Abstract

Billboard tax is a tax on billboards. Billboards are objects, tools, deeds, or media whose various forms and features are designed for the purpose of commercially introducing, encouraging, promoting, or to draw public attention to goods, services, people, or bodies, which can be seen, read, heard, felt, felt, and / or enjoyed by the public. This study aims to evaluate the impact of advertisement tax on local revenue and to analyze the obstacles faced by related agencies in carrying out advertisement tax collection. This study uses descriptive qualitative research methods conducted through interviews with several informants selected using purposive sampling techniques. The results showed that the impact of advertisement tax on local revenue in the district of Demak was not optimally influenced by the lack of socialization that covered all taxpayers, causing the discovery of illegal billboards both those that had not taken care of licensing or had not paid taxes. That is because there are obstacles, namely the lack of communication between agencies related to taxpayers and the unavailability of staff / employees who specifically manage advertisement tax. The recommended recommendation is to increase the socialization that has been done so far and cover all taxpayers and increase the number of staff in managing advertisement tax in according to his ability.

Abstract

The development of tourism is one of the strategies to introduce a specific area as a tourist area and to increase local revenue. This study aims to determine how the Tourism Development Program Implementation in the Widuri Water Park Pemalang. This study is a qualitative study using descriptive analysis as data techniques. In this study, the concept of the theory is a theory used belongs to Meerile S. Grindle that the variable success implementation is contents of policy and context of policy. The development of tourism destinations affects on development around the area attractions. the purpose of enhancing the competitiveness of the tourism program in Pemalang district can be reached. Tourist visits decrease proved by the data indicating approximately 1.8% of visitors decreased each year because there are many things such as tourism maintenance that is not good enough and less of visitors’ interest from outer of Pemalang district. The tourism destination development program implemented by Department of Culture and Tourism only related to development and maintenance of facilities and infrastructure. However, if it is seen from the strategic plan, many other activities that can be done to achieve the goal. Activities in this program cannot be implemented due to various factors such as the lack of coordination and understanding of the program objectives. The conclusion of this study describes that the implementation of Tourism Destination Development Program in the Widuri Water Park has not been implemented effectively and maximum because there are still constraints in planning and budgeting. Suggestion that the writer can convey is that the implementation of tourism destination development program carried out in accordance with the strategic plan that was made despite the constraints affecting.

Abstract

The aim of this study to analyze enforcement of disciplinary rules and implementation of civil service disciplinary sanction in Dinas Pendidikan Kota Surakarta based on Government Regulation No. 53 Tahun 2010 about discipline of civil servants. The type of this research is qualitative descriptive. Technique of data collecting used direct observation to the main object, held interview with informant to get comprehensive information by asking some question about the main problem. Study of literature by reading books, magazine, newspaper, documents, legislation and other information that relevant with the object of research and supported by secondary data. The result of research showed that enforcement of disciplinary rules in Dinas Pendidikan Kota Surakarta is still not optimal whereas the application of disciplinary sanctions in accordance with the rules of discipline of civil servants is Government Regulation No. 53 Tahun 2010.

Abstract

Implementasi kebijakan tentang usaha mini swalayan untuk mengetahui bagaimana proses impelementasi kebijakan dalam bahasa swalayan mini dalam kegiatan penjualan barang. Banyak yang dibatalkan yang ada mini swalayan mulai dari label harga yang tidak tersedia dan tidak sesuai barang, barang tidak dijual dengan harga eceran, harga lebih mahal dari warung / toko sekitar, dan barang yang dijual tidak semuanya makanan dan minuman yang dikemas. Tujuan penelitian ini untuk mempelajari bagaimana menerapkan kebijakan usaha mini swalayan dan kebebasannya. Metode penelitian dalam penelitian ini menggunakan penelitian deskriptif kualitatif dengan penyajiannya dilakukan dengan cara menguraikan objek yang ada di teliti dengan apa adanya dengan penyataan-penyetelan yang bersifat kualitatif .. Tehnik mengumpulkan data menggunakan metode wawancara, observasi, dan dokumen. Hasil penelitian menunjukkan bahwa implementasi tidak berjalan dengan baik karena pelaksana tidak menyadari implementasi yang dilakukan oleh mereka, hal ini disebabkan karena kurangnya koordinasi dengan perumus dan phak pelaksana, sedangkan pihak pelaksana hanya menggunakan hypermarket. Faktor kebijakan utama yaitu komunikasi antara kebijakan dan pelaksana kebijakan, pelaksana tidak memahami tugas mereka sebagai pelaksana, perumus kebijakan pun tahu tentang tidak ada implementasi oleh pelaksana tetapi tidak melakukan koordinasi dengan pelaksana. Saran yang muncul salah satunya adalah perlumengembangkanperaturandansistemmonitoringsertakontrol yang jelasdanefektif agar dapat mencegah pelicin yang bertentangan dengan isi dan tujuan penyediaan usaha mini swalayan, selanjutnya diajukan pada pelaksana kebijakan agar ada pengelasan yang lebih kuat dan tugas yang perlu diperbincangkan sebagai pilihan

