for organic waste management, water conservation, and raising public awareness about the importance of maintaining environmental cleanliness.

Abstract

Background: In 2022, the United States reported 207,255 syphilis cases, marking a 17.3% increase from 2021, and the highest incidence since 1950.  In Indonesia, early and late-stage syphilis cases reached 2,981 and 1,144 cases respectively in the first quarter of 2023. Purpose: This study aims to describe the characteristics of syphilis patients at the Dermatology and Venereology Polyclinic at Prof. Dr. I.G.N.G Ngoerah General Hospital. Methods: A retrospective descriptive study was conducted using secondary data from medical records of syphilis patients between January 2021 to December 2023. Data were obtained from the Sexually Transmitted Infection divisions. The study examined patient characteristics, including age, sex, occupation, comorbid conditions, syphilis stage, HIV status, sexual orientation, and sexual behaviour. Result: Out of 346 cases, the highest new syphilis cases recorded in 2021 (133 cases, 86%). The majority of patients were diagnosed with late latent syphilis (211 cases, 61%). The majority of patients were male (59%). The most affected age group was 25–44 years (174 cases, 51%). Private-sector employees represented the largest occupational group (118 cases, 34%). The most common comorbid condition was condyloma acuminatum, 45 patients (50%). In terms of sexual behavior, 62 patients (36%) engaged in receptive sexual activity. Heterosexual orientation was the most frequently reported (176 cases, 51%). Additionally, 205 patients (60%) were HIV-positive. Conclusion: This study has provided important characteristic data in mapping the population to the stages of syphilis, especially in the Bali region.

Abstract

This study investigates the intersection of bottom-up democratization and Indonesia’s foreign policy during the August 2025 protests and President Prabowo’s visit to China. The research employs descriptive statistics within a mixed-methods framework, specifically utilizing Quantitative Content Analysis (QCA) for social media data and frequency distribution analysis for questionnaire data. Utilizing Kertzer and Zeitzoff’s framework, the research analyzes 7,139 Instagram comments and 837 survey responses. The findings reveal the rise of “Critical Digital Nationalists” who invoke Pancasila to demand ethical diplomacy. However, digital activism remains structurally limited by symbolic expression and echo chambers. This allows the state to exploit nationalist sentiment for geopolitical pragmatism while ignoring substantive critique. Ultimately, Pancasila serves as a vibrant bottom-up “moral grammar,” yet its policy impact is constrained by the state’s dominance in the two-level game. Thus, the revitalization of Pancasila is needed, but it must move beyond state rhetoric and genuinely integrate these bottom-up ethical aspirations into the practical conduct of Indonesia’s international affairs.
