Abstract

Program “Angkutan Cerdas Sekolah (ACS) Berbasis Aplikasi adalah Program yang diciptakan oleh Dinas Perhubungan Kabupaten Ponorogo sebagai upaya untuk mempermudah para pelajar dalam mengakses angkutan sekolah secara gratis. Tujuan dari penelitian ini adalah untuk mendiskripsikan Evaluasi Program Angkuatan Cerdas Sekolah (ACS) Berbasis Aplikasi Di Kabupaten Ponorogo. Penelitian ini merupakan penelitian Deskriptif Kualitatif.Tahap analisa data kualitatif dilakukan melalui pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa Program ACS berbasis aplikasi di Kabupaten Ponorogo masih belum memenuhi kriteria efektivitas yang ditunjukkan. Pada segi efisiensi sudah baik program angkutan cerdas sekolah berbasis aplikasi. Dalam hal kecukupan masih belum tercukupi karena terbatasnya armada serta belum ada Standar Oprasional Prosedur (SOP) tentang layanan angkutan cerdas sekolah. Dalam hal perataan masih belum merata, karena masih banyak sekolah yang belum memperoleh akses layanan program ACS. Pada responsivitas program angkutan sekolah mendapat respon yang positif dari pengguna angkutan ACS serta juga mendapatkan respon yang baik dari tingkat provinsi jawa timur yaitu mendapatkan penghargaan sebagai Top 25 Kompetisi Inovasi Pelayanan Publik (Kovablik) pada 2018. Dari ketepan program ACS ini sudah tepat sasaran karena memang di peruntukan untuk mereka para pelajar yang khususnya belum memiliki surat izin mengemudi (SIM). Diharapkan Dinas Perhubungan Kabupaten Ponorogo segera melakukan usaha dalam penambahan armada ACS, menambahkan fungsi ACS sehingga tidak hanya sebagai program angkutan antar jemput sekolah saja tetapi juga sebagai bagian dari fasilitas untuk pendidikan, program ACS di harap menjalin kerjasama dengan pihak terkait supaya didalam programnya mendapat prioritas utama, perlunya dibuatkan Standar Oprasional Prosedur (SOP). The purpose of this research is to describe the evaluation of the school intelligent Angkuatan Program (ACS) based on the application in Ponorogo district. This research is a qualitative descriptive research. The stage of qualitative data analysis is conducted through data collection, data reduction, data presentation, and withdrawal of conclusions. The research showed that the ACS Program based on the application in Ponorogo District still does not meet the effectiveness criteria indicated. In terms of efficiency is already a good intelligent school based transport program application. In terms of adequacy is still not fulfilled due to the limited fleet and there is no standard oprational procedures (SOP) about the school Smart transport Service. In terms of alignment is still not even evenly, because there are still many schools that do not have access to the ACS program services. At the responsiveness of the school transport program received a positive response from the ACS transport users as well as getting a good response from the East Java provincial level was awarded as the Top 25 Public Service Innovation Competition (Kovablik) in 2018. From the time of the ACS program has been targeted because of the allocation for those students who do not have a driver license. It is hoped that Ponorogo District Transportation Agency immediately made efforts in the addition of the ACS fleet, adding the ACS function so that not only as a school shuttle transportation program but also as part of the facility for Education, the ACS program in the hope of establishing cooperation with the related parties so that in the program got the first priority, the need for the oprational procedures (SOP). Abstract

