Abstract

Bidikmisi scholarship program is allocated for Senior high school graduates from low-level-community who are willing to continue studying in university. However, there is an unsuitability of bidikmisi scholarship during its implementation to its proper beneficiaries. Therefore, this research aims at analyzing the suitability of bidikmisi scholarship program in Diponegoro University viewed from its beneficiaries as well as finding out the constraints of bidikmisi scholarship implementation. This study used qualitative descriptive method. The data of this research are obtained from some informants chosen by purposive technique. Moreover, the data are analyzed using triangulation method. In addition, the result of this study shows that the program suitability with the benefit has positive result which is seen from the benefit obtained by bidikmisi scholarship beneficiaries. Nevertheless, the program suitability with the implentor organization shows less optimal result since sometimes there is a delay in bidikmisi scholarship disbursement. Besides, the suitability of the tergeted community with the implementor organization shows similar result, i.e. the regulated requirements have not been implemented consistently. There are some constraints of bidikmisi scholarship program found in this research, i.e. a lack in human resources managing this program and a long complicated procedure in the program administration. The researcher suggests that Diponegoro University needs to improve the quality as well as the quantity of human resources managing bidikmisi scholarship program. Moreover, Diponegoro University needs to improve supervision and responsiveness to coordinators of bidikmisi scholarship program in each department.

Abstract

The event is one of the aspects of residency in a country which is very important and has influence because it is concerned about his life. The Government based on Pancasila and the Constitution of 1945 on the fact that the obligation to provide protection and recognition of personal status and the determination of the legal status of any event on population and Vital Events experienced by the entire population of Indonesia. To provide protection, recognition, personal status and the determination of the legal status of any event on population and Vital Events experienced by the entire population needs to be done about the residency Administration settings.Based on the above, this study will throw light on how the implementation of the E-ID CARD Program in the city of Semarang last with based on the applicable regulation in realizing the orderly administration of the settlement. This research uses theories by observing the criteria of correctness of implementation policies, implementing elements of accuracy, precision, and accuracy of the target environment. Research method used through observation, interviews, documentation, and libraries with the studies service of the employee population and informant civil registration Semarang.The results showed the Program implementation of the E-ID CARDS in Semarang City based on four criteria in reaching effective implementation, not entirely right. As for the aspects that support the implementation of this Program in realizing the orderly administration of the residency is clarity of policy set by the Government in realizing the significance of the Act Number 23 / 2006. While the Barriers were found there on implementing aspects of the policy that lead to a better quality of human resources, the target implementation, environment as well as public participation is minimal. In overcoming obstacles that there have been some suggestions that can be made as needed socialization and understanding about the meaning of an intensive and content policies that have been set, maturation in the phases of activity planning, implementation, and supervision so that activities run in accordance with the path, improvements in terms of the disposition and the bureaucratic structure, mentoring and group adjustments with the prevailing culture in the area.

Abstract

Penataan Ruang Terbuka Hijau menjadi bagian yang tidak terpisahkan dari Rencana Tata Ruang Wilayah (RTRW) Daerah. Masalah yang muncul pada Pelaksanaan kebijakan penataan ruang terbuka hijau di Kabupaten Semarang karena juklak dan juknis atau turunan Perda maupun standar operating procedures belum ada, kerancuan aturan antara Permendagri dan Permen PU yang mengatur klasifikasi ruang terbuka hijau, adanya ego sektoral politik anggaran, serta bentuk informasi yang belum terlalu teknis. Penelitian ini menggunakan teori implementasi top down dari George C. Edwards III. Teori dari Edwards III digunakan untuk menganalisis dan mendeskripsikan faktor pendukung dan penghambat implementasi Penataan Ruang Terbuka Hijau di Kabupaten Semarang. Khusus untuk mendeskripsikan implementasinya, menggunakan teori dari Jones. Tujuan penelitian ini yaitu mendeskripsikan implementasi kebijakan penataan Ruang Terbuka Hijau dan kendalanya. Tipe penelitian yang digunakan adalah penelitian deskriptif. Metode penelitian yang digunakan adalah metode penelitian kualitatif. Teknik penarikan sample menggunakan teknik purposive sampling. Teknik pengumpulan data yang digunakan adalah teknik observasi, wawancara, dokumentasi dan studi pustaka. Sedangkan teknik pengolahan data menggunakan teknik triangulasi untuk menarik kesimpulan. Kesimpulan penelitian ini antara lain implementasi yang melibatkan beberapa instansi terkait pelaksanaannya dikomunikasikan secara jelas kepada implementor melalui disposisi dan arahan dari pimpinan yang dilakukan secara struktural. Untuk mengkomunikasikan kebijakan dilakukan sosialisasi dan rapat koordinasi. Rekomendasi yang penulis berikan yaitu Perlu disusun juklak juknis Perda maupun turunannya; Perlu disusun SOP Perda agar pelaksanaan kegiatan sesuai standar; Perlu informasi teknis yang menyebutkan secara khusus program pelaksana penataan ruang terbuka hijau; Pemda harus memberikan sosialisasi kepada masyarakat tentang kebijakan penataan ruang terbuka hijau serta pengawasan dan perawatan pada ruang terbuka hijau yang sudah ada.

