Abstract

Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi telah menerbitkan peraturan No. 5 Tahun 2020 tentang pedoman manajemen risiko sistem pemerintahan berbasis elektronik. Peraturan tersebut haris diimplementasikan oleh seluruh pemerintah daerah beserta seluruh OPD yang ada didalamnya. Namun, hingga saat ini masih terdapat kendala dalam mengikuti pedoman peraturan tersebut karena keterbatasan OPD dalam memahami. Program pengabdian kepada masyarakat ini bertujuan untuk memberikan pendampingan dalam implementasi Manajemen Risiko terkait Sistem Pemerintahan Berbasis Elektronik di Pemerintah Kota XYZ. Fokus kegiatan ini adalah meningkatkan partisipasi dan pemahaman OPD terkait risiko yang mungkin timbul selama proses implementasi SPBE. Metode pendampingan yang digunakan dalam pengabdian masyarakat ini yaitu dengan melalui workshop terkait manajemen risiko SPBE dan dilanjutkan dengan meninjau pengisian form manajemen risiko SPBE yang telah dilakukan. Hasil kegiatan menunjukkan kemajuan positif dengan sebagian besar OPD aktif mengisi formulir manajemen risiko. Namun, temuan juga mengidentifikasi beberapa OPD yang masih memerlukan pemahaman lebih mendalam terkait konsep manajemen risiko karena pengisian yang dilakukan belum lengkap untuk seluruh formulir manajemen risiko SPBE. Oleh karena itu, saran yang diajukan melibatkan penguatan pendidikan dan pelatihan khusus, penyusunan materi penyuluhan yang disesuaikan, peningkatan komunikasi, dan pemantauan berkelanjutan. Dengan saran tersebut, diharapkan program pendampingan ini dapat mendukung efektivitas manajemen risiko SPBE di Pemerintah Kota XYZ, menuju tata kelola pemerintahan yang lebih baik dan transparan

Abstract

Currently, smart tourism has been adopted by cities in many countries. But this concept has various meaning built on different point of view of the smart tourism initiatives. This paper aims to give contribution on conceptual model formulation for smart tourism in process approach, using heritage tourism as case study. A literature review using PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-analyses) was carried out to achieve an understanding of the term smart tourism itself, with reference to various literature from qualified journals. From the literature review, various terms related to the definition, objectives, characteristics, inputs and outputs of smart tourism will be obtained. A semantic process with content analysis method to help determine the dominant factors/variables as important objects of Smart Tourism. The model to be built describes the components that influence the smart tourism process. This model also considers some local values that are used in general and particular in tourism policies that have been implemented in Indonesia. These values are believed to have an influence and characteristic of the smart tourism model in Indonesia. In the end, the model also describes the expected results of the smart tourism process.

Abstract

This study aims to identify the main barriers in implementing business process innovation in government organizations using the Systematic Literature Review (SLR) method. The barriers were categorized into four aspects: people, technology, structure, and process, in accordance with the Socio-Technical Theory approach. The results show that a lack of knowledge and training related to innovation, limited funding, and inadequate technological infrastructure are the dominant barriers. In addition, complex bureaucracy and lack of structured processes are also significant barriers. The research recommends a holistic approach that includes improved communication, training, technology investment, as well as bureaucratic reform to foster more effective innovation. The findings provide a basis for better policy-making and emphasize the importance of further research to understand and address barriers to innovation in different countries.

Abstract

Many countries around the world have now adopted smart branding. However, the implementation of smart branding in some cities still has obstacles or challenges. This paper aims to contribute to formulating a conceptual model for smart branding. A literature review from 2017 to 2024 used the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-analyses) method to examine the term smart branding. From the literature review, ten dominant factors influence the success of smart branding, namely government support, creativity and innovation, the power of social media, stakeholders involvement, city residents, culture, economic development, technology advances, tourism development goals, and efficient public transport. These findings enrich the theoretical exploration of smart branding.

Abstract

In the era of rapid urbanization and the increasing demand for sustainable urban development, smart cities have emerged as a critical focus for enhancing the quality of urban life. However, existing smart city maturity models lack standardization, making it challenging for cities to evaluate their progress comprehensively. This study addresses these challenges by identifying and analyzing the key dimensions and maturity levels across 11 smart city maturity models. Using a systematic literature review guided by the PRISMA approach and thematic analysis, this research uncovered significant insights. Eight key dimensions were identified, with the smart environment dimension appearing in 10 models, highlighting its centrality in addressing environmental and sustainability issues. Smart governance and smart society were also frequently highlighted, emphasizing their critical roles in fostering effective urban management and promoting social inclusion in smart city development. Additionally, 8 models employed a five-level maturity structure, demonstrating its widespread acceptance for balancing detail and simplicity in assessing a city's growth. These findings provide cities with a structured framework to evaluate and enhance their smart city strategies while facilitating comparisons among existing models. The results emphasize the need for a standardized yet flexible approach to smart city maturity, enabling cities to navigate their unique challenges effectively and achieve sustainable growth.

