Abstract

Grebeg Gethuk is a distinctive tradition of Magelang City that highlights the traditional food getuk as a symbol of regional cultural identity. The uniqueness of this tradition has earned Magelang the nickname “City of Getuk” and strengthened the image of local culture within the community. This study aims to fill the gap in research concerning the challenges in implementing the Grebeg Gethuk tradition, while also describing its execution and the preventive strategies adopted by the Department of Education and Culture. A qualitative descriptive method was used, drawing on primary and secondary data obtained through interviews, observation, and documentation. The findings reveal that the implementation of Grebeg Gethuk faces several obstacles, including the impact of the Covid-19 pandemic, miscommunication among stakeholders, and budget constraints. Nevertheless, the spirit of cultural preservation remains strong, supported by collaboration among the government, community, artists, and getuk producers. Preventive strategies include enhancing cross-sectoral coordination, optimizing budget use, and introducing innovative adaptations of the tradition in response to current conditions. The study concludes that the continuity of Grebeg Gethuk relies heavily on the collaboration and commitment of all stakeholders to preserve this tradition as a form of living and relevant local wisdom in the modern era.

Abstract

Cases of criminal acts of corruption that are rife in the provincial and regency/city governments show that the administration of government with the principles of good governance has not fully worked out well. Not only was there a spread of authority and power from the central government to local governments, there was also a spread of corruption cases that were initially concentrated in the central government and then spread to local governments. Perpetrators of corruption or commonly referred to as corruptors are not only committed by certain groups of people, but also people in various circles who have been proven to have committed criminal acts of corruption. This study was conducted with the aim of describing the characteristics of perpetrators of corruption in the provincial and district/city governments. The research was conducted using quantitative methods with descriptive aproach. The results show that corruptors in the provincial and district governments are dominated by men and people who hold positions as DPRD members, civil servants, regional heads and deputy regional heads, judges, regional secretaries, DPRD chairman and deputy DPRD chairman. Therefore, efforts are needed to prevent and eradicate corruption in local governments, including by improving the bureaucratic system to be more effective and efficient, implementing professional ethics as well as possible, providing strict legal and social sanctions, and revising the applicable laws and regulations in the context of closing the loophole in the rubber article which is often used by corrupt actors to escape punishment.Keywords: characteristics of corruptors, provincial government, district/city governmentABSTRAKKasus tindak pidana korupsi yang marak terjadi di pemerintah provinsi dan pemerintah kabupaten/kota menunjukkan bahwa penyelenggaraan pemerintahan dengan prinsip good governance belum sepenuhnya berjalan dengan baik. Tidak hanya terjadi penyebaran wewenang dan kekuasaan dari pemerintah pusat kepada pemerintah daerah, juga terjadi penyebaran kasus korupsi yang awalnya terpusat di pemerintah pusat kemudian menyebar hingga ke pemerintah daerah. Pelaku korupsi atau biasa disebut dengan koruptor tidak hanya dilakukan oleh orang-orang kalangan tertentu, tetapi juga orang-orang di berbagai kalangan terbukti telah melakukan tindak pidana korupsi. Penelitian ini dilakukan dengan tujuan untuk mendeskripsikan karakteristik pelaku korupsi pada pemerintah provinsi dan pemerintah kabupaten/kota. Penelitian dilakukan menggunakan metode kuantitatif dengan pendekatan deskriptif. Hasil penelitian menunjukkan bahwa  pelaku korupsi pada Pemerintah Provinsi maupun Pemerintah Kabupaten/Kota lebih banyak dilakukan oleh laki-laki dan orang-orang yang menduduki jabatan sebagai Anggota DPRD, Pegawai Negeri Sipil, Kepala Daerah dan Wakil Kepala Daerah, Hakim, Sekretaris Daerah, Ketua DPRD serta Wakil Ketua DPRD. Fenomena korupsi dapat dikaji melalui teori struktural fungsional karena terjadinya korupsi disebabkan oleh adanya ketidaktaatan antara pemegang kekuasaan dengan norma-norma yang mengatur pelaksanaan kekuasaan. Beberapa upaya yang dapat dilakukan untuk memberantas korupsi yaitu: memperbaiki sistem birokrasi menjadi lebih efektif dan efisien, mengimplementasikan etika profesi dengan sebaik-baiknya, memberikan sanksi hukum dan sosial yang tegas, serta merevisi peraturan perundang-undangan yang berlaku dalam rangka menutup celah pasal karet yang seringkali digunakan oleh pelaku korupsi untuk membebaskan diri dari hukuman. Kata kunci: karakteristik koruptor, pemerintah provinsi, pemerintah kabupaten /kota

Abstract

Karangsalam Village is a tourist village that relies on natural tourism and has become widely known since 2016. The existence of this natural tourism has led to massive capital penetration since 2017. Since 2017 in the north of the natural tourism vehicle in Karangsalam village there have been 47 cafes and an Entertainment area. This study aims to trace the forms and impacts of gentrification that occurred in the tourist village of Karangsalam, Baturraden, Central Java through tourism. The method used in this research is descriptive qualitative. The primary data in this study were obtained by conducting in-depth interviews with informants from cafes/entertainment venues around the Karangsalam tourist village and several tourism village administrators. The findings obtained are that there has been gentrification in the Karangsalam tourist village which was initiated by capital penetration in the form of building cafes/entertainment venues. This phenomenon shifted land use in Karangsalam village from what should prioritize Karangsalam residents by the mandate of Law Number 6 of 2014 concerning Village Administration, to utilization that prioritizes the economic benefits of carriers of capital entering the village. The conclusion from these findings is the discovery of the impact of gentrification in the form of internal migration of citizens, rising land prices, and inequality of employment. Keywords: Gentrification, Tourist village, Banyumas AbstrakDesa Karangsalam merupakan desa wisata yang mengandalkan wisata alam dan mulai dikenal secara luas sejak tahun 2016. Keberadaan wisata alam tersebut menyebabkan terjadinya penetrasi modal secara besar-besaran sejak tahun 2017. Terhitung sejak tahun 2017 di utara wahana wisata alam di desa Karangsalam berdiri 47 kafe dan tempat hiburan. Penelitian ini bertujuan untuk melacak bentuk dan dampak gentrifikasi yang terjadi di desa wisata Karangsalam, Baturraden, Jawa Tengah melalui pariwisata. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Data primer dalam penelitian ini diperoleh dengan melalukan wawancara mendalam dengan informan yang berasal dari kafe/tempat hiburan yang berdiri di sekitar desa wisata Karangsalam dan beberapa pengurus desa wisata. Temuan yang didapatkan adalah terjadi gentrifikasi di desa wisata Karangsalam yang diinisiasi oleh penetrasi kapital berupa pembangunan kafe/tempat hiburan. Fenomena tersebut menggeser pemanfaatan lahan di desa Karangsalam dari yang seharusnya mengutamakan warga Karangsalam sesuai dengan amanat Undang-Undang Nomor 6 Tahun 2014 tentang Pemerintahan Desa, menjadi pemanfaatan yang lebih mengedepankan manfaat ekonomi para pembawa masuk modalke dalam desa. Kesimpulan dari temuan tersebut adalah ditemukannya dampak dari gentrifikasi berupa migrasi internal warga, kenaikan harga tanah, dan ketidakmerataan lapangan pekerjaan.Kata Kunci: Gentrifikasi, Desa Wisata, Banyumas