Gender merupakan hasil pola pikiran manusia terhadap laki-laki dan perempuan yang dikotak-kotakkan. Berawaldari budaya patriarkhi yang mendominasi dalam realitas masyarakat dan negara, sehingga tidak mudah mengubahpandangan bahwa perempuan setara dengan laki-laki. Stereotip gender masih menjadi kebiasaan masyarakat DesaSumbergede sehingga memarjinalkan perempuan desa dan membatasi perempuan untuk dapat berpartisipasidalam setiap kegiatan pembangunan di daerah. Hal tersebut diakibatkan oleh rendahnya tingkat pendidikanperempuan dibandingkan dengan laki-laki di Desa Sumbergede dan belum hilangnya anggapan bahwa perempuanhanya boleh melakukan pekerjaan domestik rumah tangga. Penyadaran terhadap gender sangat diperlukan sebagaibentuk pembangunan. Pemerintah Kabupaten Gresik mengeluarkan Peraturan Daerah Nomor 4 Tahun 2012tentang pengarusutamaan gender dalam pembangunan daerah. Sekolah Perempuan Desa Sumbergede merupakaninovasi program yang dijalankan oleh LSM Kelompok Perempuan dan Sumber-sumber Kehidupan (KPS2K)bersama dengan Pemerintah Kabupaten Gresik dalam bidang pemberdayaan perempuan dan pengarusutamaangender. Tujuan dari penelitian ini untuk mendeskripsikan dampak Sekolah Perempuan di Desa SumbergedeKecamatan Wringinanom Kabupaten Gresik. Penelitian ini merupakan penelitian deskriptif dengan menggunakanpendekatan kualitatif. Fokus dari penelitian ini adalah dampak individual, dampak terhadap organisasi, dampakterhadap masyarakat, dan dampak terhadap lembaga dan sistem sosial. Teknik pengumpulan data yang digunakanmelalui observasi, dokumentasi dan wawancara. Sedangkan teknik analisis datanya yaitu dengan model interaktifmenurut Miles dan Huberman yang terdiri dari pengumpulan data, reduksi data, penyajian data, dan penarikankesimpulan/verifikasi. Hasil penelitian tersebut berdasarkan teori yang dikemukakan oleh Finsterbusch dan Motzsebagai berikut: pada dampak individual Sekolah Perempuan memberikan dampak pada aspek psikis, biologis,ekonomi dan sosial pada para perempuan yang menjadi peserta Sekolah Perempuan Desa Sumbergede dan jugasuami dari peserta Sekolah Perempuan Desa Sumbergede. Dampak terhadap organisasi yaitu adanya interaksiantar peserta Sekolah Perempuan lebih akrab serta adanya rasa solidaritas persaudaraan dan kerukunan yang tinggisebagai sesama perempuan. Dampak terhadap masyarakat adanya Sekolah Perempuan sangat membantu dalammengakses pelayanan publik berupa pengurusan dokumen kependudukan dan perbaikan data KIS-PBI. Dampaklembaga dan sistem sosial adanya Sekolah Perempuan ini adalah lebih mudah mendapatkan data kependudukanlebih akurat dari warga secara langsung. Banyak manfaat yang didapatkan dengan mengikuti Sekolah Perempuanselain belajar juga menambah pengalaman. Sehingga peneliti memberikan saran yaitu untuk mengadakanpelatihan pendidikan keluarga berwawasan gender dan mengembangkan kegiatan yang memberdayakanperempuan pada sektor penguatan ranah publik.Kata kunci: kebijakan publik, gender, Sekolah Perempuan Gender is the result of the compartmentalized patterns of human thought towards men and women. Starting froma patriarchal culture that dominates the reality of society and the state, so it is not easy to change the view thatwomen are equal to men. Gender stereotypes are still a habit of the Sumbergede Village community so that theymarginalize village women and limit women from being able to participate in any development activities in theregion. This is due to the low level of education of women compared to men in Sumbergede Village and theabsence of the notion that women can only do domestic work. Gender awareness is needed as a form ofdevelopment. The Gresik Regency Government issued Regional Regulation No. 4 of 2012 on gendermainstreaming in regional development. Sumbergede Village Women's School is an innovative program run bythe Women's and Sources of Life NGO (KPS2K) together with the Gresik District Government in the field of women's empowerment and gender mainstreaming. The purpose of this study is to describe the impact of women's schools in Sumbergede Village, Wringinom District, Gresik Regency. This research is a descriptive study using a qualitative approach. The focus of this research is on individual impacts, impacts on organizations, impacts onsociety, and impacts on social institutions and systems. Data collection techniques used were through observation,documentation and interviews. While the data analysis technique is the interactive model according to Miles andHuberman which consists of data collection, data reduction, data presentation, and conclusion / verification. Theresults of this study are based on the theory put forward by Finsterbusch and Motz as follows: the individualimpact of the Women's School has an impact on the psychological, biological, economic and social aspects ofwomen who are participants in the Sumbergede Village Women's School and also the husbands of the SumbergedeVillage Women's School participants. The impact on the organization is that there is a more intimate interactionbetween the Women's School participants and a high sense of brotherly solidarity and harmony as fellow women.Impact on society The existence of a Women's School is very helpful in accessing public services in the form ofprocessing population documents and improving KIS-PBI data. The impact of the social institutions and systemsof the Women's School is that it is easier to get more accurate population data directly from residents. There aremany benefits that can be obtained by attending the Women's School, apart from learning and adding to theexperience. So that the researchers provide suggestions, namely to hold gender-based family education trainingand develop activities that empower women in the sector of strengthening the public sphere.Keywords: public policy, gender, Women’s School

