Abstract

Tourism has become one of the most significant sectors contributing to Indonesia's regional economic development, particularly in Bali, which is internationally recognized as one of the world's leading tourist destinations. The rapid expansion of tourism has generated considerable economic benefits, including increased regional income, employment opportunities, investment growth, and infrastructure development. However, tourism growth has also created complex governance challenges, such as environmental degradation, excessive tourism concentration, inadequate infrastructure capacity, fragmented institutional coordination, and uneven stakeholder participation. These challenges indicate that existing tourism development policies have not fully accommodated the principles of sustainable destination governance. This study aims to analyze the implementation of tourism development policies in Bali and formulate policy strategies to strengthen sustainable destination governance. The study employs a qualitative research design using a literature review approach. Data were collected from government policy documents, national and regional regulations, reports published by international organizations, and scholarly literature related to tourism governance, public policy, and sustainable development. The collected data were analyzed using qualitative content analysis to identify policy gaps and formulate recommendations for improving tourism governance. The findings reveal that although Bali has established various policies supporting tourism development, their implementation remains constrained by fragmented institutional coordination, inconsistent policy execution, limited stakeholder collaboration, and insufficient monitoring and evaluation mechanisms. Consequently, strengthening tourism development policy requires an adaptive governance approach that promotes collaborative governance, institutional integration, stakeholder engagement, digital governance, and sustainability-based policy evaluation. These strategies are expected to enhance destination governance while ensuring that tourism development contributes to long-term economic prosperity, environmental sustainability, and community well-being. Abstract

The rapid development of tourism in Badung Regency, Bali, has significantly contributed to increasing municipal solid waste generation, creating environmental challenges that threaten the sustainability of tourism destinations. Although the Regional Government of Badung has enacted Regional Regulation Number 7 of 2013 concerning Waste Management and several supporting regulations, the existing legal framework has not comprehensively incorporated the principles of the circular economy into tourism waste management. Consequently, waste management practices remain predominantly oriented toward collection and final disposal rather than waste reduction, reuse, recycling, and resource recovery. This study aims to analyze the existing waste management policy governing the tourism sector in Badung Regency and formulate an ideal legal policy based on circular economy principles to support sustainable tourism development. This research employs normative legal research using statutory and conceptual approaches. Primary legal materials consist of laws and regulations governing waste management, environmental protection, tourism, and regional government, while secondary legal materials include books, scientific journals, and official policy documents. The collected legal materials are analyzed qualitatively through descriptive and prescriptive methods. The study reveals that the current regional regulation has not specifically regulated waste management obligations for tourism businesses, nor has it established incentive mechanisms encouraging circular economy implementation. Therefore, reformulation of the regional policy is required by strengthening waste reduction at the source, extending producer responsibility, promoting collaborative governance, and integrating circular economy principles into tourism governance. Such policy reform is expected to enhance environmental sustainability while maintaining the competitiveness of Bali as a world-class tourism destination. Abstract

Increasing Local Own-Source Revenue (PAD) is important for achieving regional fiscal independence. In Denpasar City, accommodation businesses, including hotels, villas, homestays, guest houses, and boarding houses, contribute significantly to local tax revenue. However, taxpayer compliance remains challenging due to delayed payments, inaccurate turnover reporting, and administrative sanctions. This study analyzes the implementation of tax sanction policies, identifies implementation barriers, and formulates solutions to improve taxpayer compliance. Using a descriptive qualitative approach, data were collected through observation, in-depth interviews, documentation, and literature review. Informants included Regional Revenue Agency officials, tax supervision officers, and accommodation business taxpayers. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, while policy implementation was examined using George C. Edwards III's framework: communication, resources, disposition, and bureaucratic structure. The findings show that sanctions have improved compliance among some taxpayers, although effectiveness remains suboptimal due to low taxpayer awareness, limited personnel, inadequate monitoring technology, and reporting delays. Improvements require stronger outreach, digital monitoring, personnel development, and inter-agency coordination. Abstract

