Abstract

Data is a new asset in an organization. Data governance is needed for data to become a valuable asset. However, the implementation of data governance at the regional level, known as SDI has not been successful. SDI readiness score of 45.60%. Therefore, this study aims to identify problems and strategies related to the implementation of SDI at the regional level. Based on the results of an exploration of the implementation of SDI in the Madiun Regency Government, 24 problems were found. There are 3 problems in each aspect of SDI readiness. The eight aspects cover regulation, institutional, performance and conformance, management and utilization, technology, human resources, finance, and collaboration. To address these issues, eight strategies were proposed, including strengthening policies, increasing stakeholder commitment, formulating clear guidelines, raising awareness, facilitating infrastructure, developing employee skills, optimizing budget allocations, and promoting collaboration. These strategies aim to ensure successful SDI implementation in local government by improving data management, stakeholder involvement, resource allocation, and performance. Continuous improvement is important for long-term success.

Abstract

Penggunaan teknologi telah terbukti memberi banyak manfaat dalam kehidupan, baik dalam lingkup personal maupun organisasi. IT self efficacy (keyakinan dalam menggunakan teknologi) dan IT actual competency (kemampuan sebenarnya dalam menggunakan teknologi) merupakan dua di antara beberapa faktor yang dapat mempengaruhi dalam penggunaan teknologi. Penelitian ini bertujuan guna mengetahui pengaruh IT self efficacy dan IT actual competency terhadap penggunaan teknologi. Penelitian ini menggunakan metode PLS-SEM dan software SmartPLS 3.2.4, dengan objek penelitian penggunaan software XAMPP oleh mahasiswa Program Studi Teknik Informatika Sekolah Tinggi Teknik Qomaruddin Gresik sejumlah 89 mahasiswa. Hasil penelitian telah membuktikan bahwa IT self efficacy tidak signifikan positif berpengaruh terhadap penggunaan teknologi, sedangkan IT actual competency terbukti secara langsung signifikan positif berpengaruh terhadap penggunaan teknologi. Penelitian ini juga membuktikan bahwa IT self efficacy terbukti secara langsung berpengaruh positif signifikan terhadap IT actual competency, yang berarti juga bahwa secara tidak langsung berpengaruh terhadap penggunaan teknologi.

Abstract

Sustainable urban development cannot be separated from the smart city concept which can solve the problems of urban areas in recent years. The purpose of this study is to review literature studies on creating Urban Design models that influence the successful implementation of Smart City in urban areas toward sustainable urban development. Sustainable urban development in the Smart City concept is not limited to solutions using IT-based technology but needs to pay attention to solutions to the physical condition of cities due to the increase and decrease in the number of residents in urban areas. From this context, this research agrees on models, concepts, and indicators to measure the success factors of smart cities in Indonesia. This research method was carried out by studying the literature used derived from various articles filtered into 40 articles about urban design in Smart City. The result of this study is a systematic literature review consisting of 3 domains, 8 aspects and 40 indicators of Urban Design influencing the success of Smart City in the local government. The results of this study can contribute to the implementation of the Urban Design model in sustainable urban development.

Abstract

Digital transformation has recently created significant research interest due to its acceleration across industry sectors. However, the existing literature on digital transformation that addresses digital leadership characteristics is insufficient to provide a comprehensive understanding. This research explores the characteristics, traits, and skills of digital leadership. The research methodology used a systematic literature review summarizing 30 articles from Scopus-indexed journals. Characteristics are obtained from citations from previous research that discusses digital transformation leadership. The results of this study explain that digital leadership characteristics consist of twenty different traits, seven of which are characteristics of digital leaders that are important for the effective implementation of digital transformation. As such, these characteristics can reflect the significance of digital leaders in achieving digital transformation goals at the human and organizational levels.