Abstract

Kebijakan kurikulum 2013 yang dikeluarkan oleh Pemerintah merupakan upaya dari penyederhanaan pembelajaran dan adanya penilaian sikap dalam struktur kurikulumnya yang bertujuan agar peserta didik memiliki kompetensi sikap, ketrampilan dan pengetahuan yang lebih baik dalam proses pembelajaran. Tujuan penelitian ini adalah untuk mendeskripsikan Evaluasi Pelaksanaan Kurikulum 2013 di Kelas IVB UPT SD Negeri 144 Gresik Kecamatan Driyorejo Kabupaten Gresik. Penelitian dilakukan menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang dilakukan melalui observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data dan penyimpulan. Hasil penelitian didapatkan bahwa pelaksanaan K-13 sudah berjalan dengan baik tetapi masih terdapat kendala dalam pelaksanaannya yaitu melihat dari efektivitas dalam pelaksanaannya belum sesuai karena materi ujian nasional masih berdasarkan KTSP; terkait dengan efesiensi jumlah guru masih kurang; terkait dengan kecukupan dalam materi K-13 belum mendukung kompetensi belajar peserta didik untuk materi ujian nasional, terkait dengan perataan masih belum merata karena kelas satu sampai kelas enam tidak semua melaksanakan K-13, terkait dengan responsivitas yaitu adanya respon dari peserta didik maupun wali murid dalam pembelajaran yang mudah diterima dan terkait dengan ketepatan dalam pelaksanaannya sudah tepat sasaran kepada peserta didik. Simpulan dari peneliti masih ada kendala yaitu jumlah SDM yang kurang memadai, semua guru belum mendapatkan pelatihan, dan tidak sinkronnya materi UN (Ujian Nasional) dengan kurikulum yang berlaku. Disarankan sebaiknya dilakukan penambahan Sumber Daya Manusia atau guru (tenaga pendidik) dan ruang kelas, Sinkronisasi materi UN (Ujian Nasional) dengan kurikulum yang berlaku serta pelatihan guru yang dilaksanakan oleh semua guru. Kata Kunci : Evaluasi, Pelaksanaan Kurikulum 2013, UPT SD Negeri 144 Gresik The 2013 curriculum policy issued by the Government is an effort to simplify learning and the existence of an attitude assessment in the curriculum structure that aims to make students have better competency attitudes, skills and knowledge in the learning process. The purpose of this study was to describe the 2013 Curriculum Implementation Evaluation in Class IVB UPT SD Negeri 144 Gresik, Driyorejo District, Gresik Regency. The research was conducted using a qualitative approach with descriptive methods. Data collection techniques are carried out through observation, interviews and documentation. The data analysis technique used was data collection, data reduction, data presentation and conclusion. The results showed that the implementation of K-13 has been going well but there are still obstacles in its implementation, namely seeing the effectiveness in its implementation is not appropriate because the material for the national exam is still based on KTSP; related to the efficiency of the number of teachers is still lacking; related to the adequacy of the K-13 material, it does not support the learning competence of students for the national exam material, related to evenness it is still not evenly distributed because not all grades one to six grades implement K-13, related to responsiveness, namely the response of students and guardians in learning that is easily accepted and associated with accuracy in its implementation is right on target for students. The conclusion from the researchers there are still obstacles, namely the number of human resources is inadequate, all teachers have not received training, and the material is not synchronized with the applicable curriculum. It is suggested that the addition of human resources or teachers (teaching staff) and classrooms, synchronization of National Examination (National Examination) material with the applicable curriculum and teacher training carried out by all teachers. Abstract