Abstract

Increasing the quality of human resources is a reasonable process of change experienced by the middle of the nation growing. The attitude of the community began to grow a critical moment among others by presenting the demands of the employee's performance will be mainly on public organizations both STATE-OWNED ENTERPRISES or Government agencies. Both STATE-OWNED COMPANIES and Government agencies are already supposed to have employees with good performance. Pertamina is one of Indonesia's largest STATE-OWNED companies have, in fact, has a capacity of employees with a quality performance, but that there is still a lot of current related problems thus optimizing the performance of employees. But as the economic powerhouse of the nation of Pertamina which are State-owned enterprises in the fields of energy, oil and gas would largely determine the life of the people. Based on the above, the study will analyse the performance of the employees who performed on subsidiary Pertamina in Office JOB Pertamina-Talisman Jambi Merang and aware of the factors that hampered the optimization of the performance of the employees. This research uses the theory of employee performance measurement instrument on corporate indicator of where his judgement is the work achievement, skills, behavior and leadership. Data collection techniques used through observation, interview, documentation and library studies with informant in JOB Pertamina-Talisman Jambi Merang Office. The results showed the performance of employees in an Office JOB Pertamina-Talisman Jambi Merang yet arguably optimal. There are still some factors restricting in optimizing the conditions of performance of employees. These factors is factor of personnal, factor of team and factor of system. In overcoming barriers these there were some suggestions that can be done such as give a clear dissemination of any related work deadline and officials in the Division of tasks outside the Office, should have also held training in order to improve the quality of human resources, absent a more modern system is also not less important to enhance discipline employees, increased assertiveness in leadership style applied

Abstract

The number of abandoned children in the city of Semarang indicate that the level of welfare of the child is still lacking. In 2013 there were 2,455 of abandoned children in the orphanage. That number is increasing from year to year, indicated by the increasing number of Orphanage in Semarang. The policy of Standard service based on Children’s social welfare foundation (LKSA) is one of the policies that ensure the rights of abandoned children in the orphanage. The purpose of this research is to describe how the implementation is and factors that support and obstruct the implementation of the Standard service based on Children’s social welfare foundation (LKSA). The method used in this research is qualitative descriptive research. The results of this research showed that the lack of monitoring and publication from Disospora make the implementation of the Standard service based on Children’s social welfare foundation (LKSA) has not gone well. There are still some point that unmet the standard like the lack of social workers and professionals in the orphanage, there are also buildings and facilities in the orphanage that don’t meet the standards. Researcher sugests to the implementor of policies to improve the publication and tighten the monitoring of orphanages in Semarang. The allocation of social assistance should prioritize the principles of transparency and equity.

Abstract

The focus of this study is about the implementation of Ministerial Regulations Of Educationand Culture Number 5 Year 2012 About Certification For Teacher In Position At Semarang 5th State Senior High School and about restricting factors. This research using theory from George Edward III with qualitative approach. Data were obtained from respondent and document. Coleccting data techniques were interview, dan documentation. Informant selecting uses purposive and snowball sampling. The research shows that Implementation of Ministerial Regulations Of Educationand Culture Number 5 Year 2012 About Certification For Teacher In Position At Semarang 5th State Senior High School already implemented according to the rules. Certification implementing by portofolio pattern, education and professional practice of teachers, and certification directly. In this study also found supporting and restricting factors. Restricting factor is information that not clear and inconsistent while supporting factors i.e. resources, dispotition, and bureaucratic structure, while. Recommendations that can be given is the education office provides clear information during the socialization and to motivate teacher to take certification, to minimize information inconsistency.

