Abstract

Semarang Old City area is a heritage building that should be preserved its existence. His condition is dire. Actually, the government has been implementing conservation and development strategies to revitalize the area. But the strategy is done so that the state government is not unified the Old Town area no change at all. The problems arise: what are the factors enabling and constraining the strategy, and what strategies are used in the preservation and development of the Old Town area in order to be a cultural tourist area in the city of Semarang?Research purposes to describe what are the factors enabling and constraining the conservation strategy and the development of the Old City through the analysis of the strategic environment and to explain what strategy should be taken by the government in managing the Old Town area in order to be a cultural tourist area in the city of SemarangEfforts to address the problem and the purpose of the study used the theory of strategic management using SWOT analysis tool, as well as the litmus test. With descriptive qualitative research design.The results showed that the region lies in the cultural themed segments I and II themed segments on the tour is the Old Town area. For any form of preservation and development must be done in accordance with the regulations that have been made to daaerah Old City of Semarang, but the rules can not be implemented properly by the government. Lack of coordination between related SKPD be one of the factors inhibiting and berpotensinya as an area of cultural tourism is one of the supporters.Suggested the government should be able to restore coordination between SKPD related to the preservation and development of the Old Town area of Semarang.Keywords: Conservation

Abstract

Kota Lama Semarang merupakan salah satu objek wisata yang banyak dikunjungi oleh wisatawan lokal maupun wisatawan asing. Tingginya minat wisatawan yang mengunjungi Kawasan Kota Lama Semarang merupakan salah satu prestasi bagi Pemerintah Kota Semarang. Dulunya Kawasan Kota Lama Semarang terkenal dengan Kawasan yang kumuh dan kriminalitasnya yang tinggi, maka dari itu Pemerintah Kota Semarang membuat suatu program yaitu merevitalisasi Kawasan Kota Lama Semarang.Tujuan dari penelitian ini adalah untuk melihat bagaimana implementasi program revitalisasi pada objek wisata Kawasan Kota lama Semarang. Penelitian ini menggunakan pendekatan kualitatif-deskriptif dengan Teknik pengumpulan data yaitu observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukan bahwa usulan Pemerintah Kota Semarang melalui Dinas Pariwisata Kota Semarang dan dibantu oleh BPK2L ke Kementrian PUPR pusat berhasil dengan wajah baru Kawasan Kota Lama Semarang yang sekarang, namun ada beberapa variabel yang mempengaruhi keberhasilan dari program revitalisasi di Kawasan Kota Lama Semarang yaitu komunikasi, sumber daya,disposisi,dan struktur birokrasi yang masih perlu diperhatikan.

Abstract

Sustainable development is a reference for global development in all development fields in Indonesia, especially those related to environmental sustainability. Solid waste pollution is a crucial problem that harms environmental sustainability, such as odor, water, air, and solid waste pollution. These problems need to be managed effectively with a specific approach, including a waste bank. The Waste Bank is a community empowerment-based effort that involves a Reduce, Reuse, and Recycling program using solid waste as an economic resource. Further, the waste bank program is also changing the paradigm from the "end of pipe" to the "reduction at the source" paradigm. This study focuses on solid waste management in Semarang Regency, specifically at the Soka Resik Waste Bank. Through qualitative research, observation, interviews, and secondary sources such as documents, journals, books, and research notes were carried out. The study found that the Waste Bank programs have reduced the amount of solid waste dumped in the TPA and recorded managed inorganic waste piles. In this context, the local government also provides support in education, assistance, guidance, and monitoring and infrastructure to the community. The Soka Resik Garbage Bank also has a significant impact on environmental aspects, but it still needs improvement in social and economic aspects. Hence, continuous and persistent education is urgent to change society's mindset massively by giving examples and submitting assistance to non-governmental organizations and the formation of MSMEs that sell crafts from recycling activities.

