Abstract

This study aims to describe the implementation of regent regulation number 28 year 2014 concerning kios and los usage permits in the Batang market in Batang regency and also to find out the factors that inhibit and encourage the implementation of regent regulation number 28 year 2014. The locus used in this study is in the Batang market area in Batang regency. This study uses descriptive qualitative research methods. The results of the study show that in implementing the regent’s regulation it was found that the phenomenon of policy accuracy, the accuracy of the implementers, the accuracy of the environment and the accuracy of the process were still considered to be not right. The implementation of regent regulatin number 28 year 2014 concerning kios and los usage permits in the Batang market is still facing obstacles. The driving factors for implementatin include : bureaucratic structure, while the inhibiting factors are in communication, resources, and disposition factors. The conclusion in this study is that the implementation of regent regulation number 28 year 2014 concerning kios and los usage permits in Batang market is still faces obstacles, especially seen from the traders who break the rules such as transferring or stopping the kios or los to others without knowledge from the head of the market, the abandonment of kios and los the lack of awareness of the merchant community about market cleanliness. The based on these conclusions, the researchers recommended to the goverment to increase the intensity of the dissemination of regent regulations, community empowerment, strengthening coordination between implementing parties, adding human resources, cooperation with other parties such as the private sector in order to reduce the lack of budget

Abstract

Based on the Regulation of the Minister of Domestic Affairs Number 37 of 2007, the source of village finances from the Village Fund Allocation (ADD) is used to finance the empowerment of the community by 70% of the total acceptance of ADD in each village. Desa Pagersari is a village that has not reached the limit of using ADD to finance community empowerment by 70% and community empowerment programs that do not yet meet community needs. The purpose of this study is to analyze the use of ADD to community empowerment program based on Semarang Regions No. 1 of 2016 and to know the obstacles of ADD use in the community empowerment program of Pagersari village. This type of research is descriptive research using a qualitative approach. The results of the study showed that in analyzing the use of ADD towards community empowerment programs, it was still not right from the aspect of the principle of ADD management, namely transparency and participatory; ADD compatibility which is an integral part of the Village Revenue and Expenditure Budget from planning, implementation to accountability; The use of ADD is 70% for community empowerment spending. Factors inhibiting the use of ADD to the community empowerment program that is the compliance factor of the applicant on the applicable provisions; people who are still passive. Recommendations given the need for communication between policy implementers and the community in meeting the needs of the community, it is necessary to do commitment education for policy implementers in order to maximize their duties, need to adjust the target of the empowerment program and the nature of program sustainability.

Abstract

Motorcycle is one of risky transportation in traffic accident. This accident is caused by motorcycles aren’t equipped with special safety. Often the motorcyclist are also less attention of safety riding, with traffic violations that could harm other riders. The traffic policeman as a law enforcer seem slow in taking action againts the traffic violations. The aim of this research is to know how the implementation of law No. 22 of 2009 About Traffic and Road Transportation: (Special) for Motorcyclist in Semarang, by using phenomenons of implementation effectivity they are appropriateness of the police, implementor, target, and enviroment. Also to know about support and resistor factor by using implementation model George Edward III wich is mention four factors that influence the implementation they are communivation, resources, dispotition, and bureaucracy structure. This research is use descriptive qualitative research method. The result of this research shown the implementation of law No. 22 of 2009 About Traffic and Road Transportation: (Special) for Motorcyclist in Semarang has been going well and effective. This can be seen from the phenomenoms of implementation effectivity that can be reached. Although has been going effective its still have resistor factors. So needs adding some traffic policeman, budgeting, fasilities, information system, to over come the problem of traffic, enforcement of stict sanctions for traffic policeman that misuse authority.

Abstract

Kota Semarang merupakan ibukota Provinsi Jawa Tengah yang memiliki sejumlah besar pedagang kaki lima. Wilayah Penelitian ini adalah tentang PKL di Tlogosari Semarang yang berada di bantaran sungai Jembatan 1 dan 2. PKL mengambil badan jalan sehingga menyebabkan kemacetan, serta mempengaruhi pula kebersihan dan nilai estetika sekitar kawasan Tlogosari. PKL di jembatan 1 dan 2 ini juga dapat dikatakan illegal karena mereka tidak mendapatkan perijinan dari pihak Kelurahan Tlogosari. Penelitian ini menggunakan metode penelitian kualitatif deskriptif, dengan teknik pengumpulan data menggabungkan antara wawancara, observasi, dokumentasi dan studi pustaka. Penelitian ini menggambarkan bagaimana Peraturan Daerah No. 11 Tahun 2000 Tentang Pengaturan dan Pembinaan Pedagang Kaki Lima di Kawasan Tlogosari Semarang. Pemerintah Kota Semarang menyediakan lahan baru di Pasar Suryokusumo yang telah diresmikan bulan Maret 2016 untuk mengatasi PKL liar di Jembatan 1 dan 2 Tlogosari, dikatakan belum tepat sasaran mengingat PKL malah justru kembali menempati Jembatan 1 dan 2. Selain itu, PKL di Tlogosari kurang mengetahui detailnya isi dari Perda No 11 Tahun 2000 tentang Pengaturan dan Pembinaan PKL, sehingga tidak heran jika para PKL masih melanggar peraturan yang sudah ada. Diharapkan Pemerintah Kota Semarang segera menangani masalah pengaturan dan pembinaan PKL di Tlogosari agar tidak semakin meluas.

