Abstract

This study aims to analyze the collaborative practice of Bhayangkara Pembina Security and Public Order (Bhabinkamtibmas) with the Community Policing Partnership Forum (FKPM) to improve public safety and security in Puncak Jaya Regency. The research method used is descriptive qualitative. The research location is in Puncak Jaya Regency. The technique of determining the information selected by snowball by assigning 2 people as informants. Data collection used in in-depth interviews and observations. Data analysis techniques include data reduction, data presentation, data interpretation and drawing conclusions. The results of the study indicate that Collaborative Governance is practiced by building synergies between government and non-government parties based on the Directives and Regional Regulations as a road map for creating social improvement. The design of community creation and security is inclusive and open with face-to-face dialogue and intensive outreach. The strategy developed is to increase the trust of the community to be able to cooperate with the security forces, by developing collaborative activities, mentoring and informal education to foster communities to carry out activities that build and improve their standard of living so as to avoid actions that can harm others.

Abstract

This study aims to analyze the refunctionalization of policies in increasing the role of Women's Leadership in the Bureaucracy Position of the Jayapura Regency Government. Therefore, in this study, there are 3 main study focuses, firstly, analyzing the description of the role of women's leadership in Government Bureaucratic Positions in Jayapura Regency. Analyzing the supporting factors and inhibiting factors that affect the leadership role of women in the Government Bureaucracy Position in Jayapura Regency. Third, formulating efforts to refunctionalize policies in increasing the leadership role of women in government bureaucratic positions in Jayapura Regency. The research method used is descriptive qualitative. The research location is in Jayapura Regency. The technique of determining the informants was selected purposively. The data collection used includes in-depth interviews, observations, and FGDs. Data analysis techniques include the stages of data reduction, data presentation, data interpretation and drawing conclusions. The results of the study show that The refunctionalization of gender-based public policies at the district government as an alternative is carried out through two choices of steps, namely direct implementation in the form of programs or through the formulation of derivative policies or derivatives of public policies based on gender mainstreaming. The author's series of investigations in policy implementation starting from programs, to projects and to activities that are in accordance with public sector management show that there are weaknesses in the politics of determining certain positions which are carried out in a closed manner so as to ignore the role of gender mainstreaming.

Abstract

This study aims to analyze the Synergy of Integrated Law Enforcement in Eliminating Mal Pilkada Practices in Merauke Regency. The research method used is descriptive qualitative. The research location is in Merauke Regency. The technique for determining informants was selected by appointing 5 people as key informants from the KPU, Bawaslu, Merauke Police and the Merauke State Prosecutor's Office and the Regional Government. The data collection used included interviews, observations, FGDs and document studies. Data analysis techniques include the stages of data reduction, data presentation, data interpretation and drawing conclusions. The results of the study show that the synergy of integrated law enforcement in eliminating malpractice regional elections in Merauke Regency at the implementation level is less effective. The integrated law enforcement integrated model is deemed necessary to use the concept of collaborative governance which is considered relevant to describe the collaboration and cooperation that must be carried out by Gakkumdu at the Pilkada stage.

Abstract

This study aims to reveal a professional description of promotion, supporting slot maxwin factors, and inhibiting factors, and a strategy for a promotion system that is in accordance with the work professionalism of the Public Works and Public Housing Office of West Papua Province can produce public service performance. The research approach used is a mixed method that combines a qualitative research approach, to see the depth of data through interviews and field observations, then a quantitative approach using statistical benchmarks or regression using survey methods. Qualitative data analysis includes the stages of data reduction, data presentation, and verification, and drawing conclusions. While the quantitative analysis is through the Kolmogorov-Smirnov normality test. The research results show that the mechanism is not yet transparent. Supporting factors and inhibiting factors that influence the professionalism of promotion are closely related to its internal and external dimensions. If the supporting factors cannot be optimized and the inhibiting factors cannot be handled properly, then promotion cannot be carried out professionally. Public Service Standards and Reputation can be described by the degree of achievement by examining the consistent aspects of achieving the goals supported by the presentation of the Public Service Index

Abstract

The overall objective of the research is to identify the penetration of bigman leadership values in village governance in Oransbari District, South Manokwari Regency. This research uses an exploratory paradigm, a descriptive approach with qualitative research (in-depth interviews). The data collection methods used were observation, interviews and documentation. Data analysis follows the procedures of data collection, data presentation and drawing conclusions. The results of these findings show that the penetration of big man leadership values in village governance in Masabui one Masabui two Watariri villages is still controlled by traditional values, especially the value of power and ownership of customary rights and rights as a tribal chief, which are used in governance starting from the leader. The village structure prioritises the values of responsibility and transparency, even though it is controlled by a patrilineal family. The penetration of bigman leadership values in village governance in Oransbari District, South Manokwari Regency, has had a very strong influence. This influence is due to the power system of the tribal chief as the holder of customary rights, which has become a customary provision that all organisations entering the village must be headed by the holder of customary rights, who is also the local tribal chief, including bodies in the organisational structure, because it has become customary. As a legacy from generation to generation, all the trust of the community will be directed towards him. In addition, as the head of the village, the tribal chief plays an important role and is fully responsible for all government programmes that come to the village. He is also responsible for solving all problems related to violations and disputes in the village.