The tourism sector serves as a major backbone of the economy in Bali Province, evident through its significant contribution to the Gross Regional Domestic Product (GRDP), surpassing other sectors. This sector has also created extensive job opportunities for the local population through accommodations, dining, transportation, souvenir crafts, tour guiding, and micro-businesses. However, high dependency on a single sector can lead to economic vulnerability if not managed properly. This research aims to describe the dynamics of the tourism sector in Bali Province. Utilizing a qualitative approach based on literature review, the study analyzes various sources, including academic articles, government reports, and news articles, to identify factors driving tourism development, challenges faced, and opportunities to be exploited. Findings reveal that cultural richness, natural beauty, and infrastructure development are key drivers of tourism growth in Bali. Nonetheless, tourism development is challenged by environmental degradation due to massive construction, dependency on international tourist arrivals vulnerable to global changes and crises, and difficulties in managing increasing tourist traffic. To address these challenges, the research emphasizes the importance of sustainable and digital-based tourism opportunities. Sustainable tourism practices will mitigate negative environmental impacts and preserve local cultural heritage. Additionally, the digitalization of tourism can enhance marketing strategies and tourism management. Based on these findings, recommendations include strengthening policies focused on sustainability, developing culture-based tourism products, employing digital marketing and management, and improving infrastructure and service quality. Abstract

Abstract Public security and order constitute fundamental components of governance and public service delivery. The complexity of security issues in urban areas requires an approach that does not rely solely on police institutions but also involves community institutions and social structures that possess local legitimacy. East Denpasar District is characterized by high population mobility, social heterogeneity, intensive economic and social activities, and the existence of customary villages and banjar as important social institutions within Balinese society. These conditions create a need for a security governance model capable of integrating formal authority with the social and cultural capacities of local communities. This study aims to analyze the forms and processes of synergy between Polisi Banjar and Pecalang, identify supporting and inhibiting factors, and formulate strategies for strengthening such synergy in realizing local wisdom-based security in East Denpasar District, Denpasar City. The study employed a descriptive qualitative approach using a case study strategy. Informants were selected purposively and further developed through snowball sampling. Data were collected through interviews, observations, documentation, and online sources. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña. The analytical framework employed Emerson, Nabatchi, and Balogh's Collaborative Governance theory, consisting of system context, drivers, principled engagement, shared motivation, capacity for joint action, collaborative actions, impacts, and adaptation. The findings demonstrate that synergy between Polisi Banjar and Pecalang has operated through communication, information exchange, early detection, patrols, security arrangements for community and customary activities, population monitoring, public security outreach, mediation, and coordination in addressing security issues. Supporting factors include institutional support, communication, trust, customary legitimacy, social solidarity, previous collaborative experiences, mutual cooperation, and community participation. Inhibiting factors include inconsistent understanding of authority, dependence on personal relationships, limited resources, the absence of uniform technical joint SOPs, personnel rotation, differences in capacity, and unintegrated information and evaluation systems. The strengthening strategy should focus on institutionalizing collaboration through joint SOPs, authority matrices, regular coordination forums, information exchange systems, joint vulnerability mapping, cross-institutional training, resource strengthening, increased community participation, and continuous evaluation and institutional learning. Abstract

Ekowisata spiritual merupakan jenis wisata yang dapat meminimalisir kerusakan lingkungan, terhubung dengan potensi sumberdaya alam, budaya, serta religi masyarakat setempat. Jenis wisata ini termasuk wisata minat khusus yang peminatnya terus meningkat. Dusun Brahmana Bukit terletak di Desa Cempaga Kabupaten Bangli, memiliki beberapa objek alam yang menarik namun belum dikembangkan. Nuansa alami ini perlu digali dan dikembangkan sebagai objek wisata, agar dapat meningkatkan kesejahteraan masyarakat setempat. Potensi Dusun Brahmana Bukit memenuhi kriteria untuk dikembangkan sebagai ekowisata spiritual. Tujuan pengabdian kepada masyarakat ini adalah merancang masterplan sebagai pedoman dalam penataan lingkungan, membantu mempromosikan serta memasarkan di media massa, memberikan pembinaan keberlangsungan sumber daya manusia. Metode observasi, wawancara, dan dokumentasi digunakan pada tahap penggalian data. Dilanjutkan dengan analisis, sintesa, dan transformasi gagasan pada tahap perancangan. Sosialisasi dan pendampingan digital marketing serta focus group discussion diterapkan dalam rangka pemasaran, pembinaan, dan pengembangan keberlangsungan sumber daya. Hasil pengabdian kepada masyarakat ini berupa gambar masterplan, gambar tiga dimensi dilengkapi dengan animasi, dihasilkan website “Toya Nyali Water Fall,” dan dapat dibentuknya Pokdarwis (kelompok sadar wisata) di Desa Brahmana Bukit dengan tugas mengembangkan potensi sumber daya manusia dan sumber daya alam. Dengan terjalinnya hubungan berkelanjutan dengan Dinas Pariwisata Bangli, objek wisata ini dapat dimonitor, dibina dan dievaluasi, untuk pengembangan yang lebih terarah dan berkesinambungan.