Abstract

Cakupan kepesertaan program Jamkesmaskot di Kota Semarang pada tahun 2013 yang bertambah sebanyak 11.559 jiwa dari tahun 2011, serta banyaknya keluhan dari masyarakat yang berpengaruh terhadap mutu pelayanan kesehatan program Jamkesmaskot, menjadi latar belakang penelitian ini. Tujuan penelitian adalah untuk mengetahui output dan outcome dari Program Jamkesmaskot di Kota Semarang. Metode penelitian yang digunakan adalah kualitatif, dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian yang berkaitan dengan indikator output menunjukkan bahwa cakupan kepesertaan untuk program Jamkesmaskot sudah mencapai 100%, mutu dan akses pelayanan kesehatan sudah semakin baik dan mudah dijangkau. Kemudian berkaitan dengan indikator outcome dapat disimpulkan bahwa program Jamkesmaskot berdampak positif, antara lain seluruh warga miskin dan/atau tidak mampu di Kota Semarang sudah mendapatkan jaminan pemeliharaan pelayanan kesehatan, rasa aman bagi warga miskin di Kota Semarang, serta warga yang hampir miskin tidak jatuh menjadi miskin akibat menderita sakit. Sedangkan dampak negatifnya antara lain ada beberapa warga yang bermental miskin sehingga memungkinkan warga yang sebenarnya tergolong mampu ikut mengakses pelayanan kesehatan, terjadi diskriminasi antara pasien umum dengan pasien Jamkesmaskot, serta adanya selisih biaya kesehatan yang merugikan pihak rumah sakit. Disarankan perlunya pengawasan terhadap pembuatan SKTM, pembuatan tempat penampung aspirasi publik agar masyarakat dapat memberikan masukan serta perbaikan terhadap standar biaya kesehatan agar dapat mengikuti inflasi sehingga rumah sakit tidak merasa dirugikan.

Abstract

The Government of Semarang city through Perda No. 2 / 2012 about Retribution Market service in Semarang City which is a case study in order to maximize the service of the Johar market. There are many problems in Johar market as the facility is the merchants and residents that is not good they paid retribution, not just in time it found the situation worse in the program, public order and security. Interestingly the fare in pay is not in accordance with Perda No. 2 / 2012 already set in . Based on, the writers interested researched about Retribution Market service in Semarang City which is a case study Johar market. This research is guided by theory belongs Riant Nugroho with 5 precision this is appropriatness of the policy, implementation, enviroment, targets and process to know Perda No. 2 / 2012 about Retribution Market service in Semarang City which is a case study Johar market. To find out by factors in support and inhibitors of the implementation of market levies for the writer holding on to the theory of edward III who consists of resources factor, communication factors, disposition factors, and the bureaucratic structure factors. Researchers used a qualitative approach. The result of suggests that there are still some things should be improved in the process of policy that the awareness of traders in order to carry out retribution, there are many officers not firmly, levy charges must be consistent with the policy set, officers are still the slow and agencies involved to finish problems. While a factor that impeding policy this is not consistent in the implementation of the job, who had not realized that other agencies are reponsible for this policy together, the officers misscommunication between traders and lack of awareness of traders. Giving advice to the writer is the levy to be adjusted, the provision of the facilities must be optimized, officers must firmly, additional security personnel, employeess enhanced quality and quantity, and coordination with related agencies must be done in optimally.

