Abstract

The concept of smart cities has emerged as a promising prospect for several major urban centers in Indonesia. Putting smart city projects together requires thinking about many things. Big data has become one of the most important parts for making sure that these projects will last. Employing big data technology makes it easier to improve the ways that data is stored and processed. This makes it possible to gather useful data that could greatly improve a wide range of smart city services. This study uses a library-based qualitative research approach to analyze scholarly journals and relevant literature. The method involves meticulous collection of data from carefully chosen libraries, aiming to provide comprehensive insights into the phenomenon of big data in smart cities implementation within government administration. This study aims to contribute to the identification and analysis of challenges encountered in emergency situations, with the ultimate goal of providing assistance in effectively mapping the problem at hand. The present discourse underscores the indispensability of Indonesia's contemporary human mindset in bolstering the viability of the smart city paradigm.

Abstract

BUMDes merupakan lembaga usaha desa yang dibentuk dan dikelola oleh masyarakat dan pemerintah desa dalam upaya memperkuat perekonomian desa yang dibentuk berdasarkan kebutuhan dan potensi desa. Selain itu, tujuan didirikan BUMDes untuk membantu masyarakat meningkatkan kesejahteraan masyarakat. Sama halnya dengan Kabupaten Aceh Barat khususnya di Gampong Kampung Belakang merupakan gampong sukses dalam menjalankan program BUMDes sehingga dapat meningkatkan kesejahteraan masyarakat yang dikenal dengan sebutan BUMG. Karena itu, menurut penulis perlu untuk mengetahui bagaimana Proses Pengelolaan BUMG dan juga apa saja kendala-kendala yang mempengaruhi Pengelolaan BUMG dalam meningkatkan Kesejahteraan Masyarakat Di Gampong Kampung Belakang Kecamatan Johan Pahlawan Kabupaten Aceh Barat. Metode kualitatif dengan jenis pendekatan deskriptif merupakan metode yang dipakai pada penelitian ini. Dalam mengumpulkan data, penulis menggunakan metode observasi, wawancara, dan dokumentasi. Hasil dari penelitian ini menunjukkan bahwa Proses Pengelolaan BUMG dalam Meningkatkan Kesejahteraan Masyarakat Di Gampong Kampung Belakang Kecamatan Johan Pahlawan Kabupaten Aceh Barat sudah berjalan cukup baik hal ini dapat dilihat dengan beberapa program yang telah dijalankan diantaranya Air Isi Ulang, Es Kristal, Simpan Pinjam, Paving Blok, dan TPS3R. Namun, masih juga terdapat beberapa kendala di dalam pelaksanaan BUMG yaitu dari segi infrastruktur dan Laporan dari pelaksana program

Abstract

Red House Coffee merupakan salah satu UMKM Aceh Tengah Desa Berghendal Kecamatan Meria Satu Kabupaten Bener Meriah yang dibangun pada 2016 oleh Isra Failani. Usaha ini telah  menerima surat perizinan Besertifikasi Pemenuhan Komitmen Produksi Rumah Tangga (SPP-IRT) dan NIB. Red House Coffee menyediakan coffee Honey, wine, natural, luwak, robusta, dan speciality.  Omzet Red House Coffee pada tahun 2022 terbilang rendah dibandingkan pengeluaran, yakni mencapai 150 juta/bulan dengan pengeluaran 40 juta/bulan. Tujuan penelitian ini untuk mengetahui efektivitas penyusunan SOP Red House Coffee Gayo. Di sini SOP sangat menunjang kesuksesan sebuah usaha. Metode penelitian yang digunakan berupa kualitatif bersifat deskriptif dengan sumber data  primer dan sekunder dan teknik pengumpulan datanya secara kuesioner serta wawancara.  Berdasarkan hasil penelitian SOP Red House Coffee Gayo tidak memenuhi prosedur penyusunan SOP yang benar. Di sini SOP Red House Coffee belum berbentuk dokumen, hanya berupa perintah secara lisan dari atasan kepada bawahan. Hal ini disebabkan oleh faktor administrasi, kepegawaian dan harga penyusunan SOP yang mahal.

Abstract

This community service program in Drien Rampak Village, Johan Pahlawan Aceh Barat, aimed to establish a sustainable waste management system through the "Branding Desa Mandiri Sampah" approach. Initial assessments revealed low community awareness and participation in waste management, with only 40% of households aware of its importance and 30% practicing waste separation. Through a series of educational outreach and training sessions on waste separation and composting techniques, the program significantly improved these figures. Post-program evaluations showed a remarkable increase in awareness to 85% and household participation in waste separation rose to 70%. Additionally, 50% of households adopted composting practices, with 40% successfully producing stable compost for domestic use. Despite these achievements, challenges such as technical difficulties in composting remain, highlighting the need for ongoing support and education. This initiative demonstrated that community-based approaches can foster substantial behavioral changes, making Drien Rampak Village a model for sustainable waste management that can be replicated in other rural areas.

