Abstract

Retribusi parkir pinggir jalan merupakan salah satu jenis PAD yang memiliki potensi tinggi di Kota Dumai. Namun pendapatan dari retribusi parkir badan jalan di Kota Dumai masih rendah karena belum ada strategi yang tepat untuk mengoptimalkannya. Oleh karena itu, tujuan dari penelitian ini adalah merumuskan strategi dalam rangka mengoptimalkan pendapatan parkir badan jalan di Kota Dumai. Penelitian ini menggunakan wawancara, angket, observasi dan studi dokumen sebagai teknik pengumpulan data. Kemudian data yang diperoleh diolah dengan menghitung IFAS-IFAS, kuadran SWOT Cartesian, matriks IE dan analisis SWOT. Hasil dari penelitian ini adalah rumusan strategi optimalisasi pendapatan retribusi parkir badan jalan di Kota Dumai sebagai berikut: 1) menerapkan sistem Electronic Parking Terminal (TPE) sebagai sistem pengganti yang lebih efektif. 2) Membentuk tim pengawas dengan melakukan koordinasi seperti Satpol PP, Polri dan sebagainya. 3) Memasang Closed Circuit Television (CCTV) di setiap lokasi parkir umum pinggir jalan agar dapat digunakan di kemudian hari. 4) Membuka layanan pengaduan tertulis atau online untuk menerima masukan dan pengaduan dari masyarakat atau pengguna jasa parkir pinggir jalan umum. 5) Mengusulkan tambahan anggaran operasional agar perluasan lahan parkir umum di pinggir jalan di Kota Dumai dapat dilakukan.

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui Strategi Penerapan Manajemen Keselamatan Dan Kesehatan Kerja (K3) yang dilaksanakan oleh perusahaan untuk meminimalisir atau mengurangi angka kecelakaan dan penyakit kerja. Jenis penelitian ini adalah penelitian kualitatif dengan menggunakan pendekatan deskriptif serta data yang diperlukan ialah data primer dan data sekunder yang berasal dari observasi, wawancara dan dokumentasi yang dianalisis oleh peneliti sehingga mendapatkan data yang akurat dan jelas mengenai strategi penerapan Manajemen K3 Oleh PLN (Persero) UIP3B Sumatera di Kota Pekanbaru. Hasil penelitian ini menunjukkan bahwa Strategi Penerapan Manajemen Keselamatan dan Kesehatan Kerja (K3) Oleh PLN (Persero) UIP3B Sumatera di Kota Pekanbaru dalam penerapan manajemen keselamatan dan kesehatan kerja yang dilakukan oleh PLN (Persero) UIP3B Sumatera belum mencapai tujuan sesuai dengan yang diharapkan, hal ini terjadi karena masih terdapatnya faktor-faktor penghambat, yaitu  kompetensi pegawai yang masih rendah, kurangnya kesadaran dari karyawan akan pentingnya K3 dan kurangnya pengawasan K3 dengan mengacu pada Peraturan Pemerintah Nomor 50 Tahun 2012.

Abstract

The application of the Land Information System (SIPTANAH) in Marpoyan Damai District is a form of innovation from Mr. Fiora as the sub-district head in Marpoyan Damai District for the 2016-2019 term.  This aims to facilitate urban villages that provide direct services to the community in land administration management services through SIPTANAH.  This study aims to determine how the application of land administration management services through SIPTANAH in Marpoyan Damai District and the inhibiting factors of application that make land administration management through SIPTANAH no longer used in mid-2019. The theory used in this study is the theory of Taliziduhu Ndraha (2001:  67) which suggests that there are 4 (four) indicators in determining the quality of service, namely: Speed, Accuracy, Easiness, and Justice.  This research uses qualitative research with a case study approach and the required data both primary and secondary are obtained from observation, interview and documentation techniques for further analysis using the interactive model of Miles and Huberman.  The results of this study indicate that, the application of land administration services through SIPTANAH is quite optimal, but there are still several indicators that must be added, one of which is the human resources for operators who take care of land administration services through SIPTANAH at both the District and Kelurahan levels.  And the inhibiting factors for the application of land administration services through SIPTANAH in Marpoyan Damai District are the lack of cooperation between the sub-district government and the village government, and outreach to the kelurahan.

