Abstract

The performance of the State Civil Apparatus which is further abbreviated as (ASN) is crucial and interesting to discuss, it is related to the image of the organization and competence in carrying out tasks within the organization. An ASN with good performance will certainly display a good image for the organization as well. The aspect that needs to be given special attention by the government in the motivational aspect is internal motivation. One of the internal motivations that can improve employee performance is public service motivation. This study used quantitative methods and took place at the Class I Immigration Office in Tangerang with 109 ASN (State Civil Apparatus) respondents at the office. This study aims to find significant differences in the level of public service motivation among civil servants based on demographics. This study found that there were no significant differences in the level of public service motivation based on position and educational background. However, there were significant differences in the level of public service motivation based on age and gender.

Abstract

The Directorate General of Immigration as the spearhead of the agency responsible for immigration in Indonesia is obliged to improve the implementation of a series of immigration activities in order to achieve public satisfaction with transparency in the field of immigration services, accountability and high responsiveness in handling incoming complaints from the public. Because the level of satisfaction from the community towards immigration officers is a reference and an important factor that needs to be considered in immigration services. In this case, the existing quality improvement can be in the form of innovations made in each UPT Dirjenim itself. One of the innovations is shown by the existence of the Eazy Passport service. Eazy Passport is a form of service provided by the immigration office work unit to fulfill the immigration function, namely immigration services. The Eazy Passport facility is a passport issuance service that is carried out collectively outside the immigration office with a minimum requirement of 20-25 applicants. In order to achieve optimal service, it is closely related and becomes the main thing for the realization of Good Governance in the work area of the immigration office. The service itself can be described as an effort to serve the needs of others who get rewards or services. Good governance itself aims to reform the bureaucracy to organize a system that regulates the implementation of a quality, effective and efficient Kemenkumham organization, so that it is able to provide appropriate, efficient, and professional services to the community. In this study, used descriptive qualitative research methods. A research method related to the social sciences that collects and provides analysis related to research subject data both in behavior, motivation, action by way of description in the form of words and language specifically that utilizes various scientific methods. The conclusion in this study is in the form of an Eazy Passport service which aims to prevent Covid-19 in the work environment of the Class I Immigration Office of TPI Bandar Lampung to prioritize Eazy Passport services in order to suppress clusters or the spread of positive cases of Covid-19 in the office environment and to realize optimal services. to support the achievement of good governance.

Abstract

There are still many Class I TPI Bengkulu Immigration Office employees who have not been able to operate e-filing, which results in employees being late in reporting their annual SPT by e-filing. The purpose of this Community Service activity (PKM) is to provide training and assistance to assist individual taxpayers, especially employees of the Class I Immigration Office TPI Bengkulu, in filling out and reporting the 1770s and 1770ss annual individual tax returns using e-filing. Community service is carried out using the Community Based Participatory Research (CBPR) method. The settlement techniques offered are through training approaches, discussions and/or questions and answers as well as practice. This training uses lecture and discussion techniques. The training that has been held has had an impact on increasing the knowledge and skills of the trainees in terms of tax reporting using e-filing from before who did not know the tax reporting mechanism. Through increasing the knowledge and skills of online tax reporting, TPI Class I Immigration Office employees report tax payable to the state. In the future, the implementation of community service can expand the target partners

Abstract

Kegiatan pengabdian masyarakat ini menerapkan pendekatan Participatory Action Research (PAR) untuk meningkatkan pemahaman masyarakat tentang sistem Autogate di Kantor Imigrasi Jakarta Barat. Program kolaboratif antara akademisi, petugas imigrasi, dan masyarakat ini dirancang melalui tiga tahap utama: (1) identifikasi kebutuhan berbasis partisipasi, (2) pengembangan materi penyuluhan interaktif, dan (3) implementasi dengan pendekatan learning by doing. Metode evaluasi menggunakan kombinasi kuesioner pre-test/post-test (N=85), observasi partisipan, dan diskusi kelompok terfokus menunjukkan peningkatan signifikan dalam pemahaman teknis (47%), persepsi manfaat (52%), dan kemudahan penggunaan (43%). Temuan ini memperkuat teori Technology Acceptance Model dengan menegaskan pentingnya experiential learning dalam adopsi teknologi. Program ini juga menghasilkan modul pelatihan standar yang telah diadopsi oleh Kantor Imigrasi sebagai bagian dari kurikulum pelatihan petugas. Implikasi praktisnya mencakup rekomendasi untuk desain antarmuka yang lebih inklusif dan model kolaborasi institusi pendidikan-instansi pemerintah yang lebih terstruktur.

