Abstract

The electoral justice system has been established in Law Number 7 of 2017. It is marked the electoral justice system has been established in Law Number 7 of 2017. It is marked by the regulation of all procedures for implementing the election stages and the mechanism for handling election violations or disputes. The settlement of violations and election disputes is carried out by Election Supervisory Body (Bawaslu). In resolving violations and conflicts, Bawaslu has the authority to issue final decisions. With this authority, the role of Bawaslu is strengthened in the framework of law enforcement for election justice. This study would like to examine how this authority is exercised, especially in West Sumatra. West Sumatra has chosen because this province has become one of the most vulnerable areas in terms of organizing free and fair elections. Furthermore, there has also been an increase in the number of cases handled by Bawaslu in the 2019 elections compared to 2014 in West Sumatera. Therefore, how election law enforcement is carried out by Bawaslu to realize electoral justice, particularly in handling election violations and disputes. This article using normative legal research methods by relying on legal materials in the form of court decisions and decisions of the Bawaslu in province and city. In this study, it was concluded that the electoral justice system had implemented in the process of handling violations and disputes by Bawaslu in West Sumatra. All complaint report indicated it, i.e., administrative offenses, alleged criminal acts, and election disputes have been passed based on procedures determined by statutory regulations. However, there are still some weaknesses that must be evaluated because the election justice can not maximize.

Abstract

This paper elaborate on the phenomenon of the wife of the regional head and deputy regional head in West Sumatra who are candidates for legislative members. These wives may directly or indirectly who have utilized the state’s budget and reflects appear the new state ibuism. This is inseparable from the weak side associated with campaign rules in realizing intergrity and fair election. There were eight wives of regional heads and deputy regional heads in West Sumatra advancing as candidates for legislative members in the 2019 elections. This has increased dramatically when looking at the 2014 elections where only one wife of regional heads advanced as candidates for legislative members. Despite having various electoral strategies, this phenomenon provides a dangerous signal for the use of state budget for electoral political interests. Nevertheless, the wife of the regional head is automatically become the Chairperson of the Family Empowerment and Welfare Movement (TP PKK) along with the wife of the deputy regional head. In the other hand, PKK is one of the instruments of institutionalizing the new state ibuism. In other words, the increasing trend in advancing the wife of the regional head and deputy regional head also requires adjustments to the rules regarding the campaign. Because, the state facilities or government programs delivered, like government advertising programs, are not allowed to use them for political campaign activities. Moreover, the phenomenon can be open our eyes that the new state ibuism which is facilitated by the loophole of the rule of law

Abstract

Solok Regency is one of the regencies that occupy the highest prevalence of stunting in West Sumatra Province, with a total of 41.47% with details child's height of 15.77% concise and 25.70% short. The various negative impacts of stunting will be challenging to handle amid the current Covid-19 pandemic due to the increasing economic burden on families and poverty rates. It directly affects the increasing number of malnutrition children receive. A malnourished child gradually fails to achieve a standard and healthy height according to age. Stunting has an impact on reducing the IQ of children in Indonesia by 10 to 15 points. There needs to be a substantial effort to provide strategy in the context of stunting prevention so that the program of integrated community service post is directed measurably. These strategies are expected to generate a definite commitment from every policymaker to push down the stunting problem. The steps in this community engagement were problem identification, introducing innovation and best practices, and making an action plan. The recommended substantial efforts were massive media campaigns, increasing responsible personnel competence, and changing the Local Government Budget Planning pattern.

Abstract

Artikel ini bertujuan menganalisis pembangunan brand kandidat pada Pilgubri 2018 dan dampaknya terhadap hasil perolehan suara. Dengan menggunakan Model Branding Politik dari Downer dan metode interpretatif ditemukan bahwa Syamsuar sebagai pemenang membangun brand politiknya berdasar pada brand equity mayoritas pemilih rasional bahwa dia berpengalaman, dan lebih baik dalam membangun Riau yang merupakan perwujudan dari strategi berorientasi pasarnya, sementara itu Andi Rachman, calon petahana yang tingkat kepuasan publiknya di bawah batas ideal, tidak merubah brand politiknya untuk menarik pemilih, begitu juga dengan Lukman Edy dan Firdaus yang sama-sama menggunakan strategi berorientasi produk dan penjualan.

Abstract

This research is motivated by the existence of the Padang City Government policy on the management of fishing villages, which aims to optimize the arrangement of fishing villages, improve the fishermen's welfare, increase the effectiveness and efficiency of fishing village areas, and realize coordination, integrity, synchronization, and consistency between related parties in the management of fishing villages. If you look at the condition of fishermen in Padang City, especially in Pasie Nan Tigo Village, it is a step to carry out this policy so that the fishing community in this village can improve their welfare with the existence of this fishing village. The research was conducted using a descriptive type of qualitative method. Data was gathered through interviews with the chosen informants through a purposive sampling technique, supplemented by observation and documentation studies, and analyzed using Miles and Huberman's data analysis techniques. This study uses the theory of implementation according to Donald S. Van Meter and Carl E. Van Horn, which consists of six variables, namely policy standards and objectives, resources, inter-organizational communication and strengthening of implementing activities, characteristics of implementing agents, disposition of implementors, and the economic, social, and political environment. The results of this study show that the implementation of the Padang Mayor Regulation Number 38 of 2021 concerning the Management of Fishermen's Villages has been running but is not optimal yet. This can be seen in the budgetary resources that were been constrained during the COVID-19 pandemic and the inflation in the city of Padang. As well as the influence of the social, economic, and political environment on the implementation of policies. Therefore, the Padang City Fisheries and Food Service, as the leading sector, needs to maximize all resources and improve coordination and communication so that this policy can run optimally.

