Abstract

This study examines the governance of urban tourism based on smart tourism in Bali as an integration of digital innovation and local community participation. The development of urban tourism in Denpasar and the Sarbagita metropolitan area has increased destination complexity due to the significant growth of tourist arrivals during 2023–2025. This condition requires an adaptive, efficient, and sustainable governance model through the application of digital technology. This research employs a qualitative approach with a case study design, using in-depth interviews, field observation, and documentation analysis of tourism regulations and digital transformation policies. The findings reveal that smart tourism implementation in Bali has begun through the digitalization of destination information services and tourism promotion platforms in line with Presidential Regulation No. 95 of 2018 on Electronic-Based Government Systems. However, smart tourism practices remain partial, characterized by private sector dominance in the digital tourism ecosystem and limited cross-agency data integration. Local community participation is still largely operational rather than strategic in smart destination policy planning, potentially leading to unequal distribution of digital tourism benefits. The study highlights that the success of smart tourism in Bali requires strengthening collaborative governance involving government, private stakeholders, traditional village institutions, and local communities to ensure that digital transformation aligns with Bali’s cultural tourism principles based on Tri Hita Karana. Inclusive and participatory smart tourism has the potential to support high-quality and sustainable urban tourism development in Bali. Abstract

Abstract This study examines the role of public administration in managing the challenges of urban tourism in Bali, particularly those related to the waste crisis and the degradation of cultural heritage. Amid increasing pressure on urban infrastructure, the paradigms of Slow Tourism and Soft Tourism have emerged as alternative policy strategies to advance the Sustainable Development Goals (SDGs), especially SDGs 11 and 12. Employing a descriptive qualitative method through a literature review and policy observation conducted between 2024 and 2026, the study evaluates the effectiveness of the tourist levy policy and decentralized waste management programs in Bali. The findings indicate that rigid tourism bureaucracies frequently hinder the integration of cultural heritage preservation with modern waste management systems. The study concludes that transforming public administration through a collaborative governance model is essential to shift tourist behavior from mass consumption toward more immersive travel experiences (slow travel). This transformation has been shown to significantly reduce daily waste volumes while simultaneously increasing the economic value of heritage sites through longer lengths of stay. Abstract

Abstract Bali's tourism in 2025 recorded a record 7.05-7.12 million international visitors, the highest in a decade, with Ubud as the spiritual cultural center bearing an estimated 2 million annual visitors. However, overtourism triggered crises: 30-35% rice field conversion (350 Ha), Ubud main road congestion 12 hours/day (75 dB noise pollution), seasonal flooding 15 days/year, and 90 tons/day plastic waste (18% Bali total). Ubud infrastructure scored only 3.4/10, contrasting with Lodtunduh adat village's 8.7/10. This qualitative case study used data triangulation: 15 in-depth interviews (banjar leaders, Gianyar Tourism Office, homestay entrepreneurs), 72-hour participatory observation, and document analysis (Gianyar RTRW 2025-2030, banjar reports). The research developed the first THK-Infrastructure Matrix, an innovative tool operationalizing Bali's Tri Hita Karana philosophy (Parahyangan-Pawongan- Palemahan) for modern infrastructure evaluation. Four key findings from Miles & Huberman thematic analysis: rice field conversion highest priority, noise disturbing temple spirituality, concrete drainage collapse, and plastic waste fracturing social harmony. Hybrid strategy adapted Lodtunduh best practices (adat zoning regulations, subak drainage, Rp5,000 local shuttles) with modern technology: Gianyar THK Zoning Regulation 2026 includes car-free zones 500m radius of 15 temples, 30% local homestay quotas, 350 Ha subak conversion moratorium, and 80 Ha hybrid bio-swale drainage. The model increases carrying capacity +28% while preserving cultural authenticity. Implementation recommendations: Public- Private-Banjar Partnership (Tourism Office Rp5B, banjar Rp2B, private Rp10B) with THK Dashboard real-time monitoring system. Global contribution: Urban Cultural Resilience blueprint replicable to 500 worldwide overtourism destinations (Yogyakarta, Kyoto, Luang Prabang). Abstract

