Abstract

Otorita Batam is a New Order institution ( assumed ORBA) still deputize regime of otoritarian Soehartowith three especial activity namely economics, political and inseparable law. System governance reformUUD 1945 cannot give impact to existence of Otorita Batam and make product institute of ORBA thisremain to be strong as a self-supporting institution. This research aim (i). Analysing and explainingposition of Otorita Batam at reform era in system governance of Indonesia. ( ii) Identify and factorsformulation causing the increasing of independence power of Otorita Batam reform execution era of areaautonomy in Indonesia. This research use approach of political and political economics of law. ThisResearch type qualitative. Method data collecting research of field, circumstantial interview anddocumentation with informan. While method analyse data use analytical discriptioin. Result of researchget, (i) The actor or importance group maintaining existence of Otorita Batam in system governance ofIndonesia. That is why policy of Otorita Batam which only in the form of Decision of President remain tobe defended, even contradiction and weaker than law. Whereas, cause factors gain strength of OtoritaBatam era execution of decentralization (local autonomi) caused its strong (ii) Domicile power of CentralGovernment and weaken law him Governance of Area and Otorita Batam at variance with LocalGovernment. Both this factor show if institute made in this ORBA represent the part of regime ofotoritarian which remain ( Neo-Soehartois). This reality bear term which is on a period of ORBA referredas ' state in state' and reform era referred as with ' state in local gorvernment'.Keywords: Otorita Batam, local autonomy and reformation

Abstract

Negative campaigning and a black campaign in order to win the general election is very common in manycountries including Indonesia. Negative campaigning and a black campaign in the form of the issue of uglinessand disadvantages of each candidate occurs before the implementation of the PSU and published in variouslocal media that it becomes a little more information would influence voters in their choice. This study aims toreveal the extent of the influence of negative campaign against voters in their choice at PSU election of Mayorand Deputy Mayor of Pekanbaru in 2011. This study uses quantitative methods to multistage random samplingtechnique to draw the 120 survey respondents are spread across six districts in the city of Pekanbaru. The Datawere taken through a questionnaire enclosed further analyzed and presented in the form of frequency tables andcrosstable. The results showed the majority of respondents chose a particular candidate because of too manynegative issues other candidates. A Couple of Septina-Muluk Erizal were not elected by voters due to thenegative issues that get fixed on Septina many negative issues such as allegations of power greedy, want topreserve the family's power (political dynasty) and the negative stigma that women should not be leaders.

Abstract

Bencana asap Riau tahun 2014 telah menyebab banyak warga masyarakat yang menderita sakit seperti asma, iritasi kulit dan terkena pneumonia. disebabkan lambatnya pemerintah menyelesaikan masalah kabut asap di Riau, maka berbagai organisasi masyarakat sipil bangkit melakukan berbagai upaya membela masyarakat yang pada akhirnya mampu memaksa pemerintah pusat terlibat dalam menyelesaikan masalah asap Riau. Kajian ini bertujuan untuk menganalisis faktor yang menyebabkan munculnya kesadaran berbagai organisasi masyarakat sipil dan berbagai upaya yang dilakukan organisasi tersebut di Pekanbaru mendesak pemerintah daerah dan pemerintah pusat agar segera membebaskan masyarakat dari kabut asap. Pengumpulan data dilakukan dengan melakukan wawancara dengan informan penelitian antara lain: pihak organisasi masyarakat sipil yang bergerak dibidang lingkungan, organisasi intra dan ekstra kampus yang peduli dengan masalah asap, forum komunikasi pemuka masyarakat Riau, dan Pemerintah Provinsi Riau dan Pemerintah Pusat.Hasil kajian menunjukkan bahawa. Proses penyadaran dilakukan dengan mengundang elemen-elemen OMS berdiskusi secara berulangulang guna menyakinkan bahwa kabut asap ini tidak akan selesai tanpa upaya penegakan hukum yang tegas terhadap pelaku, terutama perusahaan besar. Akhirnya mereka memiliki kesadaran yang sama, memiliki rasa percaya dan bersepakat melakukan gerakan bersama. Ada dua upaya yang dilakukan oleh masyarakat sipil riau, yaitu perjuangan melalui jalur hukum formal (Litigasi) dan perjuangan dengan tidak melalui jalur hukum formal (Non litigasi).

