Abstract

Maternal Mortality Rate (MMR) refers to the death of women during pregnancy or within 42 days after delivery, caused by pregnancy-related conditions or management, excluding accidents. In 2022, Bondowoso Regency ranked 8th in East Java for MMR. By May 2024, the maternal death toll in Bondowoso reached 11, an increase from 10 deaths in 2023. This highlights the need for heightened public awareness regarding maternal mortality. This study aims to create a digital map of MMR distribution. The system development method used is the Waterfall model, utilizing Leaflet for mapping and MySQL as the database. System testing was conducted using the black box method, which confirmed that the system met user requirements. The study produced a web-based system capable of displaying a map of maternal mortality distribution categorized by risk groups, calculated using the maternal mortality formula. The system also provides graphs, report tables easily updated by administrators, and displays distances between cases and hospitals. This Geographic Information System is expected to assist health officers in promoting integrated health programs and educating the public to prevent maternal mortality in Bondowoso Regency.

Abstract

The success of health services is related to the level of patient satisfaction. Hospitals are required to provide quality services in accordance with standards and targets. The purpose of this study was to analyze BPJS Kesehatan patient satisfaction with outpatient services at the hospital in terms of 5 dimensions of SERVQUAL using the literature review method. A total of 15 articles that met the inclusion and exclusion criteria were obtained from Google Scholar, Crossref, and Garuda Portal. The results of the review are reliability; patients are satisfied with the accuracy of the patient service process, but are not satisfied with the timeliness and service procedures. Responsiveness; patients are satisfied with the ability of officers to respond to patient requests, but are dissatisfied with the speed and responsiveness of officers in treating patients. assurance; patients are satisfied with the competence of officers as well as guarantees of security and safety provided, but patients are also dissatisfied with the competence and friendliness and courtesy of officers. Empathy; patients are satisfied with officers who do not discriminate and respect patients, but patients are not satisfied with officers who are not attentive. Tangibles; patients are satisfied with the cleanliness, tidiness, and comfort of the facility, but there are still patients who are dissatisfied with this.Keywords: service; quality; satisfactionABSTRAK Keberhasilan pelayanan kesehatan memliki keterkaitan dengan tingkat kepuasan pasien. Rumah sakit wajib menyelenggarakan pelayanan yang bermutu sesuai dengan standar dan sasaran. Tujuan studi ini adalah menganalisis kepuasan pasien BPJS Kesehatan terhadap pelayanan rawat jalan di rumah sakit ditinjau dari 5 dimensi SERVQUAL dengan metode literature review. Sebanyak 15 artikel yang memenuhi kriteria inklusi dan eksklusi diperoleh dari Google Scholar, Crossref, dan Portal Garuda. Hasil review yaitu reliability; pasien puas dengan kecermatan proses pelayanan pasien, namun tidak puas dengan ketepatan waktu dan prosedur pelayanan. Responsiveness; pasien puas dengan kesanggupan petugas dalam menanggapi permintaan pasien, namun tidak puas dengan kecepatan dan daya tanggap petugas dalam menangani pasien. Assurance; pasien puas dengan kompetensi petugas serta jaminan keamanan dan keselamatan yang diberikan, namun pasien juga tidak puas dengan kompetensi serta keramahan dan kesopanan petugas. Empathy; pasien puas dengan petugas yang tidak diskriminasi dan menghargai pasien, namun pasien tidak puas dengan petugas yang tidak perhatian. Tangible; pasien puas dengan kebersihan, kerapian, dan kenyamanan fasilitas, tapi masih terdapat pasien yang tidak puas dengan hal tersebut.Kata kunci: pelayanan; kualitas; kepuasan