Abstract Spiritual purification tourism (melukat) at Tirta Empul Temple has expanded rapidly, strengthening local livelihoods while generating overtourism pressures that threaten ritual sacredness, customary space, and environmental carrying capacity. This study aims to describe preservation dynamics, economic effects, and visitor-governance challenges, and to derive policy-relevant recommendations. Theoretical framing draws on spiritual–cultural tourism, the Tri Hita Karana value system, and destination governance and carrying-capacity perspectives. A descriptive qualitative design was employed, combining two weeks of participant observation, semi-structured in-depth interviews with 15 purposively selected key informants, and document analysis of regional regulations and levy records. Data were analysed iteratively using Miles and Huberman’s procedures (reduction, display, conclusion drawing), supported by source/method triangulation and member checking. Findings indicate a trade-off between ritual authenticity and market-driven commodification, alongside SMEs’ dependence on visitor flows. The study proposes a zoning framework and SWOT-based strategy, including time-slot digital quotas, strengthened ritual etiquette SOPs, and conservation-oriented revenue allocation. Abstract

Heritage tourism constitutes a fundamental pillar of Bali’s tourism development, contributing not only to regional economic growth but also to the preservation of cultural values and historical assets. Nevertheless, the rapid expansion of mass tourism has generated significant challenges related to cultural authenticity, sustainability, and local community involvement. This study aims to examine the implementation of heritage tourism in Bali and to analyze its impacts on cultural preservation and local community welfare. A qualitative descriptive approach was employed using a case study design across selected heritage destinations in Bali. The study involved 20 informants comprising destination managers, traditional community leaders, tourism practitioners, and tourists. Data were collected through in-depth interviews, field observations, and document analysis. The findings reveal that heritage tourism in Bali has contributed positively to the conservation of cultural heritage through site revitalization and the reinforcement of local identity. However, its implementation remains constrained by excessive commercialization and limited community participation in decision-making processes. The study concludes that sustainable heritage tourism management in Bali requires strong collaboration among government authorities, traditional communities, and tourism stakeholders. The implications of this research highlight the necessity of formulating culture-based tourism policies that prioritize heritage conservation and the empowerment of local communities to ensure long-term sustainability.Keywords: Bali, Cultural Tourism, Cultural Preservation, Heritage Tourism, Sustainable

Abstract

Service of purchasing permit for diesel oil and oil for fishermen is one of the important aspects that support fisheries and marine activities in Indonesia. Diesel oil and oil are used by fishermen to operate boats and fishing gear, which are basic needs for the continuity of their business. This service process generally involves several steps and administrative requirements that must be met. Here is an explanation of this permit service The diesel and oil purchase permit service aims to ensure that fishermen have proper access to fuel and lubricants at reasonable prices and according to their needs Related Parties The Badung Regency Fisheries Service, which is managed by the UPTD Kedonganan Fish Marketing Place, South Kuta District, is usually responsible for issuing permits or recommendations for fishermen who want to buy diesel at subsidized prices or certain prices. Fishermen's Registration Permit Application Process Flow: Fishermen must be registered in the system as legitimate fishermen, usually by showing proof of ownership or a fishery business license (SIUP). The central and regional governments have an important role in regulating and supervising the distribution of fuel to fishermen. Guidance for fishermen regarding the permit application procedure and an understanding of their rights and obligations is also carried out periodically. This aims to improve the efficiency of resource use and prevent misuse of the subsidy program Reasons for Choosing This Topic Some areas or fishing ports that are far from fuel distribution centers often experience supply shortages. This causes fuel shortages in the area, even though fishermen already have official permits and some fishermen feel that the fuel quota given does not match their operational needs, especially if the fishing season is not supportive. This makes fishermen lack fuel when they need to go to sea The research method used in this study is to use a qualitative method using a descriptive approach. Data collection techniques use observation, interviews, and documentation. Abstract

Traditional art markets are being revitalized as a strategy to enhance cultural tourism while preserving local heritage. This study examines the revitalization of the Sukawati Art Market through urban tourism planning. A qualitative approach was employed, utilizing the Systematic Literature Review (SLR) method in accordance with the PRISMA 2020 guidelines. To this end, an extensive review of the extant literature was conducted, encompassing publications from 2015 to 2025. This review encompassed a wide array of sources, including Scopus, ScienceDirect, SpringerLink, Taylor & Francis, Google Scholar, and SINTA. The collected data was then subjected to a rigorous thematic content analysis. The findings indicate that the revitalization of the Sukawati Art Market has improved physical infrastructure, visitor comfort, accessibility, and destination competitiveness while strengthening the creative economy and supporting local artisans. The study also reveals that revitalization can generate economic benefits without undermining cultural authenticity when supported by appropriate governance and community participation. From the perspective of urban tourism planning, the successful revitalization of a destination integrates spatial planning, cultural heritage preservation, tourism management, and environmental sustainability to create a more competitive and resilient destination. The study proposes an integrated revitalization model that connects destination management, cultural preservation, creative economic development, and sustainable tourism. The revitalization of the Sukawati Art Market promotes inclusive, culturally sensitive, and sustainable urban tourism. Consequently, this model has the potential to offer practical guidance for the revitalization of traditional art markets in other cultural tourism destinations.

