Abstract

Fishermen in Indonesia are generally relatively poor. Low education is widely accepted as the cause, while others appointed terrible habits and bad custom practices as the main contributors. The fishermen are also accused of being lazy and fatalistic and like to waste money if they happen to have a big catch. However, we believe that the problem is not as simple. Therefore, we aim to explore the issue more and seek an understanding of the underlying cause of poverty among fishermen in Indonesia, especially in Percut, Deli Serdang Regency. Designing the study as a qualitative study, we use in-depth interviews to collect data from various actors, such as 39 fishermen, the head of the village, and two hamlet heads. The sampling technique was conducted using the snowball technique. The data analysis method of this research uses daily interpretative analysis. Our results show that the general assumption mentioned above is not valid. They are hard workers and not money wasters. The poverty is caused more by the lack of access to many aspects of life improvement. Poor access to education, poor market access, and poor access to credit institutions; some also have poor access to their primary resource, the sea, since they do not possess adequate equipment for it. These have limited the possibility for fishermen to improve their well-being.

Abstract

Abstract

Based on geographical location, Sabang municipality is located in an archipelago far from big cities and has a relatively small population so that the fulfillment of educational facilities needs attention. This study aims to analyze and evaluate the availability and affordability of public elementary schools, junior high schools, and senior high schools in Sabang Municipality. This study uses quantitative and qualitative approaches (mix methods). The analysis of availability and affordability was carried out by calculating serviceability and buffering analysis based on normative reference and was completed with interviews with stakeholders of the Education Office. The results of the study show that for detailed availability, namely elementary schools, junior high schools, and senior high schools are all categorized as deficits, while for detailed affordability, namely, elementary schools are categorized as high, junior high schools are categorized as medium, and senior high schools are categorized as high. The government explained that the availability and affordability of public schools at the elementary schools, junior high schools, and senior high schools levels are adequate and accessible, especially equipped with transportation facilities. The conclusion shows that although this study focuses only on public schools so that it is found that the availability is still a deficit, on the other hand the location of the school can be reached, so it can be interpreted that the location of the school is strategic.

Abstract

Settlement is a basic human need that is closely related to the feasibility of life and well-being. The purpose of this study is to gain a better understanding of settlement patterns that occur in rural and urban areas, and to investigate the factors that influence these patterns. This study collects, analyzes, and synthesizes related literature. The results show that settlement patterns in urban areas are denser and develop vertically, while settlement patterns in rural areas tend to be spread out and horizontal. Various factors, such as natural conditions (such as climate, topography, water and land availability), socio-economic factors (such as employment, education, and income), and government policies and local cultural developments, influence these differences. These results emphasize that understanding settlement patterns as a whole is essential to building areas that are equitable, sustainable, and responsive to community needs.

Abstract

Deli Serdang Regency has the second largest population in North Sumatra with 2,048,480 inhabitants in 2024. It has a large area with diverse geographical characteristics (lowlands, hills and urban areas), which affects the distribution of senior high schools (SMA). This study aims to determine the distribution pattern of senior high schools (SMA) using a Geographic Information System (GIS) in Deli Serdang Regency. The method used is quantitative descriptive, with data analysis using Nearest Neighbour Analysis (NNA). The results show that the distribution pattern of senior high schools in Deli Serdang Regency is clustered with an NNA ratio of 0.621515, a Z-score of -8.628276, and a P-value of 0.000000, based on 142 school locations. This indicates that senior high schools in Deli Serdang Regency are not evenly distributed throughout the regency, but are clustered in certain areas and tend to be close to each other. The distribution pattern of senior high schools in Deli Serdang Regency is influenced by geographical conditions and regional characteristics, population, economic activity, and regional accessibility.

Abstract

Healthcare accessibility is a central pillar of Universal Health Coverage (UHC), yet spatial inequities persist in many coastal and semi-rural regions due to uneven facility distribution, limited transport connectivity, and infrastructural vulnerability. This study evaluates the spatial accessibility of primary healthcare services in Pantai Labu Subdistrict, North Sumatra, Indonesia, using an integrated Geographic Information System (GIS) framework. The analysis combines Euclidean buffer analysis, road proximity assessment, and network-based accessibility modeling to capture both theoretical and functional dimensions of access. Results reveal pronounced central–peripheral disparities: while most settlements fall within the administrative service radius of the main Puskesmas and its auxiliary Puskesmas Pembantu (Pustu), effective accessibility remains constrained in coastal and inland fringe areas due to weak road connectivity and linear transport dependence. The inclusion of Pustu facilities reduces distance-based gaps; however, functional limitations, particularly the uneven implementation of Integrated Primary Care (ILP) undermine service utilization in several spatially accessible locations. Network analysis further demonstrates that buffer-based methods systematically overestimate accessibility, failing to account for indirect routing, corridor dependence, and cross-boundary healthcare use. Underserved settlements persist where distance, road isolation, and limited service capacity converge, forming localized access deserts despite formal coverage compliance. The study concludes that equitable healthcare access in coastal semi-rural settings requires integrated planning that aligns facility functionality with resilient transport infrastructure. The proposed GIS-based framework offers a replicable, policy-relevant tool for identifying priority intervention zones and supporting spatially targeted strategies to advance UHC in vulnerable regions.