Abstract

Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi telah menerbitkan peraturan No. 5 Tahun 2020 tentang pedoman manajemen risiko sistem pemerintahan berbasis elektronik. Peraturan tersebut haris diimplementasikan oleh seluruh pemerintah daerah beserta seluruh OPD yang ada didalamnya. Namun, hingga saat ini masih terdapat kendala dalam mengikuti pedoman peraturan tersebut karena keterbatasan OPD dalam memahami. Program pengabdian kepada masyarakat ini bertujuan untuk memberikan pendampingan dalam implementasi Manajemen Risiko terkait Sistem Pemerintahan Berbasis Elektronik di Pemerintah Kota XYZ. Fokus kegiatan ini adalah meningkatkan partisipasi dan pemahaman OPD terkait risiko yang mungkin timbul selama proses implementasi SPBE. Metode pendampingan yang digunakan dalam pengabdian masyarakat ini yaitu dengan melalui workshop terkait manajemen risiko SPBE dan dilanjutkan dengan meninjau pengisian form manajemen risiko SPBE yang telah dilakukan. Hasil kegiatan menunjukkan kemajuan positif dengan sebagian besar OPD aktif mengisi formulir manajemen risiko. Namun, temuan juga mengidentifikasi beberapa OPD yang masih memerlukan pemahaman lebih mendalam terkait konsep manajemen risiko karena pengisian yang dilakukan belum lengkap untuk seluruh formulir manajemen risiko SPBE. Oleh karena itu, saran yang diajukan melibatkan penguatan pendidikan dan pelatihan khusus, penyusunan materi penyuluhan yang disesuaikan, peningkatan komunikasi, dan pemantauan berkelanjutan. Dengan saran tersebut, diharapkan program pendampingan ini dapat mendukung efektivitas manajemen risiko SPBE di Pemerintah Kota XYZ, menuju tata kelola pemerintahan yang lebih baik dan transparan

Abstract

Currently, smart tourism has been adopted by cities in many countries. But this concept has various meaning built on different point of view of the smart tourism initiatives. This paper aims to give contribution on conceptual model formulation for smart tourism in process approach, using heritage tourism as case study. A literature review using PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-analyses) was carried out to achieve an understanding of the term smart tourism itself, with reference to various literature from qualified journals. From the literature review, various terms related to the definition, objectives, characteristics, inputs and outputs of smart tourism will be obtained. A semantic process with content analysis method to help determine the dominant factors/variables as important objects of Smart Tourism. The model to be built describes the components that influence the smart tourism process. This model also considers some local values that are used in general and particular in tourism policies that have been implemented in Indonesia. These values are believed to have an influence and characteristic of the smart tourism model in Indonesia. In the end, the model also describes the expected results of the smart tourism process.

Abstract

This study aims to identify the main barriers in implementing business process innovation in government organizations using the Systematic Literature Review (SLR) method. The barriers were categorized into four aspects: people, technology, structure, and process, in accordance with the Socio-Technical Theory approach. The results show that a lack of knowledge and training related to innovation, limited funding, and inadequate technological infrastructure are the dominant barriers. In addition, complex bureaucracy and lack of structured processes are also significant barriers. The research recommends a holistic approach that includes improved communication, training, technology investment, as well as bureaucratic reform to foster more effective innovation. The findings provide a basis for better policy-making and emphasize the importance of further research to understand and address barriers to innovation in different countries.

Abstract

Many countries around the world have now adopted smart branding. However, the implementation of smart branding in some cities still has obstacles or challenges. This paper aims to contribute to formulating a conceptual model for smart branding. A literature review from 2017 to 2024 used the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-analyses) method to examine the term smart branding. From the literature review, ten dominant factors influence the success of smart branding, namely government support, creativity and innovation, the power of social media, stakeholders involvement, city residents, culture, economic development, technology advances, tourism development goals, and efficient public transport. These findings enrich the theoretical exploration of smart branding.

Abstract

In the era of rapid urbanization and the increasing demand for sustainable urban development, smart cities have emerged as a critical focus for enhancing the quality of urban life. However, existing smart city maturity models lack standardization, making it challenging for cities to evaluate their progress comprehensively. This study addresses these challenges by identifying and analyzing the key dimensions and maturity levels across 11 smart city maturity models. Using a systematic literature review guided by the PRISMA approach and thematic analysis, this research uncovered significant insights. Eight key dimensions were identified, with the smart environment dimension appearing in 10 models, highlighting its centrality in addressing environmental and sustainability issues. Smart governance and smart society were also frequently highlighted, emphasizing their critical roles in fostering effective urban management and promoting social inclusion in smart city development. Additionally, 8 models employed a five-level maturity structure, demonstrating its widespread acceptance for balancing detail and simplicity in assessing a city's growth. These findings provide cities with a structured framework to evaluate and enhance their smart city strategies while facilitating comparisons among existing models. The results emphasize the need for a standardized yet flexible approach to smart city maturity, enabling cities to navigate their unique challenges effectively and achieve sustainable growth.
