VILLAGE FUNDS IMPLEMENTATION FOR BIRTH AND DEATH CERTIFICATE INTEGRATED Mr. Ikhsan; Vellayati Hajad; Kemal Pasya

This paper describes local government innovations that are part of the Civil Service and Civil Registry (Dukcapil) reform. Arrangement of birth certificate and death certificate integrated village fund is an innovation policy in West Aceh Regency which is abbreviated as Aklamasi Dansa. The issue of legal identity is still a problem in Indonesia, many people do not have a legal identity so it impacts all services provided by the government to the community. The policy of integrating birth certificates and death certificates is an innovation that brings government and society closer together. The Aklamasi Dansa has been running since 2017 and operates in the assisted village. This study uses a qualitative method with a case study approach. The informant of this research is the community as the recipient of services, the government of West Aceh as an innovator. The results showed that the Aklamasi Dansa policy have shown that they are capable of significantly increasing the percentage of ownership, as can be seen from the percentage of birth certificates in 2016, only 86% after the Aklamasi Dansa was implemented to be 94% in 2019. The same thing happened with the death certificate issued by Disdukcapil in West Aceh in 2016 only 86 death certificates after the aklamasi dansa went on to 1629 in 2019. The Aklamasi Dansa as one of the innovations in service to the community went very well in improving village data administration and making it easier for citizens to receive services in taking care of birth certificates and death certificates.

The aim of this paper is to assess the effectiveness of the public service provided to the community by the Department of Population and Civil Registry of West Aceh Regency. Department of Population and Civil Registry of West Aceh Regency is one of the elements of the implementation of the Local Government based on the Qanun above which is a regional technical institution that performs duties and functions of a corresponding authority which has already been established, namely by helping the Regent to carry out certain tasks in the field of administration. The qualitative method used in this research is the case study approach. The findings of this study are that the Western Aceh Disdukcapil government apparatus has been able to provide services to people in need of their services. This can be seen from the level of achievement of good results from the services provided to the community, which has saved time in the service delivery process and saved the cost of managing the community, Responding to needs and satisfaction, providing fair services without discrimination or discrimination on the basis of the principle of justice, maintaining good responsiveness to the community and providing services and completing services on time as promised by Disdukcapil officers.

This study aims to see how the post-disaster management carried out by the BPBD of West Aceh Regency in post-disaster handling. This study uses a qualitative method with a case study approach. The theory used about disaster management, there are 3 stages with indicators of post-disaster rehabilitation and reconstruction coverage, namely (1) Pre-Disaster, (2) During the Event, and (3) Post-Disaster. The results indicate that the Disaster Management of West Aceh District BPBD in Post-Disaster Handling has generally been carried out well. This rehabilitation and reconstruction process was carried out according to data sources from informants who worked at the BPBD of West Aceh Regency from 2017 to 2021. In 2022, the rehabilitation and reconstruction process is not carried out because considering the disaster that occurred in this year there is no need for a rehabilitation process and also budget problems which are obstacles in carrying out the post-disaster management process.

This article is about the Allocation of the Special Autonomy Fund's efforts to combat poverty in Aceh. The Special Autonomy Fund began in 2008 and will continue until 2027, with the goal of achieving the highest level of peace in Aceh. Data is derived from interviews and supporting documents from the Bappeda Aceh and the Indonesian Ministry of Finance, as well as a quantitative method based on case studies. Following that, data is analyzed through the methods of display, reduction, and data analysis. The findings indicate that the Aceh Special Autonomy Fund is unable to significantly reduce poverty levels in Aceh. The key point is that the Special Autonomy Fund is not pro-poor budgeting and is failing to address the poverty problem in Aceh.

Penelitian ini bertujuan untuk mendeskripsikan bagaimana strategi Badan Kesatuan Bangsa dan Politik Kabupaten Aceh Barat dalam meningkatkan partisipasi politik pemilih pemula di Kecamatan Johan Pahlawan. Masalah yang difokuskan merujuk pada teori yang digunakan pada penelitian ini yaitu teori Chandler, Jr dalam buku J. Salusu yang terdiri dari 3 indikator yaitu formulasi dan sasaran jangka panjang, pemilihan tindakan, dan pengalokasian sumber daya. Data dikumpulkan melalui data primer dan data sekunder dan dianalisis menggunakan metode kualitatif dengan pendekatan deskriptif. Hasil penelitian ini menunjukkan bahwa strategi Badan Kesatuan Bangsa dan Politik Kabupaten Aceh Barat dalam meningkatkan partisipasi politik pemilih pemula dapat dilihat dari tiga indikator yaitu (1). Tahap formulasi dan sasaran jangka panjang, pada tahap ini Badan Kesatuan Bangsa dan Politik telah menunjukkan rencana kegiatan dalam meningkatkan partisipasi politik pemilih pemula berupa Sosialisasi dan Forum diskusi. (2). Tahap pemilihan tindakan, pada tahap partisipasi politik pemilih pemula di Kabupaten Aceh Barat masih terbilang rendah. (3). Tahap alokasi sumber daya, pada tahap ini kekurangan sumber daya manusia dan sarana prasarana tidak lengkap sehingga menjadi penghambat kinerja mereka dalam melakukan proses persiapan kegiatan partisipasi politik.

