Abstract

In construction projects, there are four main aspects that must be considered: cost, time, quality, and occupational safety. One of the biggest challenges is the cost aspect, which often faces issues such as budget overruns, overtime work, and quality degradation. These issues can be categorized as unnecessary costs. One approach that can be used to reduce unnecessary costs is the application of the Value Engineering concept. The implementation of Value Engineering is carried out through field surveys, participatory observations, and secondary data analysis from project documents such as the Budget Plan (RAB), Detailed Engineering Design (DED), and Unit Price Analysis (AHSP). The analysis is conducted through several stages, including the Cost Model, Cost Breakdown, Pareto rule analysis, function analysis, creative stage, Value Engineering analysis, Life Cycle Cost analysis, and recommendation stage. The results show that the application of Value Engineering in architectural works can provide significant cost efficiency. The total savings reached IDR 69,552,162.86, or 10%. Specifically, for wall works, the applied alternative resulted in savings of 7.53% or IDR 62,784,374.25. For door and window frame works, the selected alternative generated savings of 1.09% or IDR 4,503,000.00. Meanwhile, for flooring works, the applied alternative was able to save 1.4% or IDR 2,264,788.61.

Abstract

Labor productivity is a crucial factor in the completion of a construction project, especially in column work that requires high efficiency. This study aimed to analyze labor productivity using the work sampling method on the work of column reinforcement on the 1st floor in the construction project of the Inpatient Building of RSUD dr. Hasri Ainun Habibie, Gorontalo. This study employed a work sampling method with a productivity rating approach and was accompanied by a questionnaire to identify factors influencing labor productivity. The time obtained in the field contained three types of activities, including effective time, contribution time, and ineffective time. Meanwhile, the questionnaire comprised 5 variables and 24 indicators. The study findings disclosed that the average LUR value on the column reinforcement work on the 1st floor of 17 (seventeen) days of work was 84.40%. This value indicated that the level of productivity was classified as productive and satisfactory. Then, the LUR value from the top ranking was the first day with a value of 89.31%, and the last was the fourth day with a value of 69.27%. In accordance with the results of the questionnaire distribution, it was found that the factor causing the highest labor productivity was the age variable with a coefficient of 0.840, and the lowest ranking was the weather variable with a coefficient of 0.577.

Abstract

The construction sector is among the industries with the highest rate of workplace accidents, making the implementation of an effective Occupational Safety and Health (OSH) system crucial. This study analyzes the application of OSH practices in the construction project of the Hasri Ainun Habibie Regional Public Hospital’s inpatient building in Gorontalo. Employing a quantitative descriptive approach, data were collected from 15 respondents, including safety experts, contractors, consultants, and workers, using questionnaires and interviews. The data were analyzed using the Relative Importance Index (RII) to assess the level of OSH implementation based on policy, training, use of personal protective equipment (PPE), emergency response procedures, and accident risk management. The findings indicate that the overall implementation of OSH in this project is categorized as “highly applied,” with the highest RII score of 0.93 for worker health insurance coverage and 0.95 for accident handling readiness, reflecting effective emergency preparedness. However, some areas, such as routine health checks and waste management, require further improvement. The study provides practical recommendations for strengthening OSH practices in healthcare facility construction projects, which involve higher safety risks and operational complexity than general construction projects. These findings are expected to serve as references for contractors, consultants, and policymakers in developing adaptive safety strategies aligned with regulatory standards.

Abstract

The tender process in construction project procurement is pivotal for determining the success of infrastructure development A vital part of this process is the method of determining the bid price used by contractors to secure a probability of winning while also achieving optimum profit. This study aimed to analyze and compare the mark-up value, win probability, and expected profit using two bidding strategy models the Friedman Model and the Gates Model in the construction project bidding process at the North Bolaang Mongondow Regency LPSE for the 2022-2023 period. The method used was a statistical approach involving the processing of secondary data from completed project bid data. The analysis was conducted on mark-up data. and the probability of winning and expected profit were calculated for each model The analysis results revealed that each model had distinct characteristics in determining the best bidding strategy The Friedman Model tends to produce more cautious mark-up values with a stable win probability, while the Gates Model offers a bolder approach in its expected profit calculation. Thus, this study has been able to notify construction practitioners in formulating policies on the importance of selecting a bidding strategy method that aligns with market conditions and the number of competitors, thereby enhancing effectiveness in the construction project tender process.

Abstract

The problem of delays in construction project is a significant challenge because it can impact the timeliness of completion costs, and the quality of the final results. This study aimed to identify the critical activities in the maritime laboratory building construction project and analyze time performance using Microsoft Project software through the Precedence Diagram Method (PDM). The research was conducted using a case study approach based on project data to determine the critical trajectory and analyze time performance. Based on the analysis, the project has 32 critical activities, all of which have a total float of 0, indicating that there should be no delays whatsover. Projects that were originally scheduled for 8 months can be shortened to 7 months through scheduling optimization with the PDM method. Microsoft Project can identify critical activities, provide start and end time information (ES, EF, LS, LF), and support decision-making in time management. Thus, the application of the Microsoft Project-based PDM method has proven to be effective in increasing the efficiency of the completion time of maratime laboratory construction projects.

