Abstract

Penelitian ini mengkaji tentang Persepsi Masyarakat Kelurahan Tigabalata Kecamatan Jorlang Hataran Mengenai Usulan Pemekaran Wilayah Kabupaten Simalungun. Untuk mengungkapkan data tersebut, digunakan metode deskriptif yang bersifat kualitatif dan pencarian data informasi secara akurat di lapangan melalui teknik observasi partisipasi, wawancara, dan studi dokumen untuk dapat membaca dan mengkaji secara mendalam. Persepsi masyarakat adalah cara pandang dari sekelompok manusia yang tinggal bersama dalam wilayah tertentu dan memiliki perasaan, pemikiran serta aturan dan mereka memberikan pandangan, tanggapan dan penginderaan terhadap hal-hal atau peristiwa yang terjadi dilingkungannya melalui proses penglihatan atau interpretasi, melalui pengindraan terlebih dahulu. Persepsi masyarakat ini digunakan untuk mengungkap issue hangat tentang usulan pemekaran adalah untuk mewujudkan kesejahteraan masyarakat, pemerataan pembangunan ke wilayah yang selama ini tidak terjangkau dan menampung aspirasi masyarakat di wilayah yang menginginkan pelayanan yang sama dalam urusan pemerintahan. Di sisi lain, ada yang kontra terhadap ususlan pemekaran, karena dianggap sebagai kendaraan politik dan membuat pengkotak-kotakan serta perpecahan masyarakat. Persepsi masyarakat di kelurahan Tigabalata Kecamatan Jorlang Hataran, adalah apatis terhadap pemekaran, karena jarak tempuhnya hanya 40 km ke Pematang Raya dan kehidupan mereka yang tidak berubah karena mata pencaharian mereka sebagian besar adalah petani padi dan hortikultura.

Abstract

Enculturation process is done by parents, or the person considered as senior by children or by the younger. Manners, customs, skill of a tribes/family usually inherited to the next generation through enculturation. In the family, in the first time children have early direct experiences which will be used as provision of their life later by physical exercise, social, mental, emotional even spiritual.

Abstract

Tujuan dari pengabdian ini adalah aktualisasi dan filosofi kepemimpinan tradisional yang diberikan kepada generasi muda di Bale Marojahan Medan. Metode yang digunakan adalah dengan membantu salah satu acara yang tidak bisa dilaksanakan karena tidak adanya dana untuk menjalankan rencana kegiatan tersebut. Acara yang diselenggarakan adalah dengan mendanai acara seminar aktualisasi dan filosofi kepemimpinan tradisional yang tema kali ini memfokuskan pada tradisi Mandailing Angkola dan Minangkabau. Penyelenggaraan cara seminar ini diselenggarakan di Bale Marojahan Medan yang yang menjadi tempat berkumpulnya beberapa komunitas yang terdiri dari generasi muda untuk bisa meningkatkan rasa cinta terhadap tradisi dan nasionalisme bangsa. Target yang dibidik adalah generasi muda untuk tidak mengabaikan kearifan tradisi dan nilai-nilai budaya masyarakat lokal tentang kepemimpinan. Evaluasi kemudian dilakukan 3 bulan sesudah acara diselenggarakan untuk melihat bagaimana aplikasi dan semangat dari generasi muda untuk menggali konsep kepemimpinan tradisional sebagai salah satu alternative dan pilihan diantara berbagai bentuk pola kepemimpinan yang ada kepada komunitas masing-masing.

Abstract

The Makyong traditional theatre is a Malayan performing art belong to the indigenous Malays people in North Sumatra, which is knownly originated from Malaysia and Thailand. It was acculturated intimately with the North Sumatra malay costums since had been develop-ped and staged by Royal of Serdang Sultanate. The traditional theatre then had become a entertainment form by for the people in which it performed entertainly and comical staging for refreshing the audience. Nowadays it is a folk art form which  has revived by urban community that performs humors and jokes as the dominant feature in the show. It is staged by spend approxi-mately one and a half hour where it becomes more fascinated in watching in term merely several aspect such as artistics, meanings, symbols, and other which are trapped audience in hard thougth.