Abstract

The existence of adat institutions is recognized in the government system of the Unitary Republic of Indonesia. This includes traditional institutions that exist at the village level. In the regulation of the Minister of Home Affairs No. 18 of 2018 concerning Village Social Institutions and Village Adat Institutions, it is stated that the village customary institution or other designation is an institution that carries out the customs function and forms part of the original arrangement of the village that grows and develops on the initiative of the village community. Singingi River Basin Formerly a kingdom called the Singingi kingdom which has a complete structure down to the country or village under its shelter. An interesting phenomenon is that the king in the Singingi River Basin is held by two people who have the title Datuk Khalifah. This study aims to explain history so that the emergence of two kings in the Singingi sect and describe the structure of traditional institutions in the country under its aegis. The theory used is the Geneological-Territorial customary law community alliance theory. The study used a qualitative method with the documentation method and was strengthened by conducting interviews with 8 informants and then analyzed through data triangulation. The research findings show that the Singingi river basin was formed based on geneological and territorial ties. The structure of adat institutions in each country modeled on the structure of adat institutions at the center of the kingdom, although there were variations in the application in each country.

Abstract

Berdasarkan Peraturan Menteri Dalam Negeri Nomor 84 Tahun 2015 Tentang Susunan Organisasi dan Tata Kerja Pemerintahan Desa Pasal 6 ayat 2, dinyatakan bahwa Kepala desa memiliki tugas untuk memberdayakan masyarakat desa. Selanjutnya dalam Pasal 6 ayat 3 poin disebutkan bahwa pemberdayaan tersebut termasuk pemberdayaan dibidang ekonomi. Tanaman Aren mempunyai potensi memberdayakan ekonomi masyarakat desa dengan potensi hasilnya yang jauh lebih tinggi dibandingkan kebun karet maupun sawit. Menurut Asosiasi Aren Indonesia Provinsi Riau, sangat sedikit pemerintah desa yang mau memberdayakan ekonomi masyarakat melalui budidaya Aren. Hal unik terlihat di desa Koto Tuo Barat, berupa sudah ada beberapa orang masyarakat Desa Koto Tuo Barat telah mulai menanam tanaman aren dan pemerintah desa Koto Tuo Barat terlihat mempunyai komitmen memberdayakan masyarakat melalui tanaman aren sebagaimana dimuat dibeberapa media massa. Dengan demikian politicall will pemerintah desa Koto Tuo Barat memberdayakan masyarakat melalui budidaya aren menarik untuk dikaji. Penelitian ini bertujuan menggambarkan sejauhmana polititicall will pemerintah desa yang diukur dengan beberapa indikator. Penelitian menggunakan metode kualitatif yang dilakukan dengan mewawancara pihak terkait yaitu kepala desa dan perangkat desa serta masyarakat Koto Tuo Barat, serta Asosiasi Aren Indonesia Daerah Riau dan Asosiasi Aren Indonesia Daerah Kampar. Selain itu profil desa dan dokumen lainnya digunakan untuk memperkuat temuan penelitian. Temuan penelitian menunjukkan Pemerintah desa Koto Tuo Barat telah memiliki komitmen mengembangkan budidaya aren untuk meningkatkan ekonomi masyarakat diukur dari indikator inisiatif, pilihan kebijakan. Namun masih lemah dalam hal memobilisasi para pihak, komitmen publik dan pengalokasian anggaran yang memadai untuk pengembangan budidaya aren, kemauan belajar dan beradaptasi.

Abstract

Kabupaten Kuantan Singingi is one area that participate in implementing simultaneous local elections in Indonesia in December 2015. The organization of local elections in other areas do not have an impact on health services in district hospitals (RSUD). However the reality in the District kuantanSingingi, the elections have resulted in interruption of health services.Since March 7, 2016 outpatients especially BPJS (Social Security Administrator) patients do not get health care.The results of this study showed that there are several factors that cause the cessationof health services in hospitals Kuantan Singingi. First, the political elite in the executive and the legislature is too busy with the activity of winning candidate in the local election;Second, the candidate who supported bye the incumbent was defeated.  Then they do a lawsuit to the Mahkamah Konstitusi (Constitutional Court);Third, the Bupati (incumbent regent) and Team (Local Government Budget) is inaccurate and unwise when making budget planning. Including Health Care Budget;Fourth, the bureaucracy has been involved in practical politics. So that they do not carry out their duties and functions as a budget planner;Fifth, the execution time of the lovcal election at the same time with the drafting of the budget.This study is using behavorial approach and the method isqualitative. Abstract

