Abstract

This study analyzed the prosperity paradox arising from palm oil production in Indonesia, with a focus on its impact on rural poverty. Despite the industry’s significant contribution to economic growth, many smallholder farmers and local communities remain trapped in poverty. Using a Systematic Literature Review (SLR) method, the study comprehensively identifies and synthesizes relevant evidence on this issue. The findings show that while the palm oil sector creates jobs and increases incomes for some, inequities in the distribution of benefits, limited access to resources, and adverse environmental impacts are significant barriers to smallholder well-being. The conclusion from this study shows that there is a need for greater attention from the Indonesian government to improve smallholder well-being and ensure environmental sustainability in the palm oil industry through inclusive policies. Recommendations include increased support to develop farmer capacity and protection of local community rights. With these steps, it is hoped that the benefits of the palm oil industry can be felt more equitably by all parties involved.

Abstract

This study explores innovative public policy strategies to break the cycle of disability-related poverty in Indonesia through a comprehensive literature review. The analysis reveals that barriers to education, employment, health services, and social protection, exacerbated by discrimination and stigma, are structural and mutually reinforcing poverty and exclusion. Grounded in the social model of disability and the capability approach, the study emphasizes that poverty is not merely a result of impairment but systemic obstacles limiting individual agency and opportunity. It highlights the role of Law Number 8 of 2016 as a foundational legal framework while stressing the need for consistent implementation, cross-sectoral coordination, and active participation of persons with disabilities in policymaking. Promising approaches include inclusive governance, accessible infrastructure, skills development programs, and stigma reduction initiatives. The study contributes theoretically by reinforcing the view that disability inclusion is a matter of rights and a strategic imperative for sustainable development and social justice. Embedding inclusive values into the core of public policy is key to reducing inequality and ensuring no one is left behind in Indonesia’s development.

Abstract

The aim of this study was to determine how electronic government is implemented to improve the quality of services in KPP Pratama Meulaboh, West Aceh Regency. The process of delivering services to the public is made simpler by implementing electronic government, which provides the community with the resources and information required. This study uses methods of qualitative research with a descriptive approach. It is quite good based on the results of the research carried out by the implementation of the electronic government in KPP Pratama Meulaboh. This can be seen from the existence of good communication within the scope of the KPP Pratama and to stakeholders (stakeholders), the overall adequate resources, the good behavior of policy makers and the bureaucratic structures that support the implementation of the electronic government.

Abstract

Land degradation has emerged as a critical global issue, with significant implications for food security, agricultural productivity, and environmental sustainability. In Indonesia, this problem is deeply intertwined with land politics, where land ownership and access inequities exacerbate the challenges posed by soil erosion, unsustainable agricultural practices, and socio-economic transitions. This study examines the relationship between land degradation and food security, focusing on how agrarian politics influence these dynamics. Through a qualitative approach systematic literature review, we analyzed articles from the Scopus database using VOSviewer to identify critical patterns and themes. The findings highlight that dryland farming areas in Indonesia are particularly vulnerable, with land degradation being aggravated by urbanization, economic pressures, and socio-political factors such as unequal land ownership and inadequate policy implementation. While agrarian reform initiatives have been proposed to address disparities in land access and improve resource distribution, their effectiveness remains limited due to insufficient community involvement and a lack of integration between local socio-ecological knowledge and policy frameworks. This research underscores the need for a comprehensive approach to land management that integrates equitable land policies, community participation, and sustainable agricultural practices. By addressing the socio-political dimensions of land use and degradation, Indonesia can enhance food security and create a more resilient agricultural sector.