Abstract

Teaching how to use technology and encouraging students to improve their learning productivity by using technology are challenging. This study aims to investigate the important role of IT self-efficacy towards IT actual competency, actual usage of IT, and productivity in the case of university students to propose a teaching strategy that can improve students’ competency from “know-what” to “know-how” continued to real usage and productivity. It produces a model of the relationships between IT self-efficacy, IT actual competency, actual usage of information technology, and productivity. The relationships were quantitively measured using data from 89 students. The construct validity of the measurement model was examined using convergent and discriminant validity analysis. The hypothesized model was tested using structural equation modeling and bootstrap analysis. The findings suggest that IT self-efficacy does not directly impact actual usage and productivity. Still, it directly affects IT actual competency, leading to actual usage and productivity. In terms of novelty, this study examines a comprehensive relationship between 4 variables: IT self-efficacy, IT actual competency, IT usage, and Productivity, while the other existing studies just examined the relationships between 2 variables: IT self-efficacy and IT actual competency, IT self-efficacy and attitude towards IT usage, IT self-efficacy and IT Usage. For practical contributions, this study highlights the importance of improving students’ IT self-efficacy as an initial strategy to motivate students to use technology in their learning process which can lead to improved productivity.

Abstract

Improving smart city maturity through digital transformation is becoming increasingly crucial in facing the challenges of rapid urbanization and the need for more efficient city governance. However, the lack of a unified understanding of key drivers and challenges in this domain has limited the effectiveness of existing strategies. This study aims to explore the role of digital transformation in improving Smart City maturity by identifying key success factors and best practices adopted by cities worldwide. This study used the systematic literature review (SLR) methodology based on the PRISMA framework, which included systematic steps in selecting, collecting, and analyzing relevant literature. The study results reveal six factors influencing Smart City maturity: Information and Communication Technology (ICT) infrastructure, data integration, government policies and strategic planning, stakeholder engagement, environmental sustainability, and innovation and human resource development. Unlike previous studies, this study synthesizes global best practices and success factors, offering actionable insights for policymakers and practitioners to design inclusive, sustainable, and forward- looking digital transformation strategies. Furthermore, the study underscores the need for context-specific research to optimize implementation and drive meaningful progress in diverse urban settings.

Abstract

AbstrakPenelitian ini berfokus pada faktor yang mempengaruhi adopsi e-Government dilihat dari perspektif warga dan penerintahan. Penelitian ini dilatarbelakangi adanya studi literature yang menjelaskan bahwa e-Government menjadi popular dikarenakan adanya manfaat yang signifikan kepada pemerintah, warga dan masyarakat. Studi literatur yang ada saat ini hanya menjelaskan mengenai faktor yang mempengaruhi adopsi e-Government dari sisi warga, tetapi belum ada yang membahas mengenai faktor yang mempengaruhi adopsi e-Government dari dua perspektif yaitu warga dan pemerintahan. Tujuan dari penelitian ini adalah mengisi celah yang ada di studi literatur yaitu literatur mengenai adopsi e-Government, dengan fokus khusus pada faktor yang mempengaruhi adopsi e-Government dari perspektif warga dan pemerintahan. Dalam mencapai tujuan, digunakan metode studi literatur. Studi literatur yang digunakan dalam jurnal ini berasal dari berbagai jurnal yang membahas mengenai faktor adopsi dari sisi warga maupun pemerintah. Hasil dari jurnal ini berupa ulasan mengenai faktor yang mempengaruhi adopsi e-Government dari persepktif warga dan pemerintahan, perbedaan dari faktor beserta dampaknya.Kata kunci: faktor adopsi, e-government, pemerintahan, warga.AbstractThis study focuses on the factors that influence e-Government adoption seen from the perspective of citizens and governance. This research is based on a study of literature that explains that e-Government is becoming popular due to the significant benefits to government, citizens and society. The current literature study only explains the factors affecting e-Government adoption of citizens, but no one has yet discussed the factors affecting e-Government adoption from two perspectives: citizens and government. The purpose of this study is to fill the gaps in the literature study of literature on e-Government adoption, with a focus on the factors that influence e-Government adoption from the perspective of citizens and governments. In achieving the purpose of the paper, the literature study method is used. The literature study used in this paper comes from. The literature study used in this journal comes from various journals that discuss the adoption factors of the citizens and the government. Abstract

