Abstract

Abstract

This study analyzes the strategy of the Community Monitoring Group (Pokmaswas) in developing mangrove forests in Pelambung Village, Tanjung Balai Karimun, Riau Islands. This study aims to explore Pokmaswas management patterns and their impacts on local communities and coastal ecosystems. Mangrove forests play a crucial role in maintaining ecosystem balance, protecting coasts from abrasion, flooding, and storms, and supporting the biodiversity of fish, shrimp, and crabs. In Indonesia, mangrove area has decreased drastically from 5.2 million hectares in 1982 to around 2.5 million hectares due to land conversion, logging, and pollution. In Pelambung Village, Pokmaswas, established in 2023, began rehabilitation by planting 5,000 mangrove seedlings such as Rhizophora (mangrove), Avicennia (api-api), and Sonneratia. This qualitative, descriptive study, using observation, local community interviews, and documentation techniques, was conducted from July to August 2024. The Community Development Group (Pokmaswas) is active in nursery, harvesting, maintenance, monitoring, and ecotourism development, generating economic benefits (job creation, mangrove coffee MSMEs and miniature canoes), ecological benefits (protection from abrasion, increased fisherman's catch), and biological benefits (marine biota habitat). Challenges include limited funding, pest attacks, and integration with regional development.

Abstract

Abstract

The development of Rempang Eco-City (REC) in Batam represents a strategic effort to promote sustainable tourism and regional economic growth. This study examines the gap between the planned concept and its actual implementation, particularly in tourism potential and social conflicts. Using a descriptive qualitative approach with gap analysis, data were collected through observation, interviews, documentation, and literature review, focusing on four aspects: policy and planning, social conditions, economic and tourism potential, and infrastructure and environmental readiness. The findings indicate significant gaps across all aspects. Development remains largely top-down with limited community participation, while social resistance highlights unresolved issues of rights and inclusivity. Despite strong tourism potential, progress is hindered by uncertainty and conflict, and infrastructure readiness is still inadequate. The research concludes that Rempang Eco City’s success depends on integrating social inclusion, environmental sustainability, and participatory governance, supported by community-based tourism, improved infrastructure, and inclusive policies

Abstract

The management of marine resources in small island regions is often hampered by fragmented knowledge systems, overlapping institutional mandates and a lack of coordination among stakeholders, which hinders the development of effective and adaptive governance. This article highlights how social learning within a Community of Practice (CoP) involving various stakeholders contributes to strengthening marine resource governance in this context. This study adopts a qualitative case study approach focusing on the Jaringan Peduli Laut (JALA) in North Bintan Island, Indonesia. Data were collected through in-depth interviews, focus group discussions (FGDs), and field observations, enabling a deep understanding of the processes of interaction and collaborative practices amongst the actors. Findings indicate that social learning emerges through sustained interaction, reflective dialogue, and repeated collective practices involving civil society organisations, local communities, government agencies, and academic actors. These processes facilitate the integration of local ecological knowledge with scientific perspectives, whilst fostering trust, shared understanding, and distributed leadership across the network. CoPs evolve beyond knowledge-sharing platforms into mechanisms that strengthen collective capacity to support joint adaptive management. This is evident in the emergence of community-based conservation initiatives, improved coordination in addressing coastal environmental challenges, and the gradual strengthening of institutional legitimacy at the local level. Although there have been positive developments, several challenges remain, including disparities in organisational capacity, communication barriers, and the differing interests of stakeholders that continue to shape the direction of collaboration.
