Abstract

Based on an analysis of the bureaucratic conditions in North Padang Lawas Regency after more than 15 years as a new autonomous region, it appears that the quality of public services is still low. The evaluation of the Indonesian Ombudsman Representative for North Sumatra in 2021 placed the district in the "bad" category. Research using qualitative models highlights obstacles to change, including resistance from employees who want to maintain the status quo. Although there is increased work motivation among some employees, senior employees tend to stick to a conservative mindset, creating a lack of uniformity in bureaucratic behavior. Bureaucratic reform efforts appear to be producing positive results in Disdukcapil services. Simplification of bureaucracy, application of information technology, and increased accessibility increase efficiency and effectiveness. Even though the Community Satisfaction Index survey shows an increase in positive perceptions, there are still discrepancies with observations in the field, especially regarding slow processes and lack of employee understanding. In the face of conservative employee resistance, Disdukcapil leaders need to engage them more in the change process, involving them in decision-making. It is also important to ensure services are inclusive, considering the needs of people with physical limitations or limited access to technology. Solutions such as pick-up services or efficient physical services can be implemented. This improvement is important to achieve the goals of bureaucratic reform and provide better services to the community.

Abstract

This research aims to determine the role of the sub-district head in improving the performance of village heads in the West Binjai sub-district area and to determine the factors inhibiting the sub-district head in improving the performance of village heads in the West Binjai sub-district area. The results of the research show that the role of the sub-district head in improving the performance of sub-district government officials in the West Binjai area is categorized as good with general implementation including active, participative, and passive roles. The obstacles to improving the performance of village heads are that the quality of resources is still low because most village officials are limited to high school, and junior high school and some have even finished elementary school; village government organizations' regulatory policies are not yet perfect; the arranging limit at the town head level is low; furthermore, the offices and framework supporting functional government organization are still extremely poor. restricted, aside from upsetting the productivity and adequacy of work execution, it additionally can lessen the inspiration of carrying out officials, in this way eventually obstructing the accomplishment of objectives, undertakings, and work.

Abstract

Turnover intention refers to an employee's desire to leave the company, and employee turnover in an organization can result in negative impacts. One important aspect in reducing the turnover rate is transformational leadership combined with fair compensation. This research aims to examine the impact of transformational leadership and compensation on turnover intention of HR employees at PT Bank Rakyat Indonesia Medan Branch Office. Using quantitative methods and an associative approach, this research involved a population of 40 employees in the human resources department at PT Bank Rakyat Indonesia Medan Branch Office, with a sample of 38 respondents selected through a purposive sampling technique. Data collection involved questionnaire distribution and literature review. Research findings show that while transformational leadership does not have a significant effect on turnover intention, compensation shows a significant effect.

Abstract

Linawaty Kebaya Sewing Business Medan is a sewing business that provides services in sewing clothes. This study aims to determine the influence of the work environment and competence on Linawaty Kebaya Sewing Business Medan. This study uses a qualitative research method with a descriptive research type. Primary data collection techniques through interviews with several informants at Linawaty Kebaya Sewing Business Medan and observation. For secondary data collection through literature studies and documentation. The data analysis process is carried out by collecting data, reducing data, presenting data and drawing conclusions. The results of this study indicate that the work environment and competence can improve the performance of Linawaty Kebaya Sewing Business Medan employees such as adequate lighting, sewing skills, punctuality in working on clothing products, building cooperation between fellow employees, the ability to follow developments regarding the latest fashion trends. However, there are several things that need to be considered in order to maintain employee performance. It can be concluded that the employees of Linawaty Kebaya Sewing Business have different motivations but have the same goal to make Linawaty Kebaya Sewing Business Medan better than before.

Abstract

Introduction: Mining operations in North Sumatera Province have generated both economic opportunities and socio-environmental challenges for surrounding traditional communities. The coexistence of PT. Agincourt Resources in Batangtoru and PT. Sorikmas Mining in Naga Juang has triggered land disputes, environmental degradation, and social polarization, reflecting the tension between corporate expansion and the preservation of customary (adat) values.Purposes of the Research: This study aims to map and classify sources of social conflict between mining companies and local adat communities, examine the dynamics of traditional institutions, and develop a participatory conflict resolution model that integrates local wisdom and community empowerment.Methods of the Research: Using a mixed-method design, this research combines quantitative surveys with qualitative approaches, including in-depth interviews, focus group discussions, and participant observation. Data were analyzed using parametric statistics and qualitative matrix analysis to identify socio-cultural dynamics, conflict patterns, and the institutional role of adat in mediating disputes.Results of the Research: The findings show that mining activities have disrupted social cohesion and traditional governance structures, particularly regarding ulayat (customary) land rights. Nonetheless, the study introduces a Traditional Community Participation Model emphasizing adat leaders as mediators in conflict resolution. This model reinforces social capital, restores trust, and enhances collaboration between companies, communities, and government institutions. The research offers a novel integrative framework linking customary institutions with sustainable conflict management and responsible mining governance in Indonesia.
