Abstract

Pembangunan wilayah di Kabupaten Aceh Singkil masih dihadapkan pada kesenjangan pembangunan antara perdesaan dan perkotaan. Terdapat indikasi bahwa pembangunan perkotaan tidak memberikan efek penetasan pembangunan pada perdesaan, hal yang terjadi justru pengurasan sumber daya yang ada di perdesaan. Hal ini menunjukkan bahwa keunggulan usaha perkebunan rakyat di perdesaan belum berdampak signifikaan terhadap kemajuan perekonomian perdesaan. Penelitian ini bertujuan untuk menganalisis keterkaitan ekonomi antara perdesaan dan perkotaan. Metode yang digunakan dalam penelitian ini adalah survei deskriptif dengan pengumpulan data melalui wawancara. Hasil penelitian menunjukan bahwa sebagian besar kelompok tani belum mengakses fasilitas pelayanan permodalan yang terdapat di perkotaan, sedangkan kebutuhan sarana produksi sebagian besar dapat dipenuhi oleh toko penjual sarana produksi yang berada di perdesaan. Adapun aliran bahan baku hasil produksi perkebunan terjalin di wilayah perdesaan dan pendistribusian hasil produksi perkebunan sebagian besar dilakukan oleh agen desa ke satuan pengumpul lalu ke pabrik. Rantai penjualan tandan buah sawit yang panjang turut menyebabkan minimnya pendapatan yang diterima petani. Adapun pendapatan yang diterima petani jauh dibawah standar UMR (Upah Minimum Regional) yang berlaku. Selain itu, kegiatan industri yang dikembangkan melalui pabrik pengolahan minyak kelapa swasta hanya sebatas area produksi CPO (Crude Palm Oil). Seluruh hasil produksi CPO diekspor melalui pelabuhan Belawan yang berlokasi di Kota Medan, sehingga perolehan nilai tambah (add value) masuk ke wilayah Kota Medan.

Abstract

The research is based on the world of tourism which is developing very rapidly. In the midst of a pandemic and a slowing economy, the Denai Lama Tourism Village is here to be one of the options for a just tourism village, which provides economic movement for the community and opens the widest possible job opportunities, and as much as possible. This study aims to analyze the 3A concept and conclude the SWOT concept in tourism development in Hamlet IV, Denai Lama Village, Kab. Deli Serdang This research uses a qualitative-descriptive approach. The informant in this study was the Head of Hamlet IV, namely Mr. Sucipto. This study uses field observations, interviews, and literature studies. The analytical technique used is the Miles and Herberman interactive analysis model and SWOT analysis. The results found are the existence of Paloh Naga Agrotourism in Hamlet IV, Denai Lama Village, which has become a tourism icon in this area. There are a number of other supporting tourism objects with great potential. However, there are still some obstacles that become obstacles in the development of this tourist area. With the existence of alternative tourism development strategies, it can help the development of this area to be more advanced and fulfill all the things needed.

Abstract

This study aims to develop the design of geography learning materials containing Indonesian geopolitics as a systemic program to strengthen national character in the Department of Geography Education, Faculty of Social Sciences, State University of Medan. The specific target to be achieved is the production of textbooks on geography learning materials containing Indonesian geopolitics. The research method used is the R&D method by following the Borg & Gall procedure. The research subjects involved: lecturers in Political Geography courses; students as subjects for a limited group trial; and five experts for the validation of teaching materials. The instruments used were expert validation questionnaires, learning outcomes tests and observation sheets, which were analyzed using: qualitative descriptive analysis to analyze information about various field conditions; quantitative descriptive analysis used to analyze the scores given by the expert; and statistical analysis assisted by STATCAL software. The results showed that the textbooks developed were valid and suitable for learning Political Geography, as well as contributing to the systemic program of strengthening national character in campus life by placing six pillars of character, namely: citizenship, justice, honor, responsibility, caring, and being able to trust.