Abstract

- This study investigates the political dynamics of population control in West Aceh Regency and their influence on local poverty reduction efforts. Using a qualitative case study approach in the Johan Pahlawan and Meureubo sub-districts, the research collected primary data through in-depth interviews with 24 purposively selected informants—including health officials, family planning cadres, community leaders, and couples of reproductive age—alongside field observations and document analysis. Thematic content analysis was employed to identify patterns related to service access, actor influence, and community engagement. Theoretically, the study draws on structural poverty theory, responsive public policy theory, local political theory, and program effectiveness theory. Findings indicate that high levels of education, access to information, and community-based cadre strategies contribute to strong program participation in urban areas. In contrast, semi-rural regions face compounded barriers due to weak infrastructure, policy fragmentation, and cultural opposition. Local politics critically shape program outcomes; actors such as religious leaders and village elites mediate acceptance through moral and ideological framing. Additionally, the lack of male involvement undermines the program’s transformative potential. The study concludes that population control should not be treated as a standalone administrative effort but must be embedded within a decentralized, inclusive welfare policy tailored to local realities. Policy implications include the need for cross-sectoral program integration, culturally sensitive outreach, male-targeted reproductive education, and flexible budgeting frameworks that allow sub-district-level policy adaptation. These measures are essential to position family planning as a viable instrument for equitable poverty reduction in West Aceh.

Abstract

Climate change has exerted significant social, economic, and environmental pressures on small-scale coffee farmers, particularly those living near protected forest areas. Declining yields, land limitations, and restrictive conservation policies have created complex tensions related to resource access and survival strategies. This study aims to analyze the political discourses embedded in the dynamics of land rights disputes and climate adaptation strategies of small-scale coffee farmers. Using a qualitative approach and Critical Discourse Analysis (CDA), the study explores how farmers negotiate, reject, and reinterpret state environmental regulations through everyday practices and narratives. This study’s findings reveal that coffee farmers’ adaptation strategies are not merely technical responses to climate change, but also reflect resistance to dominant power structures. This process includes contesting land authority, territorializing space within the conservation framework, and recognizing the often marginalized identities of farmers. The conclusion of this research shows that the resilience of coffee farmers can be understood as a form of resistance, reflecting negotiations and opposition to dominant discourses, as well as their efforts to reclaim their living spaces increasingly threatened by exclusive conservation policies.

Abstract

The increasing tourism activity raises concerns about environmental impacts and sustainability. Sustainable ecotourism must utilize natural and cultural attractions to create tourism experiences that generate economic benefits and prioritize environmental conservation and social welfare. The Bener Meriah Regency Government of Aceh has implemented policies to encourage eco-villagebased tourism. This study uses a qualitative research method with a phenomenological approach. Data collection was carried out through observation, direct interviews, and document studies. The results of the study indicate that Damaran Baru Village in Bener Meriah Regency is an example of the success of an environmentally based eco-village. In addition, the government also plays an important role in encouraging sustainable tourism practices that are beneficial to the environment and community welfare. The gap in this research lies in the lack of in-depth exploration of the implementation of eco-villages, especially in Damaran Baru Village, Bener Meriah Regency, Aceh. Although there have been many studies discussing sustainable tourism, only a few highlight the active role of the government in encouraging the development of eco-villagebased tourism. The novelty of this study lies in the presentation of a concrete case study of the success of an eco-village in Damaran Baru Village that combines environmental conservation with local economic development. So, economic growth can go hand in hand through the development of eco-villages. Recommendations for the development of Damaran Baru eco-village are improving tourism infrastructure, providing ongoing training to the community, diversifying sources of income, and collaborating with external parties.Meningkatnya aktivitas pariwisata menimbulkan kekhawatiran terhadap dampak lingkungan dan keberlanjutan. Ekowisata berkelanjutan harus memanfaatkan daya tarik alam dan budaya untuk menciptakan pengalaman wisata yang menghasilkan manfaat ekonomi dan mengedepankan pelestarian lingkungan dan kesejahteraan sosial. Pemerintah Kabupaten Bener Meriah Aceh telah menerapkan kebijakan untuk mendorong pariwisata berbasis eco-village. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan fenomenologis. Pengumpulan data dilakukan melalui observasi, wawancara langsung, dan studi dokumen. Hasil penelitian menunjukkan bahwa Desa Damaran Baru di Kabupaten Bener Meriah merupakan contoh keberhasilan eco-village berbasis lingkungan. Selain itu, pemerintah juga berperan penting dalam mendorong praktik pariwisata berkelanjutan yang bermanfaat bagi lingkungan dan kesejahteraan masyarakat. Kesenjangan penelitian ini terletak pada kurangnya eksplorasi mendalam terhadap implementasi eco-village, khususnya di Desa Damaran Baru, Kabupaten Bener Meriah, Aceh. Meskipun sudah banyak penelitian yang membahas tentang pariwisata berkelanjutan, hanya sedikit yang menyoroti peran aktif pemerintah dalam mendorong pengembangan pariwisata berbasis eco-village. Kebaruan penelitian ini terletak pada penyajian studi kasus konkret tentang keberhasilan eco-village di Desa Damaran Baru yang memadukan pelestarian lingkungan dengan pengembangan ekonomi lokal. Jadi, pertumbuhan ekonomi bisa berjalan beriringan melalui pengembangan eco-village. Rekomendasi pengembangan eco-village Damaran Baru adalah perbaikan infrastruktur pariwisata, pemberian pelatihan berkelanjutan kepada masyarakat, diversifikasi sumber pendapatan, dan kerjasama dengan pihak eksternal.

