Abstract

Studi ini membahas bagaimana mencapai tujuan pembangunan berkelanjutan desa melalui penguatan BUM Desa. Penguatan ini bertujuan untuk membantu pemerintah Kecamataan Dolopo, Kabupaten Madiun, dengan memberikan pelatihan perubahan mindset bagi para pengurus/pengelola BUM Desa dalam mengelola unit usahanya. Kegiatan pengabdian juga mengidentifikasi strategi bisnis yang menguntungkan bagi BUM Desa dengan mengoptimalkan potensi desa. Studi ini menggunakan metode kualitatif dengan mengelaborasi data deskriptif dari hasil FGD, dokumentasi, dan observasi rangkaian kegiatan di Kecamatan Dolopo. Sasaran kegiatan pengabdian ini adalah pengelola BUM Desa, perangkat desa, tokoh masyarakat, perwakilan dari bidang pemberdayaan dan kesejahteran keluarga. Hasil kegiatan pengabdian menunjukkan bahwa terdapat perubahan paradigma kewirausahaan dan pemahaman yang benar mengenai pengelolaan unit usaha di BUM Desa sebelum dan sesudah pelatihan. Selain itu, studi ini mengidentifikasi bahwa strategi bisnis yang akan dijalankan di lahan masing-masing desa adalah bisnis di bidang pertanian, khususnya pertanian jeruk nipis. Usaha ini akan dibantu sepenuhnya oleh pihak ketiga dan hasil panennya akan dikumpulkan oleh pihak ketiga, serta didistribusikan kepada mitra usaha sebagai pemasok jeruk nipis.

Abstract

Outer merupakan salah satu produk busana yang selalu menjadi trend baik untuk dipadupadankan dengan busana muslim atau busana casual. Desainnya yang menarik, pembuatan pola dan teknik jahit yang mudah sehingga sangat cocok dilatihkan. Mitra Pengabdian Kepada Masyarakat yaitu Jabatan Keluarga dan Sains Konsumer yang ada di Faculty of Technical & Vocational dengan peserta mahasiswa sebanyak 20 orang, Harapannya dapat diterapkan pada pembelajaran untuk mengembangkan lagi keilmuan dibidang fashion. Hal ini dapat manjadi latar belakang permasalahan mitra PKM untuk diberikan pelatihan pengembangan produk fashion yaitu outer. Metode yang diterapkan adalah pelatihan pembuatan outer secara luring Luaran dari kegiatan pengabdian ini adalah artikel pada jurnal nasional terindeks sinta 6 atau berISSN berstatus accepted; Berita pada mesia massa elektronik; Video kegiatan pengabdian; Hak Kekayaan Intelektual (HaKI), Produk outer, serta Perjanjian Kerjasama antara Unesa dan UPSI.

Abstract

The Policy on Reducing the Use of Plastic Bags is one of the policies made by the Mayor of Surabaya which is guided by the Mayor of Surabaya Regulation Number 16 of 2022 concerning Reducing the Use of Plastic Bags which aims to reduce waste generation from plastic bags that are difficult to decompose and build community participation in environmental management and protection. . The purpose of this research is to describe and analyze the implementation of policies to reduce the use of plastic bags (study at Wonokromo Market). The type of research used is descriptive qualitative research using the theory of Donald Van Meter and Carl Van Horn covering resources, policy standards and targets, characteristics of implementing agents, inter-organizational communication and implementing activities, attitudes or tendencies of executors (dispositions), social environment, economy and politics. The data collection techniques used were observation, interviews and documentation while the data analysis techniques in this study used qualitative analysis techniques according to Miles and Huberman including data reduction, data presentation, drawing conclusions. The results of this study indicate that the Implementation of the Policy on Reducing the Use of Plastic Bags (Study at the Wonokromo Market) is running less than optimally, this is based on the implementation variable of Donald Van Meter and Carl Van Horn, namely human resources, there is already an implementation team for the policy, but in terms of quality and quantity inadequate, financial resources are only available for funds to pay the implementing team no funds for infrastructure, other activities or funds to replace plastic bags, time resources are also not optimal because the implementing team is not intense enough to socialize.   Keywords: Policy Implementation, Plastic Waste, Wonokromo Market