Abstract

The high level of development in Semarang city can be likened as a double-edge knife. In one side, it has positive impacts, but in the other side it said the opposite. It can be negative for its environment. One of the problems which appeared is floods disaster which often hit in Semarang. The impact of floods can ruin the people activities. One of efforts that Semarang city Government (Pemerintah Kota Semarang) can do is the flood control program through improved drainage Kali Semarang. This program implemented since 2010 and estimated completion in 2015. This research implemented in Dinas PSDA and ESDM Semarang city as a responsible person from the Semarang city Government party. Pengembangan Penyehatan Lingkungan Pemukiman (PPLP) of Central Java Province officer as a responsible person also from Central Java Province and kelurahan Bandarharjo which passed by Kali Semarang. This research is based on the failure of the flood control indicator in the evaluation of RPKD 2014 period about flood control. The aims of this research are to describe The Implementation of Flood Control Program Sub-Component C in Semarang City (Improvement Drainage System Kali Semarang) also describe the driving factor and inhibiting execution in the Implementation Program of Flood Control Sub-Component C in Semarang (Improvement Drainage System Kali Semarang). 2 The result showed that in the implementation there are many cases which can obstruct program implementation. This case is caused by human resources factors, the implementation team of yet understood of the standard and target of the implementation program, and few of community’s participation which caused by social and economic condition. The recommendations which appropriate are socialization about standard and target to entire of the implementation program, the staffing should be appropriate according to the competence, and the community empowerment of disaster area to increase community participation.

Abstract

The toll road is a public road which is part of the system and the network of roads as national roads that users are required to pay the toll. The purpose of toll road which is in order to ease traffic in the area has grown. As part of Trans Java toll road, Semarang-Solo toll road have a strategic part significance for the development of the road network in Central Java in particular and also for the development of the road network in regional scale. The movement of the flow of traffic which passes through the streets of Semarang- Bawen-Solo is one of the liaison between the northern part of Java with the southern part of java. Based on the above, this study will throw light on how the implementation of development policy Semarang toll road-Bawen goes with based on the the Act Number 38/2004. This research using the theory with regard to the implementation of variable size and the purpose of policy, resources, characteristic of an agent committee, attitude/tendency of the executor, communication between the organization and the activity implementor, and economic environment, social, and politics.The technique of the collection of data used through observation, interview documentation, and libraries and studies with the informant employees of PT. Trans Marga Jateng. The results showed the implementation of development policy Semarang toll road- Bawen based on Six variable in achieving success implementation, not yet entirely succeeded. As for the aspects that support the implementation of this policy is to achieve clarity of policies set by the Government in realizing the Act Number 38/2004. While the barriers were found there on implementing aspects of the policy that lead even more on target implementation, environmental, and financial source of funding. In overcoming barriers these there were some suggestions that can be done as a revision of the Act of land acquisition, supervision and auditing funds more rigorous, coordination more against the government, subscriptions toll road fees and implementing the system make use of nearby residents to be an employee at the gate toll, and make corporate social responsibility (CSR).

Abstract

With the new city branding of Magelang as “A City of Million Flowers”, the Local Goverment of Magelang tries to beautify the landscape and appearance of the city through the arrangement of the parks in Magelang City. The long term purpose of the city branding program is increasing the ratio of Open Green Space to make Magelang a beautiful ecocity. Another purpose of the park arrangement program is to fulfill the mandate in Law Number 26 Year 2007 about Spatial Planning that open green space area minimum has to be 30%. Magelang Municipal Goverment formed Local Regulation Number 1 Year 2014 about Open Green Space Planning to support the open green space arrangement of park in Magelang City. The purpose of this study is to analyse and describe the implementation of open green space arrangement in Magelang city park according to Local Regulatin Number 1 Year 2014 about Open Green Space Planning. This reseach is qualitative – descriptive. The result of this reasearch shows that the implementation of Open Green Space Planning of the park in Magelang City consist of planning, utilizing and controling. There are factors that hamper the implementation, the factors are the limited space of Magelang City, the lack of support and participation from the society shown from many action of thief, park destruction, and vandalism. Proposed recommendation to the Magelang Municipal Goverment is to increase the society participation by providing place in which the society can express their aspiration from discussion forum, mass media, or Website that could be accessed by society, as well as forming an exclusive group that supports of city branding program of “A City of Million Flowers” .