Abstract

Purpose: This article aims to investigate the concept and implementation of Community Based Tourism (CBT) as a tourism development strategy that involves the active participation of local communities. Research Methodology: This research uses a descriptive analytical approach by collecting data from literature studies and case studies related to the implementation of CBT in various tourism destinations. Results: The research results show that CBT is able to improve the economic and social welfare of local communities, increase cultural understanding, and maintain the natural environment. Implementing CBT also strengthens local identity and improves the quality of tourist experiences. Limitations: This study is limited to an analysis of available literature and selected case studies, so generalization of findings needs to be done with caution depending on the specific context of each location. Contribution: This article contributes to expanding understanding of the potential of CBT as a sustainable tourism development model that has a positive impact on local communities and the environment, and offers guidance for tourism practitioners and decision makers to implement CBT effectively.

Abstract

Purpose: The aim is to make the Denpasar Gajah Mada Area an alternative tourist destination regarding history, culture and business that highlights aspects of the building's heritage for tourists in addition to other tours in Denpasar City. In the 80s, the Jalan Gajah Mada area in Denpasar was synonymous with the hangouts of the capital's youth, especially the generation that grew up in the 70-80s. This area has a backdrop of old buildings that function as shops. With a situation where changes in form, structure, function transfer and lack of utilization of old buildings along the Gajah Mada area have resulted in the loss and erosion of the Gajah Mada Heritage area, protection, utilization and development are needed as an alternative tourist destination in Denpasar City apart from natural tourism. Methodology: This research is a qualitative research located in Jalan Gajah Mada, Denpasar, using observation and documentation data collection methods. The Gajah Mada Denpasar area is located around Jalan Gajah Mada, Jalan Kartini to Jalan Veterans. Result: The research provides a SWOT analysis to stakeholders regarding the protection and utilization as a tourist destination for both the Regional Government, Cultural Observers and local Business Actors as well as making the Gajah Mada Area an alternative tourist destination.

Abstract

Purpose: Through the development of community-based tourism (CBT), it is hoped that the tourism industry can become an instrument of development that is more prosperous for the community around tourist objects in Penatih Village because of its tourism potential. Methodology: We used qualitative research methods and descriptive approaches with primary and secondary data and a SWOT analysis. Results: The results show that the trainer tourism village has beautiful natural tourism potential that can be developed into a leading tourist destination in Denpasar. Efforts that can be made in its development involve the community directly as tourism activists, better known as community-based tourism (CBT). Strategies to improve leading tourist villages include implementing community-based tourism (CBT) as a tourism development approach, politically empowering communities, establishing cooperation, and forming tourism awareness groups. Penatih Tourism Village has a sustainable subak program that is also a conservation effort to restrain land conversion and provide local community productivity. In addition, it needs to be supported by infrastructure so that Subak can be productive and sustainable. The development of the Penatih Tourism Village with the Subak sustainable icon is the spirit of the development of this village so that development can be carried out holistically and sustainably.

Abstract

Purpose: Kerambitan Village offers many culture, beauty, and beautiful places that are hidden and rarely known to outsiders. With creative ideas, ideal places for tourism and relaxation have emerged. With the Covid-19 pandemic, cultural tourism in Kerambitan Village has become empty for visitors. Given this situation, tourism managers are looking for alternatives, from cultural tourism to natural and culinary tourism. This makes tourist managers look for loopholes by taking advantage of natural tourism in the kerambitans. Natural tourism is currently very popular among tourists. This is also supported by village officials and the community around the natural tourist attraction so that it can restore additional income for residents near the tourist attraction. Methodology: This research used a literature study with a qualitative descriptive approach and systematic review. Result: The development of village tourism must pay attention to the sustainability of tourism, with cooperation between four stakeholders, namely the central government, tourism managers, village officials, and the community. A strategic approach is needed to develop sustainable tourism potential, namely the Quadruple Helix, by integrating civil society and integrating innovation and knowledge, the process of which involves collaboration between the government, tourism managers, village officials, and the community. Limitation: With this background, this research provides limitations on the role of each stakeholder in developing village tourism in Kerambitan using the Quadruple Helix collaborative approach. Contribution: With the Uma Friends tour and tourist visits to Kelating Beach and Pasut Beach, it becomes an income contribution to the village at the entrance of the two beaches.
