Abstract

Consulate General of Republic of Indonesia Kota Kinabalu as a representative of Indonesiaitself in Sabah, Malaysia has a important part in developing cooperation especially at bilateraltrade using soft diplomacy. The reason of using the soft diplomacy is because it gives aneffective result to fulfilled national interest of a country. The purpose of this research is to findout the implementation of Soft Diplomacy in trade relation Indonesia – Sabah, Malaysia. Theproblem of this research is how Soft Diplomacy from Consulate General of Republic ofIndonesia in trade relation between Indonesia – Sabah, Malaysia. The research result concludethat soft diplomacy that used by Consulate General of Republic of Indonesia Kota Kinabaluthrough 3 aspects cultural, foreign policy and social value implemented to fulfilled Indonesianational interest in bilateral cooperation especially in international trade between Sabah andIndonesia is going well but that doesn‟t show the direct result to make its because to makedecision of cooperation between these two sides provide a long term process. Abstract

Community empowerment in fact intended to form an independent society not onlyeconomically but also of other aspects such as politics, education, social or things related topeople's lives. With the expected empowerment of communities to apply independently, have astrong position for itself when the situation does not favor when a policy only benefit certaingroups. Not an easy matter to change the situation of helplessness into a society that has nopower because there are various constraints or factors inhibiting, people who had long beenmired in shackles without power formed into an apathetic public, irresolute, lazy and did nothave the confidence to such a change toward better direction.Key Word: community, empowerment, independent

Abstract

A debate that questioned whether the close ties and powers of political entrepreneurs andbusinesses-are commonplace interactions or actually undermine the foundations of democracyare being built in Indonesia?. Actually, in many countries in Europe and the United Statesthough, the relationship between the rulers (politicians) with the owners of capital(entrepreneurs) are very common. This relationship is usually associated with financial problemsor funding one of the candidates during the campaign. But the problem comes just after thecampaign. Abstract

Along with the development of technology and information, nowadays public information services provided by the Government are increasingly developing. One of the example is public complaint service facilities that is provided by the Department of communications and Informatics of Karanganyar Regency. Throughout its establishment, it already gets good response from the community which are marked by large number of complaint received. In contrary, the community feels like there is not much feedback given by the government or they just too slow to give a feedback. According to those phenomenon, the author is interested on finding the way to improve public communication service provided by Department of communication and Informatics Karanganyar Regency (Diskominfo Karanganyar) trough its management of public information service. The purpose of this study is to describe how communication management will improves the public information services in terms of dealing with community’s complaint. The type of research used in this study is descriptive with qualitative methods. As for the theory that is used such as the Cutlip, Center, and Broom's opinion which stated that the management of the operational communication includes defining the problem, planning, acting and communicating, as well as evaluating the communication activity. The results of this study explaines that communication management conducted by Diskominfo Karanganyar has been running quite well, which starts from defining the community’s problem through variety of complaint service and continued by classifying the incoming complaint before being forwarded to the associated govenment’s bureau. After that Diskominfo Karanganyar will select and filter the information that will be procedeed to the people, this activity is categorized as communication planning process. Karanganyar Diskominfo usually communicates directly to the public through a discussion forum as well as information technology media such as websites and social media. Abstract

The political culture of a society reflect a pattern of behavior in the life of the state, butbecause of the political culture also may reflect a common value system of a society which hasthe awareness to participate in collective decision making and determination of public policy forthe whole community.From the comparison of the political culture in the developed and developing countries(United States, China and Indonesia), it has a distinctive political culture and identity as afeature of the country. Each country seeks to transform towards democratic politics by using apolitical culture that is rooted in the community, so that these countries achieve what is aspiredto national interests.In the context of this comparison, Indonesia can be said to approach the development ofa democratic political culture of the United States and China. Indonesia has implementeddemocratic elections and has implemented presidential election through the national convention.Thus, Indonesia certainly has a relatively advanced political culture and want to learn at everystages toward democracy.Keyword: comparison; democracy; state

