Abstract

Islam in Sunda has diverse local elements. One of them is ngadudukeun, a ritual performed to control rain. The ritual is conducted by Sundanese Warukaum living in Bogor regency that has the high rain volume. The study follows Geertz’s perspective on the interpretation of culture and aims to get a deep understanding of the meanings of this ritual tradition from the native point of view. The data were gathered through observation and interviews. This study reveals that the ngadudukeun ritual consists of three stages involving both local and religious practices. The first stage is called petungan or pitungan that uses local mantra of Ajisaka to figure out the right time or day for an event. The second and third is conducted during maleman mangkat and maleman rame led by religious leaders. The Sundanese in Bogor believe that the ritual has a fundamental base from the Islamic scriptures, the Qur’an and the Prophet Tradition. To them, the ritual thus does not deviate from religion because it is seen as a spiritual endeavor based on Islamic texts to sustain their physical efforts.

Abstract

Ijtihad yang dilakukan oleh Majelis Tarjih bukan ijtihad fardî (ijtihad individual) sebagaimana telah dilakukan oleh para imam mujtahid terdahulu seperti Imam Abu Hanifah, Malik bin Anas, Syafi‟I dan Ahmad bin Hambal, tetapi ijtihad jama‟î (ijtihad kolektif) yang melibatkan ulama dari berbagai disipilin ilmu. Oleh karena itu, keanggotaan majelis ini tidak ekslusif dimonopoli oleh ulama-ulama yang menguasi ilmu agama Islam saja, tetapi juga terbuka bagi ulama-ulama yang menguasai bidang-bidang ilmu non-agama seperti ilmu hukum, filsafat, dan sebagainya. Mengenai hisab arah kiblat dan hisab waktu-waktu salat yang dilakukan oleh Muhammadiyah tidak keluar dari rel manhaj tarjih Muhammadiyah. Hasilnya sudah dapat diterima oleh kaum muslimin di negara kita.

Abstract

Even though study concerning Islam and politics has been conducted by many researchers, few of them investigating about compatibility of Islamic political thoughts, which originated from the classical and medieval periods that have been influencing Islamic political movements and thoughts in Indonesia, with Indonesian context. Thoughts of Imam al-Mawardi (lived in the 12th Century) and Taqiyuddin al-Nabhani (lived in the 20th Century) are some of them that should be mentioned in this regard. Islamic political thoughts of al-Mawardi become the main reference for Sunni Muslims who are majority in Indonesia, while Islamic political thought of al-Nabhani become the main guidance of HTI (Hizbut Tahrir Indonesia) movement of which its members and followers are many in Indonesia. This article investigates about the political thoughts of al-Mawardi and al-Nabhani concerning the relationship between Islam and state as well as their compatibility with Indonesian context. This study uses the library research in which its primary resources are books written by al-Mawardi entitled Al-Ahkam al-Sulthaniyah and al-Nabhani entitled Ad-Daulah al-Islamiyah. By utilizing qualitative content analysis, data were collected and analyzed. This article argues that the Islamic political thought of al-Mawardi has been adopted by majority of Indonesian Sunni Muslims with some adjustments with Indonesian context, so that his thoughts become compatible with the concept of modern nation-state of Indonesia. On the other side, Islamic political thought of al-Nabhani which developed within a spirit of resistance to Western (European) colonialism has been adopted and campaigned by HTI without adjustment with Indonesian context. This causes al-Nabhani’s thought clashes with the concept of modern nation-state of Indonesia.

Abstract

Abstract: An Evaluation Study on Haji Bridging Funds of Shariah Banking Products in Indonesia. Hajj bridging funds are one of the financing products of Islamic banking based on a fatwa of the National Shariah Council that was endorsed by the Ijtimak Ulama of Fatwâ Commission throughout Indonesia. The bridging funds are to be provided to the customers who are able to settle up the loan before the hajj. Different transactions are used in hajj bridging funds. There are transactions of ijârah, qard, or both. Hajj bridging funds provide a positive impact (maslahah) like the ease for customers to obtain the hajj departure portion. However, the disadvantage (mafsadah) of hajj bridging funds are the increasing waste of the criteria of ability (istitâ‘ah) in hajj and the extending of hajj departure waiting lists.Keywords: hajj bailout, istitâ‘ah, maslahah, transaction of ijârah, transaction of qardAbstraks: Studi Evaluasi atas Dana Talangan Haji Produk Perbankan Syariah di Indonesia. Dana talangan haji diberikan kepada nasabah yang mampu melunasinya sebelum melaksanakan ibadah haji. Akad yang digunakan dalam talangan haji berbeda-beda. Ada yang menggunakan akad ijârah, qard, dan gabungan keduanya. Dana talangan haji memberikan dampak positif (maslahah) berupa adanya kemudahan kepada nasabah untuk mendapatkan porsi keberangkatan haji. Abstract

