Abstract

Bureaucratic reform program has not been able to change the behavior of bureaucraticmaladministration in Indonesia. Although there has been a change in the structure of government andpublic administration system and the implementation of bureaucratic reform program since 2006, butstill disappointing quality of public services community. The question is why the behavior ofmaladministration bureaucracy still exists in the public service in Indonesia ?. The study wasconducted to examine the behavior of maladministration difference before and after the reform of thebureaucracy. Two research methods used in this study. Questionnaires were completed by 250 civilservants. The second method is depth interviews with nine key informants. Five agencies that provideservices has been selected as the study site. The study found that the level of bureaucraticmaladministration of public servants to work after the reform era higher than civil servants employedprior to the reform era. This means that the agency Ombudsman of the Republic of Indonesia, civilservice law and a code of ethics for civil servants still unable to discipline the behavior ofmaladministration reduce bureaucracy. Governments need to develop a special program to change thebad behavior of civil servants in the ministry through the cultivation of moral values based on religiousteachings.

Abstract

The success of an organization depends on the quality of work of employees to carry out their duties with maximum results. The quality of work of an organization is influenced by many variables including Work Motivation and Work Discipline. An organization is not only looking for capable, competent, and hardworking employees,  but more importantly they also have a strong morale and drive to get the best possible results. . This study aims to determine how much Work Motivation and Work Discipline affect the Quality of Work of employees at the Pekanbaru City Trade and Industry Office. The type of research used is descriptive quantitative. The population in this study is all employees of the Pekanbaru City Trade and Industry Office as many as 135 people. The sample used in this study was 54 people. The technical data analysis in this study is multiple linear regression using SPSS V.25. The results showed that there was a significant influence of Work Motivation (X1) and Work Discipline (X2) variables on employee work quality where Work Discipline variables (t = 2.614 and ρ<0.05) had a stronger influence on work quality than Work Motivation (t = 2.333 and ρ<0.05). The percentage of influence of the two variables was 18.8% while the remaining 71.2% was influenced by other variables that were not used in this study.

Abstract

The success of an organization depends on the quality of work of employees to carry out their duties with maximum results. Competence is one of the factors that influences employee performance. Employees who have good competence will produce good performance too. Employee performance needs to be considered and improved properly to support the vision and mission goals that have been set within an organization. The research aims to determine the influence of employee competency on the quality of employee performance at the DPRD Secretariat of Riau Province. The type of research used is descriptive quantitative, with data collection techniques using questionnaires. The population in this study was 201 employees at the DPRD Secretariat of Riau Province. The sample used in this research was 67 people. The data analysis technique in this research is a simple linear regression test using SPSS V.25. The research results show that there is a significant influence of the Competency variable (X) on Performance Quality (Y) where the calculated t is 9.782 and the t table is 2.404 at a significance level of 5%. The correlation test results show that the two variables tested have a strong correlation, namely 0.772. Furthermore, by interpreting the coefficient of determination value of 59.5% which has a positive effect, it can be concluded that the higher the employee competency, the higher the quality of employee performance in that place

Abstract

The Padang Luas Village Office is one of the seventeen villages in Tambang District, Kmapar Regency, Riau Province. The Padang Luas Village Office has carried out government duties, namely land administration services. This research aims to determine land administration services at the Padang Luas Village Office, Tambang District, Kampar Regency, and to determine the factors inhibiting land administration services at the Padang Luas Village Office, Tambang District, Kampar Regency. This research uses descriptive qualitative research and collects data through interviews, observation, and documentation. The data processing technique that researchers use is the data analysis technique. This research uses one variable in the operational concept which is guided by the Zeithaml-Parasurman-Berry theory which is the source of problems in land administration services. The results of the research show that land administration services are not yet optimal in terms of indicators including Tangible lack of facilities and infrastructure, reliability of abilities in administrative services that have not been fulfilled properly, responsiveness, ability to help the community, assure of employee friendliness towards the community and courtesy in land administration services, empathy has not been fulfilled seen from community complaints such as a firm attitude in serving. The inhibiting factors are lack of facilities and infrastructure, limited quality resources, lack of information, supervision of services to the community, negative thoughts from the community, and lack of discipline.

Abstract

One of the ways the Pekanbaru City government handles flooding is by carrying out River Normalization, the management of which collaborates with various parties, but the collaboration carried out by both parties has not yet had a significant impact. For this reason, an analysis of collaboration in managing flood management in Pekanbaru City is needed. This research aims to find out how Collaborative Governance is implemented in flood management in Pekanbaru City and find out the obstacles to implementing Collaborative Governance in flood management in Pekanbaru City. This research uses the Ansell and Gash theory with the indicators used, namely, Initial Conditions, Institutional Design, Facilitative Leadership, and Collaboration Process. The results of this research show that there has been collaboration for flood management in Pekanbaru City. The implementation of collaboration can be said to be quite good or quite effective, but not yet optimal, this is proven because there are still several indicators that are not optimal. On the other hand, the coordination carried out still has weaknesses, namely that there is still no clear agreement between several agencies, so there are no binding regulations and sanctions.