Abstract

Plavon (Online Service) is a service that can be used to request population administration services developed by the Sidoarjo Regency Population and Civil Registration Office. The purpose of this study to describe and analyze the quality of service through E-Plavon (Online Service) Trosobo Village. The research using theory by Zeithaml, et al based on 5 indicators, tangible, reliability, responsiveness, assurance, and empathy. The type of research used is descriptive with a qualitative approach. The results showed that quality of service First, tangible indicators include the appearance of E-Plavon and the appearance of employees have been fulfilled, the service process still constrained by the community not knowing the stages of use, and facilities are constrained by the community not knowing how to minimize files. Second reliability indicator includes the accessibility of E-Plavon and the officer's ability to use tools has een fulfilled. Third indicator of responsiveness includes complaints that are constrained by the suggestion box not being used and fast service has been fulfilled. Fourth, assurance indicators include service times that are often late and service fees are good. Fifth, the empathy indicator, which is non-discriminatory, is constrained because there are no other language options displayed. Suggestions by researchers are to make a service flow chart through E-Plavon in Trosobo Village which is made x banner and uploaded through social media, reactivate the suggestion box at the Trosobo Village Government, increase the number of Sidoarjo Regency Dispendukcapil employees in the E-Plavon operator section, Add other language options to the E-Plavon service.

Abstract

In order to stop the spread of the Covid-19 virus, the Indonesian Ministry of Law and Human Rights has issued a strategy to assimilate and integrate prisoners. When a prisoner meets the standards as outlined in the relevant rules, assimilation is given. Adult and juvenile inmates are guided towards assimilation to give them the opportunity to be able to socialize with society. In contrast to the integration carried out by releasing prisoners who have met the requirements according to applicable regulations. In preventing and controlling the spread of Covid-19, the policy of the Minister of Human Rights of the Republic of Indonesia No. 10 of 2020 concerning Assimilation Requirements and Integration Rights of Prisoners and Children has caused debate. This was chosen taking into account the sensitivity of the spread of Covid-19 in overcrowded prisons. In this study, descriptive qualitative research techniques were used with the literature study methodology. The purpose of this study is to ascertain how the policy is assessed. The findings of this study show that the government's actions are quite appropriate, as evidenced by the fact that the Covid-19 virus has not spread widely.

Abstract

The purpose of this activity is useful for accelerating the issuance of certificates.  This  study uses evaluation theory according to William.N Dunn which has 6 indicators, namely Effectiveness, Efficiency, Adequacy, Flattening, Responsiveness, and Accuracy. Thisstudy uses qualitative methods with a descriptive approach,  data collection techniques with observation, interviews, and documentation. This study describes the evaluation of land policy implementation of complete systematic land registration in Tukum Village, Tekung District, Lumajang Regency. as follows: the assessment of the effectiveness of complete systematic land registration is related to the target of this PTSL which has not been certified from the amount of land in Tukum Village has not been effective.  Efficiency is related to the issuance of land rights certificates that are still not maximized / incomplete in accordance with the time run. Adequacy is related to insufficient juridical data collection personnel. This alignment is related to the results of the registrant community in all hamlets in the Tukum Village area which has been evenly divided. Responsiveness is related to the large number of people who have not participated in this program. This accuracy is in accordance with the predetermined flow, which refers to and is guided by existing regulations.  The suggestions given are: 1) Add juridical data collection officers to make the process accelerate 2). Update juridical data of land that has not been certified periodically 3) In terms of the  complaintcarried out by the Land Office of Lumajang Regency and the Tukum Village Government, it was further improved 4). Abstract