Ketrampilan literasi yang baik dapat membantu generasi muda dalam memahami informasi baik lisan maupuntulisan. Gerakan Literasi Sekolah merupakan salah satu kegiatan literasi dan bentuk kesadaran pemerintah akanpentingnya membangun budaya literasi dalam dunia pendidikan. Melalui permendikbud nomor 23 Tahun 2015mengenai Penumbuhan Budi Pekerti, bupati sidoarjo mengesahkan peraturan bupati nomor 104 tahun 2016mengenai Pedoman Pelaksanaan Literasi di Kabupaten Sidoarjo. Tujuan dari penelitian ini adalah untukmendeskripsikan implementasi Gerakan Literasi Sekolah di Sekolah Dasar Negeri Sedati Gede II SedatiKabupaten Sidoarjo.lPeran Kepala Sekolah, Guru, Pustakawan, dan Wali murid sangat berperan aktif terhadapimplementasi Gerakan Literasi Sekolah.lPenelitian ini menggunakan metode deskriptif dengan pendekatankualitatif. Lokasi penelitian adalah Sekolah Dasar Negeri Sedati Gede II Sedati Kabupaten Sidoarjo.lObyekpenelitian ini adalah implementasi Gerakan Literasi Sekolah.lData dikumpulkan melalui observasi, wawancaramendalam, dan studi literatur. Artikel ini menunjukkan bahwa Implementasi Gerakan Literasi Sekolah di SDNSedati Gede II Sedati Sidoarjo dapat menaikkan tingkat minat baca siswa. Pada variabel Standart, sasaran dantujuan kebijakan sudah sesuai dengan standart, sasaran dan tujuan kebijakan. Pada variabel sumber daya telahmemenuhi segala sumber daya yang ada untuk pelaksanaan kebijakan. Pada indikator karakteristik pelaksanasangat mendukung adanya Gerakan Literasi Sekolah. Pada variabel Komunikasi antar organisasi terkait dengankegiatan pelaksana sudah terjalin komunikasi yang baik. Pada variabel disposisi atau sikap pelaksana bertanggungjawab atas apa yang ditugaskan. Pada variable lingkungan sosial, ekonomi dan politik dalam GLS ini memangterjadi hambatan karena pihak orang tua ada yang mengeluh karena mereka harus bekerja dan tidak bisamengawasi anaknya terlalu sering.Kata Kunci: Implementasi, Gerakan Literasi Sekolah, Literasi Good literacy skills can help the younger generation understand information both spoken and written. The SchoolLiteracy Movement is one of the literacy activities and a form of government awareness of the importance ofbuilding a literacy culture in the world of education. Through “Peraturan Menteri Pendidikan dan Kebudayaan”number 23 of 2015 concerning Cultivation of Character, the regent of Sidoarjo ratified the regent's regulationnumber 104 of 2016 concerning Guidelines for the Implementation of Literacy in Sidoarjo Regency. The purposeof this study is to describe the implementation of the School Literacy Movement at Sedati Gede II SedatiElementary School, Sidoarjo Regency. The roles of school principals, teachers, librarians, and guardians ofstudents play an active role in the implementation of the School Literacy Movement. This study uses a descriptivemethod with a qualitative approach. The research location is Sedati Gede II Sedati Elementary School, SidoarjoRegency. The object of this research is the implementation of the School Literacy Movement. Data were collectedthrough observation, in-depth interviews, and literature study. This article shows that the implementation of theSchool Literacy Movement at SDN Sedati Gede II Sedati Sidoarjo can increase the level of students' readinginterest. In the Standard variable, policy goals and objectives are in accordance with the standards, objectives, andpolicy objectives. The resource variable has fulfilled all available resources for policy implementation. Theindicators for the characteristics of the implementer strongly support the School Literacy Movement. In thecommunication variable between organizations related to implementing activities, good communication has beenestablished. The disposition variable or the attitude of the implementer is responsible for what is assigned. In thesocial, economic, and political environment variables in this GLS, there are indeed obstacles because the parentscomplain that they have to work and cannot supervise their children. too often.Keywords: Implementation, School Literacy Movement, Literacy