Abstract

This study aims to find out how the role of the Family Planning Population Control Office, the determination of policies and programs in controlling the population growth rate in Medan City, besides that the author also wants to know the factors that prevent the Population and Family Planning Control Office from controlling growth residents in Medan City. The research technique used is a qualitative research method with interviews and observations. The research subject taking technique is using purposive and snowball techniques. From this technique, informants obtained, consisting of the Head of the Population and Family Planning Control Office, Head of the Family Planning Division, Head of Extension and Penggerak, Head of Resilience, Head of Population Control, Family Planning Field Extension, and the community who participated in the Family program. Planning or those who do not take part in the Family Planning program. Based on the research conducted, it was found several findings that the Office of Population and Family Planning Control has a role in suppressing population growth which includes coordination with government, community and private institutions in family planning activities, conducting family planning counseling, installing contraceptives and post-installation contraception. Obstacles in controlling population growth, namely the lack of skilled technical personnel, inadequate infrastructure, the influence of culture and the level of education of the community also become obstacles to DP2KB in carrying out their duties and functions.?

Abstract

Aim and scope that research is namely whether the election smart home program has an influence on community political participation (case studies at the Medan city electoral commission office), and to find out whether election smart home programs have an influence on community political participation (case studies at the commission office Medan city elections). The form of this study is to use descriptive research with a quantitative approach with the aim of knowing the effect of variable X (free) with variable Y (bound). This research was conducted at the General Election Commission of Medan City. While data collection is done by distributing questionnaires, interviews and observations. The results of the study showed that there was an influence between the electoral smart actions towards public political participation in the General Election Commission of Medan City. This can be seen from the calculation of R-Sqare which is equal to 0.219 or equal to 21.9%, which means that there is a relationship between the Election Smart House variable (X) on the variable Political Participation of the Community (Y). The presence of Election Smart House (RPP) in Medan City is to increase the level of community participation in the city of Medan. With the presence of the Election Smart House (RPP) in the city of Medan, it is expected that the community can come to visit as a form of community participation to answer the low level of community participation.

Abstract

This research has been deceived by the importance of implementation of a of a government policy on the residency administrative information system (SIAK) about handling KTP-El has succeeded or did not succceed by reviewing the implementation of government policy which is based on the law of Indonesian RI country Number 24 in 2013 about The Administration of Residency. This study is meant to know how SIAK is implementation in the handling KTP-El and to find out what constraints are in the process. The methods are used in this research?s qualitative methods with the descriptive approach. The data collecting technique  was  carried  out  in  this  research  through  two  ways,  among  others  through secondary data (books, scientific papers, documents/archives) and obtained from field, observation and interview). From the research result it can be seen that the implementation of SIAK about the management of KTP-El has not been maximal, because there are still some obstacles and not yet have Special Regulation in the district office of Medan Baru Medan city, so there is still much need to be addressed. It is reviewed from 4 models of policy implementation according to Edward III, ie communication, disposition/attitude, resources, and bureaucratic structure. In this study, researchers also gain a new understanding that in the implementation of SIAK on the management of KTP-El good state service but it would be good apparatus not only run the activities of population administration, but also need to pay attention and care to public needs.

Abstract

Covid-19 has resulted in a global health and socioeconomic crisis that is still unprecedented in history. Since Indonesia confirmed its first Covid-19 case, UNICEF has led several pandemic response efforts in collaboration with the government, the World Health Organization (WHO), and other partners. This research discussed the process of handling the Covid-19 pandemic in Indonesia. The theory used in this research was the Spiral of Silence theory, while the method used van Dijk's Critical Discourse Analysis. The object of research was articles on Kompas.com published from August to December 2020. We concluded that the government provides too much security through nonverbal languages, such as not providing examples of the health protocol implementation that should have been implemented during the Covid-19 pandemic. Furthermore, there is still a sense of security generated in the absence of compliance with policies and sanctions that should have been implemented. As a result, the public has become oblivious to the applicable regulations and believes that the pandemic is not a major issue. As a result, this condition has worsened the Covid-19 pandemic situation in Indonesia.

Abstract

This study aims to determine the role of motivation and its inhibiting factors in improving the performance of employees based on needs at the Class IV Port Authority and Port Authority Office Tanjungbalai Asahan. The problem is focused on motivation based on the level of need. In order to approach this problem, Abraham Maslow's theoretical reference is used. The data were collected through literature, observation, interviews, and documentation and analyzed qualitatively. This study concludes that motivation based on the level of need according to Maslow has been well applied to the Class IV Tanjungbalai Asahan Harbormaster and Port Authority offices, namely 1) physical needs in the form of providing office facilities have been fulfilled. 2) Security Needs, from safety appeals in the use of masks and the application of civil servant discipline laws as motivation at work. 3) Social needs from the strength of kinship ties, through directives and mutual coordination and cooperation between agencies. 4) need for appreciation, namely giving responsibility and retirement certificates or giving souvenirs from leaders as motivation. 5) Self-actualization of training development by attending training according to the needs of each diploma and field of work. The motivational barrier given is the funding factor in taking education such as education and training because it takes a long time and the education costs are borne by themselves.