Abstract

The increase in human activity and development causes changes in land use, especially in urban areas such as Stabat District, the largest sub-district area as well as the densest population in Langkat Regency; of course, it cannot avoid the phenomenon, so this study aims to analyze the spatial pattern of the Stabat District area which is reviewed based on land use changes. Through digitization. This study uses a mixed approach with a sequential/staged method that combines or expands from quantitative methods at an early stage with qualitative descriptive method findings at a later stage. The results found are that almost all of the Stabat sub-districts are plantation areas because they are crossed by the main river and many tributaries, which are one of the factors on the periphery of plantation and agricultural land. There have been several changes in land use for five consecutive years from 2017-2021. Make that land use in Stabat District is dominated by land use as an open area or RTHK (City-scale Green Open Space), and the regional pattern of Stabat District uses a linear or elongated village pattern. This can be seen from the arrangement of residential areas and public facilities scattered on the main highway in Stabat District, which is also a Sumatran crossing connecting Aceh Province with North Sumatra Province.

Abstract

The regional hierarchy, which includes the functions targeted at each region, is an important consideration in regional planning. The implementation of this function is related to existing service facilities in each sub-district in terms of the growth dynamics of South Labuhanbatu Regency. The distribution of the population in the sub-districts of South Labuhantu Regency has resulted in an increase in the quantity of infrastructure, facilities and service facilities. This research was conducted to determine the availability of service facilities in Labuhanbatu District and to examine the hierarchy and distribution of service centers. This research uses a quantitative descriptive research method using the centrality index analysis method, gravity analysis, and nearest neighbor analysis. Based on the study findings, it is known that the availability of service facilities in Labuhanbatu Regency is quite adequate, especially considering that Kota Pinang and Torgamba Subdistricts which have first order status already have quite complete and adequate facilities. In addition to the findings of the regional hierarchy analysis based on analysis of the centrality and gravity indices, the findings of the nearest neighbor analysis also show Kota Pinang and Torgamba Districts in the hierarchy. Service centers in Labuhanbatu Selatan Regency are located in Kota Pinang Subdistrict, which is the capital of the subdistrict, and Torgamba Subdistrict, which has the most availability of facilities and is supported by a large population and strong interaction strength.

Abstract

The availability of educational facilities, particularly at the elementary level, plays a crucial role in regional development. This study aims to: (a) evaluate the availability of existing elementary school facilities in Sukamakmue District, (b) analyze the projected needs for elementary school facilities in Sukamakmue District by 2045, and (c) recommend appropriate policies to address the future needs for elementary school facilities in the district. The research utilizes a combination of secondary data analysis and primary data obtained through interviews with key stakeholders in the Education Office. The findings indicate that the distribution of public elementary schools is relatively even across all villages in Sukamakmue District, with a total of 7 public elementary schools currently available. However, based on the population projection for 2045, Paya Seunura Village is expected to experience significant population growth, necessitating the addition of more elementary school facilities over the next 21 years. The projection for facility needs was calculated using a facility needs analysis, with the base year set between 2021 and 2045. In contrast, the other villages show declining population growth, suggesting that no additional facilities will be required. Keywords: educational facilities; availability; needs; elementary school

Abstract

The Indonesian Coastal Conservation Foundation (Yakopi) has successfully planted 82.24 hectares of mangroves in Tinjul Village, Lingga Regency. However, mangrove planting efforts need to be complemented with mangrove zoning mapping and the establishment of village regulations for mangrove protection. This research employs a qualitative approach using the Participatory Rural Appraisal (PRA) method, with data collection through Focus Group Discussions (FGD), participatory mapping, and documentation. The analysis method used is descriptive. The results indicate that (1) the first FGD led to an agreement on conducting mangrove zoning mapping and formulating village regulations, (2) a field survey via participatory mapping produced a mangrove zoning map, (3) the second FGD resulted in consensus on the mangrove zoning maps and village regulations regarding mangrove protection, and (4) the third FGD led to the ratification and handover of the mangrove zoning maps and Tinjul Village Regulation No. 002 of 2024 on mangrove protection to village government officials. The study concludes that community-based mangrove management can be sustainable, contributing to the balance of the existing ecosystem.Keywords: mangrove conservation; planning; spatial utilization