Abstract

The availability of reference books for implementation study courses varies with different study materials. The study program views the need for the availability of teaching materials for implementation study courses for students of the Diploma State Administration Unesa that support interaction in the learning process. The teaching material is in the form of an implementation study textbook that can support the achievement of learning objectives namely, at the end of the lecture students can understand and explain the ins and outs of the implementation study and its application effectively in public organizations. The purpose of writing this article is to describe the stages of the preparation of implementation study textbooks. The study was conducted using descriptive research with a qualitative approach. The results of the study describe the stages of preparing the implementation study textbook using the ADDIE Development Model which includes; Analysis Phase, Design Stage, Development Phase, Implementation Stage and Evaluation Stage. The quality of the feasibility of the content of the implementation study textbook still needs to add examples of cases that are relevant to the subject of policy implementation so as to make it easier for readers to understand the content of the implementation study textbook

Abstract

This study aims to track alumni and the activities they carry out after graduating from the DIII State Administration Study Program, the State University of Surabaya. The University has made various attempts to find out the careers and activities of its alumni. It is often found that alumni data is not well organized. This research is survey research. The research was conducted with the aim of gathering information about the level of absorption of graduates of the Diploma III Public Administration Study Program in the labour market and feedback on the study program. Based on a survey conducted using the G-form and via Whats App, the responses of D III State Administration alumni to 2015, 2016, 2017 and 2018 batches. Out of a total of 360 alumni, only 62 alumni (17.2%) responded, and they already have steady jobs. Meanwhile, those who are still looking for work or those who have not found work are reluctant to fill out the G-form. Some of them want to continue their studies to the Bachelor level (S1). While the material during college and the ability to adapt to the work environment is enough to contribute to their capabilities in the field of work occupied.

Abstract

The purpose of this study described the empowerment in terms of empowerment dimensions and form of women empowerment in the Bulutengger village. This type of research was qualitative descriptive. The results of this study showed that the dimensions of the women empowerment in the Bulutengger village consists of women's welfare dimension, participation dimension, access dimensions, critical awareness dimensions and control dimensions. In addition, the form of women's empowerment in the Bulutengger village on empowering social aspects included regular activities of the fostering family welfare, gathering and recitation. Political aspects showed that lack of rural women empowerment. It is caused rural women have not been involved in decision-making at the village level. Empowerment of women in the psychological aspects are lacking because rural women still lack the motivation to improve confidence in arguing in a public forum/village.

Abstract

This study aims to describe and analyze the personnel management of village officials by developing SIMPEG application to realize Sustainable Development Goals (SDGs) of Village in Kendal Village, Sekaran District, Lamongan Regency. The type of research is research dan development (R&D) method by using prototype model that consists of 3 steps, which are: listen to customer, build/revise mock-up, and customer test drives mock-up. The techniques of data collection are literature study, deep interview, observation, and documentation. The results show that the personnel management using SIMPEG application has realized the 17th SDGs of Village (partnership for rural development through management and integration of information and communication technology (ICT). The development of Village SIMPEG application also is one of the efforts to realize the principles of electronic government and orderly personnel administration. However, this application still needs develpment by providing upload button to upload files related to several SIMPEG menu. The upload button can be used as an electronic archive that support information, such as educational history form, training history form, and award history form

Abstract

Archiving activities are part of the dministrative activities in an organization, which are very important. Archival management is a major factor in supporting the course of administrative activities in an organization. However, in practice, there are still organizations that are lacking in managing archives, so it can also affect the service process to the community. The purpose of this study was to determine the application of electronic mail archiving applications in the form of APEL SISA in Kendel Village to realize the development of information and communication technology in achieving the Village SDGs. The method used is descriptive qualitative. The focus of this research refers to the theory of Muhidin and Winata (2016) that digital archive management activities include two things, namely archive storage and archive retrieval. The data collection techniques in this study were through interviews and observation. The results of this study indicate that by using APEL SISA, archive storage in Kendal Village, which was originally manual, becomes more effective and efficient in providing services to the community, and electronic retrieval of archives can facilitate archive management at the Kendal Village office. Based on this, the management of archives in Kendal Village needs to be done all electronically to make it easier to manage archives that are stored and find back archives when needed.
