Abstract

The target of the spread of radical terrorism that has infiltrated the university environment needs to be prevented and become a common concern, especially university leaders. The development of the radical flow of terrorism in universities can endanger the unity of the state because universities are a place for education candidates for intellectuals, entrepreneurs, bureaucrats, technocrats, and professionals. Counter-radicalism is an effort to prevent the entry of the seeds of radicalism in the transformation of terrorism in universities. Prevention and control efforts can be carried out through a soft education approach by instilling the spirit of nationalism and defending the country to students and academics in the Higher Education environment. Rechtsbewustzijn is closely related to legal compliance and the effectiveness of the law, so it is hoped that the values ​​of legal awareness that are built strongly in the Higher Education environment will be successful in supporting counter-radicalism programs in preventing radicalism in Higher Education. All components in Higher Education in obeying the law are not a compulsion but because the law is by the values ​​that exist in society and by the needs of the Higher Education environment which is a safe and comfortable place to study.

Abstract

Deradicalization is guided by counterterrorism preventive measures as a strategic effort in neutralizing ideas that are considered radical and can be dangerous through a non-violent approach. This research was conducted with the aim of knowing radicalism in the younger generation, especially in higher education through questionnaires and interviews with related parties. Terrorism is currently a serious problem and endangers national security, so prevention efforts are needed. The target of the spread of radical terrorism that has infiltrated the university environment needs to be prevented and become a common concern, especially university leaders. The development of the radical flow of terrorism in the university environment can endanger the unity of the state because universities are a place for educational candidates for intellectuals, entrepreneurs, bureaucrats, technocrats and professionals. The aim of radicals is to bring about changes to the roots and for this they always use violent methods and oppose the existing structure of society. So that joint efforts are needed in preventing and overcoming the spread of radicalism, transformation of terrorism in universities. Efforts to prevent the various factors that cause radicalism are carried out with policies contained in universities and local governments through strengthening state minded in action among youth.

Abstract

Internet sebagai hasil dari pesatnya perkembangan Ilmu Pengetahuan dan Teknologi (IPTEK) telah menjadi bagian tak terpisahkan dari berbagai aspek kehidupan. Carding merupakan pencurian data kartu kredit yang bertujuan untuk pemanfaatan dan keuntungan pribadi, termasuk dalam pembelian akun berlangganan Netflix yang kemudian dijual kembali dengan harga dibawah harga resmi yang telah ditetapkan. Penelitian mengkaji permasalahan ini alasan mengapa praktik penjualan akun Netflix dengan metode carding pada media sosial X marak terjadi, serta bagaimana upaya penanggulangan dan tindakan hukum atas hal tersebut. Penelitian dilakukan dengan menggunakan metode Yuridis empiris dengan pendekatan perbandingan, perundang-undangan, dan konseptual. Data utama diperoleh melalui kuesioner, wawancara, dan observasi, data pendukung yang didapatkan dari hasil studi pustaka yang bersumber dari bahan hukum maupun bahan non-hukum. Hasil penelitian menunjukkan bahwa kekaburan norma dalam regulasi terkait carding di Indonesia serta rendahnya penegakan hukum oleh aparat menyebabkan praktik ini tetap marak di platform media sosial X. Masyarakat cenderung membeli akun di X karena harga lebih murah, sementara seller dan carder tertarik karena peluang keuntungan yang tinggi serta minimnya risiko hukum. Oleh karena itu, diperlukan adanya pembaruan regulasi, peningkatan kapasitas aparat penegak hukum, serta kesadaran masyarakat dalam mengawasi transaksi kartu kredit dan penggunaan akun Netflix mereka guna mencegah penyalahgunaan yang lebih luas.

Abstract

The implementation of additional criminal sanctions for asset recovery under Law No. 31 of 1999 in conjunction with Law No. 20 of 2001 on the Eradication of Corruption Crimes faces significant challenges at the execution stage, particularly when convicts are listed as fugitives on the wanted list (DPO). Law enforcement conducted in absentia through a “follow the money” approach lacks an integrated regulatory framework, despite the asset recovery concept being adopted in Indonesia since the early 2000s. This study examines the legal certainty of the “follow the money” approach in the execution of asset recovery orders in in absentia corruption cases. Using a normative juridical method with statutory and conceptual approaches, the study finds that the current ius constitutum remains fragmented and is dominated by internal prosecutorial guidelines that are not systematically integrated across law enforcement agencies. This normative fragmentation creates a deficit of legal certainty in efforts to recover state financial losses. Therefore, regulatory synchronization is required to ensure effective legal certainty in accordance with the principles of the justice system.

Abstract

The deforestation rate in the buffer zone of Bromo Tengger Semeru National Park (TNBTS) poses a serious threat to the stability of the local ecosystem. This study aims to analyze land cover dynamics and evaluate community forest management strategies based on the Forest Stewardship Council (FSC) scheme as a deforestation mitigation instrument at FMU Wana Semeru Agung, Lumajang. The research contribution is providing a comprehensive analysis of the integration between international certification standards and local policies in maintaining the buffer zone of a conservation area. The method employed is mixed methods, combining spatial analysis and William N. Dunn’s policy evaluation model. The results indicate that the integration of FSC standards has significantly suppressed deforestation rates, with open land area successfully reduced to 0 Ha during the 2023-2024 period. This strategy proved ecologically effective through the implementation of agroforestry systems and economically efficient, with 98% of farmers reporting an increase in income. In conclusion, the FSC scheme is effective as a site-level deforestation mitigation instrument, although the "emergency felling" (tebang butuh) phenomenon due to financial pressure remains a major challenge for land cover sustainability. It is recommended that local governments provide economic incentives such as "delayed felling" compensation or certification subsidies for farmers to maintain the consistency of community forest cover in the long term.
