Abstract

Kemampuan berpikir kritis dan kolaboratif menjadi hal utama dalam setiap pembelajaran. Kegiatan pengabdian ini bertujuan untuk menumbuhkan keterampilan berpikir kritis dan kolaboratif bagi guru dan siswa. Kegiatan ini dilakukan melalui pelatihan dan pendampingan kepada para guru-guru di Sekolah Dasar. Kegiatan dilakukan melalui beberapa tahapan yakni observasi, pelatihan dan pendampingan, diskusi, dan evaluasi. Dari hasil kegiatan menunjukkan bahwa lebih dari 95% guru memberikan respon positif terkait kegiatan ini, kemudian para dewan guru juga mampu menyusun bahan ajar maupun worksheet yang terintegrasi pada penggunaan media pembelajaran berbasis digital seperti articulate storyline yang bisa digunakan untuk semua mata pelajaran. Para dewan guru mengaku belum pernah mendapatkan materi pelatihan sepert ini karena kegiatan ini tidak hanya fokus pada pemberian materi pelatihan saja tetapi juga pemberian pendampingan kepada guru yang masih mengalami kesulitan untuk mengoperasikan articulate storyline.

Abstract

This article examines the effectiveness of constitutional control mechanisms applied to village regulations within Indonesia’s statutory system. Although village governments possess regulatory authority under Law No. 6 of 2014 on Villages, ambiguities remain regarding supervision and constitutionality testing of village regulations. This research employs a socio‑legal study design combining doctrinal legal analysis with empirical field investigation. Empirical data were gathered by document analysis, focus group discussions, and interviews involving village heads, members of Village Consultative Bodies (BPD), district officials, and local government administrators in several regencies in East Java Province. The study analyzes three mechanisms of constitutional control: executive preview and executive review conducted by regency governments, legislative review carried out by village institutions, and judicial review practiced by the Supreme Court. The findings demonstrate that, despite the existence of multiple supervisory mechanisms, their practical implementation remains weak and fragmented. Executive supervision often operates informally, legislative deliberation in villages is frequently procedural rather than substantive, and judicial review mechanisms are rarely utilized due to legal uncertainty and limited legal awareness. Consequently, the effectiveness of constitutionality testing of village regulations remains low. The article contributes to the literature on decentralization and constitutional control by proposing a model for strengthening regulatory oversight at the village level by institutional capacity building, regulatory harmonization, and improved public participation in village legislation.

Abstract

The legislative function constitutes a fundamental pillar of parliament, operating in tandem with the oversight and budgetary functions. The establishment of the DPD within the Indonesian system was originally intended to construct a bicameral system that ensures checks and balances while accommodating regional interests. However, the current constitutional design reflects a flawed mechanism, culminating in a system of weak bicameralism that marginalizes the DPD's institutional role and renders it subordinate to the DPR. Although previous literature has extensively highlighted the DPD's limited authority, prior scholarship remains largely descriptive, focusing on normative reform proposals without adequately addressing the theoretical implications of this asymmetric power distribution. To bridge this research gap, this article employs a normative approach to re-evaluate the DPD's legislative authority, thereby advancing the existing discourse on constitutional design and institutional reform. The findings indicate that the existing anomaly in power distribution distorts the genuine mechanism of mutual control. As its principal theoretical contribution, this study reconceptualizes the parameters of effective asymmetric bicameralism by asserting that genuine territorial representation necessitates a substantive expansion of legislative powers, encompassing independent initiative rights, comprehensive deliberative participation, and decisive final views. This theoretical framework enriches comparative constitutional literature by demonstrating how reconfiguring asymmetric powers is essential to transforming constitutional anomalies into a balanced, effective, and accountable parliamentary system.