Abstract

Medical record files that have not been combined with previous files will determine information on services provided to patients which results in patient data being unstructured, it is difficult for doctors to provide diagnoses and therapy to patients, this is related to service quality. So a study is needed to review the factors that cause duplication of medical record numbering based on the Man, Money, Method, Machine, and Materials factors. This literature review uses the Google Scholar database, the Garuda portal, and Crossreff. Obtained 1022 articles which were then selected 16 articles. The results of the review show that the man element is the lack of accuracy and responsibility of officers, the minimum number of officers with medical record education, and the lack of training and seminars for officers; the element of money is a limited source of funds for, as well as an increase in the budget due to the increased use of supporting materials; the method element is the lack of SOP implementation; machine element is a system that still often errors; the material element is that infrastructure is available, but not used properly, patients still often do not carry MNH.Keywords: medical record; duplication; management ABSTRAK Berkas rekam medis yang belum digabungkan dengan berkas sebelumnya akan memutuskan informasi pada pelayanan yang diberikan kepada pasien yang mengakibatkan data pasien menjadi tidak terstruktur, sulit bagi dokter dalam memberikan diagnosa dan terapi pada pasien, hal ini terkait dengan mutu pelayanan. Maka diperlukan studi untuk mereview faktor penyebab terjadinya duplikasi penomoran rekam medis berdasarkan faktor Man, Money, Method, Machine, dan Materials. Literature review ini menggunakan database Google Scholar, portal Garuda, dan Crossreff. Didapatkan 1022 artikel yang selanjutnya terpilih 16 artikel. Hasil review menunjukkan bahwa unsur man adalah kurangnya ketelitian dan tanggung jawab petugas, minimnya petugas berpendidikan perekam medis, serta kurangnya pelatihan dan seminar bagi petugas; unsur money adalah sumber dana yang terbatas untuk, serta naiknya anggaran karena bertambahnya penggunaan material pendukung; unsur method adalah kurangnya implementasi SOP; unsur machine adalah sistem yang masih sering error; unsur material adalah sarana prasarana sudah tersedia, namun tidak digunakan dengan baik, pasien masih sering tidak membawa KIB.Kata kunci: rekam medis; duplikasi; manajemen

Abstract

Previous studies have shown that there is a delay in the provision of outpatient medical records in hospitals across Indonesia, where the provision time is not in accordance with established standards. So a study is needed to find out the factors that cause delays in the provision of outpatient medical records in hospitals. The method used is a literature review by identifying 30 articles from Google Scholar and the Garuda Portal. The results of the data abstraction of 30 selected literature can be summarized by the factors causing the delay in the provision of outpatient medical records at hospitals in terms of the 5M element, the man factor, which is high workload and the number of medical record human resources is small, the money factor is the budget that has not been used properly, the material factor namely the medical record file was not found on the filing rack, material factors, namely the medical record file was not found on the filing rack, the machine factor, namely the condition and location of the filing room was not supportive.Keywords: medical record; provision; lateness ABSTRAK Penelitian terdahulu menunjukkan adanya keterlambatan penyediaan rekam medis rawat jalan di rumah sakit yang tersebar di Indonesia, dimana waktu penyediaan tidak sesuai dengan standar yang telah ditetapkan. Maka diperlukan studi untuk mengetahui faktor-faktor yang menyebabkan keterlambatan penyediaan rekam medis rawat jalan di rumah sakit. Metode yang digunakan yaitu literature review dengan mengidentifikasi 30 artikel dari Google Scholar dan Portal Garuda. Hasil abstraksi data 30 literatur terpilih dapat dirangkum faktor penyebab keterlambatan penyediaan rekam medis rawat jalan di rumah sakit ditinjau dari unsur 5M, pada faktor man yaitu beban kerja tinggi dan jumlah SDM perekam medis sedikit, faktor money adalah anggaran yang belum digunakan dengan baik, faktor material yaitu berkas rekam medis tidak ditemukan di rak filing, faktor material yaitu berkas rekam medis tidak ditemukan di rak filing, faktor machine yaitu kondisi dan lokasi ruang filing kurang mendukung.Kata kunci: rekam medis; penyediaan; keterlambatan