Abstract

This research is based on the assumption that the government and the private sector are in control of the tourism industry which results in the position of the community being neglected and alienated. Therefore there is a need for efforts to empower local communities in managing and developing tourism potential in their area. The concept of Community based tourism is an alternative solution to restore the role and participation of the community in managing and developing this tourism sector. Based on this problem, the researcher tries to formulate research questions, namely; how is the management and development of community-based ecotourism destinations in West Sumatra? The objectives of this research include: 1) To describe and analyze how community-based ecotourism is managed and developed. 2) To describe the impact of community-based ecotourism management and development on the social, economic, and surrounding environment. The research method uses a qualitative approach with data collection techniques through field studies by collecting primary and secondary data. The data obtained will be reduced, presented and conclusions drawn which are the relationship between the existing theory and qualitative analysis which can provide an overview of the research problem. The results of the study explain that the management of ecotourism destinations in the research location is based on the community through tourism awareness groups formed by the community itself. The level of community participation is quite high both in planning, implementing, and evaluating management and development activities. As for the impact felt by the surrounding community, it is quite positive socially, economically and environmentally. In the future, there is a need to increase the capacity of tourism awareness groups as well as improve management and collaboration with other parties in improving suggestions and better ecotourism destinations.

Abstract

This research aims to describe the form of  digital divide that occurs in the utilization of electronic tickets of mass transportation Trans Padang. This research used the main traditional theory of digital divide according to Spark Collin 2013, which is to identify the digital divide than can be seen from the access, skills & cultural competence, and internet use & social reproduction. Using a qualitative approach with a descriptive type. Data collection techniques used are interviews, observation, and documentation. Furthermore, for data validation of the data, researchers used source triangulation. The results of this study indicate that there is a digital divide that still existed in the utilization of electronic tickets of mass transportation Trans Padang, The digital divide can be seen in the material indicators of access and usage patterns. Still, experience obstacles such as the lack of affordability of the purchasing price Brizzi cards are unaffordable for some passengers and limited literacy about  digital finance from passengers who only use Brizzi for Trans Padang.Besides material and usage patterns, age  and education factors also affect the ability of passengers to use electronic tickets.Divide still existed for older passengers and passengers with low education who are less familiar with technology so they still experience difficulties in paying Trans Padang payments. However, when seen as a whole, the overall level of digital divide in the use of Trans Padang electronic tickets Has decreased compared to the beginning of cashless payments implementation. This is also showing a change in the habit of using digital technology that is caused by the Covid-19 pandemic.

Abstract

Accountability in the financial management of Village Funds is crucial. This research is motivated by the financial management of village funds by the Kuteni Reje village government, which has achieved achievements in managing village funds. However, there are still shortcomings in implementing accountability in the financial management of Village Funds. Therefore, it is necessary to carry out a more in-depth study to find an accountability model for Village Fund management to maximize the performance of the Kuteni Reje village government as a public service provider. This research uses Mardiasmo's accountability theory, which consists of 4 (four) variables: legal accountability and honesty, process accountability, program accountability, and policy accountability. The research was conducted using qualitative methods. Data collection techniques were carried out using interviews and documentation. The selection of informants was carried out using a purposive sampling technique. The results of this research show that in terms of formal accountability, the management of Village Funds by the Kuteni Reje Village Government has been carried out accountably. However, there are still shortcomings in village financial management, namely delays in the process of preparing the Village Revenue and Expenditure Budget (APBK) and lack of transparent information regarding the Village Revenue and Expenditure Budget (APBK) to the community, especially the use of Village Funds, and the unavailability of compliant services for the community to convey any deviations in the management of Village Funds that occur. So, we need a model and pattern of accountability that focuses more on social accountability to complement the dark side of formal accountability so that the performance of the Village government in financial management becomes better.

Abstract

This research examines the implementation of the Manpower Placement Program in Padang City, West Sumatra, addressing the city's high unemployment rate. Employing a qualitative approach with descriptive methods, the study utilizes documentation and interviews with key informants from the Manpower and Industry Office, employers, and private placement agencies. The study reveals suboptimal program implementation, with objectives not fully achieved despite a decreased open unemployment rate. Padang City still faces the highest unemployment rate in West Sumatra, with a significant disparity between registered and placed job seekers. Challenges identified include inadequate human and non-human resources within the Manpower and Industry Office, suboptimal communication and coordination between implementers and external organizations, a mismatch between job seeker competencies and employer demands, and insufficient support from political elites and local regulations. The research emphasizes the need to develop localized policy frameworks that address Padang's unique socio-economic conditions, implement innovative resource strategies, enhance coordination mechanisms, and adopt context-sensitive approaches to balance national directives with local realities. These recommendations aim to improve the program's effectiveness and align it with the city's needs and challenges. This study's critical implication is that ineffective policy implementation highlights the need for a comprehensive, localized approach to address critical issues, considering the city's unique socio-economic conditions and resource constraints.

Abstract

This study analyzes local government policies' capacity to implement Indonesia's Minimum Service Standards (MSS), focusing on enforcing Government Regulation No. 2/2018 and Minister of Home Affairs Regulation No. 59/2021. These policies encompass six sectors: education, health, public works, housing, public order and safety, and social affairs. The findings reveal uneven and fluctuating MSS achievements. Although mandatory spending—20% for education and 10% for health—is in place, it does not consistently lead to improved outcomes. Similarly, fiscal capacity does not always correlate with MSS performance. Using a qualitative method—through interviews, FGDs, observations, and literature review—this study identifies that the policy capacities of individuals, organizations, and political actors influence the achievement of MSS. Among these, political capacity—particularly weak commitment from implementers—emerges as the most significant barrier. The study concludes that a new model and formula within the policy framework is essential to address service disparities and improve performance across all regions to ensure equitable and effective MSS implementation.