Abstract

Di awal tahun 2020, COVID-19 telah menjadi masalah kesehatan dunia. Pada masa ini semua golongan masyarakat mengalami dampak ekonomi dari COVID-19, namun mengingat sebagian besar dari mereka adalah pekerja di sektor informal, mereka sangat bergantung pada masyarakat, sehingga keluarga kelas menengah ke bawah menderita. Kondisi tersebut direspons oleh pemerintah dengan mengeluarkan kebijakan perlindungan bagi keluarga dari kelompok menengah ke bawah yang terdampak COVID-19, salah satunya ialah Bantuan Keuangan bersifat Khusus (BKK). Kelurahan Simpang Baru juga mendapatkan tugas dari Pemerintah Kota untuk menyalurkan bantuan sosial selama masa pandemi COVID-19. Namun setelah disalurkannya BKK, ternyata masih banyak jumlah BKK yang tidak tersalurkan. Tujuan dari penelitian ini adalah untuk mengetahui efektifitas pelaksanaan program Bantuan Keuangan Khusus pada masa pandemi COVID-19 di Kelurahan Simpang Baru dan mengidentifikasi faktor-faktor yang menghambat pelaksanaan program BKK. Untuk mencapai tujuan tersebut penelitian ini menggunakan teknik analisis interaktif dengan jenis penelitian kualitatif menggunakan teori efektivitas pelaksanaan progam. Penelitian ini menunjukkan bahwa pertama, efektivitas pelaksanaan program BKK periode pandemi COVID-19 di Kelurahan Simpang Baru dapat dilihat dari empat indikator yaitu ketepatan Sasaran, Sosialisasi Program, Sasaran Program, Pemantauan Program belum efektif. Kedua, faktor penghambat yaitu kelengkapan data KPM dan Sosialisasi dari pelaksana yang tidak terlaksana.Kata Kunci : Efektivitas Pelaksanaan Program, Bantuan Keuangan Khusus, Distribusi Bantuan, Kelurahan Simpang Baru.

Abstract

Forest and land fires in Indonesia have become a global problem due to their impact. In Riau alone, the area of burned land reached more than 42,000 hectares and had a negative impact on many fields such as transportation, education, health, trade, tourism, and even the running of government. Although many groups have been involved and various efforts have been made, until August 2019 fires were still frequent. This paper focuses on efforts to involve community groups, especially farmers in peatlands, actively participating in preventing fires. The community is given information and education to be able to cultivate the land without burning. In addition, the community is also trained so that the skills to strengthen their institutions through three aspects, namely technical, socio-cultural, and economic. This activity increases public awareness so that they are aware and aware of forest and land fires, the legal impact and losses that will be caused by land fires. The community is able to implement agricultural business through land clearing that is safe from fire and friendly to the environment and strengthening institutions. The community has also developed intercropping in the form of watermelons on their plantations.

Abstract

This service aims to provide institutional strengthening of traditional villages in the administration, development and service to the community in Lubuk Jering Village, Sungai Mandau District. The problem that occurs is due to increasingly complex systems of life in the midst of indigenous village communities as a result of the influence of urbanization from other regions. Traditional villages in Siak Regency are one form of traditional government system in Indonesia that has undergone many changes. The change concerns various aspects of social life that touch the values, norms, attitudes and patterns of behavior of the people. The method used is the extension method. The implementation of community service in the context of strengthening customary institutions in Lubuk Jering Village, Mandau District can be concluded to have successfully provided counseling. This success was demonstrated, among others, by the compatibility of the material with the needs of village government officials and the community in an effort to strengthen Then there was a positive response (70%) of participants based on the questionnaire distributed, which was indicated by the questions and responses given during the service. Most of the participants understood the importance of strengthening adat institutions in Kampung Lubuk Jering, Sungai Mandau District, Siak Regency.