This paper discussed the implementation of the new MABIMS hilāl visibility criteria in the unification of the Hijriyah calendar in member countries (Malaysia, Brunei, Indonesia and Singapore). This research uses the approach of Astronomy and Grindle's theory of policy implementation. The data source comes from the MABIMS Muzakarah results document and related articles. The research results indicate that the new MABIMS moon crescent visibility criteria are part of a public policy that, in its implementation, requires two mutually supportive variables. First, the content of the policy in the form of the moon crescent visibility criteria (3⁰; 6.4⁰) was accepted by all member countries through the signing of an ad referendum on 8 December 2021. This acceptance will receive public support if it is beneficial to time management. Second, the context of implementation is carried out in stages by taking into the characteristics of the institutions involved in preparing the Hijriyah calendar. At the practical level, the policy can be well received by the public, except in Indonesia, which still faces obstacles. This is due to the policy in the three countries being carried out on a top-down basis, while in Indonesia, it is carried out on a bottom-up basis. Furthermore, determining of Ramadan, Shawwal, and Zulhijjah are still waiting for confirmation of the sighting of the moon (ru’yah). It related to the domination of ru’yah, and a strong distinction between the function of the calendar in civil administration and worship practice.  Abstrak Makalah ini membahas penerapan kriteria baru visibilitas hilalMABIMS dalam penyatuan penanggalan Hijriyah di negara-negara anggota(Malaysia, Brunei, Indonesia dan Singapura). Penelitian ini menggunakanpendekatan penerapan kebijakan Astronomi dan teori Grindle. Sumber databerasal dari dokumen hasil Muzakarah MABIMS dan artikel terkait. Hasilpenelitian menunjukkan bahwa kriteria baru visibilitas hilal MABIMS merupakanbagian dari kebijakan publik yang dalam pelaksanaannya membutuhkandua variabel yang saling mendukung. Pertama, isi kebijakan berupa kriteriavisibilitas bulan sabit (3⁰; 6.4⁰) diterima oleh seluruh negara anggota melaluipenandatanganan referendum pada 8 Desember 2021. Penerimaan ini akanmendapat dukungan publik jika bermanfaat hingga manajemen waktu. Kedua,konteks pelaksanaannya dilakukan secara bertahap dengan memperhatikankarakteristik lembaga yang terlibat dalam penyusunan penanggalan Hijriyah.Pada tataran praktis, kebijakan tersebut dapat diterima dengan baik olehmasyarakat, kecuali di Indonesia yang masih menghadapi kendala. Hal inidisebabkan kebijakan di ketiga negara dilakukan secara top-down, sedangkan diIndonesia dilakukan secara bottom-up. Selanjutnya, penentuan awal Ramadan,Syawal dan Zulhijah masih menunggu konfirmasi penampakan hilal (rukyah).Ini terkait dengan dominasi ru’yah, dan perbedaan yang kuat antara fungsipenanggalan dalam administrasi sipil dan praktik ibadah.

Abstract

Bulughul Maram Min Adilatil Ahkam is a book compiled by Ibn Hajar Al-Asqalani (773 H - 852 H). This book is a thematic hadith book that contains traditions that are used as sources for taking fiqh law (istinbath) by fiqh experts, because almost all of the hadiths are related to fiqh law. However, the last part of the book Bulughul Maram is a collection of hadiths about adab and morals called Kitabul Jami '. The aims of this study are: (1) to determine the values of moral education contained in the book Bulughul Maram, (2) to determine the relevance of the values of moral education in the book Bulughul Maram with Character Education. The research method used by the author is a type of document analysis research through library research, by collecting data or materials related to the theme of the discussion and its problems, which are taken from library sources, then analyzed by content analysis methods. This analysis examines the values of moral education from the contents of the book Bulughul Maram. To support this research, the author uses the main data source, namely, the book of Hadith Bulughul Maram by Imam Ibn Hajar Al-Asqalani and a secondary source in the form of syarah from the book. Based on the results of this study, the author categorizes the hadiths of morality in the book Bulughul Maram into three parts, namely: morality to Allah Ta'ala, morality to oneself, and morality to family. Then the author concludes that in the book there are hadiths that contain the values of moral education whose relevance can improve character education which is only based on human norms. Because having character is thinking, having wills, and behaving according to their nature (conscience) to continue to serve Allah, they are not only human beings with good character but also have noble character.