Abstract

Mapping population density plays a crucial role in designing and developing urban policies. Traditional methods are often unable to capture complex spatial patterns, making the application of data mining techniques crucial. In this study, we conducted a Systematic Literature Review (SLR) of various data mining techniques, including K-Means, KDE, DBSCAN, Random Forest, linear regression, Cellular Automata, and Fuzzy C-Means. The findings of this study show that although K-Means proved to be effective, it is quite sensitive to the presence of outliers. On the other hand, DBSCAN successfully detects irregular distributions, while KDE is able to track trends despite being computationally intensive. Random Forest and linear regression can predict growth, but both require large datasets to provide accurate results. Meanwhile, Cellular Automata and Fuzzy C-Means offer flexibility, but also require comprehensive data. For future optimization, we recommend using AI-GIS hybrid models.

Abstract

This study explores the enforcement of administrative immigration measures in response to residence permit violations committed by foreign nationals. Using a qualitative case study approach, it examines how such violations are managed by immigration authorities, focusing on enforcement patterns, operational challenges, and the effectiveness of administrative responses. Data were gathered through document analysis, field observations, and interviews with key personnel, supported by legal and policy reviews. The findings highlight a range of violations, including overstaying, misuse of residence permits, and lack of valid documentation. Administrative actions such as deportation, revocation of permits, and blacklisting were commonly applied. However, the enforcement process was found to be constrained by inconsistent interpretations of legal provisions, limited technological and human resources, and inadequate coordination among relevant institutions. Enforcement practices tended to be reactive, triggered by referrals or specific incidents, rather than part of a continuous monitoring system.Comparative legal and policy analyses across jurisdictions indicate that immigration enforcement regimes grounded in preventive, integrated, and rights-respecting frameworks tend to produce higher levels of voluntary compliance and systemic legitimacy. The study recommends key improvements, including clearer operational guidelines, the deployment of interoperable digital surveillance, inter-institutional coordination, and increased public engagement. By addressing these challenges, immigration authorities can enhance the consistency, efficiency, and accountability of their enforcement systems, contributing to improved migration governance and public order.

Abstract

This study explores the implementation of the SIAP RAMAH (Sistem Aplikasi Paspor Ramah HAM) application, a human rights-based passport service management system developed by the Blitar Immigration Office in Indonesia. The objective was to assess user acceptance of this digital innovation using the Technology Acceptance Model (TAM), focusing specifically on vulnerable groups, including elderly individuals, persons with disabilities, infants, and pregnant women. The methodology employed a qualitative descriptive approach through participant observations and structured interviews with purposely selected system administrators, operators, and users. Findings revealed that SIAP RAMAH was generally well-received by vulnerable users due to its intuitive interface, reduced processing times, and streamlined application procedures. The study identified a strong relationship between TAM constructs-Perceived Usefulness and Perceived Ease of Use-and system adoption, with ease of use emerging as particularly critical for elderly users with limited technological familiarity. While the application successfully improved service efficiency and reduced physical visits to immigration offices, challenges persisted, including limited public awareness and internet connectivity issues in rural areas. The research concludes that human-cantered design principles are essential for inclusive public service technologies and suggests enhancing outreach campaigns through community channels, integrating voice-assisted navigation features, establishing mobile assistance units for first-time users, and developing collaborative partnerships with healthcare providers and disability advocacy groups to further optimize system effectiveness.

