Abstract

Regional Water Company (PDAM) is one form of Local Authority-Owned Enterprise (BUMD) that provides services in the provision of clean water to the society. Although in the year 2010, it was in the “healthy” category, in some important ways it still has problems, such as financial target that was achieved only 60%, the clean water service coverage of downtown population which is imbalance with the number of population, water production value which is still higher than the water sale to the community members as well as the efficiency level of employees toward the water connection which has not reached the target. In order to improve the company services and development, it is necessary to measure the performance of the Regional Water Company (PDAM) of Probolinggo City. Balanced Scorecard Perspective was used in this research. Time series data were collected by the document study and was analyzed with descriptive statistical technique. The analysis results were presented in graphical form. The research was intended to evaluate the PDAM performance of Probolinggo City. The results showed that, in the balanced scorecard perspective, PDAM performance of Probolinggo City in 2009 – 2011 was categorized “not good”. Keywords: public organization, balanced scorecard

Abstract

Villages have the authority to improve public services for community members in order to accelerate the realization of general welfare, advance the economy of rural communities, and overcome national development gaps. The form of institution that meets these needs is the Village-Owned Public Agency or better known as BUMDes. In Sidoarjo Regency, there is one BUMDes that has quite good prospects, namely the Sewu Barokah BUMDes which is located in Penatarsewu Village, Tanggulangin District. The BUMDes has several units in it, including fisheries, agriculture, waste ksm, and restaurants which are the result of a partnership program between the private and regional governments, namely Resto Apung Seba. The Floating Resto is the result of a collaboration between BUMDes Sewu Barokah and PT. Pertamina Gas. However, currently there are several obstacles that are being experienced by the Floating Resto, namely the lower number of visitors. This is due to several factors, namely the covid-19 pandemic, then the location which is quite far from the crowds and the city center, less than optimal promotions, and incomplete facilities. After seeing the situation described above, it is necessary to find a solution, namely by choosing a more appropriate and effective strategy for BUMDes Sewu Barokah as the parent of the Floating Resto unit. Therefore, this study aims to analyze the internal and external factors of Resto Apung Seba in order to obtain a development strategy. This descriptive research uses a qualitative approach. Research data were collected through observation, in-depth interviews, and documentation. Head of BUMDes Sewu Barokah who is also the manager of Apung Seba Resto, restaurant manager, Community Development Officer (CDO) PT. Pertagas, as well as Resto's visitors as informants were determined by purposive sampling technique. The data analysis technique used SWOT analysis. The research findings show that the main strength of the Apung Seba Resto is that the restaurant has been known by the local community and outside the city because of its construction which is the result of collaboration with the private sector. The main drawback is that access to the location is quite difficult because it is far from the city center. The main opportunity that Resto has is raw materials that are easy to get because Penatarsewu Village is the center of the smoked fish industry. Then the main threat is that there has been no menu update since the restaurant was founded. The location of the Apung Seba Restaurant quadrant is in quadrant I, which is an advantage.

Abstract

Corona Virus Disease (Covid 19) is a virus is spreads to almost all countries, including Indonesia. The spread of Covid-19 has had an impact on various fields, one of which is education. One of the government's efforts to overcome this impact is to implement policies to prevent the spread of Covid-19 in universities. In accordance with this policy, the Chancellor of the University of Jember issued the rector's circular letter number 4687/UN25/LL/2020 regarding the prevention of the spread of Covid-19. The purpose of this study is to describe the policy of preventing the spread of Corona Virus Disease (Covid-19) at the University of Jember. This type of research is descriptive qualitative research with the type of data consisting of primary data and secondary data obtained by interviews, observation and documentation. The results of this study indicate that the University of Jember has implemented policies to prevent the spread of Corona Virus Disease (Covid-19) well in terms of communication, resources, disposition and organizational structure. So that students can still get the right to carry out learning and still comply with health protocols

Abstract

Tujuan dari penelitian ini adalah mendeskripsikan peran bidang PMKS Perempuan dan Difabel dalam mengatasi gelandangan pengemis,serta untuk mengetahui faktor pendukung dan penghambat bidang PMKS Perempuan dan Difabel dalam menanggulangi Gelandangan Pengemis.Hasil penelitian menunjukkan bahwa bidang PMKS Perempuan dan Difabel Dinas Sosial Jember sudah menjalankan perannya sebagai motivator,komunikator dan fasilitator. Faktor pendukung Bidang PMKS Perempuan dan Difabel Dinas Sosial Jember dalam menanggulangi permasalahan gelandangan dan pengemis adalah sikap masyarakat yang tidak memberikan bantuan apapun kepada para gelandangan dan pengemis dijalan serta laporan masyarakat tentang lokasi keberadaan gelandangan dan pengemis yang ada dijalanan,sehingga dapat segera ditertibkan. Sedangkan faktor penghambat Bidang PMKS Perempuan dan Perempuan Dinas Sosial Jember dalam menanggulangi permasalahan gelandangan dan pengemis adalah Mindset para gelandangan dan pengemis bahwa mencari uang tidak perlu bersusah payah, cukup menjadi peminta- minta saja, masih ada masyarakat yang memberikan bantuan kepada para gelandangan dan pengemis di jalan, serta belum adanya aturan dan sanksi yang tegas dari Pemerintah Daerah Jember tentang keberadaan dan pengemis ini.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis kepercayaan masyarakat terhadap pelayanan rawat inap di RSUD dr. Haryoto Lumajang. Penelitian ini berangkat dari permasalahan mengenai banyaknya keluhan masyarakat terhadap pelayanan kesehatan yang diterima oleh masyarakat dari pelayanan yang diberikan pemerintah, yang dimana hal tersebut akan mempengaruhi kepercayaan masyarakat terhadap pemerintah. Pendekatan dan metode penelitian yang digunakan adalah deskriptif kuantitatif dengan jenis data terdiri dari data primer dan data sekunder yang diperoleh melalui kuesioner atau angket, wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah statistik deskriptif. Hasil penelitian menunjukkan bahwa kepercayaan masyarakat terhadap tenaga kesehatan di ruang pelayanan rawat inap RSUD dr. Haryoto Lumajang menunjukkan bahwa kepercayaan yang diberikan masyarakat berjalan dengan baik. Namun perlu terus dikembangkan pelayanan demi kepuasan masyarakat.