Abstract

T The article talks about the electronic business license service provided by the One Single Submission (OSS) application, which has been implemented at the West Aceh Regency's Office of Investment and One Stop Integrated Services (DPMPTSP). One Single Submission (OSS) One form of public service implementation that implements E-Government. This paper applied qualitative research methods to investigate the phenomena that occur in electronic services. The study's findings show that licensing services try to use the One Single Submission (OSS) application, as evidenced by several research indicators, including OSS's ease of use, trust in business actors' privacy security, service officers' assistance, the OSS website, and the service's content and appearance. OSS that is comprehensive and simple to comprehend. It may be stated that electronic services implementing OSS have been running properly at the West Aceh Regency Investment and One-Stop Service Office.

Abstract

The research focuses on addressing the challenges associated concerning agricultural management in the Gayo Highlands community, specifically in the Aceh Tengah Regency. Both local village authorities and customary institutions are responsible for the use of the agricultural area. The main objective is to foster a collaborative and effective approach between these two entities, thus minimizing any potential overlap of responsibilities. The research aims to identify prudent measures that can be taken to enhance agricultural practices within the Gayo Highlands community while considering the influence and existence of both institutions within the broader framework of Aceh governance. A qualitative research methodology is employed, consisting of preliminary observations and analysis of authority structures. The researchers then suggested the implementation of wise policies to ensure sustainable agricultural management. Ultimately, the research endeavours to improve the quality of life for the Gayo Highlands community by establishing a solid foundation for agricultural development without disregarding the authorities of traditional and village governance

Abstract

Penelitian ini berbicara tentang peran mantan kombatan GAM di sektor ekonomi politik pasca konflik Aceh (2005-2018). Mantan kombatan GAM adalah aktor ekonomi baru dalam sektor kontruksi di Aceh. Penelitian ini menggunakan penelitian kualitatif dengan pendekatan studi kasus untuk melihat aktivitas mantan kombatan GAM di sektor ekonomi terutama di sektor bisnis kontruksi di Aceh. Narasumber penelitian ini adalah pengusaha kontruksi, pemerintah, dan tokoh masyarakat di Aceh. Penelitian ini menunjukkan bahwa mantan kombatan GAM dapat kesempatan ekonomi setelah konflik Aceh dengan menjadi rent seeker dari proyek pemerintah. Mereka bekerja dengan menggunakan jaringan GAM untuk mendapatkan sumber ekonomi melalui lobi, negosiasi, dan bahkan intimidasi untuk memenangkan tender dan mendapatkan proyek dari pemerintah. Penelitian ini berkontribusi pada studi perilaku rent seeking terutama berkaitan dengan kehadiran dan peningkatan jumlah aktor ekonomi baru dari mantan kombatan GAM sebagai hasil dari konflik Aceh.