Abstract

This study aims to determine the role of institutions in achieving employee work optimization at the Dinas Ketahanan Pangan Kota Pekanbaru. Optimization is an action or process that makes something better and more effective. If optimization is associated with the role of institutions, then there are institutional norms that encourage the achievement of work optimization. This study used the Hardjanto indicators, namely equality, consensus orientation, participation, and responsiveness. The research method in this study is qualitative. The result shows that the Dinas Ketahanan Pangan Kota Pekanbaru encourages institutional role in running its organization. Leaders liven up certain norms such as giving every employee fair and equal rights and obligations following their duties and functions, prioritizing deliberation in the policy process, respecting active participation, and encouraging a responsive and serving work culture. Of the four indicators, the responsiveness dimension has not worked well, while the other three dimensions have been implemented properly.ABSTRAKPenelitian ini bertujuan untuk mengetahui peran kelembagaan dalam mencapai optimalisasi kerja pegawai pada Dinas Ketahanan Pangan Kota Pekanbaru. Optimalisasi adalah tindakan atau proses yang membuat sesuatu menjadi lebih baik dan lebih efektif. Jika optimalisasi dihubungkan dengan peran kelembagaan, maka ada norma-norma kelembagaan yang mendorong tercapainya optimalisasi kerja. Penelitian ini menggunakan indikator Hardjanto dimana peran kelembagaan ditentukan dari 4 dimensi yang melekat, yaitu equality, consensus orientation, participation, dan responsiveness. Metode penelitian dalam studi ini adalah kualitatif. Hasil penelitian yaitu Dinas Ketahanan Pangan Kota Pekanbaru menghidupkan peran kelembagaan yang kuat dalam menjalankan organisasinya. Pimpinan menghidupkan norma-norma tertentu seperti memberikan setiap pegawai hak dan kewajiban yang adil dan setara sesuai dengan tugas pokok dan fungsinya, mengedepankan musyawarah dalam proses kebijakan, menghargai partisipasi aktif, dan mendorong budaya kerja yang tanggap dan melayani. Dari keempat indikator tersebut, dimensi responsiveness belum berjalan dengan baik, sedangkan tiga dimensi yang lain sudah dijalankan sebagaimana mestinya.

Abstract

The large number of schools in Pekanbaru, of course, also has a large number of students. To provide a decent and quality education, of course, it must be balanced with the number of adequate and competent teachers. The Pekanbaru city education office is an institution that regulates the course of education in the city of Pekanbaru. The Pekanbaru City Education Office makes a program to improve the quality of educators at the basic education level, one of which is training for educators to meet competency standards. The concept used is Prajudi Admosudirdjo, namely there are four indicators: Planning, Organizing, directing, Supervising. This study uses a qualitative research type with a phenomenological approach and the required data, both primary and secondary, are obtained by using observation, interview and documentation techniques. inhibiting factors in the implementation of training for educators to meet competency standards, namely: there are still many passive trainees during training, internet connection is less stable during virtual training then difficulty in dividing task groups during virtual training and other factors are budget. The budget that should be used for the implementation of this training program is used for vaccination activities for teachers and students in the city of Pekanbaru  Keywords: Implementation, Quality Improvement, Training Program

Abstract

This research was conducted with the aim of knowing how the role of the Sungai Pinang village government in the mining district of Kampar Regency in realizing a developed and independent village and the factors that influence it. This type of research is a descriptive research with a qualitative approach. Data was collected using field observations, interviews, and documentation of both primary and secondary data. The results of this study indicate that the role of the village government in realizing an advanced and independent village in Sungai Pinang Mining District, Kampar Regency is not yet optimal where the village government is still not able to utilize existing natural resources and limited funds and the community is still passive in participating.

Abstract

The job training program organized by the Pelalawan Regency Manpower Office is a program that aims to improve the competence of Human Resources in Pelalawan Regency. The Pelalawan Regency Government is committed so that people who participate in this job training program can open their business independently or get a job according to their expertise so that this can reduce unemployment in Pelalawan Regency. The purpose of this study was to knowing the implementation of job training programs and the factors that hinder the successful implementation of job training programs in Pelalawan District. The method in this study uses a descriptive qualitative methode. The theory concept used in this research is Edward III theory, namely 1) communication, 2) resources, 3) disposition, and 4) bureaucratic structure. The results of this study indicate that the implementation of the Pelalawan district job training program has not been said to be optimal, namely from the communication and resource criteria. In its implementation there are still obstacles that occur such as 1) lack of instructors, 2) the absence of a Work Training Center, and 3) limited budget in the implementation of job training.