Abstract

This study aims to determine the effect of instructional leadership, teacher innovation and supervision on the quality of learning management at SMA Muhammadiyah Jakarta. The location of the research was carried out at SMA Muhammadiyah South Jakarta. The research method used in this study was a survey method, with a population of 178 teachers with a sample of 123 teachers. The research instruments consist of learning management quality instruments, instructional leadership instruments, teacher innovation instruments and supervision instruments. The research results obtained (1) there is a positive direct effect of instructional leadership on the quality of learning management, (2) there is a positive direct effect of teacher innovation on the quality of learning management, (3) there is a positive direct effect of supervision on the quality of learning management, (4) there is a positive direct effect of instructional leadership on supervision, (5) there is a positive direct effect of teacher innovation on supervision, and (6) ) there is a positive direct effect of instructional leadership on teacher innovation. The implication of this research is that if you want to improve the quality of learning management, you must strengthen instructional leadership, teacher innovation and supervision. Suggestions that the quality of learning management is increased, all parties, namely the education office, school principals and the Muhammadiyah organization provide support for the research results that have been obtained.

Abstract

The article needs to address the problem of dawn time too early in Indonesia. To prove this, the researcher used the Sky Quality Meter (SQM) in four locations with different sky brightness levels: Labuan Bajo, Belitung, Sidoarjo, and Bogor. In addition, the article also seeks to explain the views of the government and Islamic organization using SQM. This research uses normative, astronomical, and sociological approaches. The results showed that the value of the sun's tilt during the Dawn Sadiq period was -19.30º to -13.58º. The appearance of dawn can be detected earlier in locations with high sky brightness and low light pollution, such as in Labuan Bajo (-19.30º), while in other places with opposite conditions, the appearance of Dawn Sadiq is slower, such as in Bogor (-13.58º). If the SQM observation in Labuan Bajo is used as a reference, it will not significantly impact the current dawn schedule (dip = -20⁰). The use of SQM for dawn observation is acceptable to the Ministry of Religion and Islamic organizations. However, considering the mixed results of dawn research with SQM, the response of the Ministry of Religious Affairs, Nahdlatul Ulama, and the Islamic Association still uses dip = -20º, while Muhammadiyah shifts to dip = -18⁰. To minimize differences, it is necessary to conduct joint research on an ongoing basis to produce stable data on the setting of the sun at dawn.

Abstract

Da‘wah illiteracy has been the primary cause of the common practice of Islam in Indonesia. However, this issue needs to be addressed in academic works and the measurement of da'wah literacy. Therefore, this research aims to develop a model of the da'wah literacy index. This study employs qualitative content analysis approaches and focuses on group discussion to create a quantitative model. Furthermore, a quantitative method of Pearson and Cronbach Alfa is used to test the validity and reliability of the model. The developed measurement consists of 2 dimensions with ten variables and is measured by 39 indicators. The model validity test shows a p-value of less than 0.05, and the reliability test is more significant than 0.60. Thus, it indicates that the model is significantly valid and reliable. This research is theoretically important in the literature on Islamic studies, notably for understanding the measurement of da'wah literacy in Muslim society.

Abstract

This research addresses the divergence of scholarly opinions regarding the legal status of Indonesia's National Health Insurance (BPJS Kesehatan) and its implications for Sharia compliance. The controversy arises from varying arguments put forth by the Indonesian Ulema Council (MUI) and Nahdlatul Ulama as the largest Islamic organization in Indonesia, which has implications for the pro-people government program. The study aims to identify and analyze the factors contributing to the disparities in fatwas issued by MUI and NU concerning national health insurance. Additionally, it examines the role of scholars in shaping public policies to ensure their alignment with Sharia principles. The method used in thos study is by employing a descriptive-analytical approach, this research combines document studies and interviews for data collection. Qualitative analysis, guided by ushul fiqh and fiqh siyasa principles, is used to evaluate the controversies surrounding national health insurance issues. The research reveals that discrepancies in fatwa rulings are rooted in differences in the focus of study. MUI emphasizes the contractual aspect, deeming National health insurance incompatible with Sharia principles. In contrast, NU highlights the program's societal benefits, considering it Sharia-compliant due to its social insurance components. This study demonstrates that scholars' involvement in policy formulation is essential to ensure compliance with Islamic law. The divergence of fatwas regarding national health insurance underscores the need for greater scholarly input in shaping pro-people government programs. This research offers a comprehensive analysis of the national health insurance controversy from a scholarly perspective, shedding light on the critical role of scholars in policy-making processes in predominantly Muslim countries