Abstract

The existence of women frequently perceived as “second sex” in society. In fact, their voices, ideas, and gender roles are often ignored. Thus, in order to support women’s right the United Nations through CEDAW encourages the achievement of 30% quota of women’s representation in legislative institution as the entrance of women’s interests in the policy-making process. Furthermore, the UN recommendation has been ratified by Indonesian government to produce the guidelines to spur women’s political participation through Ministerial Women Empowerment and Child Protection Regulation 07/2013 on Increasing Women’s Political Participation in Legislative. Nevertheless, the emergence of this affirmative policy has not been able to attain the target of least 30% representation in the legislative institution, including the House of Representatives of Central Java 2019-2024. Further, this research emphasizes about the factual condition of women’s political representation and why the women’s political representation enhancement policy still yet spur the women’s representation rate in the House of Representatives of Central Java 2019-2024. By using descriptive-qualitative method and System Theory basis, the author tries to scrutinize more deeply about the reality in the field based on four main factors: policy cognition, socio-culture, human resources, and political factor. According to the result, this research finds various hurdles on the policy implementation, including the deep rooted of patriarchy culture, the lack of women’s capability as policy makers, and various political factors.

Abstract

Stunting adalah masalah kesehatan gizi yang masih banyak dijumpai di berbagai daerah. Efek jangka panjang dari stunting dapat mengancam kualitas sumber daya manusia di masa depan. Di Kabupaten Kudus, stunting menjadi salah satu isu prioritas pembangunan kesehatan. Adapun salah satu daerah yang memiliki angka stunting cukup tinggi adalah Desa Medini di Kecamatan Undaan. Desa Medini adalah desa dengan angka stunting tertinggi di Kecamatan Undaan. Langkah yang diambil oleh pemerintah untuk menangani stunting adalah dengan mengoptimalkan peran posyandu. Salah satu peran yang dinilai dapat membantu menangani stunting di Desa Medini adalah peran posyandu dalam memberikan penyuluhan dan konseling kesehatan gizi yang tujuannya adalah meningkatkan kesadaran dan pengetahuan Ibu balita agar terjadi perubahan perilaku yang lebih baik. Tujuan penelitian ini adalah menganalisis peran posyandu untuk menangani stunting dan faktor-faktor yang mempengaruhinya. Metode yang digunakan adalah deskriptif kualitatif. Menggunakan data primer dari hasil wawancara pada Petugas Gizi UPT Puskesmas Undaan, Pembina Posyandu dan Ibu balita dan observasi. Data sekunder berupa jurnal penelitian, buku, dan dokumen terkait diperoleh dari studi kepustakaan. Ditemukan bahwa peran posyandu dalam memberikan penyuluhan dan konseling kesehatan gizi lebih bersifat preventif. Peran tersebut dinilai belum maksimal karena kualitas sumber daya yang masih kurang, tingkat pendidikan kader, kemampuan penyampaian materi penyuluhan oleh kader yang belum memadai, penyampaian informasi yang belum menyeluruh dan belum dipahami secara utuh oleh Ibu balita. Adapun beberapa hambatan lainnya adalah seperti anggaran posyandu untuk menangani stunting yang terbatas, masih terdapat sarana prasarana yang belum terpenuhi dan kualitas kader posyandu yang masih membutuhkan pembinaan yang lebih intens. Disarankan bahwa pembinaan kader posyandu harus dilakukan secara konsisten dan berkala dengan fokusnya adalah penyampaian materi penyuluhan dan konseling kesehatan gizi serta pemenuhan sarana prasarana dan anggaran penanganan stunting yang masih kurang

Abstract

There are still several aspects that hinder the process of implementing the zoning system for the new Student Admissions policy in providing opportunities and access to education rights. The aim of this study was to describe the implementation of the PPDB policy on the zoning system of public junior high schools in Bekasi City and to identify the supporting and inhibiting factors. The research uses the Van Meter and Van Horn Policy Implementation theory by looking at policy standards and objectives, resources, inter-organizational relations, characteristics of implementing agents, socio-political economic conditions, and the disposition of implementors as variables that influence policy implementation. This research is descriptive qualitative with a case study approach. Data collection techniques were carried out by interview, observation, and literature study through primary and secondary data sources. The results showed that the implementation of this policy was in accordance with the applicable rules and stages. However, there are still errors in ordinate points, unequal distribution of facilities between schools, changing SOPs, and many people who are reluctant to choose private junior high schools. In conclusion, the implementation of this policy is supported by the standard variables and policy objectives, inter-organizational communication relations, and the disposition of the implementor. Meanwhile, the variables of resources, characteristics of implementing agents, and socio-political and economic conditions are obstacles. This study recommends optimizing data verification and leveling facilities between schools, involving all implementing agencies in setting Standard Operating Procedure, as well as optimizing the role of private junior high schools