The Stunting Management Program at the Lamongan Health Office aims to prevent and reduce the prevalence of undernutrition and malnutrition in Lamongan District and achieve optimal nutritional status for toddlers. The purpose of this research is to describe and analyze a Policy Implementation in the Regent's Regulation number 7 of 2019 regarding the Implementation of the Stunting Management Program Policy at the Lamongan Health Office. This research is a descriptive study with a qualitative approach. Data collected using interview techniques, observation and documentation. This research focuses on the Implementation of the Stunting Management Program at the Lamongan Health Office, Lamongan District, Lamongan Regency. This study uses the theory of Van Metter Van Horn which has six indicators, namely Size and Policy Objectives on the prevalence of stunting in Lamongan Regency which has decreased to 16% with the ZERO STUNTING program created by the Regent of Lamongan assisted by the Lamongan Health Office, and there is a problem, namely that there are many stunting toddlers who have not been recorded from the executor. The implemented program has not been fully implemented properly. there are limited human resources both in quality and quantity due to employee mutations so that the program is not optimally implemented. Funding resources have not reached all targets, there are still many toddlers with stunting that have not been recorded from the implementing agency. time resources, in CFC activities there are many schedules that are backwards not in accordance with the agreement or schedule that has been determined between the parents of the toddler and the executor. The characteristics of implementing agents are appropriate for implementing the program. Attitudes and Tendencies Executors respond well to the existence of the Stunting Management Program at the Lamongan Health Office and there are no objections, and support successful implementation. Communication that exists between organizations / between implementers is good but communication with the community is very poor, because many people do not understand IT. The economic, social and political environment still hinders the program, namely the economic conditions of the people who are middle to lower class and people's understanding of the program is still low, while the political environment is quite supportive of the program. It can be concluded that program implementers can monitor, evaluate and re-socialize the Implementation of the Stunting Management Program Policy at the Lamongan Health Office and provide direct assistance together according to PERBUP No.7 of 2019. Abstract

Organizational culture research which in this study will later be better known as service culture, with the aim of analyzing the application of organizational culture in Syarifah Ambami Rato Ebu Bangkalan Hospital. This research is based on urgency which is reviewed from the point of view of organizational culture regarding the consistency of the implementation and application of ongoing organizational cultural values, as well as complaints regarding ongoing innovations, this is also based on the urgency link raised with the organizational culture theory used in this study . Furthermore, this research is a qualitative descriptive study, in which the population is all levels of employees at Syarifah Ambami Rato Ebu Hospital, with samples taken in the form of inclusion and exclusion criteria where inclusion criteria are appropriate criteria to become research subjects, intended the research carried out received appropriate sources and capacities related to the research being carried out. This study uses Stephen P. Robins' organizational culture theory with 7 indicators of organizational culture namely innovation and risk taking, attention to detail, attention to results, human orientation, team orientation, aggressiveness, and stability as well as 3 elements of organizational culture namely basic assumptions, values value, and artifacts. This research obtained results in the field that Syamrabu Hospital adheres to a service culture of "BERTASBIH", furthermore there are 5 indicators that still require further attention, these 5 indicators are attention to detail, namely the lack of understanding of employees regarding the service culture applied, result orientation related to understanding innovation what is not conveyed to patients is aggressiveness, namely related to time discipline, human orientation, namely related to workload and qualifications where sometimes there are still gaps, stability, namely the absence of regulations related to SOPs that should exist to monitor the ongoing evaluation of the service culture. Suggestions that can be made are internalization in the form of holding competitions between units or tiered socialization, re-evaluating workload and qualifications of employees, clarity of deadlines related to work assignments given, and the need to make SOPs related to evaluation and monitoring of the "BERTASBIH" service culture. Abstract