Abstract

Since the implementation of Law Number 23 of 2014 concerning Regional Government, Jayapura Regency has adopted a policy of delegating authority as an effort to improve the efficiency and effectiveness of government administration at the district level. This study aims to analyze the effectiveness of the delegation of authority from the Regent of Jayapura to the District Heads based on the Jayapura Regent Regulation Number 13 of 2019 on the Delegation of Partial Authority from the Regent to the District Heads to Perform Certain Local Government Affairs. This study uses a qualitative approach with data triangulation methods, including indepth interviews, observations, and document analysis. The results show that although there are some successes in the implementation of delegated authority, various obstacles remain, such as mismatches between the delegated authority and district capacities, lack of trained and competent human resources, and budget limitations. Additionally, the delegation process often lacks adequate accountability and transparency systems. The study also found that unclear policies and regulations, as well as complex bureaucratic processes, hinder the effectiveness of the delegated authority implementation. Some district heads feel that the delegated authority is insufficient to enable them to make quick and accurate decisions to serve local community interests. Recommendations from this study include improving human resource capacity at the district level, enhancing accountability and transparency systems, and simplifying bureaucratic processes to support the effectiveness of delegated authority. Thus, it is expected that the delegation of authority from the Regent of Jayapura to the District Heads can run more optimally and contribute positively to regional development and the improvement of public service quality

Abstract

This article discusses the implementation of the BINMAS Noken policy in Jayapura City, focusing on the factors that support or hinder its effectiveness. The research method used is descriptive qualitative, with data collected through interviews and observations. The analysis process includes data reduction, presentation, and conclusion drawing. The study found that the implementation of BINMAS Noken in Jayapura City consists of two programs: Si-Ipar, which focuses on “Polisi pi Ajar”(Police teaching the kids), and Keladi-Sagu, which “Kesehatan Lambang Diri Sehat Guna” (promotes self-use of health symbols). The communication aspect involves structured distribution with inter-agency coordination, utilizing social media as a communication medium both internally and with the community. The program also involves the Binmas apparatus and supporting resources. The task force receives incentives to enhance performance and demonstrates consistency and commitment to the program. The bureaucratic structure follows standard operating procedures. Internal supporting factors include high motivation and enthusiasm for work, as well as incentives for task force personnel. Externally, the local government is supportive, collaborating in program preparation and implementation. However, there are internal inhibiting factors such as personnel with double duties and inadequate logistical support, resulting in delays. Externally, community participation is limited due to a lack of motivation and involvement.

Abstract

This article analyzes the impact of the development and expansion of oil palm plantation companies on the socio-cultural and economic transformation of indigenous peoples in Keerom District, Papua Province. The study aims to analyze the changes that have occurred in the social structure, cultural practices, and economic systems of indigenous peoples, as well as identify factors that affect their economic conditions after the entry of oil palm plantations. This article uses qualitative research with a descriptive approach. The study was conducted in villages scattered by oil palm plantations in Keerom District. The research instruments used were recording devices and notebooks. Data collection techniques included in-depth interviews and observation. Data analysis includes the stages of data reduction, data presentation, and conclusion drawing or verification. The results show that the presence of oil palm plantations has resulted in significant erosion of traditional practices and customary land tenure systems. The transformation of the ecological landscape has resulted in the loss of access to natural resources that have been the economic and spiritual basis of the community. The shift from a subsistence economy to a wage-based economy has changed social dynamics and family structures.

Abstract

The article discusses the impact of controlling the circulation of alcoholic beverages in Jayapura City. The research conducted uses a descriptive qualitative research approach, including direct observation, interviews, and literature studies to collect data. The analysis of the data was done through data reduction, presentation, and drawing conclusions. The findings of the study reveal that the implementation of local government policies in controlling the circulation of alcoholic beverages in Jayapura City has been ineffective. The city government does not enforce the local policy of local regulation No. 15 of 2013, which prohibits the production, distribution, and sale of alcoholic beverages. Instead, the government issued its own policy, Mayor Regulation No. 8/2014, which focuses on the supply, control, and supervision of alcoholic beverages. However, the control and supervision have been poorly executed, resulting in the widespread availability of alcoholic beverages and liquor, with even minors and young adults being able to purchase and consume them. As a result, this situation has disrupted the social life of the community in Jayapura City.

Abstract

Barapen, a cooking tradition in various indigenous Papuan communities. To date, various social science studies have been conducted to examine social values, business economics, and political economy. While research in the aspects of applied science has yet to be conducted to study the phenomenon of heat transfer by natural convection from hot stones to food in cooking packs, this research was conducted. The purpose of this research is to study the phenomenon of heat transfer by natural convection from hot stones to food in cooking packs. In this study, a square-shaped artificial pool (260 cm x 210 cm x 50 cm) with white batah stone walls was used to cook food in a barapen. On the four walls, a type K thermocouple is inserted to measure the temperature at 3 layers, which will be the object of research. The ingredients are vegetables, sweet potatoes, and chicken meat that has been cut and stoned. As a discussion, the temperature gradient between layers occurs due to the difference in the amount of volumetric heat against time in each layer. The difference in the amount of heat in each layer is due to the difference in the density of the hot vapor trapped in each layer. Thus, it can be said that the cooking of food in Barapen occurs due to natural heat convection.