Abstract

Street vendors often become a major problem in a big city, including Semarang city. Semarang city is one of the metropolis city, a magnet for economically weak society, including street vendors, which are small businesses in the informal sector. Semarang city government through regional regulation no. 11 year 2000 about Regulation and Development of Street Vendors launched a program to regulate and develop street vendors. One of the concentrated growth area of street vendors in Semarang is on Simpang Lima. Simpang Lima street vending area is a street vending area example but there are still some problems in the implementation. These problems are the considerably huge amount of illegal street vendors, the imbalance of shelters for legal street vendors, and street vendors’ undisciplined behaviors of vending time and vending place tidiness. This research uses descriptive qualitative research method and the data collection technique is by thorough interview, field observation, and documentation. In this research, the author will describe about regulation and development of street vendors according to Regional Regulation no. 11 year 2000 and the problems of its implementation. In studying the regulation and development constraints used Mazmanian and Sabatier theory that there are three dimensions that influence the successful implementation of which is the problems’ characteristics, the policies’ characteristics, and the policies’ environment. The result of research, regulation and development of street vendors implementation is not going well yet because of many obstacles caused by the target group and the lack of resolute and decisive actions by the implementing enforcement authorities. These obstacles include lack of land to accommodate the increasing number of street vendors who continue to grow, the Rule of Law principle that less is held by implementing policies, the target group is stubborn and implementing policies that are less strict in implementing the policy. No significant thing done by the Government, they seemed indifferent to all the problems that occur due regard street vendors in the area of Simpang Lima has been orderly and organized.

Abstract

Health is a major factor for a nation in order to carry out the construction. Air is essential for life, as a natural resource that is vital for life, then the decrease in air quality is very influential for the survival of humans and other living beings, so that air quality must be maintained. To protect air quality control measures against sources of air pollutants and to activities that have the potential to pollute the air, such as smoking. One of the efforts made by the government through the Ministry of Health of the Republic of Indonesia is a program No-Smoking Area. No-Smoking Area program is a program that is set up where only place allowed to smoke, such as public places and transport, etc. Through this program, the central government provide a smoke-free policies to places that become Smoking Area. This research was conducted in Poncol Station Semarang City which is one of the crowded station in Semarang. The research was based on the fact that in its implementation, still there are problems such as the persistence of the violation of the public who smoke in any place. The aim of this study is to describe and analyze how the implementation Smoking Area Program in Semarang and describe the supporting factors and obstacles in the implementation of programs Smoking Area in Poncol Station Semarang. Based on research, program implementation Smoking Area in Poncol Station Semarang is still not optimal. Therefore, the recommendations can be given is to improve the smoking area to create a smoking room, so the smoke of the active smokers do not get out of the room that has been provided and the utilization Smoking Area program can be more optimally.

Abstract

The stunting rate in Blora Regency is one of the relatively high because it has passed the maximum limit set by WHO, which is 20%, therefore several efforts have been made to overcome this problem by implementing a nutrition-sensitive interventions policy to decreased stunting. The purpose of this research is to describe how the implementation of nutrition-sensitive interventions policy for decreasing stunting in Blora Regency and to identify inhibiting factors of the policy implementation. This research uses a qualitative method with a descriptive approach. The results showed that not all of the implementation of the nutrition-sensitive interventions decreased stunting in Blora Regency has run optimally. It can be seen from programs that include, 1) increasing drinking water supply and sanitation; 2) increasing access and quality of nutrition and health services; 3) increasing awareness, commitment, parenting practices, and nutrition for mothers and children; 4) increasing access to nutritious food. In every effort to increase, there are programs that have not been able to have a maximium impacton reducing stunting. This is because there are a lack of human resources and budgets, the dissemination of information has not maximized, lack of society support and awareness, as well as invalid data. Suggestions that can be given are allocation of village funds for community nutrition development, strengthening the role of cadres in disseminating information and public nutrition detection, and providing marriage preparation courses by providing related to household life, especially health and nutrition issues so one day they will not give birth to stunting children.

Abstract

Landscaping area is the process of spatial planning and space utilization to control the development of the region. Spatial planning Semarang itself is set in Semarang City Regional Regulation No. 14 of 2011 on Spatial Planning Semarang City Year 2011-2031. Implementation of these regulations is difficult to do, as it happens in Simongan Region, District of West Semarang. Simongan region is mentioned as a settlement area of allotment, the trade and services and not as an industrial area. But in fact there are 12 companies located in the region. There is resistance from employers, factory workers and the public against this policy because the policy had an impact on the social and economic fields. Hampered by the problem of financial resources. However Semarang City Government still taking action to not issue a business license for industry in Region Simongan industry for entrepreneurs willing to relocate. There are several factors that affect the implementation of this policy, the resources, the strategy of implementing actors, characteristics of institutions and authorities, public response and target groups as well as compliance with the target group. It should be done reexamining the region by involving community, business, academia and experts structuring policy space in order to be accepted by all parties and in accordance with the existing problems at the site.