Abstract

The improvement of healthcare service quality in Gorontalo Province requires adequate infrastructure, one of which is the construction of an inpatient building at the RSUD dr. Hasri Ainun Habibie. This study aims to assess the financial feasibility of the construction project to support investment decision-making. The method employed includes financial feasibility analysis using the Net Present Value (NPV), Benefit-Cost Ratio (BCR), Internal Rate Of Return (IRR), and Payback Period (PP) approaches. The data used consisted of primary data, in the form of a Cost Budget Plan (RAB), and secondary data, including hospital financial statements and projected operational revenues. The findings show that the project generates a positive NPV of Rp400,466,187,683, a BCR of 1.40 (greater than one), an IRR of 13,188% (higher than the 10% interest rate), and a payback period of 2.35 years (simple) and 2.36 years (discounted). The values indicate that the project is financially feasible for implementation. This study contributes to the planning and development of healthcare infrastructure, serving as a reference for policymakers in prioritizing public sector investments that aim to improve community services.

Abstract

This study aims to analyze the effect of additional working hours (overtime) and additional workforce on project success in the construction of the BPK RI Apartment Building in Gorontalo City. The independent variables examined in this study are additional working hours (X1) and additional workforce (X2), while the dependent variable is project success (Y). Data analysis was conducted using multiple linear regression to examine the relationship and influence among variables. The sample consisted of 41 respondents who were workers and project executors involved in the construction of the BPK RI Apartment Building in Gorontalo City. Data were collected through questionnaires that had been tested for validity and reliability. The results of these tests indicated that all research instruments were valid and reliable, and therefore suitable for use in this study. The results of the analysis indicate that additional working hours and additional workforce simultaneously have a significant effect on project success. This is supported by the F-test results, which show a significance value of 0.037, which is less than 0.05. Partially, the t-test results demonstrate that additional working hours (X1) have a significant effect on project success, with a significance value of 0.023 (< 0.05). Similarly, additional workforce (X2) also has a significant effect on project success, with a significance value of 0.037 (< 0.05). The coefficient of determination (R²) value of 0.399 indicates that the independent variables collectively explain 39.9% of the variation in project success. The remaining 60.1% is influenced by other factors not examined in this study.

Abstract

Occupational Safety and Health (OSH) is a critical aspect that must not be overlooked, particularly in construction projects, as such projects involve various potential hazards. Therefore, the proper understanding and strict implementation practices are essential to reduce occupational accidents and to create a safe and healthy working environment. This study aims to compare the implementation of Occupational Safety and Health systems across several construction projects in Gorontalo Province and to analyze the application of the Occupational Safety and Health Management System (OSHMS) within these projects. The results indicate that the implementation in the Bulango Ulu Dam Construction Project achieved the highest percentage score of 99.64%, followed by the Amaris Hotel 2 Extension Project with a score of 53.57%, and the National Police Food Security Warehouse Construction Project with a score of 41.07%. Overall, based on respondents’ assessments, the combined implementation across the three projects reached a percentage score of 64.76%, which is categorized as good. These findings suggest that the implementation of Occupational Safety and Health practices in construction projects within Gorontalo Province is generally at a good level.

Abstract

Based on the Decree (SK) on the Change of Slum Locations in Bone Bolango Regency, Dutohe Village in Kabila District was designated as one of the areas experiencing a decline in residential quality and classified as a light slum area. The existing condition shows that the average damage level of neighborhood roads reaches 40.03%, and the drainage system is not yet optimal with an average value of 33.19%. This study aims to plan infrastructure improvements in the slum settlement area of Dutohe Village and to estimate the cost of planning road and drainage infrastructure as an effort to create a more livable and sustainable settlement area. The research method used is a mixed method, combining quantitative and qualitative approaches through field surveys, interviews, and technical design analysis (Detail Engineering Design). The research results indicate that the proposed technical plan includes the construction of neighborhood roads using paving blocks with a total length of 3,038 meters and drainage channels using U-Ditch and stone masonry with a total length of 3,994 meters. The total estimated cost required is IDR 3,671,111,028.53, consisting of 84.93% for road works and 15.07% for drainage works. The project implementation period is planned for approximately five months (155 days) based on the network planning analysis. The improvement of road and drainage infrastructure is a top priority to reduce slum conditions in Dutohe Village. It is recommended that the local government allocate budgets gradually and involve community participation to ensure sustainable settlement management and improve residents’ quality of life.

Abstract

Time and cost control are essential factors in ensuring the successful execution of construction projects. This study aims to compare project performance with the initial plan and evaluate the remaining time and cost required to complete the project. The Earned Value Analysis method was applied to analyze the project performance indices, allowing the assessment of cost efficiency, schedule efficiency, and the estimated time and cost required for project completion. The object of this study is the Food Security Warehouse Construction Project of the Indonesian National Police at Gorontalo Regional Police. The analysis was carried out using S-curve data, planned progress, and actual project cost realization. The analysis results show that from week 1 to week 17, the BCWP value is consistently higher than the BCWS value, indicating that the project progress is ahead of schedule (SPI > 1). This condition is reinforced by the ACWP value being lower than BCWP, as well as positive CV and SV values with CPI and SPI > 1, which demonstrates that cost and schedule control have been managed effectively and efficiently. Based on the estimation results, the project can be completed on time, cost-efficiently, and 100% without requiring additional budget, thus remaining within the initial budget limit of Rp5,180,854,000.