Abstract

Penelitian ini bertujuan menganalisis pemberdayaan perempuan Bali dalam pengembangan UMKM di Kota Denpasar. Penelitian menggunakan pendekatan kualitatif dengan pengumpulan data melalui wawancara, observasi, dokumentasi, dan studi pustaka. Analisis data dilakukan secara deskriptif menggunakan teori kebijakan publik, teori Gender and Development, dan teori pemberdayaan. Hasil penelitian menunjukkan bahwa pemberdayaan perempuan Bali dalam pengembangan UMKM didukung oleh kebijakan pemerintah daerah melalui pelatihan, pendampingan, fasilitasi permodalan, dan penguatan kapasitas usaha. Pemberdayaan tersebut meningkatkan akses perempuan terhadap sumber daya ekonomi, pengetahuan, dan informasi, memperkuat partisipasi dalam pengelolaan usaha dan pengambilan keputusan, serta meningkatkan kontribusi terhadap kesejahteraan ekonomi keluarga. Kendala yang masih dihadapi meliputi keterbatasan literasi keuangan, kemampuan manajerial, pemanfaatan teknologi digital, dan akses pemasaran yang memengaruhi daya saing usaha. Oleh karena itu, diperlukan penguatan kapasitas perempuan pelaku UMKM melalui peningkatan kompetensi manajemen usaha, literasi keuangan, pemasaran digital berbasis media sosial dan marketplace, serta pengembangan jejaring usaha guna meningkatkan daya saing dan keberlanjutan UMKM.

Abstract

Purpose: This study aims to determine and analyze the influence of democratic leadership, the work environment, and discipline on the performance of non-ASN employees at the Badung Regency DPRD Secretariat. Research methodology: This research methodology is quantitative research. The data collection technique involved a survey using a questionnaire with a total sample of 73 non-ASN employees. Data analysis was performed using the SmartPLS software. Results: The findings showed that the t-count value determined for the variable “Democratic Leadership” was greater than the t-table value (12.292 > 1.6). The t-count value of the working environment variable is greater than the t-table value (7.084 > 1.6). The t-count value of the identified work discipline variable is greater than the t-table value (12.218 > 1.6). Therefore, democratic leadership has a positive impact on employee performance, the work environment has a real positive impact on employee performance, work discipline has a real positive impact on employee performance, and at the same time democratic leadership (X1), work environment (X2), and work discipline (X3) have a significant (real) impact on employee performance (Y). If these three variables increase together, the performance of non-ASN employees in the Badong County Regional Representative Committee Secretariat will also increase. Limitations: The sample used in this research was a saturated sample of 73 non-ASN employees at the Badung Regency DPRD Secretariat, so the possibility of obtaining different results cannot be ruled out if a research model and a larger number of samples were used. Contribution: This research is expected to provide additional information or input in an effort to improve the performance of non-ASN employees at the Badung Regency DPRD Secretariat.

Abstract

The management of Subak as a heritage tourism destination in Bali requires a governance model capable of balancing cultural heritage preservation with sustainable tourism development. This study aims to analyze the coordination patterns among stakeholders in managing Subak as a heritage tourism destination through the perspective of Collaborative Governance. A descriptive qualitative approach was employed using document analysis of laws and regulations, government policy documents, UNESCO publications, Subak awig-awig (customary regulations), and relevant previous studies. The findings reveal that Subak management involves four primary stakeholders: the government, indigenous communities (krama Subak), the private sector, and local communities, each with interconnected roles and interests. The collaborative process is built upon five key dimensions, namely participation, legitimacy, trust, accountability, and shared understanding, which collectively support effective governance. The implementation of collaborative governance contributes to community empowerment through tourism-based economic activities, the preservation of Subak culture through the strengthening of awig-awig and the revitalization of traditional practices, and local economic development through the diversification of community income sources. However, power imbalances between krama Subak, government institutions, and private investors remain a significant challenge, potentially limiting the substantive participation of indigenous communities in decision-making processes. Therefore, strengthening collaborative governance mechanisms grounded in the values of Tri Hita Karana is essential to ensure the long-term sustainability of Subak's ecological, cultural, social, and economic functions while preserving its status as a UNESCO World Cultural Heritage site.