Abstract

This study aims to determine the implementation of waste management policies in Simeulue District. The method used is qualitative, while the informants are determined by purposive sampling. Data was collected through interviews and documentation. While data analysis is done by means of transcription, classification, and drawing conclusions, The results of the study show that the implementation of policies related to waste management, abbreviated as Jakstrakab, as stated in Simeulue Regent Regulation Number 21 of 2019, shows that: (1) Jakstrakab communication through outreach has not reached many groups; (2) resources are still limited, especially related to human resources, budget, and waste management facilities such as abandoned fleets, warehouses, and equipment; (3) regarding the disposition, there is still overlapping work; and (4) the large bureaucratic structure causes officers to carry out their duties and functions not in accordance with the established Jakstrakab. The study concludes that bureaucracy, commitment, efficient communication, and resource allocation are necessary for Simeulue's waste management policy to be implemented. It is necessary to overcome obstacles including poor communication, a lack of resources, and bureaucratic disarray. Simeulue may enhance waste management practices toward sustainability by strengthening communication, managing resources better, and enlisting the support of policy implementers.

Abstract

This research will discuss accountability in the provision of grants and social assistance in the City of Subulussalam. Accountability is a form of success or failure in carrying out mandatory responsibilities and carrying out tasks through regular accountability media. This research uses a qualitative method with field studies through observation, interviews, and documentation, the reason for choosing this method is because researchers can see firsthand how accountability for grants and social assistance is in the City of Subulussalam. Accountability in the provision of grants and social assistance is seen through indicators of public accountability according to Manggaukung Raba (2006), namely by looking at legitimacy for policymakers, the existence of adequate moral quality, sensitivity, openness, optimal use of resources, efficiency, and effectiveness.

Abstract

This paper discusses the innovation of population administration services at the Aceh Singkil District Population and Civil Registration Service. The purpose of this study is to see how the development of population administration service innovations can provide good service to the community through the website based SILALA application. Data collection techniques through interviews with employees and the community using the SILALA application. The results show that the SILALA application has been well developed because it has complete features and can be used anywhere and anytime so that population administration services can be more effective and efficient. The conclusion from this study is that the innovation of population administration services has been going well even though the service is still constrained by an unstable network that sometimes disrupts population administration services.

Abstract

This study examines the protection of abandoned children from one of the social institutions, namely SOS Children's Villages Meulaboh. This study aims to determine the success of the protection program for neglected children at SOS Children's Villages Meulaboh. This study uses a qualitative method with a case study approach. Data collection techniques using observation, interviews, documentation, and audio-visual materials. The results of this study indicate that child protection at the SOS Children's Villages Meulaboh orphanage has been running well and properly. Through programs designed for the protection of children to ensure the fulfillment of their rights so that they can live, grow and develop like children in general, and are protected from violence and discrimination. In addition, SOS also organizes/provides various activities that support children's growth and development. This is useful for developing religious moral abilities, academic abilities, ethics/politeness so that the realization of quality and noble children.

Abstract

Penelitian ini bertujuan untuk mengetahui implementasi pengembangan community based tourism dalam wisata Pulau Dua di Kabupaten Aceh Selatan. Wisata maritim menjadi bidang wisata unggulan dalam memperkuat perekonomian Aceh Selatan karena mampu meningkatkan pendapatan daerah, membuka banyak lapangan pekerjaan, meningkatkan taraf hidup masyarakat sekitar lokasi wisata, sekaligus menjadi sumber Pendapatan Asli Daerah (PAD). Persoalan yang dihadapi oleh daerah saat ini adalah terkait jumlah kunjungan dan keterserapan angkatan kerja, akibatnya terdapat 2.330 penduduk miskin Aceh Selatan di tengah banyaknya potensi wisata maritim yang seharusnya mampu menghadirkan diversifikasi pekerjaan. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus dengan masyarakat di sekitar objek wisata Pulau Dua Kabupaten Aceh Selatan sebagai sumber informan. Data penelitian dikumpulkan melalui observasi dan wawancara mendalam bersama narasumber. Hasil penelitian ini adalah terdapat peran sentral masyarakat dan Pemerintah Daerah dalam pengembangan wisata maritim dengan fokus utama keterlibatan masyarakat sesuai dengan arah kebijakan wisata maritim di Kabupaten Aceh Selatan. Kesimpulan yang dihasilkan adalah masih terdapat beberapa tantangan dalam pengembangan wisata maritim Pulau Dua yaitu: penambahan sarana dan prasarana, penambahan sumber daya manusia, dan peningkatan anggaran operasional melalui kerja sama.

Abstract

Climate change and environmental degradation have led Indonesia to implement green economy policies to harmonise economic growth with ecological sustainability and social justice. However, gender mainstreaming remains peripheral within these policy frameworks, especially in regions like Aceh, where Islamic-patriarchal values strongly influence governance and public participation. This study explores how cultural values shape gender dimensions in green economy initiatives in Aceh Province. Using Mary Douglas’ Cultural Theory, extended by Michael Thompson and Steve Rayner, the research analyses how distinct cultural orientations—hierarchical, individualist, egalitarian, and fatalist—affect gender inclusion in environmental policy-making. A qualitative case study approach was employed, drawing on purposive interviews with women activists, government officials, civil society leaders, academics, customary figures, and women involved in agriculture and green entrepreneurship. Thematic analysis, supported by NVivo 12 Plus, was used to uncover dominant cultural narratives, structural barriers, and forms of resistance in gender and environmental governance. Findings indicate that hierarchical cultural norms, reinforced by religious and customary structures, limit women’s roles to supportive rather than strategic functions in policy processes. Nonetheless, egalitarian ideas and transnational feminist movements create space for women’s agency through environmental activism and entrepreneurship. The study underscores the need for gender-responsive and culturally rooted strategies to support a just green transition in Indonesia