A birth certificate is an important document that everyone must have. The implementation of issuing birth certificates was initiated by RSUD Syarifa Ambami Rato Ebu Bangkalan, in collaboration with Dispendukcapil Bangkalan District to provide services at the hospital. This service has been running for a long time since 2017, in its implementation there are problems that affect the effectiveness of the service. This is what makes researchers interested in discussing the effectiveness of the one day one service birth certificates issuance at the Syarifa Ambami Rato Ebu Bangkalan Regional Hospital. This research use descriptive qualitative approach. Data sources used include primary data and secondary data, data collection techniques include observation, interviews, documentation and literature study. Data analysis was carried out by collecting data, reducing data, presenting data and concluding/verifying. The results of the research are based on the 5 indicators of effectiveness presented by Sutrisno, the one day one service for issuing birth certificates can only fullfil 1 indicator while the other 4 indicators are not, the 4 indicators are: (1) Program understanding, hospital officials do not understand socialization indirectly to the community, which makes the community confused in managing the service, while the Bangkalan Regency Population and Civil Registration Department officials do not understand that this service must be carried out within 1 day, which makes the service late. (2) On time, this is because there is only 1 person from the Bangkalan Regency Population and Civil Registration Department who handles requests from hospitals and they still have to provide population document services in villages in Bangkalan. Apart from that, it is also because people do not understand how to handle the service. (3) Achievement of Goal, the goal was not achieved because there was still a service time problem which meant that this service could not be carried out within 1 day. (4) Real Changes, do not have a significant change impact because there are still problems in service implementation. The one day one service for issuing birth certificates at the Syarifa Ambami Rato Ebu Bangkalan Regional General Hospital is still far from effective because there are still many problems that need to be resolved.   Keywords: Efektivness, One Day One Service, Birth Certificate

Abstract

Layanan administrasi kependudukan melalui Kios E-PAK LADI di Desa Wonokoyo, Kabupaten Pasuruan merupakan program layanan kependudukan yang tujuannya untuk mendekatkan layanan kependudukan kepada masyarakat. Pada penelitian ini menggunakan penelitian deskriptif pendekatan kualitatif. Dalam penelitian ini menggunakan teori efektivitas oleh Duncan dalam Steers dengan indikator pencapaian tujuan, integrasi, dan adaptasi untuk menganalisasis efektivitas layanan kependudukan melalui Kios E-PAK LADI serta menggunakan ukuran peningkatan kualitas layanan administrasi kependudukan dengan indikator mudah, cepat, efektif, efisien berdasarkan ‘Peraturan Bupati Kabupaten Pasuruan Nomor 11 Tahun 2021 Tentang Pelayanan Administrasi Kependudukan Dan Pencatatan Sipil’ di Desa Wonokoyo. Teknik pengumpulan data dilakukan dengan observasi, wawancara, dan dokumentasi. Teknik analisa data yang digunakan adalah pengumpulan data, redukasi data, penyajian data, dan penarikan kesimpulan. Hasil yang didapat menunjukkan bahwa dalam layanan dokumen administrasi kependudukan melalui Kios E-PAK LADI di Desa Wonokoyo belum berjalan efektif. Khususnya 2 faktor terkait faktor sosialisasi pada indikator integrasi yang belum berjalan dengan maksimal dan faktor pembaharuan strategi pada indikator adaptasi yang belum terpenuhi dengan baik oleh pelaksana Desa Wonokoyo. Adapun peningkatan kualitas administrasi kependudukan sudah terpenuhi dengan maksimal kecuali pada ukuran efektif. Saran yang diberkan kepada Desa Wonokoyo adalah harus diadakannya sosialisasi secara menyeluruh dan berkelanjutan kepada masyarakat Desa Wonokoyo baik sosialisasi secara langsung maupun tidak langsung, serta melakukan pembaharuan strategi dalam meningkatkan kualitas layanan kepada masyarakat sehingga akan ada target yang digunakan sebagai acuan pelaksana untuk meningkatkan kesadaran masyarakat untuk tertib administrasi kependudukan.