The formation of local political parties in Aceh is an example of an asymmetrical political policy being carried out by the Indonesian government in relation to Aceh's status as a region with a special autonomy. In that situation, the concept of accountability inside national political parties needs to be discussed as well in order to figure out how local party accountability is applied in Aceh. When it comes to the presentation of data connected to outcomes that have been produced by earlier researchers, this study makes use of the documentation approach. According to the conclusions of this study of Aceh's local political parties, the level of accountability and transparency that has been maintained by Aceh's local political parties in general has been pretty satisfactory. Even though in general terms the provisions are still not as good as they should be, the Aceh Party has become the most complete in carrying out its principle of financial accountability. This is the case despite the fact that the Aceh Party has become the most comprehensive.

The fisheries sector is one of the leading sectors in Simeulue Regency's economy. It impacts increasing regional income, opening up employment opportunities, and improving the local community's standard of living, so fisheries UMKM policies are an important aspect of Simeulue Regency. The research method was descriptive qualitative, with field studies and interviews with policymakers and implementers from the Department of Marine Affairs and Fisheries (DKP), the Department of Industry, Trade, Cooperatives, and Small and Medium Enterprises (Disperindagkop) Simuelue Regency, and business actors. Furthermore, data were obtained through literature studies, which included scientific journals, government regulations, documents, and research reports. This study's analysis employs inductive logic by collecting field data and then analyzing it to conclude. The findings demonstrated that the government implemented the fisheries UMKM policy by providing business capital stimulus for UMKMs, conserving marine areas to protect fishery products, and limiting foreign ship visits to maintain marine sovereignty. The study concludes that the implementation of fisheries UMKM policies fails because: (1) there is no definite data on the number of fisheries UMKMs; (2) there is no communication and forum that can mediate the interests of UMKM business actors and the government; and (3) the government has limited budget funds in the form of business capital; and (4) UMKM business assistance and training have been provided, but have not yielded maximum results due to a lack of a market that can accommodate production results.

Tujuan dari penelitian ini adalah untuk mengkaji dampak sosial dan ekonomi dari pengembangan eco-tourism mangrove di Kabupaten Aceh Jaya. Penelitian ini menggunakan metode kualitatif untuk mengkaji dampak pengembangan hutan mangrove terhadap sosial dan ekonomi masyarakat di Kabupaten Aceh Jaya. Narasumber dalam penelitian ini adalah 20 orang masyarakat yang tinggal di sekitar kawasan hutan mangrove. Berdasarkan hasil penelitian, pengembangan ekowisata hutan mangrove telah menerapkan prinsip eco-tourism dengan melibatkan masyarakat secara penuh dalam pengelolaannya, selain itu pemberdayaan masyarakat sudah dijalankan melalui Kelompok Sadar Wisata (Pokdarwis), serta telah muncul sentra ekonomi lokal akibat adanya wisata mangrove. Sehingga dapat disimpulkan bahwa eco-tourism mangrove di Kabupaten Aceh Jaya memberikan dampak positif bagi kehidupan sosial dan ekonomi masyarakat seperti membuka lapangan pekerjaan baru, membentuk struktur ekonomi masyarakat melalui peningkatkan pendapatan masyarakat, peningkatan kesejahteraan masyarakat, dengan tetap mampu menjaga kelestarian ekosistem mangrove.

Nationally, deed ownership in 2021 reached 88.42%, lower than in 2020 which reached 93.78%. Population administration has been carried out at the South Aceh Disdukcapil so that children who are born are registered with their citizenship in order to protect their rights to live and develop and provide legal guarantees of citizenship as Indonesian citizens. This study aims to determine the role of the Department of Population and Civil Registration in increasing birth certificate ownership regarding the importance of making birth certificates for children, as well as being able to provide information to the public to carry out population administration. This study uses a qualitative method with a descriptive approach. The results of the study show that the South Aceh Disdukcapil has played an important role in increasing the ownership of birth certificates. This is also evidenced by the ownership of birth certificates which continues to increase every year.

This study discusses the budget for handling COVID-19 in Aceh Province with a Social Safety Net approach. Through this Social Safety Network approach, the Aceh Government has allocated a budget for handling COVID-19 is intended to be given to acehnese people who are directly affected from COVID-19. While the purpose of this study is to find out the extent of the success of the budget for handling COVID-19 is realized to the public to rise from the crisis during the COVID-19 pandemic. This research is an exploratory descriptive qualitative method research to explain and dig up information about the budget for handling COVID-19 by answering various types of questions and problems that occur and are identified and analyzed based on the results of readings and interpretation data related to the research theme. The results showed that the budget for handling COVID-19 in Aceh Province in the Social Safety Net sector was already running and the affected Acehnese people had received social assistance provided by the Aceh Government. However, there needs to be supervision from the people of Aceh in order for transparency in the management of the COVID-19 budget. In addition, in anticipation that the practice of corruption in handling the COVID-19 budget in the Aceh Government environment can be prevented.