AbstrakKemajuan pesat dalam perkembangan teknologi informasi berpengaruh secara global yang dampaknya meluas hampir ke seluruh lini masyarakat. Salah satu bentuk dampak positif dari perkembangan TIK adalah munculya sistem digitalisasi dalam penyelenggaraan pemerintahan yang dikenal sebagai Electronic Government (e- Government). Fenomena e-Government dapat didefinisikan yang mencakup semua penggunaan teknologi informasi oleh instansi pemerintah (seperti WAN, Internet, dan mobile computing) yang memiliki kemampuan untuk mengubah kondisi hubungan dengan warga, bisnis, dan pihak lain. E-Government pada saat ini masih sampai pada tahap pengembangan belum pada tahap evaluasi/penilaian e-government itu sendiri, sedangkan e-Government dapat dilihat mampu memberikan manfaat yang optimal ketika dalam kondisi mature, yaitu kondisi matang atau sempurna. Tujuan dari jurnal adalah membahas  model pengembangan  model maturity dari E-Government sesuai dengan 5 kategori Capability Maturity Models, the governmental models, the holistic appoarch models,  evolutionary e-government model maturity , dan related special purpose model serta kekurangan, kelebihan dari setiap kategorinya.Kata kunci: E-Government,model maturity, model maturity e-Government .AbstractRapid advances in information technology are globally influential whose impact extends almost to the entire community. One of the positive impacts of ICT development is the emergence of a digitalization system in government administration known as Electronic Government or e-Government. The phenomenon of e-Government can be defined that includes all the use of information technology by government agencies (such as Wide Area Network, Internet, and mobile computing) that have the ability to change condition relationships with citizens, businesses and other parties. E-Government is still at the stage of development not yet at the stage of evaluation / assessment of e-government itself, while e-Government can be seen able to provide optimal benefits when in mature conditions, ie conditions mature or perfect. The purpose of the journal is to discuss the maturity development model of E-Government according to the five categories of Capability Maturity Models, the governmental models, the holistic appoarch models, the evolutionary e-government maturity model, and related special purpose models and the shortcomings, advantages of each category.Keywords: E-Government,model maturity, model maturity e-Government

Abstract

Perkembangan transisi Teknologi Informasi (TI) saat ini menyebabkan penelitian terkait dengan tata kelola TI semakin meningkat.Tata kelola TI berperan besar dalam sebuah organisasi karena telah berubahnya peran dan relevansi TI dalam organisasi sehingga diperlukan pemahaman yang jelas terkait dengan tata kelola TI saat ini.Tujuan penulisan ulasanliteratur ini yaitu untuk mengulas perkembangan topik Tata Kelola dan peluang penelitian lebih lanjutterkait tata kelola TI sehingga dapat memberikan pemahaman tentang tata kelola TI. Metodologi yang digunakan pada ulasan literatur ini mencakup: 1) pendefinisian pertanyaan penelitian; 2) penetapan sumber literatur; 3) penentuan kata kunci pencarian literatur; 4) Pemilihan literatur; dan 5) ekstraksi data dan sintesis.Berdasarkan hasil ulasan literatur yang dilakukan, penelitian tata kelola TI secara luas diterapkan pada organisasi bisnis.Terdapat beberapa metode dan kombinasi dari beberapa metode yang digunakan dalam tata kelola TI, mencakup Control Objectives for Information and Related Technologies (COBIT), Information Technology Infrastructure Library (ITIL), Information Technology Balanced Scorecard (IT-BSC), dan metode-metode lain. Tren penelitianyang saat ini banyak dilakukan mencakup cloud computing governance, criteria success factor IT governance, penerapan dan atau evaluasi tata kelola dengan berbagai metode pada sektor bisnis, tata kelola TI pada universitas, peran tata kelola dalam pemerintahan dan rumah sakit. Peluang penelitian direkomendasikan berdasarkan future dan limitasi dari masing-masing paper yang dibahas. AbstractThe development of the current Information Technology (IT) transition has led to more research on IT governance. IT governance plays a major role in an organization because it has changed the role and relevance of IT in the organization so that a clear understanding of current IT governance is needed. The purpose of this literature review is to review the development of Governance topics and further research opportunities related to IT governance so as to provide an understanding of IT governance. The methodology used in this literature review includes: 1) defining research questions; 2) determination of literature sources; 3) the determination of literature search keywords; 4) Selection of literature; and 5) data extraction and synthesis. Based on the results of the literature review conducted, IT governance research is widely applied to business organizations. There are several methods and combinations of several methods used in IT governance, including Control Objectives for Information and Related Technologies (COBIT), Information Technology Infrastructure Library (ITIL), Information Technology Balanced Scorecard (IT-BSC), and other methods . Current research trends include cloud computing governance, IT governance success factor criteria, governance implementation and or evaluation with various methods in the business sector, IT governance at universities, governance roles in government and hospitals. Research opportunities are recommended based on the future and limitations of each paper discussed.