Abstract

Sister city is the concept of acculturation two different city locations and political administration with the aim to establish the relationship of culture and social contract between residents. Yogyakarta city is one of the cities in Indonesia which Sister city activity is quite high. Yogyakarta City is a relatively active in Suriname Commewijne District. Sister city cooperation between the city of Yogyakarta and Commewijne District officially started with the signing of the MoU (Memorandum of Understanding) on 4 April 2011. The MoU Sister city of Yogyakarta and the Commewijne District agreed on cooperation in the fields of Culture, Tourism, Education, Agriculture, Health and Industry and Trade. Of all the areas of cooperation, the cultural sector is an area that stands out compared to other areas. This research using the theory of International Cooperation and the concept of Bilateral Relations and the research method used by researchers is the kind of qualitative research with data collection using data from interviews and literature. Researchers used primary data and secondary data.This Sister city Partnership lasted very active in the field of culture and a bridge towards improving bilateral relations. Realization of cooperation in the field of culture has been followed by the delivery of cultural delegations, both from the city of Yogyakarta to Commewijne District and viceversa. In this study the results show that cultural cooperation is to contribute in the improvement of bilateral relations and is able to promote the creative economy of Yogyakarta that having a Java character to the Republic of Suriname.Keyword: cooperation, culture, sisters city, district

Abstract

The purpose of this study is: To find out how the implementation of cross culture as local government strategy in running the cooperation of sister city relationships; and to examine the municipal government efforts to establish cooperative relations of sister cityMethods This was a qualitative descriptive study, the data used is qualitative data, that is data in the form of words, sentences, schematics and drawings. Location research in Surabaya City Government. While these types of data are: 1) Primary data, ie data obtained directly from interviews and direct observation to respondents in Surabaya city-government, 2) secondary data, ie data obtained from reference books or literature studies, documents, structure and other written sources.This study using multiple data collection techniques. Such techniques include: 1) observation, 2) Interview / Interview, and 3) Documentation. Research on cross culture activities in enhancing cooperation of sister city relationship indicates that keguatan cross culture is a form of soft diplomacy in improving the cooperation of sister city relationship. This is evidenced by the growing number of sister city cooperation list per year as well as an increase in various fields of cooperation with several countries that already woven.Keyword: sister city, relationships, government

Abstract

This research entitled "China's Foreign Policy" New Security Concept "In the China-Russia Relations In The President Hu Jintao". New Security Concept arise when the collapse of the Soviet Union that led to changes in the international political situation of bipolar becoming multipolar. China with New Security Concept trying to create security conditions in the region and make Russia a strategic partnership to meet its domestic needs, both in energy and military as well as counterbalance US hegemony in Central Asia and East Asia. This study aims to explain how the foreign policy of New Security Concept of China to the Chinese-Russian relations during President Hu Jintao. This research uses descriptive qualitative research method in which the author describes and outlines the relevant data for the study and then the data is reduced further presented and verified in order to obtain valid results related research. From these research it can be concluded that China continues to meet its national interests always forward peacefully and maintain security and stability in the region. China is also cooperating with Russia as one of the influential countries in the region to offset the hegemony of the United States so that China can stay focused on economic development in the country.Keywords: New Security Concept, Security, China-Russia relations, the US hegemony.

Abstract

Human trafficking is a form of modern slavery where people profit from the control andexploitation of others and diplomatic effort have been made by the Indonesian government withconduct preventive diplomasi. Almost every country in the world is affected by humantrafficking, whether as a country of origin, transit or destination for victims. The purpose of thisstudi is to determine the preventive diplomacy Consulate General of Republic of Indonesia inKota Kinabalu in the case of human trafficking against Indonesian workers in Sabah Malaysia.The conclude of this research that Workshop Trafficking in Persons as result of bilateraldiplomacy between Consulate General of The Republic of Indonesia with stakeholders inSabah. Multilateral diplomacy conducted by the International Organization such as IOM, ILO,and UNODC produced a basic training that gave recognition that the two members of citizenservice Consulate General in Kota Kinabalu entitled to declare a case as a category of humantrafficking. Through preventive diplomacy conducted Consulate General of The Republic ofIndonesia in Kota Kinabalu, Indonesian workers receive appropriate education and producegood cooperation with Sabah.Key words: diplomacy, illegal, human trafficking