Abstract

Purpose: This study aims to examine how digitalization influences and is influenced by organizational structures and human resource management in the Indonesian education industry. Research Methodology: This study employs a qualitative approach using semi-structured interviews and focused group discussions to explore how digital technology is implemented in human resource management within the Indonesian education sector. Participants include education leaders, HR officials, policymakers, and edutech developers, selected through purposive and snowball sampling methods to ensure relevant and in-depth insights. Data were collected through individual interviews and thematic workshops, allowing researchers to capture both personal experiences and group dynamics related to digital transformation challenges and strategies. Results: The results show that the success of digital transformation in HR management in Indonesia's education sector depends on the balance between human, technological and organizational aspects. Key challenges include a lack of training, uneven infrastructure, and an organizational culture that is not adaptive to change. Therefore, a holistic strategy is needed that includes digital competency development, visionary leadership, and policies that support technological innovation and transparency. Conclusions: Digital transformation in HRM within Indonesia's education sector is hindered by gaps in human skills, technology access, and rigid organizational structures. Weak digital leadership and ethical concerns around AI further slow progress. A holistic approach developing digital competencies, promoting innovation, and ensuring transparent AI is essential for effective and sustainable transformation. Limitations: The study’s qualitative scope limits generalizability. It also reflects a specific time frame and may include selection bias from purposive sampling. Contribution: This study offers insights into aligning HR and digital strategies using the HTO framework and promotes ethical, inclusive digital transformation in education.

Abstract

The rapid advancement of information technology (IT), marked by innovations such as artificial intelligence (AI) is reshaping various sectors and challenging traditional frameworks, particularly towards automation. This transformation is particularly evident in public policy, as governments strive to enhance efficiency and citizen satisfaction. The adoption of information and communication technology, such as Autogate systems, emerges as a crucial strategy. In the context of immigration services, Autogate facilitates expedited immigration clearance procedures through biometric technology, enhancing security and efficiency. However, the implementation of such technologies raises concerns about public wellbeing. This research aims to assess the use and impact of Autogate technology on public wellbeing, focusing on its implementationat at Soekarno-Hatta Airport. The research methodology employed in this study involves two key approaches, interviews and observational studies. Findings reveal significant improvements in passenger experience and immigration efficiency, highlighting the potential of Autogate to enhance border management and public wellbeing. This research contributes to understanding the implications of technological advancements in immigration management and informs policymakers and stakeholders about the opportunities and challenges associated with Autogate implementation and public well being.

Abstract

Penggunaan aplikasi ponsel untuk memfasilitasi sistem e-government di banyak negara, termasuk di Indonesia. Dua aplikasi yang semakin populer untuk meningkatkan pelayanan e-government di Indonesia adalah M-Paspor dan Si Semar Layak. Kedua aplikasi ini merupakan teknologi yang digunakan dalam pelayanan pembuatan paspor. Studi ini bertujuan untuk melakukan tinjauan literatur dan string yang cocok dalam pengumpulan data dalam pembuatan jurnal analisis perbandingan aplikasi m-paspor dan aplikasi si semar layak melalui pendekatan sistematis menggunakan metode Prisma (Preferred Reporting Items for Systematic Reviews and Meta-Analyses). Melalui pencarian literatur yang sistematis, artikel terkait dengan penggunaan dan evaluasi aplikasi M-Paspor dan Si Semar Layak telah diidentifikasi dan disaring berdasarkan kriteria inklusi dan eksklusi yang ditetapkan. Hasil analisis literatur ini akan menyajikan temuan-temuan terkait metode pengumpulan data, pendekatan dan alat pengolahan data yang sesuai. Penelitian ini diharapkan dapat memberikan wawasan dan pengetahuan tentang peralatan yang digunakan dalam proses pembuatan jurnal ilmiah. analisis perbandingan aplikasi m-paspor dan aplikasi si semar layak.