Abstract

The incidence of missfiles at the Tegalsari Health Center, Banyuwangi from January to March 2021 was 9.1%. The purpose of this study was to identify the attachment of education, knowledge, attitudes, and infrastructure to the occurrence of missfiles at the Tegalsari Health Center, Banyuwangi Regency. This study used a qualitative approach. Data collection techniques used were interviews, observation and documentation. The results of this study indicate that the predisposing factors that cause missfiles were: 1) none of the officers had a medical record educational background; 2) staff lack of knowledge about storage systems, missfiles, and file provisioning time; 3) the attitude of the officer who just made the file when he did not find the file he was looking for, the officer did not return the file directly to the storage rack, and the officer used a tracer. Enabling factors include: 1) storage space that was narrow and became one with the registration room; 2) lack of storage shelves; 3) the tracer was only in the form of buffalo paper and the lack of tracer availability; 3) the computer often experiences errors and slow connections. It was concluded that there are still many predisposing factors and enabling factors that cause missfiles to occur. Tegalsari Community Health Center is expected; 1) involving officers in training, 2) providing socialization about storage procedures, and 3) preparing a budget plan to support infrastructure.Keywords: missfile; storage; medical records ABSTRAK Kejadian missfile di Puskesmas Tegalsari, Banyuwangi pada bulan Januari sampai dengan Maret 2021 sebanyak 9,1%. Tujuan pada penelitian ini yaitu untuk mengidentifikasi keterikatan faktor pendidikan, pengetahuan, sikap, dan sarana prasarana terhadap kejadian missfile di Puskesmas Tegalsari, Kabupaten Banyuwangi. Penelitian ini menggunakan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Hasil dari penelitian ini menunjukkan bahwa presdiposing factors penyebab missfile yaitu: 1) petugas tidak ada yang berlatar belakang pendidikan rekam medis; 2) kurangnya pengetahuan petugas tentang sistem penyimpanan, missfile, dan waktu penyediaan berkas; 3) sikap petugas yang baru membuatkan berkas saat tidak menemukan berkas yang dicari, petugas tidak mengembalian berkas secara langsung pada rak penyimpanan, dan petugas mengunakan tracer. Enabling factors meliputi: 1) ruang penyimpanan yang sempit dan menjadi satu dengan ruang pendaftaran; 2) kurangnya rak penyimpanan; 3) tracer hanya berupa kertas buffalo dan kurangnya ketersediaan tracer; 3) komputer sering mengalami error dan lambatnya koneksi. Disimpulkan bahwa bahwa masih banyak predisposing factors dan enabling factors yang menyebabkan terjadinya missfile. Puskesmas Tegalsari diharapkan; 1) mengikutsertakan petugas dalam pelatihan, 2) memberikan sosialisasi tentang prosedur penyimpanan, dan 3) menyusun rencana anggaran untuk menunjang sarana prasarana.Kata kunci: missfile; penyimpanan; rekam medis

Abstract

Kualitas pelayanan rumah sakit memiliki hubungan yang sangat erat dengan kepuasan pasien. Kepuasan pasien akan timbul apabila kinerja layanan kesehatan yang diperolehnya melebihi harapannya. Namun angka kepuasan pasien pada instalasi rawat inap di rumah sakit belum mencapai standar kepuasan yang telah ditetapkan. Tujuan dari penelitian ini adalah menganalisis hubungan antara kualitas pelayanan (service quality) dengan kepuasan pasien rawat inap di rumah sakit. Metode penelitian ini adalah literature review dengan menggunakan artikel yang dipublikasikan tahun 2011-2021 pada 3 database yaitu Portal Garuda, Crossref, dan Google Scholar sejumlah 14 artikel yang memenuhi kriteria. Berdasarkan hasil studi literatur dari artikel yang telah diperoleh, peneliti mengemukakan bahwa hasil uji antara kualitas pelayanan kesehatan berdasarkan lima dimensi servqual (reliability, assurance, tangibles, empathy, responsiveness) dengan kepuasan pasien rawat inap di rumah sakit memiliki nilai signifikansi yang berbeda-beda pada setiap dimensinya. Terdapat 11 literature yang menunjukkan adanya hubungan kelima dimensi kualitas pelayanan kesehatan dengan kepuasan pasien dan 3 literature menunjukkan tidak adanya hubungan terhadap beberapa dimensi. Saran yang dapat diberikan peneliti untuk pihak rumah sakit yaitu dengan meningkatkan ketepatan waktu pelayanan kepada pasien. Rumah sakit perlu mengadakan pelatihan keterampilan petugas secara berkala, memastikan bahwa seluruh pelayanan bebas risiko dengan selalu menjaga kebersihan dan kenyamanan ruang rawat inap serta melakukan pemeliharaan sarana dan prasarana secara berkala. Perlu adanya motivasi dari petugas kesehatan untuk proses penyembuhan pasien dan diharapkan pihak rumah sakit dapat memahami keluhan dan kebutuhan pasien dengan selalu mendengarkan dan memberikan solusi permasalahan pasien.