Abstract

Regional inequality or disparity is a natural consequence of development and an unavoidable stage. This happens because of differences in population, natural resource potential and geographical conditions in each region. This research aims to analyze public service centers, inter-district interactions, and settlement patterns in the context of regional development in Samosir Regency. The study uses a descriptive method with a quantitative approach to analyze the centers of public services, inter-district interactions, and settlement patterns among districts in Samosir Regency using the tools of centrality index analysis, gravity model, and nearest neighbor analysis. The analysis results show that the public service facilities in Samosir Regency in 2021 include 517 units of educational facilities, 442 units of healthcare facilities, 561 units of religious facilities, and 2,418 units of economic facilities, with the service center located in Pangururan District with a total availability of 1,081 units, which has the highest centrality value of 966.63. The largest inter-district interactions occur in Palipi District with a total interaction of 11,671,532.31, while the smallest interaction occurs in Simanindo District with a total interaction of 749,250.15. The settlement pattern in Samosir Regency consists of 1 district with a random settlement pattern and 8 other districts with clustered settlement patterns. In the development of Samosir Regency, the influence of district interactions, service centers, and settlement patterns are important factors to be considered.Keywords: District, Service Center, Interaction, Settlement Pattern

Abstract

Penelitian ini bertujuan untuk menganalisis struktur ruang Kabupaten Samosir. Analisis struktur ruang dapat membantu dalam pemahaman dan pengembangan suatu wilayah, terutama dalam konteks perencanaan kota dan pembangunan wilayah. Perencanaan pembangunan wilayah yang baik harus mempertimbangkan faktor-faktor penting seperti pusat pelayanan, pola permukiman, konektivitas jaringan jalan, dan elemen fisik lainnya. Metode penelitian yang digunakan dalam penelitian ini yaitu penelitian kuantitatif. Dalam menganalisis sistem pusat pelayanan menggunakan metode analisis skalogram, untuk menganalisis pola permukiman menggunakan metode nearest neighbor, dan untuk menganalisis konektivitas jaringan jalan menggunakan metode indeks sentralitas konig dan shimbel. Hasil penelitian menunjukkan bahwa struktur ruang di Kabupaten Samosir terdapat beberapa aspek pembentuk ruang yaitu pola permukiman, pusat pelayanan dan konektivitas jaringan jalan di wilayah tersebut. Dalam rangka membangun Kabupaten Samosir yang lebih baik, aspek-aspek tersebut harus dipertimbangkan dengan baik dalam perencanaan pembangunan. Dalam hal ini, diperlukan kerjasama antara pemerintah, masyarakat, dan pihak swasta untuk menciptakan lingkungan yang kondusif bagi pembangunan di Kabupaten Samosir.

Desa dapat membuat sebuah peraturannya sendiri, hal ini dikarenakan desa diberikan sebuah kewenangan untuk dapat mengurus dan mengatur kepentingannya sesuai dengan kebutuhan masyarakatnya dengan berdasar kepada asal-usul yang diakui dan etika adat yang dihormati. Keputusan di desa biasanya dicapai melalui proses musyawarah antar berbagai elemen di desa, baik masyarakat ataupun pemerintahan desa setempat, hal ini biasanya dikenal dengan Musyawarah Perencanaan Pembangunan Desa (Musrenbangdes). Penelitian ini dilakukan dengan tujuan untuk dapat menilai tingkat keterlibatan masyarakat dalam pembuatan peraturan desa yang berkaitan dengan kebijakan tata ruang di Desa Bulu Hadek, Kecamatan Teluk Dalam, Kabupaten Simeulue, Aceh. Populasi yang diteliti adalah seluruh penduduk Desa Bulu Hadek, dan sampel penelitian ini terdiri dari 15 orang yang dipilih secara sengaja berdasarkan profesi yang berbeda sebagai informan dan informan kunci. Data yang digunakan dalam penelitian ini terdiri dari data primer yang diperoleh dengan observasi dan juga hasil kuesioner masyarakat di lapangan serta data sekunder melalui studi kepustakaan. Hasil penelitian ini menunjukkan bahwa 93% masyarakat terlibat aktif dalam pembuatan peraturan desa yang salah satunya berupa penataan tata ruang mangrove. Hal ini dapat dilihat dalam bentuk masukan dan saran yang diberikan oleh masyarakat dalam penataan tata ruang desa, memberikan informasi dan juga menyampaikan berbagai bentuk peritimbangan yang harus diperhatikan dalam menyusun sebuah strategi pelaksanaan peruntukkan ruang serta berpartisipasi dalam bekerja sama untuk memajukan dan meningkatkan ekosistem mangrove di desa.