Abstract

This research aims to describe what factors influence the achievement of the Clean and Serving Bureaucratic Regional Integrity Zone (WBBM) Predicate at the Pekanbaru City Land Agency Office. Data collection techniques using observation, interviews, and documentation. Clean and Serving Bureaucratic Area (WBBM) is a predicate aimed at a work union that has accumulated most of the criteria for the improvement process in the leverage components to create an accountable government and excellent service as regulated in the Minister of State Apparatus Empowerment and Bureaucratic Reform Regulation Number 52 of the Year 2014. To achieve the goal of a Clean and Serving Bureaucratic Area (WBBM), the quality of development and management of integrity zones in work units must be improved. The bureaucratic reform program must be immediately implemented in work units. In a government agency environment, integrity in serving the public must be built. Government agencies are given the title of Integrity Zone (IZ) for the realization of Corruption Free Areas (WBK) and Clean Serving Bureaucratic Areas (WBBM) using bureaucratic reform, especially related to reducing corruption and improving the quality of public services. The results of this research concluded that to achieve the Predicate for a Clean and Serving Bureaucratic Area, there needs to be a collective will from all stakeholders who agree, from leadership to members/employees, they must have the commitment to give their best to get the Predicate for a Clean and Serving Bureaucratic Area (WBBM).

Abstract

This research was conducted in Bagan Cempedak Village, Rantau Kopar District, Rokan Hilir Regency. The purpose of this study was to determine the effect of village head leadership on community participation in development in Bagan Cempedak Village. The population in this study were heads of families in Bagan Cempedak Village. The sample in this study was 81 heads of families with random sampling techniques, using the 10% slovin formula. This study used quantitative descriptive data analysis using the simple linear regression analysis method and the data was analyzed using the SPSS version 25 program. The results of this study indicate that Village Head Leadership has a positive and significant effect on Community Participation in Bagan Cempedak Village. From the results of the Determination test, the R Square value is 0.513 or 51.3%. This means that 51.3% of the variable (Community Participation) is influenced by the variable (Village Head Leadership). The remaining 48.7% is influenced by other variables not examined in this study.

Abstract

Work Discipline is one of the factors that causes employee performance to decline. Employees who implement good work discipline will produce good performance as well. The purpose of this study was to determine the effect of work discipline on the performance of state civil servants at the Riau Province Manpower and Transmigration Service. This study uses quantitative methods and data collection methods using Observation, questionnaires, and Documentation methods, then analyzed using descriptive statistical techniques and simple linear regression using the SPSS 30 application. The sampling technique uses the Simple Random Sampling method, namely 34 employees were used as research samples. From the results of the study, it can be concluded that the work discipline variable has a significant positive effect on the performance variable of 99.6% while 0.4% is influenced by other factors not examined in this study.

Abstract

This thesis examines the role of social services in the rehabilitation of homeless individuals and beggars in Pekanbaru City. The research aims to explore how the Social Service addresses the increasingly prevalent social issues related to homelessness and begging, which involve not only residents but also individuals from other regions, such as Payakumbuh and Jakarta. The methodology employed in this study is qualitative, utilizing data collection through interviews and direct observations of the individuals involved. The findings indicate that social services play a crucial role in providing social rehabilitation and programs aimed at improving the quality of life for people experiencing homelessness and those who beg. These programs include education, skills training, and psychological support designed to reintegrate them into society. Furthermore, this research emphasizes the importance of collaboration between the government and the community in creating a supportive environment for rehabilitation. In conclusion, this thesis highlights the need for effective interventions from social services to address the challenges faced by homeless individuals and beggars, while also promoting ongoing efforts to enhance their welfare in Pekanbaru.

Abstract

The Systematic Land Registration Program (PTSL) is a government initiative aimed at providing legal certainty regarding land ownership for the public. However, in Pekanbaru City, community participation in this program remains relatively low. This research aims to identify the factors that influence both the success and hindrances of community participation in the implementation of the PTSL program at the Pekanbaru Land Office. This study employs a descriptive qualitative method with a field research approach. Data were collected through interviews, observation, and documentation. Informants consisted of land office staff and community members who had participated in or were currently participating in the PTSL program. Data analysis was conducted in three stages: data reduction, data display, and conclusion drawing. The results of the study indicate that community participation is influenced by effective two-way communication, ease of access to information and services, direct involvement in the measurement process, and community-based outreach. However, several obstacles were also identified, including a lack of adequate socialization, financial constraints, the absence of landowners during verification, and suboptimal coordination at the neighborhood level. Therefore, improving communication strategies, ensuring transparency in procedures and costs, and strengthening the role of local community leaders are essential to increasing the effectiveness of the PTSL program.