Abstract

Readiness assessment prior to RME implementation can help identify processes and priority scales, as well as establish operational functions to support optimization when carrying out RME implementation. Therefore it is necessary to analyze the readiness of implementing RME to accelerate implementation in every hospital. The purpose of this study is to analyze the readiness of implementing RME in hospitals. This study is a literature review. Based on the results of the review, the highest readiness for implementing RME was 7 articles (64%) in the aspect of human resources, the hospital already knew the benefits of RME and the leadership had a commitment to implement RME, while the lowest readiness for implementing RME was 1 article (9%) in aspects of the hospital have made SOP related to RME. The conclusion of this study is that the readiness of implementing RME in hospitals can be increased by forming a special team, providing socialization and training to HR, making SOPs and providing hardware, software and IT staff.Keywords: electronic medical record; hospital; implementation; readiness ABSTRAK Penilaian kesiapan sebelum implementasi RME dapat membantu identifikasi proses dan skala prioritas, serta pembentukan fungsi operasional untuk mendukung optimalisasi saat melakukan implementasi RME. Oleh sebab itu perlu adanya analisis kesiapan penerapan RME untuk mempercepat penerapan disetiap Rumah Sakit. Tujuan studi ini adalah untuk menganalisis kesiapan penerapan RME di rumah sakit. Studi ini merupakan literature review. Berdasarkan hasil review, kesiapan penerapan RME paling tinggi sebanyak 7 artikel (64%) pada aspek sumber daya manusia rumah sakit telah mengetahui manfaat dari RME dan pimpinan telah memiliki komitmen untuk menerapkan RME, sedangkan kesiapan penerapan RME terendah sebanyak 1 artikel (9%) pada aspek rumah sakit telah membuat SOP terkait RME. Kesimpulan pada penelitian ini adalah kesiapan penerapan RME di rumah sakit dapat ditingkatkan melalui membentuk tim khusus, memberikan sosialisasi dan pelatihan kepada SDM, membuat SOP dan menyediakan hardware, software, dan staf IT.Kata kunci: rekam medis elektronik; rumah sakit; implementasi; kesiapan

Abstract

Jember Regency was in the spotlight for the prevalence of stunted toddlers, reaching the highest rank in East Java with a figure of 34.9% in 2022. Teaching Factory Nutrition Care Center (NCC) has nutritional catering services with Managed Health Meal and Kids Meal packages. However, the ordering process was still done via telephone or chat from social media groups. The research objective was to generate an online application for Nutrition Care Center (NCC) called NCC-Food to encourage purchases of Nutrition Care Center products. It used the waterfall method, consisting of system investigation, system analysis, system design, system implementation, and system maintenance. Meanwhile, this article is limited to system design. The results showed that Delivery NCC Food Apps facilitates clients/patients to order nutritious food online according to nutritional adequacy rate needs, particularly for stunted toddlers. The research is expected to promote and improve the accessibility of healthy foods, in particular for stunted toddlers; therefore, the prevalence of stunting is expected to decrease significantly.

Abstract

The maternal mortality rate (MMR), infant mortality rate (IMR), and stunting rate in the Jember regency have not reached the standards set by the government. Efforts to reduce made through early detection of risk factors using the continuum of care model at to develop an e-Posyandu system. The purpose of this study was to develop an e-Posyandu information system into a “Kelor Gateway e-Posyandu” information system based on the continuum of care and equipped with a reminder system. This was a research and development study. The sample were 15 cadres from integrated service posts Manggis 15, 15A, and 18. The system was developed using the waterfall method. The results showed that the system’s development e-Posyandu based on the continuum of care reports could be automatically recapitulated and adjusted according to the manual report. This means that the cadres could send the health data reports as soft copies (PDF) or hard copies (print) to the midwives. The Kelor Gateway e-Posyandu was also equipped with a reminder system to send the integrated service posts’ acitivity schedules via SMS to pregnant women and mothers. This system has been implemented by the research subjects at their integrated service posts. and the system has facilitated the early detection of MMR, IMR, and stunting. For future studies, the Kelor Gateway e-Posyandu needs to be implemented simultaneously at all integrated service posts in the Kemuning Lor village.

Abstract

Dr. H. Koesnadi Bondowoso General Hospital recorded 25 out of 4,918 inpatient BPJS claim files (1.5%) in pending status from February to April 2024. This delay impacted the timely disbursement of BPJS claim funds and disrupted the hospital’s cash flow. The aim of this study was to analyze the factors contributing to pending BPJS inpatient claims. This research employed a qualitative approach, with data collected through in-depth interviews, observations, and documentation. The research subjects consisted of one Head of Control Installation, two DPJPs (attending physicians), one Internal Verifier, two Coders, two Entry Officers, and one Administrative Officer. The study found that motivational factors did not contribute to pending claims, as responsibilities had already been assigned to the DPJPs, coders, and entry officers. However, opportunity-related factors caused pending claims due to uneven training and the absence of job descriptions specifying the tasks of claim officers. Ability-related factors also contributed to pending claims, including insufficient staff knowledge, differences in perception between DPJPs and BPJS regarding the claims process, and the presence of new, inexperienced staff. The main problem identified was a lack of staff knowledge about the BPJS claim submission process. Proposed solutions include providing regular socialization and education on claim procedures as well as sending staff to relevant training programs.