Abstract

Pendidikan merupakan kebutuhan untuk mendukung berlangsungnya proses pengembangan sumber daya manusia. Pada kenyataannya pendidikan di Indonesia masih belum dapat menjangkau seluruh penduduknya, salah satu faktor penyebabnya adalah kemiskinan. Pemerintah Provinsi DKI Jakarta membuat program Kartu Jakarta Pintar (KJP) yaitu program strategis untuk memberikan akses bagi warga DKI Jakarta dari kalangan masyarakat tidak mampu untuk mengenyam pendidikan minimal sampai dengan tamat SMA/SMK dengan dibiayai penuh dari dana APBD Provinsi DKI Jakarta. Tujuan penelitian ini untuk mengetahui bagaimana implementasi kebijakan KJP pada Sekolah Dasar Negeri di Jakarta Timur Wilayah II, serta mencari tau apa saja faktor-faktor yang mendukung dan menghambatnya. Teori yang digunakan dalam penelitian ini adalah Model Implementasi George Edward III yang terdiri dari komunikasi, sumberdaya, disposisi dan struktur birokrasi serta Pergub No. 174 Tahun 2015 tentang Bantuan Biaya Personal Pendidikan Bagi Peserta Didik dari Keluarga Tidak Mampu Melalui Kartu Jakarta Pintar. Penelitian ini menggunakan pendekatan kualitatif. Pengumpulan data dilakukan dengan wawancara sebagai data primer. Sedangkan data sekunder diperoleh dari kepustakaan dan media elektronik. Pada kenyataannya di lapangan implementasi KJP masih mengalami masalah terkait dengan maksud dan tujuan dari KJP itu sendiri, sasaran, mekanisme KJP di pihak sekolah, pengawasan dan pelaporan serta terkait dengan larangan dan sanksi. Masukan yang diberikan yaitu diperbaikinya persyaratan pendaftaran dan instrumen wawancara, ditingkatkannya pengawasan oleh sekolah dan memberikan sanksi tegas apabila terjadi pelanggaran, perlunya dibentuk staff khusus disekolah untuk menangani KJP, serta meningkatkan kerjasama sosialiasasi dengan para stakeholder.

Abstract

Tax policy implementation of the groundwater in the city of Semarang is fully set forth in the applicable local number 8 Year 2011 Tax On groundwater. The authorized agency in terms of management of this groundwater is tax Agency income area of Semarang (Bapenda). The inception of local regulations that govern the tax on groundwater is one of the efforts to maintain the sustainability and curbing the use of groundwater, in order to be used on an ongoing basis and perform tax as a source of income the State useful for development. This research aims to describe how the implementation of the regional city of Semarang number 8 Year 2011 Tax of Groundwater in particular of article 5 paragraph 5 as well as know the factor endowments and the regulatory barrier to the area. Type of this research is descriptive research with qualitative approach method. The results showed in the implementation regulations of the area found that the content of the regulation area is seen from the base of the imposition and tax rates, the procedures for voting, the voting, and tax calculations, procedures, assignment of payment billing, tax, objection or appeal, as well as administrative sanctions have not been effective. In this study also found supporters and restricting factors i.e. standard regional income agency city of Semarang, resources, implementing agent character, communication between environmental organizations, and economic, social, political. Recommendations that can be given is the increased intensity of the socialization of local regulations, strengthening coordination between the implementing parties, increased human resources, cooperation with other parties to support the implementation of local regulations such.

Abstract

PLTU Batang is a steam power plant built in Batang Regency which is expected to meet the need national electricity in Java and Bali Regions. The PLTU is located in three villages namely Ujungnegoro, Karanggeneng, and Ponowareng, near Ujungnegoro Sea. Among the three villages, Karanggeneng get the biggest impact due to the majority of its people suffered from the effect of PLTU development. The aim of this research is to evaluate the policy effects of PLTU development towards the social life of Karanggeneng Village people. This research used a descriptive qualitative method. The used data collection technique are interviews, observations, and documentation. Evaluation on the effects of PLTU Batang used the policy dimensions model by Thomas R. Dye. The results of the research indicates that the existence of PLTU Batang gives an effect to Karanggeneng Village people they were forced to sell their lands. The local people’s future is also affected because the transfer of land function sresults in people losing their livelihoods. The PLTU policy has an effect on the current and future conditions that are increasing unemployment and poverty in Karanggeneng Village. However, the form of responsibility of PT PBI is the establishment of KUB for the affected society. It is recommended that the development of PLTU Batang should pay more attention on the people’s social economic condition.