Abstract

Coaching for the elderly is carried out in order to respond to the increasing number of elderly people. The presence of the elderly can be a negative signal if it is not accompanied by careful preparation. The elderly must be seen as valuable and assets that must be empowered. In order to empower the elderly, the BKKBN established the Elderly Family Development (BKL) program to improve the quality of life of the elderly. Peterongan Village is one of the locations where the BKL activity group was formed. The purpose of this study was to determine the implementation of the BKL program in Peterongan Village and the factors that were the drivers and barriers to implementation. This study uses a qualitative method with a descriptive approach. The results showed that the BKL Program has provided benefits on the physical and emotional dimensions to its members. In the implementation of the BKL program, it shows that overall it is good but there are some activities that have not been implemented as they should, namely home visits. The driving factors in the implementation of the BKL Program in Peterongan Village are communication and the attitude of the implementer. While the inhibiting factors include human resources, budget resources, equipment resources, authority resources, incentives, and bureaucratic structures. It can be concluded that the implementation of the BKL Program in Peterongan Village as a whole has been going well but the many inhibiting factors in implementing the program have caused the implementation of the program to be less than optimal. Suggestions from researchers need to apply for funds from both the government and the private sector, recruit cadres and family planning field officers, hold socialization and awareness of elderly families, it is necessary to establish SOPs

Abstract

The existence of UPTPK in Sragen Regency is an effort of the regional government in Sragen Regency to tackle the poverty with a systematic and integrated concept. The success of Sragen Regency in the establishment of UPTPK to the poverty tackling program can encourage the Social Ministry to give an appreciation through a program named GEMPITA (Regency/City Concerned Community Movement). The purpose of this writing is to explain the leadership of Agus Fatchur Rahman in maintaining the poverty through UPTPK (The Integrated Service Unit of Poverty Tackling) in Sragen Regency. democratic leadership and gives his staff the freedom to develop in providing services to the society. Through UPTPK, Agus Fatchur Rahman seeks to provide and improve the welfare of the society through special services in the education, health, and social and economic. The establishment of UPTPK is a step by Regent Agus Fatchur Rahman to articulate the needs and interests of the poor society to improve their welfare. Viewed from each dashboard, the leader of Sragen Regency needs to make efforts to encourage better management of UPTPK, including increasing accountability through reporting on the performance of UPTPK in print so that reporting is not only electronic reporting but also print reporting to facilitate the society who come to the office obtain the performance information. Keywords: Poverty Reduction, Leadership, Integrated Service

Abstract

The food insecurity problem is a complex issue because it does not only concern about the availability of food itself. Adequate food supply does not automatically indicate the conditions of food security at individual and household level. This study aims to explain the results of implementation of empowerment program of Food and Nutrition Vigilance System (SKPG) and Food Insecurity Handling at Godong District Regency of Grobogan as well as finding out the challenges and bottlenecks during the implementation of the program. The method used in this research is descriptive-qualitative method. In this study, the author use William Dunn’s six criteria of evaluation: effectiveness, efficiency, adequacy, equalization, responsiveness, and accuracy. The author found out that the program cannot be run optimally because the implementation program without need assessment. The program also did not meet the criteria of adequacy because the results of the program have not been able to solve the food insecurity problem, which proven by the increasing number of pre-prosperous family as much as 11.33% in 2015. Achieving equalization is yet not optimal indicated by minimal participation of groups inactivities carried out by BKP Grobogan. On the criteria of responsiveness, the program is not yet well assessed, which the needs of the target groups are not in accordance with the requirements. The accuracy of this program is also seen minimal because the target groups which are expected to have side business apparently not all of them has one.

Abstract

Children are nation seed thus children rights must be protected like children in conflict with law. Problem usually faced by children in conflict with the law is a child must be placed with adult prisoner. The purpose of this research is to get visible image from realization of protection of children in conflict with the law at Klaten Region Prison. Method used in this research is qualitative by using Mazmanian and Sabatier theory. The result of this research is that the implementation of policy of protection of children in conflict with the law at Klaten Region Prison is not optimize yet because of within implementation of policy of protection of children in conflict with the law at Klaten Region Prison still face some problems like the lack of information access, education and teaching. Suggestion from the researcher is to review giving alternative assistance to children in conflict with law who is late in signing up as kejar paket C participant. Revering back cooperation agreement among prison and education institution in relation with education service. Socializing about the existence of children in conflict with law in IIb class prison so that assistance which is given do not have common characteristic.