Wabah virus Covid-19 pada awal bulan maret 2020 tersebar ke di Indonesia, termasuk di Pekanbaru. Pada tanggal 18 maret 2020, 1 orang pasien positif terinfeksi Covid 19, terdeteksi di Pekanbaru. Kemudian jumlah masyarakat yang diduga terinfeksi semakin meningkat, sehingga tanggal 22 maret 2020 Walikota Pekanbaru, Firdaus merespon dalam konteks pemerintahan dengan menaikkan status tanggap darurat Covid-19 untuk Kota Pekanbaru. Selanjutnya tanggal 23 Maret 2020 Walikota Pekanbaru mengeluarkan Surat Edaran Walikota Pekanbaru Nomor : 100/Setda-Tapem/661/2020 tentang Tindaklanjut Pencegahan Penyebaran Corona Virus Disease 2019 (Covid-19) di Lingkungan Pemerintah Kota Pekanbaru. Surat edaran ini meminta masyarakat menjaga jarak (Physical Distancing) dan anjuran diam di rumah (Stay at Home). Penelitian ini bertujuan menggambarkan faktor- faktor yang mempengaruhi kemampuan Walikota memaksakan berlakunya surat edaran melalui penegakan hukum pemerintahan kepada para pihak guna memutus penyebaran Covid-19. Penelitian menggunakan pendekatan kualitatif dengan teknik pengambilan data  dokumentasi. Temuan penelitian menunjukkan salah satu penyebab surat edaran ini sulit dipaksakan berlakunya disebabkan edaran walikota ini tidak memuat sanksi bagi pelanggarnya, rendahnya tingkat kesadaran hukum masyarakat dan politik pemerintah pusat. Kata Kunci : Kekuasaan, Walikota, Beleidsregel

Abstract

Lubuk Dalam District is one of the sub-districts in Siak Regency which has the largest oil palm plantation area. In this area there are 12 farmer groups (Poktan) with 610 members. One of the best oil palm Poktans is Karya Bersama located in Sialang Palas Village. This Poktan has a legal entity No. AHU-0048970. AH. 01. 07 and consists of 32 farmers. Today Poktan faces a big problem related to productivity during the Covid-19 period. Previously, Karya Bersama farmers were a productive society. However, since the pandemic, the productivity of this group tends to decrease drastically, although the desire to continue to excel is still high. The question is, how to increase the productivity of the Karya Bersama Poktan through rejuvenation in Sialang Palas Village? In finding a solution to this problem, this service activity collaborates with PPL, students of Kukerta Unri 2021, offering systematic solutions for structuring group relations and technology to farmers in cultivating potential. The methods are FGD, socialization, webinars, implementing the Sawit-Ku application, training on palm and livestock waste management, and mentoring with PPL and village government officials. Second, TTG in processing palm oil and livestock waste in the form of plates, mats, briquettes and fertilizers. In the long term, this empowerment activity is expected to be a productivity lever for self-help Poktan, especially during the pandemic.

Abstract

This study analyzed the level of academic integrity of class XI MA Muhammadiyah Pekanbaru. The formulation of the problem is how to describe the academic integrity of class XI MA Muhammadiyah Pekanbaru students? Thus this study aims to determine the description of the academic integrity of XI class MA Muhammadiyah Pekanbaru. The research design was descriptive. This type of research is qualitative. The research sample was determined as many as 20 students and 6 teachers MA Muhammadiyah Pekanbaru. The data were obtained by collecting interview and documentation techniques. The results of the analysis show that overall, academic integrity in class XI MA Muhammadiyah Pekanbaru is categorized as good. Where it can be seen from the results of the research that the integrity of the value of mutual trust in class XI MA Muhammadiyah Pekanbaru can be categorized as good, besides that the value of honesty, mutual respect and responsibility value in class XI MA Muhammadiyah Pekanbaru can be categorized as quite good, then regarding the value integrity justice where students have received justice well accompanied by appreciation for the assessment is important for the formation of trust between teachers and students so that it can make students highly valued. Keywords: Program Implementation, PMBRW

Abstract

The type of research used is descriptive with the method of skin, with the basis of case study research. Technique of collecting data with observation technique, that is collecting data by literature study, document and result of research and also through institution related to problem which observed and conducted direct observation of object that was researched by using interview technique where researcher held direct question and answer with informant Which is considered to have the quality and ability to address this issue. As for the population in this study is, bureaucratic apparatus Government Kampar regency that has a relationship with the problem of public health services and health care recipients that is the community in the district koto Kampar Hulu, with the technique of sampling is determined by Purposive Sampling, then the results will be processed data and Analyzed qualitatively.                     The result of the research shows that the Local Government Policy in Public Health Service in Kampar Regency is contained in Regent Regulation No. 05 of 2015 on the National Health Insurance System, which aims to provide convenience for the community to procure quality and comprehensive health services to the community. Implementation of the policy according to some managers of the Regional Health Insurance System is good, but in fact there are some obstacles that involve the policy is not running as it should be. Human Resources Factors, Supporting Facilities and Infrastructure for Health Services, disposition / behavior of health service personnel, as well as lack of budget stability in support of the policy are some obstacles that result in the implementation of the policy is not working as it should. Keywords : government policy, National Health Insurance Service