Abstract

Tembalang region is one of expansion are in Semarang City that used for regional center of educationl development and housing and settlements. Tembalang as education center have an impact on the increasing number of settlement. Along with the development of the region Tembalang existence og green space park increasing pressured by growing over the land that ist not awakened into smaller plots. Therefore, the government of Semarang creat a Regional Regulation of Semarang City Number 7 years 2010 on spactial planning open green space. The method used in this research is the metod deskriptif kualitatif with document collection surveys, interviews and documentation. Reasearch results show that implementation of policy arrangement of green open space parkland yet walking in accordance with regional regulatioan of semarang city number 7 years 2010. The factor that encourage and impede the implementation of policies is the spatial redources, communications, disposition and bureaucratic structure. The main factor that impedes is a resource in the form of resource and budget financial. There are some suggestions that can be done to overcome barriers such as adding the amoint of budget in accprdance with needs required in Semarang City budget. An increase in the quantity and quality of human resources. Improved the quality of human resources with education and training and to improve coordination with the public to support the policy about green pen space.

Abstract

Motorcycles are personal transportation which most widely used by the Indonesian people especially in Semarang City. The driver of the motorcycle is often less concerned about the drive regulations up the road. Terms of driving a motorcycles with a minimum age limit of 17 years is still frequently violated regulations by drivers especially students. Many parents, schools and other elements being apathetic and less concerned about this issue. The traffic officers as law enforcement officers also seem sluggish and less resolute in cracking. The aim of this research is to find out how the implementation of lowest age limit’s policy for motorcycle drivers in Semarang by using the phenomenon of the effectiveness of implementation are: policy accuracy, executor accuracy, targets accuracy, and environment accuracy. And to know the supporting factors and obstacles with construct a theoretical model of implementation of the George C. Edwards, Van Meter - Van Horn and Shabbir Cheema - Dennis R. Rondinelli are: communication factor, resources and environment. This research used a qualitative research method descriptive type. The result from this research is the implementation of lowest age limit’s policy for motorcycle drivers in Semarang City has not yet effective. It is seen from the phenomenon of the effectiveness of implementation has not been able to achieve. Then there are factors that hinder so that need for increasing the number of traffic police, budget, infrastructure, enforcement of strict sanctions for traffic police who abuse their authority and learning for people who apathy.

Abstract

Pariwisata merupakan kegiatan multidimensional yang berkaitan erat dengan sosial, agama, kultur, seni, keindahan, budaya, lingkungan hidup dan teknologi. Dalam pengembangan pariwisata perlu diperhatikan seluruh aspek yang berkaitan dengan kegiatan pariwisata. Dilihat belum optimalnya kesiapan destinasi unggulan Kota Semarang yaitu Sam Poo Kong untuk bersaing karena lemahnya pengelolaan dan belum tersedianya dukungan fasilitas umum dan fasilitas pariwisata. Disamping persaingan pariwisata yang semakin ketat, kompetensi SDM pariwsata yang dimiliki masih belum optimal. Rencana Induk Pengembangan Pariwisata merupakan kebijakan yang mengatur tentang rencana pengembangan pariwisata di suatu daerah. Rencana Induk yang digunakan dalam pengembangan pariwisata di Kota Semarang merupakan RIPP Propinsi Jawa Tengah. Rencana Induk ini pula yang menjadi pedoman dalam pengembangan destinasi wisata Sam Poo Kong di Kota Semarang. Pada penelitian ini digunakan teknik penelitian deskriptif kualitatif dengan menggunakan jenis data angka, tulisan dan gambar. Dalam pelaksanaan penelitian kualitatif data yang digunakan peneliti adalah data primer dan sekunder dengan menggunakan teknik pengumpulan data melalui interview, observasi dan studi dokumentasi. Melalui penelitian ini akan diperoleh data kemudian dianlisis melalui tahapan: Reduksi data – Pengujian data – Manarik kesimpulan. Hasil penelitian menyimpulkan bahwa implementasi RIPP Propinsi Jawa Tengah dilaksanakan di destinasi wisata Sam Poo Kong Kota Semarang belum dapat mengatasi permasalahan pariwisata di Kota Semarang sehingga perlu dibuat Rencana Induk Pengembangan Pariwisata Kota Semarang. Untuk memperjelas pengembangan pariwisata Sam Poo Kong secara teknis maka dipelukan juga suatu SOP.

Abstract

According to Local Regulation No. 2 of 2013 on HIV / AIDS Control in Kebumen District is an effort by the government to overcome HIV and AIDS disease in Kebumen Disrict. Kebumen District has a high number of cases found and has an increasing trend every year. The purpose of this study is to describe how the implementation of Local Regulation No. 2 of 2013 on HIV / AIDS Control in Kebumen District and to find out the factors driving and inhibiting Local Regulation No. 2 of 2013 on HIV / AIDS Control in Kebumen District. This research uses descriptive qualitative research method. Data collection was done by interview, observation and literature study. The informants in this study were the staff of the Kebumen District AIDS Commission, the Kebumen District Health Office staff, members of the Peer Support Group and the community. The results show that the implementation of the law has not been successful because it is ineffective in solving HIV / AIDS related problems. In this study also found the driving factors of the implementation of local regulations are resources, disposition and bureaucratic structure, while the inhibiting factors is communication. Recommendations that can be given are the selection of appropriate communication methods, conducting regular socialization activities, providing training to cadres in the field and increasing community participation.
